sure. >> some of us are clear than others. foggy conditions are in pockets. so even if you're leaving the house this morning and seeing some clear skies out your window. don't expect it to be that way during your entire commute out the door this morning as far as this morning goes our view at the quay tower and of the moon right here. you can see clear enough of conditions. little know here. we will have the moon eclipse peaking on early friday morning. so for early risers, you'll actually be set up to see a pretty well, just make sure that you get outside on friday morning so you can check that one out here in a couple of days. obviously no clips this morning as the moon is shining brightly right now visibility is being affected in a couple of pockets such as up in the north bay as well as a few areas right along the peninsula into the south bay in our inland valleys also being affected by pockets of low visibility. like i said, be mindful of that as you're leaving the house you ran into some of it yesterday and today is going to be no different with pockets of low cloud cover and that's low visibility. 40's and 50's for

our current temperatures timber on san francisco berkeley oakland and alameda among or spots in the low 50's cloverdale in bodega bay. you're there as well starting off this morning with some cool temperatures. but comfortably cool conditions to be expected through the day today after a morning with some patchy fog will have generally clearing skies towards the afternoon and another sunny nice and cool one with highs in the 60's talking what to expect today and what our rain chances this week are looking like as well. still to come in your forecast back over the rate don, thank you for that. all right. let's get a look at your roadways this morning. like i mentioned, did see some pockets of fog on the bay bridge. so take your time as you're driving. >> a little under 2 minutes to make it to that fremont street exit in the city. the san mateo bridge. let's head over and get a look at things as you're heading across towards the peninsula. no delays there. about 13 minutes for that drive richmond center fell commute. as you travel out of richmond. a little under 9 minutes and the golden gate bridge heading from the north bay. about 20 minutes

into the city will have a weather and traffic coming up for now, let's get back to our top stories because hundreds of thousands of dollars in jewelry got in a matter of seconds at a chinatown store. the search is on to find the bandit is behind this break in the break in happened at long. the jewelers right near sacramento and grant kron four's. jonathan mccall has more on that. >> the owners of this jewelry store tell me they are just absolutely shaken and disturbed by the break-in that happened early tuesday morning. in fact, it's the second time in just 4 days that they've been targeted. they say that thieves were able to get in and out in less than 3 minutes, taking off with more than a $100,000 worth of items owners of the longbow jewelers in san francisco's chinatown are cleaning up the damage and shattered glass. >> while also counting their losses tuesday morning. the owners say the thieves cut around this lock of the stores gate hammered their way through the front door and took off with more than

$250,000 in merchandise. i think right now what's happening is seems like there's less physical violence. >> but the robbers are still happening. and they're happening even more aggressively. the bird con is with united peace collaborators, a group that has been patrolling bay area asian neighborhoods since attacks on asian americans during the height of the covid-19 pandemic. khan says he was at the same store just saturday afternoon. we're out here saturday. >> roughly tbout 12 o'clock. and we saw the broken glass and we asked them there were some police officers here writing report. >> khan says at that time he learned from sfpd officers. as many as 4 jewelry stores in chinatown were targeted on saturday. kron 4 has reached out to sfpd to get more details. but so far have yet to hear back the owners of the store too shaken to talk on camera now worried the thieves will come back for a 3rd time. the owners say they were just months away from retiring after 40 years, almost all

owners are kind of scared. >> you they don't know what of tight. they say people problem and there's no question. and the combat. they're at the point where they're ready to just get up close a lot of people. now that's been here for a while. you retire. >> and they may not be alone. khan says with rising rents, not enough customers and crime surging. many owners in chinatown could be looking to shut up shop for good in san francisco's chinatown jonathan mccall kron 4 news. that was not the only brazen jewelry heist in the bay area this week. concord police. >> are now seeking several suspects in this smash-and-grab robbery at the sun valley shopping center. it happened monday night while the mall was open with customers still inside shopping. police say 9 people injured. the iceberg diamond store with hammers and began smashing the glass displays. they also say the suspects threatened anyone who tried to intervene and then fled before police arrived.

>> we've had shootings here. so nothing surprises me seems it tracked use your fact families now that seems to track criminals. >> some shoppers say they hammers hitting the glass sounded like gunfire. no shots were fired and no one was injured. anyone was information is asked to contact concord police. smash and grabs are a big problem in san francisco. the neighbors in the city's richmond district say a lot of the stolen items end up being dumped in thtir neighborhood. now there's a community led effort to help the victims get their belongings back on force. taylor was actually talk with one of the people making all of this happened. >> first, it's the shattered glass and then the litter luggage across the streets of san francisco. >> harper city out to about 20th avenue is a place where we just, you know, we find him daily neighbors in the richmond district like mark dietrich say. >> scenes like this are becoming more common in the

neighborhood after burglars break into cars at tourist spots like fisherman's wharf in palace of fine arts steal items and then dumped a stolen suitcases when they get they want to make a quick getaway to jump on the golden gate bridge and it spits them out into our neighborhood and soon as this is the first place they can just pull into a parking spot dump it out and some buddies driveway. dietrich says he's found dozens of bags over the last year when he began tracking down victims to bring back their belongings. he says he's already helped about 50 tourists. sometimes is one backpack. >> i'm a week or 2 ago. it was an entire college. women's volleyball team vans were smashed out to get out of lands, end. it took all of their gear and equipment. it's also sentimental items like this army veterans backpack. >> dietrich says this bag was stolen. most recently. well, the group was visiting from kentucky on saturday. he says one of the victims told him that the bag had survived 2 tours in iraq. but couldn't make it past 2 hours in san

francisco. dietrich eventually tracked down the backpack and was able to return it to the veteran. meanwhile, on monday, another neighbor found this bag and posted about it on next door. the social media site where many in the city post about the recovered items. somebody message me and i found a bag just over on california street. >> i don't know what to do with it. so i zipped over there. got it. the bag is right here. and we've gone through it and there's there's no identification is absolutely nothing in it in these cases. >> will turn it over to police while this community effort isn't stopping the thefts from happening. he says at least this is something anyone can do to help this growing problem. the least we can do its neighbors is, you know, help the poor tourists come here on their vacations. >> and we robbed them the least we can do is is you know, we're walking down the street and this is happening in our neighborhood and lots of other neighborhoods is at least you know, scoop up that

you know, the sidewalks littered with with with stolen luggage and trying to figure out how to get back to him. >> this effort is something that many locals are tapping into and banding together to return the stolen items can also find similar posts on social media sites like facebook or twitter and san francisco taylor kron 4 news. >> will san francisco police are investigating a shooting in the city's bayview neighborhood. this is video of the scene from the citizens app. it happened in the area of 3rd street and lasalle avenue not far from the kirkwood. the south muni stop. police responded to a call around 04:00pm and found a man who'd been shot. he's been hospitalized. there's no update on his can sit his condition this morning. also plans to create a buffer zone around a planned parenthood clinic in walnut creek have been postponed. so far th-s year. police have been caught out 42 times to stop protesters from are asking patients at the clinic. oakland boulevard location. the walnut creek city councils

met to discuss the buffer zone proposal last night that there were technical difficulties with the zoom call forcing officials to cancel that meeting altogether. no word yet on when the meeting is going to be rescheduled. to our coronavirus coverage. some parents are upset after learning their children were given the wrong dose of the covid vaccine. the mix of happened over the weekend at sutter health. a vaccination clinic out there in antioch. in a statement, the company confirmed that 14 children got that incorrect dose. sutter health says the parents have been notified and say they're reviewing their process to make sure that this does not happen again. experts say that while children may suffer the same short term side effects from the vaccine. there's no evidence of any long-term problems. >> soreness at the site. fever is some nausea, some of upset. they should go. we in 24 to 48

the drug paxlovid is used in combination with an hiv antiviral drug and it could become available within weeks. pfizer says it will also allow the pill to be made by generic drug companies and sold inexpensively in nearly 100 countries hit hard by the pandemic. it would cost just $10. a pill. san francisco mayor london breed has zeroed in on the location for the city's first supervised self injection site. the mayor introduced legislation that would buy this property at sherry and hyde streets in the tenderloin as the city struggles with the rise in overdose deaths that building will allow drug users and that would allow drug use under the supervision of a medical profession. there. the building would also offer other resources such as mental health care as well as residential care as well. the cost to purchase the location would be more than 6 million dollars. the plan now heads over to the board of supervisors. the mayor is

well, welcome back to the kron 4 morning news at time for you now 04:15am. it was really gusty. >> and windy overnight in the east bay and in the early morning hours. i'm wondering, john, how long those winds are going to stick around here today. so it's still going to be a windy day today. we are going to be looking at conditions out there that are breezy and brisk so just don't forget the jackets as you are venturing out there. >> the good news is later on today. it's going to be clear and also going to be coming along with some temperatures back into the 60's. so it will be a little bit more comfortable than what you've got this morning with the cool and breezy conditions. you outside right now does show you half moon bay right here. skies overhead are a little bit on the gray side, although the especially foggy at the coastline. our foggiest of areas are further inland spots, especially those inland valleys out into the central valley. we've seen very foggy conditions over the course of this week which is limited visibility on i 5 as well as highway 99 high pressure is in place. this is going to result in a nice afternoon ahead of us partly cloudy to mostly

sunny skies and at times calmer winds breezy at times as well, especially longer bridges overall. futurecast is showing those dry skies, though, today. we're going to stay pretty quiet through daytime hours tomorrow. now we do have that slight chance of rainfall just around the corner arrives late thursday night into friday itself. you can see on futurecast, though, nothing super developed here. spotty showers are possible, especially for the north bay some spots in the bay area may not even be tapping into anything all other spots, especially in northern sonoma and napa counties could be looking at pockets of moderate rainfall here and there. rainfall totals from this are now going to be impressive. just get a look at what we're expecting as we do make our way through thursday night into friday. santa rosa, you may approach a quarter of an inch of rainfall. most of the rest of us staying below a 10th of an inch if not only looking at a trace of an inch of rainfall for some spots. so not a big storm to be talking about hardly a storm at all. but it is at least some moisture that parts of the north bay, especially we'll be tapping into to close out what's otherwise been a dry

and pretty mild week. today's daytime highs will be in the 60's was saying carlos at 67 degrees, south bay temperatures in the mid to upper 60's today while in the east bay looking forward to some mid 60's. mostly hayward in union city right at 65 same for you in oakland, antioch. a cool 61 today. one of our cooler spots pretty comparable actually with some areas towards the coast. like point raise right at 60 tomorrow's temperatures will be a little cooler than today's as will also be the case on friday. again, we've got those showers late on thursday. really not getting here until well after sunset. so thursday, daytime hours are going to be nice and dry friday. a few scattered showers that are dispersed by sunshine and then come sunday and monday with dry skies and we'll keep those dry skies around through the thanksgiving holiday right now. john, thank you for that. all right. let's get a look at your traffic today, heading from the east bay into the city. >> a little under 2 minutes for your drive time. i did see some fog as i was traveling across the bay bridge this morning. let's celebrate a look at the san mateo bridge a

little under 13 as you're heading across towards the peninsula. check out the richmond. sandra fell commute as you're traveling out of richmond, a little under 8 minutes and the golden gate bridge about 20 minutes traveling from the north bay into the city. well, in the east bay, the alameda county board of supervisors. name a replacement for wilma chan chan was killed after being hit by a car while walking her dog and alameda 2 weeks ago supervisors appointed her chief of staff david brown to fill that district. 3 seat. he's going remain in office for the rest of the term and will not seek reelection next june. turning now to national news. congress is turning its focus to the next big items on its agenda. lawmakers could take on the national defense authorization act or president joe biden. social spending bill basil john is in washington, dc this morning with the latest on capitol hill. good morning, basil. >> well, good morning. as both the house and the senate are

racing against the clock as there are still legislative items to take care of before the end of the year. >> lawmakers move on to the next big items on their agenda, starting with the nda. a whole essence of our effort is to deter. countries from thinking that a military response would prevail in the face of the united states. >> rhode island democratic senator jack reed said there's plenty of bipartisan support for the defense bill. we're looking at. the dimensions warfare expanding into space into cyber senate democratic leader chuck schumer says republicans and democrats want to add a new manufacturing proposal to the nda relieve our overburdened supply chains. >> including ensuring a steady, steady supply of domestic made semiconductor chip so vital to our economy. but some republicans like missouri senator roy blunt worry about the final price of the defense bill. we need to

get realistic about what has to be in the bill and then we have to get realistic about the top line numbers and move forward. democrats have not forgotten about the president's social spending plan and say they will work to get the build back better act passed. we aim to pass it before christmas. but senate republican leader mitch mcconnell warns about the negative side effect. if the president's bill is passed, it bbb passes. >> we will only exacerbate only make it worse. inflation. not only this year. but not sure. >> now house lawmakers also said they will continue to push for the social spending plan, get a vote to happen has soon as possible reporting live in washington. i'm basil john, thank you for that report this morning. basil. >> russia is rejecting accusations that they endangered astronauts aboard the international space station. russia conducted a missile test that blew up one of their old satellites that explosion created thousands of

>> homelessness is one of the biggest problems plaguing the bay area here. but oakland city leaders announced a new effort to try to fix that issue. kron four's haaziq madyun has that story for us. >> we are so thrilled that this demonstration program will touch the lives of 200 households, oakland mayor libby schaff announces a new housing assistance pilot program called shallow subsidy. it is designed to help prevent homelessness in oakland by paying a portion of a person's rent every month for up to 18 months. >> i don't know what i i you know, i can't pay the rent by receive income or. >> so secure. our main focus is closing the gap logan

mcdonnell, the associate director of the nonprofit housing resource program bay area community services is responsible for implementing the pilot and selecting the families were focus on neighborhoods whose rents have increased by upwards of 90%. people that have been experiencing homelessness in our lives. >> they paid more than half of their income on rent and their neighborhoods have high rates of gentrification. the total cost of the program. this 3.4 million dollars. the pilots partners includes billionaire philanthropist marc benioff who funded the initial seed money to get the rental subsidy off the ground. we believe in expensive housing market like the bay area. this is the type of intervention that can rapidly stabilize families keep them from losing their housing and allow them to build their income. >> to a moment of self-sufficiency. >> zeke mud. kron 4 news. >> still ahead on the kron 4 morning news a mom is forced to give birth while on a front

well, back here at we are also looking at a cool down for the next couple of days. and it was very windy in the east bay, especially this morning. john trail has it tracking a few things understand we might get some starting tomorrow sometime, right. so we are seeing a few changes in this forecast. and one of those does involve just a slight chance of a few light showers late tomorrow, thursday night. >> into friday. now it's not going to be a lot. so just a few sprinkles towards the end of the week to maybe playing around a little bit, at least bring that rain jacket with you as you're heading outside friday as for conditions today, we stay dry. we are on the cool side as mentioned, it's a bit brisk out there. so you do want to throw in the jackets this morning. layers always important before the sun comes up, especially as we do remain cool and a little bit foggy in pockets. santa rosa as well as portions of the peninsula. and especially the inland east bay have been seeing pockets of fog. now, that's certainly not affecting all of us. but even if you're leaving the house with him in the fog. don't anticipated to
