at times that fog is going to try to form right along the bay shore as well, especially towards the south bay. so be mindful couple of those problem spots. we will be looking at a cool morning with 30's returning for the north bay 40's 50's for the rest of us. not quite as cold as yesterday but comparable and definitely enough to bundle up with that jacket. got rain. a double duty this morning. the roads. how are they looking. of your traffic this morning. not seeing any major delays. if you're heading from the east bay into the city. a little under 2 minutes. >> for your drive time at this hour. let's head over look at the san mateo bridge heading across towards the peninsula. little under 13 for you to make that drive this morning as you're traveling along the richmond center fell bridge. you do have a traffic hazard. 5, a westbound west of garland boulevard just as you're getting on the bridge. that is not slowing things down for you still under 9 minutes as you're traveling out of richmond. let's head over look at the golden gate bridge about 20 minutes traveling from the into the city. one

more weather and traffic coming up for now, let's get back to the news. all right. and to our top story here at 05:00am police in union city. you're looking right now for a missing 13 year-old boy. >> essa is his name. he was last seen last night right around 8 o'clock in union city on union city boulevard. he was wearing a gray hooded sweatshirt, blue jeans and black shoes. if you see him, obviously you're asked to call police. his parents are desperate to find him. and another big story that we're following this morning. major changes coming to downtown walnut creek after recent smash-and-grab robberies at nordstrom rightly been seen in just about every day. >> we're learning more about what was taken kron four's camila barco is live in walnut creek with the details. good morning, camilla. >> good morning. rain and and james. well, because of what happened here saturday night security is tightened. police. we are ramping up their patrols and employees are also closing their stores. but take a look at this. the city has

blocked off broadway plaza. they're using these barricades and the mayor of walnut creek. you're taking a live look here broadway plaza. the mayor of one a creek says that they are not letting any cars go up and down this street for at least the remaining of the holidays will throughout the holidays. excuse me. and this is for safety reasons. as many as 10 stories turned off their lights before their normal times on monday. employees say that it was for the safety of customers and themselves after the wild scene that played out on saturday. police say about 25 cars drove up to nordstrom here on broadway plaza. they got out of their cars ransacked the store jumped back into those cars and drove away. police say they ran off with about a 100 to $200,000 in merchandise. and this is why creeks. mayor is adding more police officers to the area and closing off the streets. he wants to prevent a repeat of saturday night's bold heist. police arrested 3

people. but doesn't ran away. the mayor says that they are reviewing video and trying to 5 people involved. he's taking any preventative measures he has to take to keep customers and employees safe. now one shopper was unaware of what happened saturday night. they say that they now have their guard up. >> i think this is going to be some serious thought considering that we have, you know, kids, family. >> and they will will be will be looking at the news of the more often you know, as the holidays get closer and closer. >> well rayna james black friday is just 3 days away after what happened saturday night store hours are looking a little different. as i said, they are closing 10 stores closed earlier just yesterday. so if you are planning on shopping in the coming days. plan ahead. and just call ahead in order for you to find out what the story hours are saying. don't make that trip

'03, is the time and there was a big police presence at san francisco's union square yesterday because of the robberies that we see there in the past. in fact, this is video of a group that robin vandalized louis baton there. in fact, more than a phalf-dozen other stores in th area on friday night, including the louis that on their union square. so you now need a reservation just to get inside. that's a new policy they put in place. and while some shoppers say they still feel safe despite the recent crime some of his business owners tell us that they are considering, whether it's time to leave san francisco altogether. >> everything's on the table right now and we love the city. gump's has been part of san francisco and part of union square for over 150 years. we help build this vibrant area. it would be extremely disappointing for us to have to pack up and leave. >> san francisco. police say the burglaries at union square were coordinated. and as of this morning, police have arrested 9 suspects in

connection with those crimes. >> well, in the south bay police in san jose are now saying 2 different robberies at 2 malls across the street from one another might have been coordinated as well. they say a group of robbers stole about $40,000 worth of merchandise from the lululemon store in santander on sunday night. but around the same time, police say at least 2 people hit the valley. fair mall right across the street from all of that. they still roughly $7,000 worth of goods from a sunglass hut. there. >> whoever was waiting outside and multiple vehicles. let me add that it was just wasn't one or 2 cars. it was 4, 5, cars. they're planning to load all these cars fully with merchandise who knows. i tried to stop him, but they indicated they were really the run me over. so back off. >> well, no arrests have been made in either robbery and there's no information on possible suspects. there is a larger security presence at santana row ahead of black friday. and in the east bay,

this dramatic video shows a group of 9 people fleeing the same jewelers inside of southland mall. this happened sunday night around 5.30, police say the group used hammers to smash open the display case and grab whatever they could. police say the jewelry store was the only location in the mall that was targeted. no arrest have been made. and this is the 3rd time in the past 2 weeks that a group of robbers has use hammers to steal jewelry from the bay area mall. well, similar crimes also happened in concord as well as fairfield. >> well, governor newsome is now stepping in to help protect stores here in the bay area. the governor announced that he's directing a highway patrol increase its presence near major retail centers all across the bay area and these increased chp patrols are going to continue through the holiday season. governor newsom's office says it's been in contact with local mayors and police departments and with individual stores to to come up with additional ways to stop these thefts. we want real accountability. we want

people prosecuted and we want people to feel safe this holiday season. newsom also announced a proposed increase in next year's state budget to combat retail crime. well, with this rise in thefts. you may be thinking about changing your holiday shopping plans altogether. we've got local security experts weighing in now on how you shop and how that could the difference in whether or not you're targeted as a victim. >> you should be aware of where the nearest exit is getting out of the store is your best option. gain as much distance as you can from the people who are committing the crimes and also put items in for a hard items that poll that is attached to the closing 3 feet from you. you might have to grab that thing. you know, snap it off and use it to defend yourself. obviously you want to. that goes back to where it is right. you want to be a personally aware what's going on? >> one example of being in this video taken last week. you see one shopper there. hiding in a phone booth. that

was right next to a while. just a few feet away. 3 teens stole more than $50,000 of jewelry from a fairfield mauled experts do not recommend confronting the criminals but doing what you can to protect yourself and get away. >> well, it also and designer stores that were robbed over the weekend. this is video. it shows a group of burglars they broke into the blunt and more dispensary near the coliseum. well, this happened around one 30 yesterday morning. the owner tells us he believes that burglars came from a side show that was nearby and people started scaling the fence before storming an a rating to display cases. there. about 7 minutes later, security arrived chase them off. now with these recent attacks on marijuana related businesses owners say they're getting fed up with paying the high taxes and not getting much in return when it comes to police response there. >> extra security. and the taxes. we talk about tax try potentially we're talking a pick in the mayor's office. we don't know what we can do, but its top action would kind of talk.

>> this is just one of several incidents took place in oakland over the weekend. police chief leronne armstrong held a news conference yesterday to address the crimes were going to have more on that in the next hour. >> well, there was a similar scene in san leandro where about one 30 yesterday morning. there was an attempted robbery at the blount dispensary like all the other retail thefts we've seen recently. police say multiple people pulled up in several cars. but when they tried to force their way into that shop. they actually got into a shootout with store security. luckily nobody was hurt. but the people did get away. officers still looking this morning. we'll take a break. it is 5. feel to it. thursday temperatures begin to climb just a few degrees setting us up for a warmer weekend. that does take us back into the 70's for some spots. yesterday we were in the 70's today. not quite getting up there mostly in the 60's for your daytime highs for your tuesday forecast. burlingame in foster city each at 65 palo alto and mountain view at 64 degrees each and a couple of our warmer spots being areas like campbell at 66 degrees. hayward are right there with yet while oakland at 65 for your daytime high today. sonoma also at 65 in a few 50's right along the coastline. so today, tomorrow on the cooler side of things. temperatures start to climb a degree or 2 into thursday. and the weekend ahead. as i mentioned, will bring a few low 70's in the mix. lots of sunshine dry skies all the way through the weekend ahead of us. >> that. all right. let's get a look at your tuesday morning commute. if you're traveling from the east bay into the city right now. little under 2 minutes for your drive time.

the san mateo bridge heading across towards the peninsula little under major delays or issues as you're traveling the richmond, sandra fell bridge heading out of richmond. we did have an earlier traffic hazard. there. looks like that disabled vehicles pulled over to the side of the bridge here. so not seeing any major delays still a little under 9 minutes and the golden gate bridge about 20 traveling from the north bay into the city will have more weather and traffic coming up. for now, let's get back to our top stories. >> well, former raiders wide receiver henry ruggs is going to remain on house arrest after nearly missing a required alcohol test. he is required under the rules to take 4 tests a day since his involvement in that deadly crash earlier this month. he was suspected of driving drunk at the time rugs appeared in court yesterday because he missed a warning to take the test. he says he didn't hear the signal that informs him that it was time from here on out ruggs will have to wear a gps ankle monitor and another device to monitor his alcohol level. also happening today.

the trial of 3 men accused of killing ahmaud arbery in georgia could go to the jury. prosecutors plan wrapping up their closing arguments today, then the judge will give instructions to the jury before deliberations begin arbery was shot and killed last year when he was seen running through a georgia neighborhood. he was simply out for a jog father and son, greg and travis mcmichael and their neighbor. william bryan are charged with the murder. >> and in national news, we're learning more information about what happened at a holiday parade and the suspect accused of driving an suv that plowed through that parade. meantime, the community in waukesha held a vigil to support the families of the 5 people that were killed and those that were injured. care winter has that story for us. >> time. what do current pace of the investigation. a holiday gathering turned into a scene of horror. >> at this christmas parade in

wisconsin after the driver of an suv plowed into a crowd of people causing mass casualties. the waukesha, wisconsin police chief identified that suspect as 39 year-old darryl brooks. at least 5 people were killed and dozens injured, including children who attended the festivities. doctors from the pediatric trauma center at children's hospital of wisconsin describe some of the injuries of the 18 patients brought to their facility, their ages range from 3 to 16 years old. >> injuries range from facial abrasions to broken bones to serious head injuries. 6 of these patients were sent to the operating room last night and 2 additional patients are undergoing surgeries today according to physicians, 6 patients were listed in critical condition. 3 in serious and one in fair with 8 other patients in fair condition who were not in the icu but another unit of the hospital. there's $0.3, a siblings that are currently hospitalized with in children. >> and this is you need in truly demonstrates the devastating effects of this on

our community. chief thompson said brooks was involved in a domestic disturbance right before the tragedy. graphic video recordings showed the red suv speeding through barricades before approaching the parade route where that driver rams into dozens of victims attending the event according to witnesses brooks appeared to swerve from left to right. as if you were deliberately trying to hit as many people as possible. >> chief thompson also refuted claims that officers were porsuing brooks before the deadly incident that he confirmed was not a terrorist attack. last event that great weekend nightmare. >> last he really injured. last lost during should have been a celebration. >> law enforcement officials did not confirm how they caught that suspect or provide details on a possible motive. among those hurt in the rampage. a roman catholic priest and some catholic school children. also members of the asked fired and center studio which had about 70 participants in the parade, including kids as young as 2 and we're being pulled and wagons. >> well, that was care. winter reporting for us. police say

>> 5.30. is the time breaking news this morning. just in time for the holiday travel season. gas prices will soon be getting cheaper with the white house now making a major announcement this something on a lot of people are happy about morning raquel martin joins us from dc with the very latest on all of this. good morning, good morning. well, that's right. president biden today will announce plans to dip into the oil reserve in order to try and balance out the current supply and demand problems. we've been seeing play out for weeks now. this announcement comes as last month we saw the highest level in gas prices since 2014. >> with the busy holiday travel now here prompting millions of americans. they hit the roads. the biden administration is scrambling to lower the price of feel at the pump. we know it's tough for families to keep up with the rising cost tuesday president joe biden will announce new steps to bring prices down. the white house says it will now direct the department of energy to release 50 million barrels of

oil from the strategic petroleum reserve for weeks now the administration has hinted at the announcement aboard air force one white house press secretary jen psaki said the president is in ongoing conversations with a range of countries the importance of. >> making sure that the supply out there meets the demands. a worldwide problem. >> to make it easier for americans. but it's a worldwide problem. the white house says the release will be done in coordination with countries like china, india, japan and the u k. and president biden is expected to deliver his remarks today at the white house at 02:00pm eastern time. >> for now in washington. raquel martin, back to you. >> all right. thank you very much, raquel and of course here in the bay area. we've been dealing with record level gas prices for a while now. so getting any kind of break at the pump lot of legal. let's take a look at some of the prices that we're seeing right now across the bay. first of all, san francisco, as you

might imagine, is probably one of the most expensive places you're going to find the state average is $4.70, a gallon. but when it comes to the bay area. yes, we do have san francisco coming in with the most expensive price for an average gallon of regular gas at $4.87. oakland for 79 san jose for 80 you will pay a little bit more up in the north bay. looks like center. fells average price for regular gas is about $4.89. couple couple pennies higher that san francisco, even so. but hopefully that price break will come soon enough. >> yeah. because there are a lot of people who are trying to get on the roads and you're probably going to see more family >> alright nearly 2 dozen illegal guns as well as drugs have been taken off the streets of san francisco. fact, we have a picture showing the 21 guns that were seized and there they are, san francisco police work with the district attorney's office and with federal authorities to basically bust this gun trafficking ring 4 people in all been arrested for trying to sell these guns online through social media posts.

>> to me. it definitely a key networks communicate sell stolen goods, illegal firearms and so, increasingly become a tool for law enforcement to disrupt dismantle and hold accountable those groups that are committing crime. >> so investigators think that several of the seized firearms were stolen. city leaders say it that stopping illegal gun sales. i mean, it's pretty obvious is pretty crucial to keeping violence down. well, on the east there in the east bay. 3 people have been arrested in connection with the shooting of retired oakland police captain or see joyner. we have surveillance video from that shooting back on october 21st. it happened at a chevron gas station in west oakland. one joyner was approached by several suspects who tried to rob him. and that is when the shootout occurred. joyner shot and killed one person. the others got away. one person was arrested in houston and 2 others were arrested up in sacramento. joyner was critically injured in that shootout but is now recovering.

>> oakland police chief leronne armstrong continues to plead with the community to stop the violence. this as the police department is spread thin. they're trying to handle the uptick in crime across the bay area. kron four's amanda hari has the police's message. >> the oakland police chief said that it was a violent weekend all around. but especially during a 10 hour period on saturday. he said during that time they had more than 2 dozen incidents. most of which they're still investigating. >> oakland. police chief leronne armstrong says that 10 hour period started around 3 on saturday when police were called to an armed carjacking and robbery. they followed the suspect to several locations at one point that person shot at officers. it came to an end here at the 5900 block of ocean view drive the suspect then exited the vehicle armed with a firearm. >> officers gave the suspect commands drop the gun. opd

officers. discharged their duty firearms. the suspect was struck. the suspect was transported to the hospital and died from their injuries. >> 2 officers fired their guns and both are on paid administrative leave. we're trying to manage. >> over 300 calls for service. those calls, including robberies looting and hundreds of vehicles involved in illegal sideshows. >> this is citizen video from one of those side shows there were other shootings including one that led to the 120 firth homicide of the year. >> the victim was 17 years old. chief armstrong says they're already preparing for next weekend. i want to be clear that we're not going to tolerate this type of activity in the city of oakland. we are going to respond. chief armstrong says they'll have teams deployed across the city. >> but he says it can't be just the responsibility of police to solve this level of crime. >> he says they need help.
