>> from the area's local news station. you're watching the kron 00:00am morning news, >> well, good morning thanks for joining us for the kron 00:00am morning news here on this wednesday, november. the 24th. i'm reyna harvey. just a day before thanksgiving. and we've really already been in the holiday spirit for the past couple of john, the weather today and tomorrow. very important. we need to know because we're celebrating its an important forecast. but it's that easy. important because mother nature is not get this one anyone. it's easy to talk about. it's going to be easy to maybe even do some outdoor dining outside in tomorrow for your thanksgiving

lunch. as for conditions outside this morning it is cold out there but only for the time being, we have a brisk wind pushing into the bay area from the north. as you can see, the flag there long pier 15. >> it's blowing pretty good this morning it's also just generally a very cold start to this day. visibility is fine across the bay area. no issues with fog. it's just going to be that extra layer that you need to be concerned about concord. you're currently at 39 degrees. petaluma at 36 degrees. most of the rest of us in the 40's to 50's. but temperatures will fall even further at points this morning and for many of our inland areas across the bay. we do have frost advisories in effect through 09:00am because of just how cold these temperatures are. so from the 30's 40's and even a few low 50's to start eventually to the 60's this afternoon. it will be a similar afternoon yesterday just cool enough for the light jacket. well, through the afternoon. but overall, not a bad one. good one for the shopping last minute errands before thanksgiving or for any sort of travel. see maybe to get

that as well. reyna. john, thank you that. all right. let's get a look at your traffic today, heading from the east bay into the city. no major delays. a little under. >> 10 minutes for your drive time this morning. the san mateo bridge in across towards the peninsula. a little under 13 for you there heading out of richmond across towards san rafale b, the richmond. sandra fell bridge a little under 9 minutes and the golden gate bridge about 20 traveling from the north bay into the city will have more weather and traffic coming up. for now, let's get back to our top stories. california's worsening drought is for san francisco leaders to declare a water shortage. mayor london breed and the san francisco public utilities commission voted to adopt the system. white reduction and water use by 10% effective immediately residents and businesses are going to be asked to cut their water use by 5%. other bay area agencies that buy water from the city are going to be asked to deserve by at least 14%. customers can also expect to see a temporary drought

surcharge of up to 5% on their water bill. if they do not reduce their water use governor newsom has previously called on all californians to reduce their water usage by at least 15%. >> these are not petty thefts. this is not misdemeanor conduct this is felony and the charges that were filed today are felonies. >> arrested and charged nearly a dozen people taken into custody after a wild crime spree in san francisco's union square law enforcement says this is only the beginning. well, this is a look at some of the video from that wild scene on friday night. look at sfpd says as many as 40 people smash windows at the louis baton store took merchandise. this was one of several locations targeted that night areas in the sonoma district were also targeted during a news conference. and is district attorney chase of today's said his office is doing everything it can to keep shoppers safe and that

they're working with police to make more rest. he says his office files charges on 72% of theft cases that come into his office. when asked if some of those people arrested in this crime spree could end up back on the street this is what he had to say. >> when someone gets arrested in san francisco. there's a process, a legal process in which judges you those arrests and cases my office is not present were not part of that conversation. we don't have an opportunity to make arguments in front of that. it's entirely possible that one or more of these individuals has been released or put the best case is we can put together if there's challenges. we have to work together. but there has to be consequences. these are not victimless crimes. >> lots of men and women are severely traumatized by these acts. >> safer sf dean. one of the groups organizing the recall election. they held a rally outside of his office. now the group has accused the dean of

his office for being too lax when it comes to violent crimes. and the city of san francisco has limited car traffic around union square from 7 o'clock at night until 07:00am in the morning. every day. that's all an attempt to stop potential criminals from parking near their intended target. mayor london breed says the change could even last the on the holiday season. trying to look at ways in order to makes it a downtown shopping experience. >> more safe for pedestrians because this is not just about stolen goods having the ability to shop without concern about a vehicle hitting you is really important. >> san francisco police are also stepping up police patrols in union square city officials say they hope last weekend smash-and-grab won't keep people from doing their holiday shopping. >> businesses open. you might see boards on some of the windows. that's really a

measure. it is that they're open for business fantastic. i think i've ever felt so safe at union square. >> well, the smash and grab that. so not just happening in the bay area. because monday night. look at this. los angeles police say about 20 people were involved and a smash-and-grab incident at the nordstrom store in the grove shopping center. 3 people were arrested, although more than a dozen others got away. one of the getaway cars led police on a high-speed chase and officers eventually took the driver and others into custody. barriers are being set up at the shopping center to try and keep these away. all bart trains in service are now equipped with newly upgraded filtration systems which officials say will better prevent the spread of covid after a successful pilot launch. bart leaders say they're going to be ready for more riders this holiday season. kron four's taylor's aqi has that story. >> fresh new upgrades for all

taking as many steps as we can to mitigate the coronavirus risk. >> will charges have been filed in connection to the shooting of retired oakland police captain or c joyner police accuse these men marlon king and come andre king of confronting join her at gunpoint threatening to shoot him and still his property. investigators say joyner pulled out a gun and fired shots killing the 3rd suspect de siani gardner surveillance video captured the shooting on october 21st in west oakland. police say a 4th suspect. joshua hayes was driving the getaway car. he was arrested in texas and is being extradited back california joyner was also critically injured and is recovering. all 3 defendants have been charged with the murder of garner and second degree robbery of joyner marlon king and drinking are also facing one count of assault with a firearm. san jose. police say 2 men were injured in a

shooting tuesday afternoon on story road about 2 blocks away from the one o one off-ramp. investigators say they arrived on scene shortly before 3 o'clock found the 2 men with gunshot wounds. both were taken to the hospital. one with life-threatening injuries. police have not released any further information on that shooting. darrell the wisconsin man accused of driving an suv into crowds at the waukesha christmas parade was charged with 5 counts of first-degree intentional homicide. prosecutors say a 6 person, an 8 year-old boy died yesterday and that another intentional murder charge is expected to be added to that. kaylee be sun. has that story for us. >> and all actuality. it was a really, really scary thing. waukesha homeowner. daniel rider says it all happened in the span of about 10 just moments after the parade crash. a man appearing to be 39 year-old darrell brooks knocks on his door asking to a

think he's just making up something to try to get back in the house and hide because he'd seen officer shortly after police arrived and appeared to take the man into custody. at that moment. i knew, oh, wow. this guy's a disguise when he said he was a learned after he was in cuffs and. >> and i called my neighbor who was at the parade. and he told me everything i was just in shock. writer says knowing what he knows now he would have never let him inside hot. no i know many but it's strange no strangers are coming in my house again. >> now the jury has completed its first day of deliberations in the ahmaud arbery murder trial. greg mcmichael, his son travis and william bryan are all charged with shooting arbery in february of 2020 say they were making a citizen's arrest because they thought he was committing a crime, but he was not attorneys for the men claimed the shooting was self-defense. however, they admitted during the burry walked away from them during the confrontation. coming up

you don't have to work in your just nestled in your bed and maybe getting all the preparations for tomorrow's dinner. but we've got your weather and your roadways covered this morning for your meteorologists. john shea was been tracking all of that and john, what can we expect. well, we are looking at conditions out there that are going to remain dry and actually pretty nice for venturing outside during daytime hours all the way through thanksgiving and honestly on into the start of next week to the rest of the month is now in sight near 7 day forecast. >> and nothing out. there is really breaking this trend of cool, 60's and sunshine during the day. we do have are cold evenings ahead of us, though the golden gate bridge is clear this morning. and most of our inland areas are actually under some frost advisories, including the inland east bay much of the in the north bay to up until 09:00am as temperatures are so cold in the spots. now futurecast shows that we are going to remain clear not just today but on into thanksgiving tomorrow. now we will have a chilly evening in between. but

as long as you wait until round to 03:00pm to have thanksgiving dinner and maybe outside. if you want to do it, then temperatures are going to be warm enough that you can pull it off with all the sunshine that we're going to be seeing at times friday. cloud cover increases a bit. but we are going to stay relatively mild as far as temperatures go, 60's for daytime highs across the board yet again today. not a huge change today from where we were yesterday. most of us really maxing out in the mid 60's like in palo alto at 65 san jose. also at that same number freeman through hayward low to mid 60's with 64 to 65 degrees for you. oakland right at that 65 degree mark, much as the rest of the bay area is as for the north bay. much different mid 60's pretty much across the board for this one. and we're going to keep those around for thanksgiving tomorrow. now temperatures rise a few degrees into saturday, sunday and monday of next week which will be the warmest of the forecast likely to see a few 70's on the map around that time. and noticing know a lot of cloud cover to talk about and certainly no

chance of rainfall right now. john, thank you for that. all right. let's get a look roadways this morning traveling from the east bay into the city right now. little under. >> 10 minutes for you. there heading across towards the peninsula via the san mateo bridge little under 14 minutes. we're going to head over and look at the richmond. sandra fell commute as you travel out of richmond. a little under 9 minutes at this hour. and the golden gate bridge about 20 minutes from the north bay heading into the city. well sugar bowl heavenly northstar palisades of all had to postpone their reopening dates because there's just not enough snow in the sierra boreal hopes to capture some holiday crowds with a tentative friday opening and dennis shanahan has that story for us. >> in the 7 o'clock hour on this clear tuesday evening. the temperature dropped into the 20's and the snow making team at boreal fired up the machine. orioles marketing

director tells fox 40 the resort is hoping to open the day after thanksgiving depending on conditions and he encourages people to check for eels social media for updates on the resort would have loved the open. steve clarke is the owner of clark snowsports. we stopped by the roseville shop on our way up the mountain even during drought. steve stays optimistic, knowing the resorts always end up having a season. >> it will happen when it happens. you know, we always got to be optimistic. we buy all the stuff back in january going into last year. we didn't even know the resorts. we're going to open, he says last year ended up being one of the shops busiest ever despite the pandemic or perhaps because of it because everybody was all cooped up in order to get start going to some fun in the snow that fell in october was enough that some resorts, including palisades tahoe and boreal opened for a few days until the weather warmed up in the snow melted away. so there was a lot pre season purchasing going on from customers that we're coming in and not able to find what they wanted at

the end last season. now with the holidays approaching resorts are watching the forecast hoping for the best. even if the best for now is simply a temperature cold enough to allow for snowmaking. great for snow. >> and hopefully get a good snow season. so a bunch of product and that will help fund with it. >> all right. well over in the east bay after the north's gyms and several other stores in walnut creek were targeted this weekend. things are going to look a lot different in that area. we're going to show you the main street and broadway plaza is now closed to cars at least 10 stores. they've also announced that they are going to be closing their doors early these days to try to avoid another scene like we saw on saturday. the mayor wanted creek also announced an increase in police officers in that area at all times of the day he says these new changes are expected to be in place through christmas at the very least. well, those smash-and-grab thefts we have been telling you about all over the bay area news been

seen as well have some extra attention. the california highway patrol will start helping cities beef up their law enforcement presence just in time for the big holiday push kron four's terisa stasio has that story. >> it is quiet right now at the sun valley mall in concord a sharp contrast to this. >> criminals armed with hammers making such a racket as they smashed open the thick security cases that iceberg jewelers last week. the people in the mall font guns were being fired in response to that smash-and-grab and the steady series of similar crimes such as this one in fairfield, california. highway patrol will now be teaming up with local law enforcement launching their organized retail crime task force. the goal will to help assist in pursuing leads identifying suspects and supporting criminal investigations. chp officials say many of these crimes involve complicated. the theft rings and fencing

operations to sell stolen goods. effective immediately. the chp will increase patrols on freeway. corridor is near major shopping centers. this as a way to chase down criminals fleeing from scenes in walnut creek last week. authorities believe as many as 80 people stormed into the nordstrom and took off and multiple cars. and in san francisco, police surrounded one car after thieves broke into multiple high-end stores. but others with goods flowing out of their arms got into cars and sped away security cameras poised and entrances of malls can capture license plates that the chp can use to track down on highways as well and making the big announcement tuesday to launch the task force chp officials say the public can help out adding never step in and get involved in one of these crimes. but you can jot down descriptions and those license plate numbers can really help out and break up these brazen crimes, especially right now

is a holiday season gets into full swing in concord. theresa kron 4 news. >> well, lakers should boss daughter of murder. civil rights activist malcolm x has died. police say the 56 year-old was found dead in her brooklyn home on monday, adding her death appears to be from natural causes. her mother was pregnant with her and a twin when her father was assassinated in 1965 in harlem. her passing comes just days after 2 of the 3 men convicted of killing malcolm x years ago were exonerated. coming up next to the kron 4 morning news cases are up around the country. could another surge of covid-19 on the way local health experts are weighing in. we'll have that when we get back. well,

the attorney for the family of brian laundrie says brian shot and killed himself. investigators found laundrie's partial remains in october in a heavily wooded park in florida. well, the fbi used dental records to identify the remains of laundry. you may remember laundry have been the subject of a manhunt for more than a month as investigators search for clues after his girlfriend, gabby petito was found dead. the 2 had gone on a cross country road trip before petito was reported missing her body was found at a wyoming national park. after 3 years in court families of 16 of the 17 victims from the parkland mass shooting of reached a settlement with the department of justice, the

lawsuit claimed the fbi received tips about the gunman but did not investigate them properly or sufficiently court documents did not disclose a settlement amount in this case. hundreds of people gathered to remember the youngest victim of the tragedy at astroworld music festival. 9 year-old ezra blount has been laid to rest in north texas. the boy spent several days on life support after he was trampled at the festival as well as on his father's shoulders when the crowd rushed the stage he fell to the ground. he was the 10th person that has died as a result of that tragedy as family is among more than 300 concert goers and staff will file lawsuits against event organizer. venue management and rappers travis scott and drake. so ahead of the kron morning news. can some of the oldest trees in the world. stand up to fires and climate change and other threats we go deep into the forest to show
