come in your forecast back to rain. tom, thank you for that island to look at traffic this morning, heavy from the east bay into the city. a little under 10 minutes for your drive time there. >> the san mateo bridge as you make your way across towards the peninsula. little under 13 and the golden gate bridge about 20 minutes traveling from the north bay into the city. san francisco. police are searching for clues in 3 separate shootings that happen in less than 4 hours. we'll show you video of the scene from the citizens app, the first shooting happened just after one 30 sunday morning on for dell street in the bay view neighborhood. detectives say they found a man at the scene with a non-life-threatening wound that second shooting happened. 90 minutes later around 3 in the morning at turk in taylor. this is also from the citizens at that video of that scene. police say a man was hurt in this shooting. there's no word on the extent of his injuries and that 3rd shooting happened around 05:00am on trail and cesar chavez in the mission district officers found a man that was shot there medics rushed him to the hospital where unfortunately he passed

away. well, detectives have not released his name at this time. police say all 3 shootings are not connected but so far there's no word on if any arrests have been made in those shootings. in the east bay oakland. police are looking for the suspect who stole a french bulldog at gunpoint on friday. the dog's owner says a friend was taking the dog. maryland for a walk near valdez and 24th streets when 2 pointed a gun at the front of the man at that she hand over that dog kron four's. taylor's sacking has that story for us. >> really should be should he should. he should have the i would just change right now. >> hannah nelson is on the verge of tears talking about her nearly 2 year-old frenchie merlin who she says was stolen at gunpoint on friday. nelson says she was visiting friends in atlanta for thanksgiving when she got a call from her friend marie cobain's who was watching merlin at the time at one of them come in front of pointed a gun in my face said give me the dog.

>> and basically the other one already gone to go grab early. and bain says she was walking rolling when it happened around 06:00pm at valdez and 24th streets in oakland. she says the 2 men then jumped in a car and sped off going the wrong way down a one-way street towards whole foods very couldn't get anything out of could say anything but also with a gun in your face. you know, what are you supposed to say after hearing what happened. nelson says she jumped on a flight the next morning to head home so she could make fires and work with police. >> french bulldogs have been a popular target for robbers, especially in the bay area because they go for higher prices. nelson says the last few days have been emotional without it's hard. i can't even. >> understand why someone would want to do this. but. i mean, even coming home not running to the door to greet me. >> or hearing him run around in the background. nelson's family set up a reward website for merlin who's 26 pounds with a few unique spots,

including a large black spot on his left shoulder. he has a white belly and chest as well. i'm taylor reporting kron 4 news. well, a chp officer is recovering after his patrol car was hit at the bay bridge toll plaza. >> chp says the officer was responding to a call of a driver who they say was uncooperative in a tow truck. at some point the suspect took off in the wrong direction. heading back towards oakland on 5.80 the suspect then turned back around and ran into the officer's car and then try to hit another cop car before crashing into a 3rd car. the suspect will be taken into custody once released from the hospital. the driver who was hit was not hurt. for your money this morning. california workers could see more money in the new year because the golden state's minimum wage is going to increase a dollar. so starting in 2022 companies with more than 25 workers have to pay a minimum of $15 an hour. smaller companies will have to pay workers. at least $14 an

hour. california's minimum wage been going up every year since 2017 with the last scheduled increase set for 2023. lawmakers are set to get back to work this week on capitol hill to address 2 big items on their agenda. a looming government shutdown on december 3rd and a default on the federal debt. evan lambert shows us how both could impact millions of americans. congress did not do anything about this before their thanksgiving break. now they have just a few days to come up with a deal, possibly a stopgap. at least one of those to avoid a government shutdown. let's take a step back and tell people how we got here. >> congress passed a short-term funding measure in october. but that runs out on december 3rd, they could come together and agree on a long-term spending bill or pass another stopgap, nothing happens by friday. the government could shut down and this has happened several times before the last one stretching 35 days ending in january 2019. if the

government shuts down hundreds of thousands of federal workers, not just here in dc but all across the country could face furloughs, essential workers, though. like tsa officers and other federal law enforcement. they'd still have to work. they just wouldn't get paid. also national parks and monuments could close. there will also be disruptions to many operations at the fda and cdc, although covid response would likely remain the same on a totally separate note. this fiscal debt ceiling limit is looming as well. the treasury department saying that if nothing happens by december 15th on that. then the government could default on its loan. so we have those 2 things hanging above congress this week. back to you. >> that was evan lambert reporting for us. thank you for that. evan. some lawmakers say caregivers were denied access to their loved ones who are in long-term care facilities during the pandemic and some of those loved ones died in isolation as a result

of that. now democrats and republicans are pushing for congress to pass legislation to ensure this doesn't happen again in the future. the essential caregivers act would allow residents to designate essential caregivers who could continue to provide support even during a public health emergency sponsors say that bill puts caregivers concerns front and center. >> we are thinking towards the future in the event of another emergency. it's about learning from what happened in the past. recognizing that we do not want to ever see a repeat a the circumstances of 2020 for so many reasons. now the bill would make sure caregivers would have access to loved ones while also maintaining facility, safety. >> standards and protocols. lawmakers hope the bill will be ready for a vote by next year. well, today 51 contestants are going to hit the stage vying for the title of miss usa this year marks a new change in leadership and a slew of first for the competition from the ownership

well, welcome back to the kron 4 morning news at times you now 04:45am here on this monday morning. a couple of days away. >> from december. and we're looking at the year go by really quickly. we're also tracking your weather for today. if you're out making plans with the family looks really nice. lot of sunshine on the map. lot of sunshine rain and that's not going anywhere. this sunshine sticking with through the end of november. >> on into the start of december, which is now just a couple of days away. this is a trend of weather we've gotten used to. but probably don't want to get too used to even though we would love to see sunshine sticking around. we all need to start crossing our fingers for some rainfall again, got to work our way back into that pattern at some

point golden gate bridge. it looks crystal clear and dry just as we've been seeing so much of lately. winds haven't been a massive factor this morning. we are seeing a couple of breezy spots such as in half moon bay along the coastline. winds generally offshore, though. so not a lot of fog talk of the coast. another day of some patchy fog formation for some of our inland valleys. and another day with rainfall across the pacific northwest, especially up into western canada. these areas have been getting atmospheric after atmospheric river resulting in flooding to our north. will the bay area getting sunshiny day after sunshiny day. just the opposite tap seems to have run out for us in no system passing through over the next 7 days. it's going to provide enough energy to break through that high pressure ridge that has kept a so dry for so long. now, that was far as temperatures go. it's back to the 60's 70's we go 50's and 60's right along the coastline. but elsewhere in the bay. we've got another really comfortable. one areas like san carlos woodside mountain view as well as the

south bay in campbell sunnyvale in milpitas. all in the low 70's campbell being one of our warmer spots at 73 berkeley. you're up there, too, right at 72 degrees for your daytime. high. the late show and napa at 68 degrees. well, looking at some low 70's in areas like mill valley and santa rosa tomorrow wednesday and thursday, which is the last day of november on into the first 2 days of december will be bringing more highs in the low 70's or warmest friday saturday and sunday do get a little bit cooler. but we're keeping the sunshine and the dry skies around thank you for that time. all right. let's get a look at a traffic traveling from the east bay into the city. a little under. >> 10 minutes for your drive time there. san mateo bridge as we head in a cross towards the peninsula little under 13 and the golden gate bridge about 20 minutes heading from the north bay into the city will have more weather and traffic coming up for now, let's get back to sports. forty-niners are on a 3 game winning streak in the warriors go for their 7th straight win after dominating the clippers
