administration has taken steps to ensure a supply of roughly 200 million tests for december. but those are not expected until after christmas. critics say the u.s. has failed to make tests as readily accessible as they are in other countries like the u k and singapore. >> the city of oakland could soon require certain businesses to mandate the covid-19 vaccine oakley city councilman dan calm has introduced an emergency ordinance to require proof of vaccination, places like bars, restaurants, gyms, theaters, concert, venues and even dental offices. >> get more people vaccinated reduce the that's why we're doing this proof of vaccination ordinance for oakland. we be able to say look at city mandated requirement and honestly, you know, if you're dining out, you should be vaccinated. you have to take off the mask. around other people. >> the oakland city council is expected to vote on the issue this coming tuesday. if it passes, it would not take effect until the middle of

to going to continue to follow this and bring you updates as soon as we get them. >> oakland. police tonight say they need your help. finding the person who they say shot a homeless man just before 9 o'clock this morning on international boulevard. that person now being wanted and sought for attempted homicide. first responders were able to get to the scene to take the victim to a nearby hospital where tonight he is in critical condition. investigators are hoping that someone recognizes the person seen in these pictures and video. you get a closer look on our website. kron 4 dot com. if you have any information on who this person is. make sure you reach out to school board. president ro n- christian rodriguez is in critical condition tonight after he was reportedly hit by a car. that information coming to us from san leandro unified school superintendent doctor mike mcloughlin who says that rodriguez was walking with his wife when the crash happened. rodriguez is in grave condition. no other details on

the investigation have been made available. but superintendent mclaughlin says that the district we'll provide updates as soon as they become available. >> there's been a nother retail theft in the bay area. this one in berkeley and police say a man stole over $1000 worth of clothing from the uc berkeley student store. investigators say a student employee was injured while trying to stop the suspect from running away. police describe the suspect as an african-american male who is 5 feet 9 inches tall with a thin build. he was last seen wearing a green beanie and a pair of black and red sweat pants. if you have any information you're asked to call. you see police now to the incident where police have arrested 5 adults for giving alcohol to minors during a park. police say they were able to make the arrests after those adults agreed to buy alcohol to undercover agents who are posing as minors in front of a liquor store. police then arrested and cited the adults for furnishing alcohol to the minors. the penalty for doing

johnson and johnson vaccine citing rare but concerning blood clot. cases from force camila barco learns why officials are keeping it around in the chances of the side effects. >> local health experts say the johnson and johnson vaccine has improved to be as effective as the other vaccines blood clotting problems were linked to the vaccine since last spring. officials considered it a rare risk. but now new information shows it's an ongoing problem. first of all, if you got to don't worry about the clotting issue. uc berkeley, infectious disease specialist doctor john swartzberg. >> is offering some reassurance to johnson and johnson recipients. new data shows blood clots are still occurring to people who have received the j and j shot. we heard that there are complications from. >> the j j vaccine, particularly in women. typically in the 20's 30's 40's 54 people developed a rare blood clot linked to the j and j shot. >> since last spring. 9 of

those people died this week. the cdc said pfizer and moderna are safer preferred and recommended over the johnson johnson vaccine when the cdc looked at well, others. >> serious complications that are very rare but can occur with and we've got early vaccines that are more effective in. don't have that complication. a logical decision was what the cdc said that doctor swartzberg says. >> if you have received j and j. there's no need to worry because the chances of blood clots are still small it's a small number of a million. >> so don't worry about if you got vaccinated months ago or 2 months or 6 months ago. the panel is still making the j and j shot available to people who want it. >> or have a severe allergy to the other options. experts say the johnson and johnson vaccine is better than nothing at all. for example.

testing this 3rd dose and young people, the federal approval for that age group could get postponed until the middle of next year. uc berkeley, infectious disease specialist doctor john swartzberg says luckily younger children are not getting sick as easily as older kids or adults. >> we know fortunately that young children don't get as sick is older kids teenagers, for example, in adults and especially older adults. so that's great. on the other hand, we know that children younger children to get sick. some develop long covid some developed and inflammatory syndrome. and some develop serious complications from covid including want to be up in the hospital on a ventilator and tragically some guy just don't do it to the same rate as we see older people. >> so far the fda has only authorized the pfizer vaccine for emergency use in children, 5 and older.

>> several large school districts across the state, including west contra costa have delayed the vaccine mandate deadline. the district made the call after was clear they were unprepared to add thousands of students to their independent and virtual study programs this week the west contra costa county school board members followed the lead that was set by los angeles and voted to push the deadline from january. 3rd until february 18th the state's vaccine mandate will follow the fda's full approval of the covid vaccine for each age group and is expected to go into effect in july of 2022. usc just announced it is now considering a remote start to the spring semester and will likely ask students to provide proof of booster shots stanford and chapman university's along with occidental college are all requiring eligible students to get boosters ahead of the spring semester and the university of california is urging students. to do that as well. >> a federal appeals court has

now ruled that president joe biden's vaccine mandate for large private employers can once again resume the decision reverses an earlier ruling from a federal judge which pause that nationwide mandate. the court ruled that the mandate is necessary to limit transmission of the covid-19 virus. the mandate requires private companies with 100 or more workers requiring them to be vaccinated or submit to weekly test initially that mandate should have taken effect on january 1st president joe biden is set to deliver a speech about the omicron variant this coming tuesday. according to the white house, he's expected to outline new steps to help communities struggling with the new covid strain. he's also renewing a call for those who are not yet been vaccinated to book appointments for shots. boosters are available for all american adults, but only about 16% of eligible vaccinated, adults have received a booster shot. >> san francisco's largest landlord bear toss investments
