>> from the area's local news station. this is kron 4 news at 3. >> stay off the the conditions are treacherous. >> a strong warning from caltrans today as the agency is discouraging barrier travelers from heading to the sierra for new year celebrations. thank you so much for joining us here on kron, 4 news at 3 o'clock today. i'm justine waltman. the travel warning is because well, that record snowfall on the mountain. but right now 8050 are open leading to lake tahoe. and despite this break in the weather kron 4 sleep reports leisure travel is being discouraged. >> chain controls have been dropped on highway 15 and interstate 80 heading to the but drivers should still expect the red lodge has several back roads remain closed due to downed power lines and trees. we've seen record record breaking snowfall. the california department of transportation says its crews are working

around the clock on 12 hour shifts to make the roads safer leading to lake but at this point caltrans says trip should be limited to essential travel. the more you get out there. >> the more it makes it challenging for maintenance teams and their snow plows and all the equipment to be able to do that work for those who have no choice but to pass through the sierra south lake tahoe mayor devin middlebrooks as plan accordingly make sure you're prepared. have chains. have a full tank gas have all the essentials you need to. >> be safe. be patient as bad as the weather has been this week. the nayor says the area is now experiencing a break. obviously we had closures for the last several days. we be real close. you can get base and the roads have been extremely icy and snowy. but crews have been working 24 7 to get those roads. >> back open and safe for the public. so everything is open now, every day those conditions are getting better and with sun on the horizon for the weekend the next couple of days should be. i'm looking to be better for people to come up and they

have just keep in mind weather conditions are fluid and can change at any time. >> phillipe djegal all kron 4 >> the first snow survey of the season came out today and officials have recorded 78 and a half inches of snow depth and snow water equivalent of 20 inches which is 202% of the average for this december date at the phillips station, el dorado county, the department of water resources says the statewide average is currently at 160% of average. the data helps officials forecast the amount of water that will melt and runoff into state reservoirs to help the state's water needs information thatg is critical for the coming drive months. let's check in now with our meteorologist matt respond rig as on all things sierra and drought. are they going to get more snow. yeah. we're going to see some more snow showers next week. but enjoy that dry pattern. i know. >> a lot of road crews really want to break with all those snow showers to help clean out

the roads and clear out the roads for those of you heading out to this year meaning for skiers and snowboarders want to take advantage of that fresh powder were about 160% of average and we're seeing improve drought conditions not just for this but here at home in the bay area as well. south lake tahoe. you still remained under severe drought conditions. but most of this year, as you can see, noticing a huge improvement thanks to the feet of snow that you've gotten from the recent storms and the most recent atmospheric river, the same for the bay area as well. we went from extreme to severe drought. so that's why we're seeing more of that orange tan color and even the east bay. those of you saw improvement from exceptional drought now to extreme. so overall the entire bay area. so a huge improvement with our drought monitor map. just released today rainfall summary as you could see, still remaining above average anywhere from about a 150 to 250% of average

bay area counties are reinstating indoor mask mandate amid a surge of omicron cases. this includes alameda marin sonoma, contra costa and san francisco counties as well as the city of berkeley, san francisco's mac mask mandate will be in effect until january 31st. and one industry has been hit pretty hard by the return of masks inside and that's gyms kron four's. rob nesbitt has more on the declining membership and how omicron could make things worse. >> this is normally the time of year when gyms and fitness centers see an increase in membership because of new year's resolutions mask changes could not have come at a worse time. owners and managers have been saying for months. how covid transmission is not an issue inside their gyms, crediting their members. only access and the vaccine requirements for those members, director of marketing at fitness sf troy mcfarland says at of his it's the downtown locations. they're having a harder time recovering from the pandemic. he says it's been tough to keep up with the changes to

mask mandates, but that he understands the changes given omicron with the new year. normally comes new members looking to start their new year's resolutions but mcfarland worries. how many people will be doing that if they have to mask up while working out the mask mandate put a little bit of a damper on that. but. >> you know, we and i think our members understand as well. hopefully it's just it's just a short time frame to help stop the spike of fast-spreading. it's happening now. everywhere i reached out to the health officers in each county making changes to their mask mandates. coming up on kron 4 news at 05:00pm here. the science behind these changes and why they're going into effect. >> in san francisco. i'm rob nesbitt kron 4 news. >> and the surge in omicron cases has many experts recommending that you upgrade your mask at the very least where one of those light blue three-ply surgical masks, the stronger and 95 or kn 95 masks are way experts are saying

cloth masks offer the least amount of protection, especially indoors. and today there's been an urgent conversation taking place about the need to provide covid testing for the 50,000 students in the san francisco unified school district before they go back to school on monday. kron four's haaziq has the story. >> your concern is monday, rolls around. those tests are not available students and staff are back on campus is a it sounds like not not a situation. you want to be involved. >> not especially when you're hearing that omicron is like much. it spreads that much rapid rate than the other variants. and you're basically saying we're not going to do anything until the test arrives later from the state on thursday which everybody is already been exposed for days. so there's some criticism out there that maybe the school district could have prepared better. to make sure that students and staff were tested before coming back to school. we have been offering

surveillance testing for all students and staff since last spring. >> and beginning this sunday. we're also going to be offering mobile rapid testing at locations throughout the city at various schools. >> the school district is expanding testing sites all over the city next week and plans to share these take home test that they're going to get from the state late next week. but the students and the staff will already have been in the school for an entire week before and so the result of that is that we may have some spread in the schools that could be prevented. we need schools to be open. we need students in classrooms but we need to do it safely. this concerned about it being safe. >> and testing needing to be available in order to make that happen. i also want to reiterate that testing is not required to return to school. it's one of a number of layers of protection that we have in place for students and staff. >> so we're also going to continue with our other layers of protection such as. wearing a mask daily health screening

and encouraging everyone eligible to get a vaccine and a booster. >> has made you cry on for now to world news in israel has approved a 4th vaccine dose for people. most vulnerable to covid-19 becoming one of the first countries to do so. >> as it is now bracing for a wave of infections fueled by the omecron variant. officials say the doses would be initially given to those with weakened immune systems and will broaden the recommendation as they see fit. israel was among the first countries to roll out pfizer's coronavirus vaccine a year ago and began rolling out boosters over the summer. but it still saw a wave of infections. first blamed on the delta variant and now officials have warned of other cases that will be driven by the fast-spreading omicron variant. the cdc is advising people to avoid traveling on cruise ships regardless of vaccination status as the number of ships reporting covid-19 outbreaks continues to rise. officials say 86 cruise ships have reported

cases. so now they're looking into ships that report one or more cases among the crew or if cases reported account for more than 0.10% of total passengers cruise travelers are considered at high risk of getting the virus cruises resume sailing in the united states in june after more than a year of no sale rules. and speaking of travel chaos is continue in airports all across the nation today because of covid and also bad weather. so far today, according to flightaware, more than 1000 flights have been canceled. jetblue announced it is canceling more than 1000 flights starting today through mid-january to help stop the spread of covid-19. so what's happening here in the bay area. here's a look now at san francisco international airport. so far 19 flights have been canceled. oakland airport. 2 flights canceled and in san jose 6 flights have been canceled. there definitely check with your airline before you travel. coming up here. if you're traveling to southern

new baby on the way we're just going to have to rebuild it and replace the inventory, especially cannon. >> you know, move on. keep going reporting in san francisco. dan thorn kron 4. >> oakland police are searching for a hit and run driver. they have released these photos of the card that they're looking for. police say earlier this month the driver of this light colored bmw allegedly hit someone pushing a shopping cart on bancroft avenue and then left the scene. in alameda family's christmas decorations were stolen right from the front of their home. the family told us that happened 3 blocks down from alameda is famous christmas tree lane. they say that their large animated holiday light rain, which is more than 40 years old was stolen from right in front of their house. >> shock to my husband told me i was like, are you he's like i'm sure i can tell that it's missing or this profound disappointment, especially

low 50's for most of our north bay valleys. but a little bit milder. for those of you in santa rosa and allay currently 53 degrees. but when tracker forth, we are seeing overall calm winds. but the change in wind direction will be the story tomorrow, especially for our highest peaks north bay mountains, east bay hills including diablo range could see gusts upwards of 30 miles per hour less for everyone else in the bay area. winds out of the northwest at 20 miles per hour or less. what is going to be noticeably breezy but low temperatures tonight low to mid and upper 30's. so it is going to be cooler. but milder come for those of you in the san francisco peninsula low 40's for downtown san francisco in redwood city, 10 degrees warmer than those of you in santa rosa freezing temperatures there. so it is going to be very chilly high temperatures tomorrow. widespread low 50's even upper 40's for concord napa and livermore for most of our north bay and east bay valleys. and we're going to continue to see that cooling trend because it to cool us

>> this afternoon. we're learning that 2 doses of the johnson and johnson covid-19 vaccine is 85% effective against hospitalizations from the omicron variant. this is according to a study of south african health care workers and authors of that study are saying the results are important for vaccination efforts in africa as well as the continent as it continues to deal with this latest variant, although the u.s. food and drug administration has authorized the johnson and johnson vaccine as a booster shot. the centers for disease control prevention is recommending that other vaccines, our preferred that's pfizer or moderna. also today the fda is now expected to broaden the eligibility for covid booster. shots starting on monday. so 12 to 15 year-olds will be eligible to receive that 3rd dose of the pfizer vaccine. regulators also plan to allow both

adolescents and adults to seek an extra shot of pfizer's vaccine 5 months after receiving a second dose. instead that current period of 6 months. a booster shot is also expected to be authorized for younger children aged 5 to 11 who have immune deficiencies. the cdc will then meet to vote on whether or not to recommend the changes and after living in this pandemic for about 2 years now experts are saying the virus is not only a threat to our physical health, but also our mental health as well. one family therapist to say he's noticing more what he's calling covid whiplash. i'm seeing catastrophic thinking i'm seeing excessive worry. >> i'm seeing people losing sleep. i'm seeing people basically having a hard time getting through their day. i tell people that, you know, the best thing to do is to focus on, you know, maintaining some kind of normalcy in your life. sticking to your routines and trying to focus on what you do have control over.

border. our washington correspondent reshad hudson is joining us now live with more on the conversation. thanks for joining us for shot. >> hey, good evening. the white house has warned russia against invading their neighbor ukraine. but today's call, however, comes of the requests of russian president vladimir putin. president biden made the phone call from his home in wilmington. >> this is the second time the 2 presidents have talked since they're face to face meeting in geneva last june. the call comes as defense analysts warn russia has upwards of 100,000 troops gathered on the ukrainian border and appears poised for an invasion. >> he's using the intimidation of all those troops to again make by blink. >> former u.s. ambassador to ukraine, john herbst says who wants nato missiles out of eastern europe and wants a commitment that ukraine and other countries surrounding russia will be permitted to join the nato alliance so

to other european countries because that's a huge economic driver for the country. now for the u.s. is part. they would also provide additional military aid to ukraine for them to protect themselves. however, president biden said he doesn't want to send troops there, but he does want to make sure in the event that russia invades ukraine is prepared. rashad, thank you so much. >> in just a matter of days. several new laws are going to take effect as we kick off the new year. our capitol bureau reporter ashley zavala explains the new regulations. law enforcement agencies across the state. we need to follow in 2022. >> several new california laws will change police practices starting in 2022 in the new year. bad behaving officers will be prohibited from transferring to other law enforcement agencies. the law allows the state agency that certifies police officers to strip them of their badges for misconduct, including wrongful killing perjury and assault

the minimum age of those who are eligible to be a police officer will also be raised this year to 21 years old. this new rule does not apply to anyone who's been enrolled in a basic academy or employed as a police officer in california before december 31st of 2021 before police officers in california needed to be 18 years old with a high school diploma soon. the education requirement will also change requiring them to have a college degree by 2023 the state's chancellor of community colleges is expected to come up with a modern policing degree program. some police training practices will also change. officers will no longer be allowed to use certain types of restraints and in some cases will be limited to when they can use rubber when it comes to the worst case scenario in the new year. the state attorney general's office will be required to investigate all police killings of unarmed civilians in sacramento, ashley zavala kron 4 news. well, if you want plastic utensils with your takeout

it's nice and green and clear out there today. cold. but more rain is on the way. but not for new year's eve or your stay exactly. we're going to notice very cool crisp clean air all weekend long and. >> we're tracking dry conditions even as you ring in 2022 friday night. the bundle up. it's going to be chilly cooling down into the 30's along the coast with 20's for most of our inland valleys. but then that storm door going to re open early this upcoming week. we're going to stay dry all weekend long, even through sunday with those bands of light showers arriving. for those of you in the north bay by monday into monday afternoon. but then it is going to shift to the south, impacting the peninsula by monday night shortly before midnight and then we're going to see some slight scattered showers for your tuesday wednesday starting to trend drier. so we are going to see those showers off the coast. that's going to continue into thursday with more rain chances arriving by friday of

next week with light to moderate rain. so this one really does look to bring us widespread red measurable rain into friday night. that's when we're going to dry out and clear out from that wet weather and remember, we have 2 years of a drought deficit to get through. so we're going to need a lot more storms. fortunately our wet season still going to continue for the next 3 months. and let's hope it wasn't as impressive as what we saw in october, november and december but future rain totals, though, from monday into thursday of next week. anywhere for about half an inch of rain or less for most of the coastal areas about a quarter of an inch of rain as you make your way inland into the east bay shoreline with just racism out for those of you in san jose and livermore. but the good news is we do have some more rain outlook with widespread rain week from tomorrow into friday. but on thursday we could see up to about 3 quarters of an inch of rain. for those of you in santa rosa. so the coming storms really going to benefit those
