april 30, 1789. the first inauguration. george washington at new york federal. and the first time a president was inaugurated was thomas jefferson. march 4th and now on the january 20th. 2013. president barack obama gets sworn in for a second time. all said and done after tomorrow. maureen, will be sworn in four times in two terms. and chief justice roberts making the mistake four years ago. and the day after in a private service and then tomorrow. for the public certificate anyone any. only franklin roosevelt has been sworn in four times before in the united states history. and roosevelt is elected. and inspect the future. >> you saw the live picture. we saw the president with his wife. his two children and supreme court justice john roberts. the one who is officiate fog. this is a private inauguration. and the official much larger one is happening tomorrow. tori campbell is outside and covering both of those for us.
it is only the seventh tomb in history that a president has to do the private swearing in ceremony because the constitution requires they be sworn in before noon. and it happened efficiently. it has to happen by noon. as he is now inaugurated and the official one will start tomorrow. >> we look at the exterior shot from the white house. you must think. and will he bring up of popular issues and we have the state of union coming up naylor february 12th. will he steer and quite difficult visive right now out of the christmas break and what was going on in congress. and we will see. what the president has to say tomorrow. it will be interesting. probably not the speech he gave four years ago. and we will have more. >> they expect him to talk more in the second term and face
re-election. we will give you a note about the inauguration that you watched here on ktvu. he was sworn in with the first lady of the bible. they put their hand on the bible. and time honored tradition and he will have two bibles. one that was owned and never used before. the other is by president lincoln and there will be many memories made tomorrow and he will make first and being the first african-american holding the office of president and largest attendance of any in washington history at the last inauguration. they are expecting less people to attend this time. >> always an exciting time when a president is inaugurated. tori campbell is live in washington d.c. time now is 8:59. you are watching "mornings on 2". qqqqqqqqqqqqqqqqqqqqqqqqqqqqqqqq qqqqqqqqqqq
>> good morning, actually i should say good afternoon since it's afternoon in washington, d.c. i understand that president obama has been working on that inaugural address that you talked about. scheduled to last 20 minutes. i don't know if he will stick to that time frame apparently he is going to acknowledge the differences in congress, that were in his first time, but also talk about the responsibility that both sides have to find common ground and move forward. the speech does need to be up lifting. second term speeches are rarely
terribly inspiring. more of an olive branch speech to try to find some peace between both sides and sometimes it's more poetry than policy. as you mentioned, mike it's expected he would be discussing policy more in his state of the union speech later. a couple of people have asked who pays for this inauguration, especially since it's the second term. it is really necessary. it comes from a combination of funds. there are funds that come from the federal budge, that are set a-- budget, that are set aside. security, police, all the barricades needs to be paid for and also private donations obviously go towards a big part of paying for this second term. again some people have asked why is the second term even necessary. well, the president and vice president are only sworn in for a four-year term. if they are reelected they need to be sworn in again for the next four-year term. my colleague, ken pritchett is reporting live, he is meeting up with bay area people who are picking up their tickets for the inauguration, the big ceremony tomorrow at the capitol behind me.
he'll have that at 5 and 6 and 10:00 tonight. live in washington, d.c., i'm tory campbell, k.t.v.u. channel 2 news. >> hey, tory, i want to ask you really quick before i let you go. in his first term !;vzhealthcar reform obviously top of the president's list of things to accomplish. as we approach the second term, in it right now goals, immigration reform, gun control is another one. do you think that actually winning probably the midterm elections in 2014 is at the president's top of the list. if the democrats can win the house then the president may think that he can get more done in congress? >> reporter: yeah, absolutely. and i spoke to house minority leader nancy pelosi, who was the speaker of the house for a couple years. and i am sure she would love to have that title back again. and she seemed hopeful. she was kind of speaking in neutral terms, and she seemed to express some positive feeling that the two sides would be able to work together. since the democrats did score a pretty resounding victory at least for the president in the last election in november of
2012. but i'm sure that he is going to be trying to help democrats win more house seats in 2014, and nancy pelosi said gun control is definitely an important issue. barbara boxer said that, also. when i talked to the senate majority leader, ellen core but. she said she is coming out here to speak with senators boxers and fine 69 and make sure there is emphasis on gun control as well as mental health so that can be a focus as well. still the debt ceiling is another issue to talk about, and trying to find a solution to the deficit problem, lings. so economics still playing a big factor and jobs. that's one thing a lot of people talked about last night is the emphasis for needing more jobs for americans, as the president starts his second term. mike. >> all right. tori campbell, live in washington, d.c. this morning. we appreciate your time. as you saw it live, president obama was just sworn in a few minutes ago. vice president joe biden already was sworn in for his second term earlier this morning. >> so help me god. >> so help me god.
>> congratulations >> thank you. [ applause ] >> biden was surrounded by family and friends for his brief swearing in at the naval observatory. supreme court justice sonia sotomayor administered the oath of office. after biden's swearing in he and president obama attended a wreath-laying ceremony at the tomb of the unknowns at arlington national cemetery. it's the first time a visit to the cemetery has been included as part of the inauguration. it's nine owe3. political leaders from california are in washington, d.c. for the inauguration tomorrow. last night hunters packed a ball room in the washington court hotel for the golden fate inaugural bash. house democratic leader nancy pelosi was one of those in attendance. the mayors of san francisco, san jose and oakland are also in washington d.c. for the u.s. conference of mayors as well as for the inauguration. mayors ed lee, chuck reid, and jean quan are just a handful of politicians from california taking part in the festivities. we'll have live inauguration coverage later tonight on channel 2 news with
