>> there is still work to be done. more on the permanent fix for the broken bolts and when the work could be completed. it's all ahead on ktvu morning news. >> complete bay area news coverage starts right now. this is ktvu channel 2 morning news. >> good morning, everybody. here is a live look at the new bay bridge this morning. it was supposed to open to traffic at 5:00 this morning. they say, hey, open it up ahead of schedule late last night. it is september 3rd. i'm dave flores. >> pam is out at the bay bridge as part of the team coverage this morning. let's first get a look at traffic and weather. steve is off. rosemary. what is the weather going to be like. >> for starters, the muggy weather is moving out of here and we are looking at a comfortable day. mostly clear skies with patches of fog along the shoreline. santa rosa reporting visibility down a quarter mile.

along the coastline we are seeing it here as well. for the afternoon, we will be mostly sunny. temperatures are going to feel a lot like yesterday for the afternoon. again, it just won't be as humid. i'm thinking you will enjoy it a little better. low 60s around the bay area with the drier air in place. temperatures are cooler this morning. anywhere from 3 to 6 degrees in some neighborhoods. we will continue to cool down as we get closer to sunrise which is around 6:40 this morning. 59 san ramon and 60 degrees for la fayette. 74 in hayward. low 70s expected for oakland. 68 for san francisco. head to the south bay, you're looking at 79 degrees this afternoon in san jose. our warmest locations getting into the upper 80s. mid-80s for fairfield and low 80s over parts of the north bay. the afternoon sea breeze blowing. i'm seeing it through the delta

already this morning. i will have a better look at your afternoon highs. in the extended forecast, a big warmup. let's look at the traffic with sal. good morning. >> good morning, rosemary. the traffic is doing well. a lot of people will be excited to drive across into the city. we will have some of the same backups as with the old bridge. we will have a lot of people coming back after labor day and getting into the city. there may be more people that want to drive today just to be up there on that bridge. we will see what happens. this is a look at the bridge right now. it is light. traffic is moving along nicely. chp will be citing drivers who go over the 50 miles per hour speed limit. looking good to concord. traffic moving well. 680 traffic looks good from walnut creek. let's go back to the desk. >> years in the making but drivers are official owe going over the new span of the bay

bridge. we have team coverage of the opening this morning. >> first, let's check in with ktvu pam cook who is live at the toll plaza this morning. how is it going out there, pam? >> reporter: it's great. good morning, brian and tori. it's exciting to be here for the first morning commute across the new span of the bay bridge. we have been out here since 4:00 this morning. definitely seeing traffic picking up. but it seems to be moving along just fine. i got a chance to see the bridge from the east shore freeway this morning. it's gorgeous. the new led lighting, it's just a very pretty sight. it will be prettier when the old cantilever section comes down. the bridge opened up ahead of schedule. much safer. the chp was hoping for a last- night opening which it did. shortly after 10:00, the new bridge opened. some drivers waited in line for hours to be among the first to

cross the bridge. many drivers slowed down to take pictures and take in the view despite warnings fr on the illegal unless there's an emergency. it will be tempting this morning if you really want to have a picture as you go across the new bridge, take a passenger along to take the photos. this warning from the chp comes during the first morning commute. it is critical. we want everybody to be safe as they cross the new bridge. i want to check in with tara. >> reporter: that's what makes the bridge spectacular is the lights. it feels like the cables are parting for you. it's a light effect at night. after 11 years of construction, the most expensive public works project in california history is now open.

[applause] >> reporter: with a blow torch, lieutenant governor cut the ceremonial chain marking the span opening. it was slated to open right about now, but crews wrapped up work on time and it opened at 10:15 last night. there was little talk of a bridge billions over budget. but the focus was on a bridge that arrived on time before the next big earthquake. the design is inspiring. >> i hope this is more than just connecting two land masses. i hope that the progress that is being represented at this moment is for a generation to dream big dreams and to do big things. >> reporter: the bridge was replaced because a section collapsed during the 1989 quake. it costumerily 6 and a half billion dollars to make, four

times the original estimate. they are going to review and learn from mistakes so the escalation of costs doesn't repeat itself in future public works projects. coming up, we will tell you what motorists are staying about the new bridge. pam, back to you. >> reporter: thank you. we will also be crossing the bridge so you get an idea of what it looks like. we invite you to be our passenger. it will be quite a different view compared to the lower deck, the dark metal tunnel that it used to be and now a wide expansive view of the bay and east bay. alex savage is live. alex, you are driving the car across the road. how does it look? >> reporter: we are. and check out this view. we're coming right underneath that 525-foot hour. the suspension tower that holds this amazing bridge up. $6.4billion spent.

25 years later, after loma prada. what a beautiful bridge it is. we are crossing now and doing the reverse commute now. we're coming back from san francisco, heading east. we are going under the tower and all of the suspension cables and heading toward oakland right now. we drove from the east bay into san francisco. a smooth ride. people taking their time this morning. no one going so slow that they're causing any problems. obviously that was one issue that the chp wants to have people be aware of and warn them about, is not to go so slow that you become a distraction or a hazard for other drivers. they know that people want to sort of take in the bridge and all of its beauty. but they don't want people to stop and slow down. so far we haven't seen any of that. in fact, we have seen a lot of chp officers. we were just coming across the island right now as we got ready for this live shot. i saw probably four or five chp officers coming by the location

that we were. they are out in full force. rest assure this morning for the first commute across the eastern span, lots of chp officers out and about. everybody behaving themselves and enjoying the first ride across the new span. pam, back to you. >> reporter: thank you, alex. thank you for that gorgeous view of the span. that part of it, we have been talking about it. it looks like a giant lit sailboat. it took so long to finish. and of course it went over the original estimates. this all started back in 1998, when everyone agreed for the plan to have a self-anchored suspension bridge. engineers said it would take four years to build. it was supposed to cost 1.4 billion. but construction ended up taking 11 years and it cost $5 billion more than the original

estimate. the work -- it works out to $2.9 million per mile just so you know. there is a lot of work to do as you know. 32 bolt that's were designed to keep the bridge standing during a major earthquake cracked. that could have delayed the new opening of the eastern span. they were able to open on labor day weekend. instead engineers came up with the temporary repair job. that allowed the bridge to open last night, shortly after 10:00. it will be the middle of the december before the permanent fix for that is actually in place. but, again, very good news for the morning commute to open it last night, shortly after 10:00. that's what caltrans was hoping for. that's what the chp was hoping for. if they had to wait until this morning, it would have a big effect on the morning commute. that's the good news for the morning. the other big difference is bicyclists and pedestrians out on the new bridge. they will be able to enjoy it. it opens to the public at noon

today. we want to check out with ktvu reporter jeanine who is out where the bicycle path starts. >> reporter: yes. this is right next to the ikea in emryville. they already have signs up here of the bridge bay trail, showing people where it goes so you can access the bridge. they already have the bike and pedestrian walkway and all of the signage up here. it's the first time in history that the public will be able to walk this eastern span of the bridge. at noon today, a portion of the walkway will be open and it will allow pedestrians and cyclists to travel to the bridge tower. there will be one lane for bicyclists and walkers before the pathway will finally meet to treasure island. once the demolition is done, the pathway will extend between oakland to the island. and believe it or not, there

are already people who are excited and waiting to actually use this bridge. i'm joined now by dave from oakland. we just happened to run into you. what are you doing out here at this hour in the morning? >> i was checking out to see if it was open yet for bikes and pedestrians. i was here saturday night. and it was guarded. so there wasn't any time to sneak on. but now i heard the bridge was open and i wanted to drive across it while i had a chance. now i'm ready to bike across it. in fact i have my bike here with me. but i'm not sure i will get away with it yet. >> reporter: yeah. you have to wait until noon today. how exciting will it be to be able to do that? >> it's just amazing to have this part of the bay trail. that's one of my life projects is doing the entire bay trail,

the san francisco-san pablo complex. and this is just huge. to actually get a walkway on the bridge, on the bay bridge, you know, the golden gate bridge was built with one. i have been across that many times. to have it now at such an advanced stage, 70, 80 years later, whatever it is. >> reporter: thank you for sharing with us this morning. dave, a person who is very excited about using this new pathway for his bike. he will have to wait until noon today. the rest of the bridge, 2.2 miles will be completed in 2015. we will bring you more information on the new rules that you will have to follow here coming up in the next half hour. reporting live from emryville, channel 2 news. >> reporter: all right. thank you, jeanine. he is not the only one who is excited about riding a bike across the bridge. we understand that close to 1,000 bicyclists have signed up for a group ride at 6:00 this

the new span of the bay bridge. this is the first morning commute since it opened last night after 10:00. traffic is flowing nicely. we have full team coverage of the opening throughout the morning here at ktvu. >> a danville teenager killed in a car crash last week will be laid to rest this afternoon. orlando was killed august 26th after the car that was he riding in slammed into a tree near his home. it happened the night before he was set to begin senior year. the crash injured a 17-year-old driver and passenger. a public service for orlando starts today at 3:00 p.m. in san ramon as well. the clock is ticking on bart negotiations. they talked about the lack of progress being made. there are only 37 days left before the 60-day cooling off period issued by governor brown ends. union members say bart management has been mostly

unavailable for talks. but bart management says it's the unions that haven't been communicating saying they are eager to hear from the unions about the last offer that has gone unanswered. mediators are scheduled to resume negotiations next monday. >> the israel defense ministry says it conducted a test missile launch in the mediterranean sea. this as obama is trying to sell the congress on a strike against syria. president obama is meeting with several lawmakers next hour. kyla. >> tori, about a dozen lawmakers are heading to the white house in about 90 minutes. secretary of defense chuck hagel, secretary of state john kerry and general martin dempsey will provide more information to the senate foreign relations committee. kerry said last week there is

no doubt that syrian president regime carried out a chemical weapons attack nearly two weeks ago. it killed more than 1400 people. the white house maintains president obama could authorize a military strike against syria without congressional approval, but he wants congress to vote and it's not an easy sell. >> when you get ready for your first act of war, you better get ready for the next one. that is what concerns myself and so many other members of congress. >> this morning's meeting is the last time that president obama will meet with lawmakers before this weekend. i'm working on that story for you for 6:15. live in washington, kyla campbell, ktvu channel 2 news. >> obviously a big day with the new bay bridge opening. we don't want to neglect all of the other roadways out there. sal is keeping an eye on it this morning. >> i am looking at it all. i was one of the first cars to drive across the bay bridge

yesterday. >> really? >> i'm gloating about that. i'm going to gloat for another hour or so. >> yeah. >> another two or three hours. >> okay. good. yes, we are doing pretty well out there. obviously we have been looking at interstate 880 in oakland. the other freeway as brian mentioned because it will be a busy day, the first day after labor day, the unofficial end of summer, even though summer is technically here. people are back in school and back at work. vacations are over. you will see more people on the road. this is a look at the bay bridge toll plaza. we usually don't get busy until 6:00. yesterday somebody asked me what are the carpool lanes going to be like? it's exactly the same because the toll plaza has not changed. everything is where you left it, except now you will be driving on to a new eastern span. we are looking at a crash on highway 4. this was reported westbound 4 at summersville road. it has been taken off to the

center divide. the traffic is slow. i'll trace it out in red. you get the point. it's slow through there. and you will see slow traffic through the area because of just where it is. 5:20. let's go to rose mar he. >> okay. and it's a beautiful morning to get out and see that bridge. take a look. we have clear skies from our point of view here. just a little bit of patchy fog to report. wow, what a nice start to the day. without the cloudy moist air in place, you're going to like it better, especially as we get into the afternoon with drier air now. this system shifted just a little bit. it has been enough to push this sub tropical moisture pulling from the south the last few days off to the east. you can see it is over parts of the sierra. in fact the rim fire may see a few isolated showers today which is great news. the draw back is the possibility of lightning strikes. meanwhile here at home, this is what i mean by mostly clear

skies. patchy fog along the coast. seeing it inside of the bay, oakland reporting mostly to partly cloudy skies. santa rosa has patchy fog and it is patchy dense fog meaning visibility could be down to a quarter mile. take it easy. 62 in oakland. these numbers are cooler than yesterday morning. upper 70s to low 80s for most of the north bay. as we head to the east, 80 in oakland. these temperatures are a lot like yesterday. 79 in san jose. 78 redwood city. 68 for san francisco. partly cloudy skies and 60s along the coast. we get into a warming trend but it is a gradual one at first. as we head into the week end, widespread mid to upper 90s for inland cities. friday and saturday are the warmest days. temperatures come down a tad on sunday. back to the desk. >> thank you, rosemary. microsoft is taking a big

step into the cell phone market by buying nokia's phone business. the two companies have worked together for more than two years as they try to compete with apple and samsung. now, microsoft will pay $7.2 billion for nokia's devices and patents. the deal will close early next year if it gets regulatory and shareholder approval. there's also talk that the ceo of nokia may be the front runner to take over for steve balmer as the ceo of microsoft. their stock is up 43% in premarket trading. >> interesting. the time is 5:23. a new social network is about to launch. the ties it has to the oakland police department. >> plus, progress in the fight against the rim fire. what we are learning about the latest containment and how it's affecting san francisco's water supply. ñsxóxgñ

>> welcome back. cooler weather is helping firefighters battling the rim fire burning in and around yosemite national park. it could take until september 20th to fully knock down the flames. it is the fourth largest fire in california history. so far 111 buildings have burned, including 11 homes. later today, we will find out how safe san francisco's drinking water is.

mayor ed lee and the public utility commission will update the public on how the rim fire is affecting the water supply. ash has fallen on the surface of the reservoir but so pharaoh officials say the water is safe. it provides water to 2.6 million customers in the bay area. >> this morning, the mayor of san bruno will give an update on the coverage of the deadly pipeline disaster three years ago. next monday is the third anniversary of the explosion that killed 8 people, injured 60 others and destroyed 38 homes. this morning the mayor will give a progress report on the rebuilding efforts in the crestmore neighborhood. he will talk about the need to change how public utilities are regulated so what happened in san bruno three years ago never happens again. a warning for drivers who travel over the new bay bridge. why you're being told not to stop and the harsh penalty a

commute to and from the city for the first time on the new span of the bay bridge after a week of closure. it doesn't look too bad. >> not too bad. >> it is tuesday, september 3rd. i'm tori campbell. >> pam, part of our team coverage of the new span of the bay bridge. first check of the traffic and weather. rosemary is here for steve paulson. >> a good looking day. i am tracking fog along the coast, just inside of the east bay. if you want to get across the bay bridge this morning, you have a nice, mostly clear shot of it. i want to say that it is patchy in nature but dense that could make it a little dangerous. be prepared as you roll through the neighborhoods this morning. the on-shore breeze continues. we will have the afternoon sea breeze with us once again for today. that helps to off set the cooling in afternoon. temperatures today mild to warm. the story will be the drier

weather that we are transitioning to. mid-50s to mid-60s from the coast inside of the inland cities. mostly sunny for the lunch hour. 60s along the coast. 70 around the bay and upper 70s in place for inland cities. this is the noon time. for the afternoon, temperatures mild to warm. 70s around the bay. 80s for inland cities. i will a detailed look for afternoon highs and a warmup coming our way. good morning, sal. >> good morning, rosemary. right now we are looking at the commute. there is a little bit of a backup already. you didn't think that backups would go away, did you? you may have been wrong about that. the toll plaza is exactly the same. the bridge is different. the metering lights will go on at 6:00. we're suspecting that they will go on at about the same time. this will be the new view from now on. westbound traffic looks good.

a little crowded on the span. i would say it's nice into the city. no problems on the other side. i was going to say no problems on the lower deck. that only applies to half of the bring now. let's go look at public transportation. bart and muni are starting on time. >> drivers can official go on the new span of the bay bridge. we have team coverage of the opening this morning. >> let's check in with pam cook who is live at the bay bridge toll plaza. sal was telling us that there's a little bit of a backup. it looks like traffic is flowing behind you quite smoothly, pam. >> reporter: i was just noticing that as well. i can see some of the backup under the metering lights. we have been out here since 4:00 this morning. we have definitely seen a steady, gradual increase in traffic out here. and brian and i grew up in san diego. i wanted to give people a picture. it reminds me of the coronado bridge, if you have been to san

diego from a wide open span. a nice view of e bay. que a change from the cantilever section. quite exciting. a number of drivers out here. the bridge did open several hours ahead of schedule. the good news for the morning commute, it could have been worse, they were able to open it shortly after 10:00 last night. they were going to have to originally wait until 5:00 this morning. that would have been a different picture this morning. some drivers waited in line for hours to be among the first to cross the bridge last night. of course it's a gorgeous view and especially now as the traffic slows down, you will be tempted to take a picture. don't do that. just take a nice safe drive across the bridge. instead of a ribbon cutting, we watched it happen live last night, it happened with a chain cutting last night right at the toll plaza. exciting as we waited to see that. we begin our team coverage with

ktv u reporter tara who can probably see the traffic picking up as well. >> reporter: once you get past the metering lights, things are moving steadily along the bridge. it is a beautiful sight. we want to mention that the speed leper hour. so the s-curve is gone. no more 35 miles per hour around that. after 11 years of construction, the world's largest self- anchored suspension bridge is finally open. [cheering and applause] >> reporter: with a blow torch, the lieutenant governor cut the chain marking the opening of the new span opening. crews wrapped up on time and it opened at 10:15 last night. little talks of a bridge of billion dollars over budget. instead a bridge arrived on time, before the next big earthquake. >> i and everyone else who uses this bridge will no long

veronica to be in fear of their life because we don't know when that next quake will happen. and now we can drive across it with the assurance that we are not risking our lives. >> reporter: the bridge was replaced because a section of the eastern span collapsed during the 1989 loma quake. it cost nearly 6 and a half billion dollars to make, four times the original estimate. coming up. we will tell you why the new bridge is painted white. >> reporter: thank you, tara. we're talking about that gorgeous view that you can see from where tara is. chp reminding everyone that you will want to stop and take in the view and take a picture. don't do it. take someone along for a ride to take pictures for you. it is dangerous. stopping for any reason, other than an emergency, chp says it  is illegal. it is dangerous.

and you can be ticketed. officers are going to be patrolling the bridge, looking for people slowing down, causing a problem. they will be looking for speeders. just so you know, the bridge speed limit is 50 miles per hour. now that the bridge is open, we know that the old bridge will be taken down. it will take a while. when that old section comes down, that's really going to open up the view there. the s-curve comes first and then the foundation. i was talking to tom. the old foundation went down into the water only about 30 feet or so. the new pillars, those pilings go down about 300 feet. so it really gives you an idea of how much safer this new bridge is. deconstruction will take about three years. that's about how long it took to build the whole bridge back in 1936. the estimated cost it take down the old span, $240 million. but the good news is that the

steel will be recycled. so we don't know if some of that money will be coming back to kind of off set some of the costs. we will see. the good news is also the new part of the bridge, you will be able to walk or ride across the bridge. bicyclists will be able to everyone joy the new bridge. jeanine is out where the pedestrian path starts over in emryville. good morning. >> reporter: good morning, pam. there have already been a couple of people out here. they started showing up at 5:00 in the morning excited to use the pedestrian and bike path. you can see we are near the ikea store in emryville. they already have signs up here that lead people to the walkway. at noon today, a portion of the walkway will be open and it will allow pedestrians and cyclists to travel to the bridge tower. one lane for bike riders and another outside lane designated

for walkers. before the pathway can fully connect to treasure island, crews need to demolish a portion of the existing bridge. once that is done, the pathway will extend 2.2 miles from oakland to the island. some early birds that woke up this morning were already out taking pictures, figuring out a way to use the walkway. >> i think i might go home, put my bike in my van and park in the ikea parking lot, don't tell anybody, and drive across. if i can if it's open. >> reporter: it won't open until noon. >> well, i'll be working at that time. >> reporter: the rest of the bike and pedestrian path will be completed in 2015. now, for now, there are some rules. it's a 15 miles per hour advisory speed limit. skateboards and skates are not permitted. just so you know, the chp will be out patrolling on bicyclists to make sure that rules are being followed. there will be a chain-cutting

ceremony a little later on before this is open to the public. i will give you more about that coming up on the morning news. ktvu channel 2 news. back to you, pam. >> reporter: thank you, jeanine. a lot of people are excited. we understand that about 1,000 people will be participating in a group ride at about 6:00 this evening. so it will be fun to watch. now, a ktvu camera caught a security sweep of the new bridge. we have talk about security. that's a concern for a lot of people. a police officer and bomb sniffing dog checked the area around 7:00 last night. the sweep took place after the chain-cutting ceremony. dozens of people were gathered near the toll booth. another sweep completed at 10:00 last night before the public was allowed to cross. remember that troll.

it made an appearance at the new bridge. the 18-inch metal sculpture was installed without permission of workers that fixed the bridge after the 1989 earthquake. it was meant to ward off disasters and bring good luck to the bridge. a spokesperson says that the troll will live in an undisclosed location until a permanent home is found. we will be looking for the bay bridge troll as well. the new eastern span is already on google maps. it is highlighted as part of the bay bridge on interstate 880 known as the lincoln highway. the image is recent. it doesn't show the completed span. but the bicycle and pedestrian path is also indicated on that map. so, again, pretty exciting to be out here this morning. it's great to be out here as we're watching the first morning commute across the new eastern span. and you can see behind me, it's definitely backing up. it's pretty solid traffic now

crash in san jose. grieving families lit candles where the driver hit a toyota yarius at high speeds early yesterday morning. 63-year-old carmen and 62-year- old christina were in the toyota. both were food service workers at the san jose airport. the mercedes driver ran away. >> turn yourself in please. please. do yourself a good deed. please. for my family's sake, you know. >> we're also learning that the chp had an opportunity to catch the driver minutes before the crash. officers had pulled him over on 101 but he sped on to brokow road. officers did not chase because they felt a pursuit on city streets would be too dangerous. another woman owns the mercedes and was not involved and looking into who had access to the car. the chp says that those two fatalities were the only two on

bay area freeways. 140duii arrests were made in the bay area over the weekend. that number is lower than last year's. we expect final numbers for the entire holiday weekend later this morning. >> menlo park police want to create a database of home and business surveillance cameras as part of a plan to catch criminals. it would allow them to access surveillance video and use it to solve crimes. they are asking home and business owners to voluntarily tell them where surveillance cameras are installed. police also want to install license plate cameras that record every car that passes through town. the city council will take up that issue later this month. a new social network just for law enforcement is set to launch next month. blue brian is being compared to sites -- blue line is being compared to facebook and

extended forecast, notice that we begin a warming trend as early as tomorrow. it will be gradual at first. the second half of the week, the temperatures sore. saturday looks like the warmest day with temperatures slightly cooler on sunday. we are looking at a heat-up in time for the weekend. upper 70s to low 80s around the bay. it looks like it could be a nice weekend ahead to the coast with low 70s in the forecast there. we will have a look at the lunchtime numbers in just a bit. >> it is 8 minutes before 6:00. u.s. safety regulators are looking into complaints about leaking transmission lines on nissan suvs. there have been five reports of 2013 pathfinders and jx vehicles losing transmission power. so far all of the cases are linked to leaking cooler lines. no injuries reported in connection with the problem. an investigation like this can lead to a recall.

news. here is a live look at the bay bridge toll plaza. the first day back for commuters after the nearly week- long closure. people going over the new eastern span of the bay bridge. a lot of people waiting in line. normal commute. but it may be heavier than normal. sal will have an cup date coming up shortly. >> the fleet of fogging trucks is scheduled to go to work in north san jose late tomorrow night. that will be the tenth time this year that they have sprayed. it's not likely to be the last time. mosquito season will probably run through late october this year if the weather stays warm. the old record was seven foggings in one year set in 2007. visitors to lake tahoe are buzzing about an increase in yellow jackets. they have been getting an average of ten calls a day about the wasps. more queens survived and built nests that can hold as many as
