next time we speak, i will let you know more about it. we don't know if anyone is injured or not and we will let you know. the time is now 5:02 and were closely watching wildfire in west marin that is forcing mandatory evacuations. it is burning near the mount barnaby lookout and samuel -- and samuel p. taylor state park. it started last night and grew from 40 acres to at least 100 acres and is only 10% contained. firefighters are battling the flames in steep and rough terrain with power lines down. 25 homes are in danger. mandatory evacuations were ordered in the forest knolls area next to the park and evacuees can go to lagunitas school for help. ktvu has alyssa harrington that just arrived and she will bring a live report coming up at klan the scene of what they call an encampment fire that broke out

more an an hour ago on east 12th street near 22nd avenue. these are photos live from twitter with a crew headed to the scene and we will get more details about those firefighting efforts. small grass fire in contra costa county is being investigated that started at about 2:00 a.m. near loveridge road not far from the pittsburgh antioch highway. 3 acres burned and the firefighters quickly got it under control and no injuries have been reported. people forced out of their fire by the snell fire and napa county are being allowed back in. evacuations have been lifted and firefighters are confident they are getting a handle on the fire that has burned almost four square miles but containment is 45% and forecasted for more favorable conditions. >> i hoped it wouldn't in over the water. i was comfortable that we could

keep our house. >> no homes are damaged or destroyed but this was the third recent evacuation for the region. insurance rates are up for some homeowners and some have had policies canceled because of the constant fire threat. firefighters and shasta county are having a tough time getting the delta fire under control. it has burned 78 square miles north of reading and is only 5% contained. interstate 5 is open after being closed for six days and one lane in each direction near the border open with restrictions and warnings about slow traffic. the time is 5:05 and events in the bay area and around the country will mark 17 years since the 9/11 attacks. in new york city, the national 9/11 memorial hosts a commemoration ceremony to honor the 2983 people killed in the attack. and, th

on this day every year, the museum at the site is only open to family members or victims of the 2001 and 1993 attacks and we will bring you live coverage of some of these events on the east coast, all morning long. the menlo fire park district is flying hundreds of american flags today to remember the lives lost on 9/11. the california urban search and rescue task force responded to the terror attack 17 years ago today and sent troops looking for survivors. while the crew members were there, the menlo park fire district helped new york city develop a backup rescue procedure for the city in case of future attacks. here are a few of the 9/11 observances in the bay area. the livermore-pleasanton fire department will hold ceremonies at the 10 fire stations at 6:40

this morning and the san francisco fire department will hold remembrance ceremonies at fire stations at 6:45 this morning and they ceremonial bell that will ring three times for the last alarm at 6:59 when the first of the twin towers collapsed. september 11 has become a day of service with more than 1000 volunteers packing one quarter million meals for the needy in san francisco at pier 35 to include alice hoagland, the mother of mark bingham, on the hijacked flight 93 that crashed in shanksville, pennsylvania. new details about a muni bus crash that seriously injured the driver. the dashcam video shows the bus crossing several lanes of traffic and hitting a tree and slamming into a dry cleaning business yesterday morning on lombard street. investigators are trying to figure out why the driver lost control and if he had a medical

emergency before the crash. >> not only do we have access to surveillance video posted online, but we have cameras aboard the bus that has angles inside the bus and outside the bus and video footage of the operator, as well. >> witnesses said the driver was freed by bystanders after being pinned in the bus. several bus passengers had minor injuries. they said the bus driver had been with muni for many years. muni is investigating a photo showing a training operator using a rubber band to hold the throttle in place. in that photo posted on social media, you can see the muni operator has a rubber band in his left hand and the rubber band is wrapped around his right wrist. a different muni operator who didn't want his face shone said using any object to keep the throttle in place is not safe. >> i understand some drivers do

it, due to the fact that their hand gets tired. i definitely don't condone it because it puts everyone at risk. it puts me at risk if i'm on the line driving. >> if someone is tying a rubber band around the throttle, that is a rule violation and not acceptable. >> the spokesman said the driver in the photo has been identified but can't comment on the specifics of the case. he said with this kind of investigation, the operator could be placed on nondriving status with pay. san francisco district attorney joseph kass cohen will announce a campaign to enhance public safety for ride-share passengers. there is no word on what the campaign includes but there have been called for stricter background checks and fingerprinting of drivers. uber is adding a feature that allows passengers to report trouble during the ride. governor jerry brown will deliver the keynote address at a big event in san francisco, a

i will get to that injustice second. a tropical storm has weakened y but the track takes it over molly and late tonight and into tomorrow and early tomorrow morning, it continues to track. it is weakening and that is the good news. still a tropical storm. what is not a tropical storm is florence, taking a mostly around wilmington, north carolina and somewhere on the carolina coast with the majority taking it back as a strong category 4 and it will move very slowly and that is why there are projections of 30 inches of rain. we will keep track of that for the next few days but everything points toward wilmington, north carolina. mostly clear with a little bit of patchy fog in that system will dig in and usher in cloud cover from the west and southwest with higher clouds later to ramp up the fog bank. the breezes the r.

one year ago we launched a series of reports on what is being done to try to stop homelessness. yesterday we heard from bay area leaders of the progress made since entering talk with the mayor berkeley and he told us more than 1000 homeless people are still on the streets but also said a new navigation center opened in late june has helped dozens of people. >> we provide benefit advocacy, mental health services and employment services and connect people to housing. the goal is to get people into long-term shelters. >> voters will decide on a $130 million bond measure in berkeley to create more low income housing and over the nextefforts to help people liviganizers of a new me staying there and chp has given

tomorrow and then pick up again. get ready for a blustery pattern for the rest of the week. wednesday and thursday will be the main days. hurricane category 4, florence making what looks to be a track toward wilmington, north carolina and some of this is the european forecast that shows 31 inches at wilmington. myrtle beach, 16 inches and the reason why it looks like it may slow down, if that's the case, it could produce really hefty rain totals. other models are not as bullish buthurricane traffic. let's get to our weather. the system is digging in and will bring higher clouds later today and will ramp up breeze. 40s and 50s on thes. a few 60s. a cold front on the way and it

will give us 60s and 70s tomorrow for just about everybody. today, 60s, 70s and 80s. if we have a cold front, i will have to wear my hoodie. we will start in solano county 80 westbound through vallejo. getting crowded. 37 is crowded as you drive over to sonoma and marin county and 80 between hercules and richmond, not a bad commute, and to the macarthur maze and the bay bridge, you already have slowing with the metering lights on and traffic is all right. san francisco recovering with road work that has been cleared up and quickly recovered on 101. the governor of south carolina ordered more than 1 million people living on the coast to evacuate today ahead of hurricane florence. florence is now a category 4

hurricane and expected to make landfall thursday in north carolina, south carolina and virginia. doug luzader joins us live from virginia to tell us how people are preparing. >> reporter: you can see some of the flooding in low-lying areas and it's not from the hurricane, believe it or not. we've had so much rain in recent days. the ground is so saturated that whatever florence ends up dumping will cause extreme flooding. squeezing in every last moment, looking at this speech, it's hard to imagine what's on the way. from space, it's frighteningly clear as florence grows and makes its way west. >> we decided we would leave sometime wednesday, just to be safe. >> reporter: for many now in the path of the storm, the race is on to say what they can. officials in that path are pleading with residents in coastal areas to get out now.

>> we know this evacuation order that i'm issuing is going to be inconvenient for some people. it's going to be in one south carolina life in this hurricane. >> reporter: this is triggering a federal response, as well. president donald trump tweeted pictures of the oval office briefing on the progress of the of the storm. warships at the naval base in norfolk are going out to sea to stay one step ahead of florence. the question is, will millions of residents along the coast follow suit? will they escape the storm? you can see a car trying to get through the flooding. it's obviously not advisable. the concern is that the flooding make it much, much worse. of course, when the storm actually hits, the water will have nowhere to go. back to you. and emergency response team

from the bay area is going to the east coast for hurricane florence. 16 members of the task force left at midnight on orders from fema. one of the main response teams will rescue people trapped by fast-moving waters. >> we will look for people that were left behind that didn't evacuate and anyone stuck in their homes or with injuries and the incapability of getting out of the area and then moving into shelters. >> the local team will travel in four vehicles with two trailers and they hope to arrive on thursday. that is when florence will make landfall, expectedly. the crew is driving to raleigh, north carolina, but that could change depending on the hurricane's path. 5:35 on developing story in the north bay and a wildfire in marin county forcing evacuations. overnight, the fire grew and

just threatening an area near a state park. alyssa harrington is in fairfax. tell us what is happening and are the firefighters getting a handle on it? >> reporter: good morning. so far, firefighters said it has grown to 100 acres and is 10% contained. in fairfax, we can smell the smoke on the fire is burning 8 miles down the road. there is an evacuate -- there is an evacuation center at lagunitas school. the fire started near the samuel p. taylor state park, along sir francis drake boulevard. it's known for its redwood trees and is a popular place to and hike. firefighters are dealing with challenges. they said there is steep terrain and they are using bulldozers, bringing in water tenders and trying to prevent the flames from spreading further. the fire has grown to 100 acres and is 10% contained. evacuation orders are in effect for nearby areas to arroyo road

to hiroko road. 25 structures are threatened and the fire area is not known at this time. new this morning, a new look at an early morning fire at a homeless encampment in oakland. firefighters have been on the scene since before 4:00 this morning. you can see the crews are still there in terms of police officers with cars still park there and the area paved off. this is near east 12th and 22nd avenue. moments ago, the oakland fire department said as many as 60 people have been displaced. >> due to this homeless encampment, we are looking at using city resourcesto assist with cleaning up and providing assistance to the individuals. according to the oakland fire department, the number of

people displaced amounts to about half of the entire homeless encampment with no injuries reported. our time is 5:38. an eight-year-old girl is in critical condition. she almost drowned at a swimming pool at an east bay country club. first responders rushed to the castlewood country club near pleasanton and saw the little girl in the pool. she was given cpr and eventually taken to ucsf benioff children's hospital oakland to be treated. investigators said it was busy at the pool that day. >> the pool was pretty crowded yesterday and as a result, somewhere along the way, this child went under and we all know that takes mere seconds for a child to go into distress. >> investigators said the lifeguards did what they were trained to do and right now, it appears to be an accident. fire investigators in oakland are trying to determine the cause of a two-alarm fire

at a building in the rockland neighborhood. it was reported yesterday afternoon on keith avenue next to the bart station and not far from highway 24. firefighters were on the scene within minutes to knock down the flames and there are no reports of injuries or major damage to the eight unit apartment building. in concord, mowing equipment may have set alarm -- may have set off a grass fire north of the mallard reservoir. the flames did not damage burned during the fire. is 5:3 a white police officer in dallas, texas, dispute the account of what happened. in an affidavit, officer amber guyger told investigators she came home thursday after a 15 hour shift, parked her car on the fourth floor in the garage

instead of the third floor. she went to the apartment of the victim and it was botham jean who lived right above her. amber guyger said the door was slightly open and opened when she put a key in the lock and she said she saw a figure in the dark room that she believed was an intruder. she said she gave a verbal warning before firing two shots. lawyers for the family of the victim don't believe the story. >> we have independent witnesses that have come forward. they heard knocking in the hall followed by a woman's voice that they believed to be officer amber guyger saying, let me in, let me in. >> protesters march last night in the streets of dallas to the police headquarters. e crowd and a case. balls to the officer may be indicted on extra charges. this morning, the nation remembers victims and survivors of the 2011 -- of the 9/11

advisor, kevin haskell didn't know how trump came up with that false information but defended the economic accomplishments. >> let me say the history of thought of how errors happen is not something i can engage in. from the initial fact to what the president said, i don't know the chain of command but what is true is that it is the highest in 10 years. >> president donald trump tweeted the gross domestic product rate is higher than the unemployment rate for the first time in 100 years in several organizations reported that is not true. 5:45 and a big part of the fisherman's wharf in san francisco will climb a -- will close with 146 layoffs expected. the holiday inn on columbus avenue will close at the end of october. according to a state filing,

they chose not to renew the lease for that building. there are two buildings at the holiday and fisherman's wharf. the others expected to stay open. people are observing a moment of silence. this is part of the events commemorating 17 years since the 9/11 attacks and we are taking a live look at new york city. at 8:46 eastern time, hijackers deliberately crashed american airlines flight 11 into the north tower of the world trade center. family members will remember and read the names of the nearly 3000 people killed in 2001 and at the 1993 world

trade center bombings. we will show you these events as they happen all morning long. >> it will be a busy and important morning. we will also get you where you need to go. sal is watching our commute. it's more crowded and i'm looking to see if there is anything unusual. i sea traffic is getting more crowded in the east bay. let's start with the tracy commute and i will show you the traffic on the altamont pass approach. it is slow and it used to be that the traffic was slow through the altamont pass, but most of the slow traffic is queuing up on 205. the slow traffic is on 580 before the past. over in castro valley, we have a little bit of slow traffic on 880 passing 238.

880 northbound looks good passed the oakland airport and at the bay bridge, a 10 minute delay before the span. that his routine with no problems on the bridge, itself. it's 5:48. we will look at marin county and at the wind speeds and the humidity that will peak as a 2300 feet, dry air aloft with 11% humidity. the woodacre site, 59% and 54 degrees. barnaby, 71% and san rafael, 78. at the surface, good humidity with the breeze at 25 miles per hour that will pick up later this afternoon into tonight. temperatures in the 40s and 50s. 53 in fairfax, mill valley, 49. a little cool there and the wind forecast later on, parts of sonoma and mendocino coast, 30 plus miles per hour as the system digs in. it decreases at night but will pick up tomorrow afternoon, as

good morning. it is tuesday, september 11 and i'm claudine wong. pam cook has the morning off. i'm dave clark. a busy morning and the weather is part of it. steve paulson is right here. let's look at hurricane florence, category 4, strong category 4 and it is tracking toward wilmington, north carolina. the track is with most consensus taking it to that direction. gusting over 140 miles-an-hour when it comes to shore and the rainfall could be a huge issue.t projection, 31 inches of rain at wilmington. the gfs is about one third of that. still, very heavy rain and storm surge and that looks to be the focus around new bern and wilmington and myrtle beach. we will keep an eye on that. our first cold front is on the way and moving into the northern part of the state and beginning to pick up a little bit in the
