warm's yesterday but this big dome of high pressure is controlling our weather with 60s, 70s, 80s and 90s. it is 7:02 am and do we have something on the bay bridge? >> there is all kinds of stuff now and there was something on the bay bridge and actually on the sky way but affecting the bay bridge. it is a big mess purcell san francisco with a crash, in both directions, south and north. driving to the airport give yourself extra time. there are no air delays but getting there off of 101 out of the south city is slow. from daly city to san bruno not too bad and you may want to jump on the el camino real and get on the freeway after san bruno. we are following traffic getting busier. here's a look at the bay bridge, slower due to earlier problems. at the east bay 880 is slowing down to an earlier crash near 29th and oakland is a mess with

580 the best route. 580 looks decent from castro valley, san leandro into the lake shore area. the silicon valley commute not too bad in downtown san jose at northbound 280. the cal fire is busy battling a wildfire in the south bay and east of milpitas and near swaggered road. we have allie rasmus out there to tell us what exactly is burning. >> reporter: good morning. the fire broke out near the community of spring valley in the hills of eastern santa clara county near milpitas. that is where we are and if you drive up this road several mile toward the sierra vista open preserve it will get you closer to where the fire happened. sky fox was overhead shortly after the fire broke out it 5:30 pm yesterday and it was reported near the area at swiger and belcher road and they call it the swiger fire.

as of the last update late last night it is burn 80 acres and at last check 45% contained but the fire is still burning in some spots but not spreading which is the good news. no one was hurt or had to be evacuated and firefighters say no buildings or structures are threatened. firefighters will be working to make sure that the fire does not jump the containment lines. we hope to get an update in the next hour or two to find the overnight progress and again the fire is 45% contained with no homes in the area threatened. live from milpitas, allie rasmus, ktvu fox 2 news. the mars butte fire south of cordelia, sky fox was flying over as the flames ran up the hillside at interstate 680. no homes are in danger and that is 60% contained in that area often gets strong wind. they have not been able to guess when that will be fully

contained. new information about the high-speed crash in san francisco that flooded the city streets after one car shared off the fire hydrant. there were four people in the silver mazda when it crashed at third street and carroll avenue between highway 101 and candlestick point just before 1:15 am. the accident took out the fire hydrant causing water gushing high into the air and on the street. people were taken to the hospital with non-life- threatening injuries and they believe that speed was a factor in the crash. it is 7:05 am. a sacramento man is arrested on suspicion of pointing a gun on the suspected road rage incident on interstate 80 at fairfield. the woman driving another car called the police and said that 24-year-old brandon jackson threw an object a at the north texas street off-ramp. both cars got off the interstate and stopped at the red light. the woman claims that jackson

took out a gun and pointed it at her. she said she quickly drove away and notified authorities. the police in fairfield and chp were able to track down jackson and they booked him into the solano county jail on charges including weapons violations and criminal acts. a teenage boy is in critical condition after getting hit by a bullet when the gun went off on chesapeake drive around 3:30 pm yesterday afternoon. they found the teenagers suffering from a gunshot wound to the neck and several teenage boys were at the home handling the gun when it discharged. it is 7:06 am. happening today legal arguments on the proposed travel ban by the trump administration on muslims in the ninth circuit court in san francisco will hear the case on the proposed ban on people coming in from seven mostly muslim countries including syria, iraq, iran and libya. they are arguing on behalf of

34 individuals that clean their families are being torn apart because their waiver applications have either been denied or on hold for long time. the federal government on the other hand is arguing that the ban is legal and they want the case thrown out. another judge on the ninth circuit court temporarily blocked the trump administration from enforcing restrictions on immigrants applying for asylum here in the u.s. the policy would require migrants that have passed through another country to apply for asylum in the u.s., they would first have to apply that country before coming to the united states. the judge called the policy inconsistent with current laws and it is on hold until the lawsuit is settled. pg&e is holding another public hearing on plans to raise the rates over the next few years. at the meeting last night pg&e customers voicing concerns over

the plan to raise rates over $20 a month over the next three years. pg&e says the money will go toward installing stronger poles and power lines in the high fire areas. >> we are requesting $1.1 billion over the current revenue and more than half of that proposed increase will be directly related to the wildfire prevention. >> we also want to make sure that every dollar that is earmarked for safety improvement is spent on just that. >> if approved the average pg&e customer could expect a month ago to increase by more than $10 beginning in 2020. in 2021 the average monthly bill will includes another $4.20 a month and then in 2022 up another $5.00 per month. is getting harder for property owners to buy fire insurance and mike owns a home

rather than building new units they want to find empty units and large buildings that were renovated, abandon or underutilize. that includes airbnb, at&t and san francisco giants. mayor london breed and other city leaders will launch the construction of the industrial kitchen for the meals on wheels and the organization new kitchen will help meals on wheels deliver 20,000 meals a day to the homebound seniors. right now they can only produce about 8000 pills a day and nearly 2/3 of older adults living in the city cannot afford to meet the basic daily needs including food. the new kitchen should be up and running by late next year. the new order sizes of the san francisco outside land music festival will allow marijuana sales and use that the vet next month. according to the chronicle the organizers filed an application with the state cannabis office and seeking approval from the city cannabis office. if the application is approved the outside land is the first festival in san francisco where

at lafayette and orinda. we know and el sobrante in el cerrito has a few 50s but a lot of 60s. high clouds coming up to hold up these lows and it looks like there's a little bit of fog and some westerly breeze kicking in. i think the clouds and more of a westerly breeze will take a few degrees off of the highs from yesterday but still above average on most temperatures. 50s, 60s and 70s inlet and near 100 again with that high backing off ever so slightly today and tomorrow. we have high clouds tonight and tomorrow with possible elevated convection to the south of us. 60s, 70s, 80s and 90s to the interior. it is 7:31 am, a word we want to start now, sal ? we will look at highway 24 and people are on the roof full strength to highway 24. slowing down at lafayette and orinda on the way to oakland.

nothing out of the ordinary was slowing at 680 and highway 4. it is better than yesterday and here's a look at the richmond bridge with traffic slow and westbound bay bridge metering lights have been turned slower for a bit due to problems on the san francisco side of the bridge but that is clearing up and things are getting better. here's a look at interstate 880 which has improved with earlier problems at 6:00 but finally better. 580 is a good way to go. on the peninsula, 101 through south san francisco is messy. if you want to catch a flight at the san francisco airport i would use 280. but both are now heavy now the people of heard about 280. give yourself extra time or use el camino real or take a shortcut. and oakland several people were taken into custody overnight after the multiagency police operation on thompson street near 45th avenue and

cortland avenue. the oakland police were joined by officers from san mateo, san bruno, south san francisco and the feds from the atf. oakland police said some arrests were made but said the case is out of san mateo. we are calling the san mateo police to get more information and will pass that along as we get it. it is 7:33 am. many businesses say they are suffering after the years of construction at the van mass avenue and they are looking at ways to help the businesses stay afloat. >> reporter: that's exactly right and good morning to you. if you have driven on van ness avenue you have seen the view behind us with the construction covering the block between market and bay street with many businesses concerned and they say it is affecting their bottom line. this is one of the topics up for discussion at the meeting tonight. we understand the project has been going on for at least three years and that the

completion date was recently pushed back and a lot of the business owners are worried about the construction and city leaders are trying to figure out how to help the businesses stay afloat. $5 million was set aside in the small business fund that could possibly be used to issue zero interest loans or create a grant to help save the struggling businesses. >> the loans are not going to help solve the problem for the businesses, small businesses in particular that are losing money due to the construction. we have to give them money and grants so they can stay hold. >> reporter: as the debate continues city leaders and the mta hope to finalize the plans to help businesses by september and the van ness avenue improvement project is one of several projects around the city bringing the first bus rapid transit system to san francisco. again construction going on for the last three years and the completion date is now scheduled for 2021.

the meeting tonight is a committee overseeing the project and they will talk about ways to help the businesses, i guess for the foreseeable future until this project is completed. this regularly scheduled meeting is tonight at 6:00. ktvu fox 2 news. a new rental ordinance takes effect in hayward today requiring mandatory remediation that tenants can use if the landlord wants to raise the rent by more than 5% in a year. the new ordinance applies to multiunit residential properties built before 1979 exempting all single-family homes and condominiums in a besser better effort to track homelessness and they have to notify them every time they raise the rents or terminate. installing 21 escalator canopies at the bart station at a price tag of over $41

million. each canopy will cost $4.5 million each. critics complained about the high cost but supporters say the canopies provide extra security for the passengers and the parked workers. the called into question actions of palo alto police officers accusing them of violating a man's civil right in the lawsuit stems from the arrest of gustavo alvarez who was arrested for driving with and a suspended license. they say that alvarez was put on the hood of the car in handcuffs but says no other force was used. the video here shows him being thrown onto the car, punched and his head slammed into the windshield. they caught the officer referring to the sexual identity of the suspect. >> the officers have no business being a peace officer. they are dishonest, violent and a veil of secrecy they have

created. >> what officer is on administrative leave and the other three are still working. the palo alto city manager says that they have procedures to investigate allegations of misconduct early and will hold officers accountable if misconduct is determined to occurred. with a follow-up to story from last fall about a woman that died after being trapped in a clothing donation box. the mother of 30-year-old kaily land is filing the lawsuit claiming companies that make and operate the donation boxes know about the dangers but still use them. the mother said her daughter was trying to take items out of the vn bin when snapped shut and her body was found in the donation box. >> many people have died before her nothing is changed and the bins are still made the same way and can take a person's

i am mike mibach. this weather is similar to yesterday. we have high clouds continuing to filter in tonight and tomorrow. currently 56 and faulty skies in dc which means daly city. that is normal summer conditions but the foggy >> for some. that is on the san mateo coast under that veil of high clouds tripping over us with deeper cloud cover off to the west. sun, high clouds and patchy fog with higher humidity with 60s to 90s on the temperatures. that moisture swing around the high taking aim at the central valley, cyr, nevada including tahoe, las vegas and southern california. that could be sneaking into the area tonight and it bears watching with some shower activity and cloud cover later. 60s and 70s on the temperatures with some areas running warm.

arrow. the action is gone but traffic is very slow leaving san francisco from before 280 heading down south. it is 8:31 am. some business owners in san francisco are blaming the ongoing construction project along van ness avenue for the sharp decline in the business and the city is looking at ways to help the businesses survive. i can see the construction behind you and talk about the plan considered, cristina rendon. >> reporter: the city is trying to figure out how to help the businesses. they have money set aside and trying to figure out how to distribute the money in the form of a loan or grant. the construction behind us has been going on for three years now, and a lot of the businesses are really worried about it, especially the small business owners. this van ness improvement project was supposed to be

completed earlier than anticipated but now pushed back through 2021. one business owner is very concerned she may not be able to stay open. >> i have had barricades, and fences, and less traffic and it is darker. someone recently told me they thought i was closed for a few months. this project is dismantling my business. it's not slowly over time and it is crashing. >> reporter: at the mta they are trying to formalize heading up the businesses by september. the option for the money is $5 million and they will either distribute zero interest loans or possibly a grant to help save the struggling businesses. again, construction will not be completed until 2021 so something has to be done quickly. this is not the only construction going on around the city and other districts also have this issue. it is all under consideration by the city and the mta.

south we have the tropical monsoon moisture. 70s for many already with 50s and 60s closer to the coast. the biggest cooldown over the coast and bay, inland temperatures warm and above average. we have to watch that moisture coming out of southern california into central california and some of it drifting into our area later today, this evening into tonight. the high will back off a little bit with minor cooling thursday and friday but still very warm and hot for some. saturday back up with go with sunday warm and much cooler early next week. 60s, 90s, most 100 degrees. we have had a mild a nice summer but we do down the road we would have to warm up and that is this pattern now taking us into saturday. there's something getting children off the phones inside and outside we are talking about scooters. >> these are not electric scooters zipping around the streets of pam cook is back with the stories. >> the push scooters have been tricked out for performance and
