charges when it comes to the kincaid in dixie fires. yes dave . no criminal charges moving forward now. as part of this settlement, the company will have to hire more utility crews and increased the number of equipment inspections that it actually carries out. if you remember the kincade fire burned in sonoma county that was in 2019, investigators say it started. elaborate warren cable failed and snapped right off of pg and e transmission tower during a big wind event that fire destroyed close to 400 structures and injured six firefighters that dixie fire burned across five different northern california counties last year. this fire started when a tree fell onto a pg any distribution line. now the settlement requires pg need to hire dedicated crews to manage trees and other vegetation around his power lines, transmission towers and other equipment. pg and e says the utility crews will be from the communities and they will have independent experts inspecting the work. they're going to bring a local expertise to these areas when it comes to the work that we're doing the critical work we're doing around fire safety.

we really think that this was the right resolution for everybody. we're really looking forward to strengthening our partnerships with the counties and the communities in these areas. sonoma county district attorney jill ravitch says that the county will use some of the money from the settlement to hire its own expert. she says they will make sure pg knee does everything needed to keep the county as safe as possible. also part of this agreement, county prosecutors included a ban on pg any raising customer rates in order to pay for any part of the settlement, and all $35 million will go to the community groups. the schools, volunteer fire departments in the six different counties. the other 20 million, is expected to go to those counties and fire victims. garcia we'll send it back to you, mike mibach. thank you. 7 19. now new this morning, san francisco is starting to work out a proposal to build a new subway that would connect downtown to the west side of the city. we have a proposed map of where that subway could go running down geary eventually to 19th avenue and connecting to daly city, bart. today the board of supervisors will vote on a request for $800,000 in funding

on highway four in pittsburgh on saturday. ktvu news spoke with the woman who says she was the target of that freeway shooting on highway four. lisa baker says the gunfire started after a reckless driver and passenger in a burgundy honda suv were taunting her while she was driving on the highway. young lady that was in the vehicle on the passenger side. she rolled down the window and display the gun. that's when she fired the shot as i was breaking and ducking for cover, and it was the most traumatic experience i've ever experienced in my life. she says her teenage daughter in nice were in the car. at the time of the highway shooting. no one was hit by the gunfire. police are still searching for the shooter your time. 7 33 president biden announced new federal rules to crack down on those hard to trace ghost guns. commit a crime with the ghost gun. expect federal prosecution. i just ate expect federal prosecution. that the president issued an executive order to help get

sand dunes onto the roadway, giving it closed at least through today. say their crews have made progress. but there's still just too much sand on the road to reopen it to vehicles near this morning, san francisco is starting to work out a proposal to build a new subway that would connect downtown to the west side of the city. this is a proposed map of where that subway could go running down gary and then eventually to 19th avenue, connecting to the daily city bart station today, the board of supervisors will vote on a request for $800,000 in funding to develop more. thorough study on how this would all work if approved, city and county planners will then develop a proposal which will take another year happening today. u s senator alex padilla will see how bay area transit has benefited from federal emergency funds. the senator in san francisco mayor london breed will see how some of the american rescue plan money has been used locally received more than $1.5 billion to continue operating during the pandemic. some of that money was used to make improvements at the powell street station in san francisco. party scene at 23% increase in ridership in just the past month

look at the cloud cover coming down off the coast. why is that happening? because at 5000 ft, everything is the temperature is 26 degrees. alright so that is very cold air going over relatively warmer ocean temps, even though they're very cold cloud cover of mendocino county lake county and favoring the coast. how cold are those water taps? so you have 26 degree water temps going over 48 49 degree water times. you're going to generate some cloud cover that is also generating upwelling, which is why those water temps are about as cold as it gets for us. from point arena to monterey. thirties for many this morning, east santa rosa 32 wanna creek danville, cloverdale , napa, woodside, fremont american canyon all between 32 39 degrees and we are running significantly could now granted we had clouds and rain yesterday at this time, but 13 degrees colder for santa rosa and napa, petaluma 11, and it's much colder here because of all that air coming down from the northwest. system is finally starting to march handling, but still there'll be some isolated showers, maybe on the coast parts of mendocino county. so if

captured sunday. at the oakland zoo. the young female cub named rose is being given medical care and food. she is described as extremely thin and appears that she has not eaten in weeks here, but the zoo is optimistic that she will recover. there is a new high tech device that could soon play a major role in cleaning up the california coastline. is being used at the plaza del rey, a popular beach not far from the los angeles international airport. much of the trash at the beach is coming from creeks, a new solar powered trash collectors designed to catch the garbage and other debris before they even reach the ocean waters. aside from the wildlife eating all the trash, which is which is very sad. we also can't go the beach, the county public works have declared that when it rains like that, and there's all that trash and litter on the beach that it's unsafe to go in the water. there are hopes this beach trash collector will help solve the messy problem that could become an environmental disaster. california beaches a living seawall is coming to san francisco's embarcadero this summer. it's designed to mimic natural elements such as

information from that fox station has been sent to us. we're taking a live look right now at a very active scene in sunset park, brooklyn. we don't know the conditions. of all of the victims right now, since this is still unfolding, but university hospital says they have eight patients there who are in stable condition. fox reporters there have confirmed two others are in critical condition somewhere else. firefighters responded to reports of smoke at a subway station around nine a.m. on the east coast. they discovered multiple people who had been shot. ambulances are still at the scene right now trying to remove people from the area. the swat team is also still there. police are telling people to avoid this area. many of the train services are suspended. that suspect is reportedly still on the loose. that station, fox five in new york. they described him as 100 and £80, wearing a gas mask in orange vest and

former ufc champ is accused of trying to shoot harry goulart, who is suspected of molesting canes, four year old relative at a daycare owned by goulart smother, prosecutors say back in february, velasquez chased goulart from morgan hill to south san jose before ramming his truck twice and firing shots at him. two bullets hit goulart stepfather who is now recovering . velasquez is being held without bail. the chp is now investigating a series of recent shootings on bay area highways. there have been three separate shootings in just the past several days. one person was wounded on 5 80 livermore on thursday. two people were injured in a shooting on 5 80 in oakland on sunday. and then there was gunfire on highway four in pittsburgh on saturday. we did speak to one woman who became the target of that freeway shooting on highway four. lisa baker says she was shot at after a reckless driver and passenger in a burgundy honda suv were taunting her. young lady that was in the vehicle on the passenger side. she rolled down the window and display the gun. that's when she

fired the shot as i was breaking and ducking for cover, and it was the most traumatic experience i've ever experienced in my life. she says her teenage daughter in nice were in the car at the time of the shooting known was hit by the gunfire, and no arrests have been made. president biden announced new federal rules to crack down on those hard to trace ghost guns. commit a crime with the ghost gun. expect federal prosecution . i just ate expect federal prosecution. the president issued an executive order to help get ghost guns off the streets and crack down on whoever sells and makes the weapons. the president says the new rule closes a loophole in federal gun laws by changing the legal definition of weapons to include ghost guns, kits and gun parts. that means those who selling manufacturer ghost guns will be required to conduct background checks and add serial numbers to the firearms. law enforcement officials say ghost guns are increasingly being used by gangs and violent crimes, including the mass shooting in sacramento earlier this month. that left six people dead.

powerful winds have died down a bit this morning after causing power outages and other problems across the bay area. this was the scene in palo alto at emerson street in homer yesterday, just across the street from whole foods store. a strong winds brought down a big tree that crashed right onto a parked car. in a way, it's sad to see a big treat over like that, but you can see the roots are pretty shallow. these powerful winds also caused a big problem across the bay, the martinez marina in contra costa county winds brought down large canopies at the city's popular bocce ball courts just ahead of a big weekend. this is what i arrived to see. damage from the wind. i mean, we start our season starts on saturday, so it's kind of a major thing we need shade for. you know, everybody and as you can see, over there we have another one that's about to fall over. there were high wind warnings on most of the bay area bridges. mike was at 10 and two driving across the richmond san rafael bridge. the strong winds also hadn't affected the city here, blowing

sand on the san francisco's great highway, causing a brief delay in a road improvement project there this morning inflation skyrocketed at its fastest rate in more than 40 years. the consumer price index showed an increase of 8.5% last month compared to a year ago. the cost for food housing gasoline of sword, the labor department says the high inflation wipes out the pay raises many workers have received. experts report the disruptions to food and energy markets because of russia's war against ukraine supply chain disruptions and strong consumer demand all contributed to the increasing prices. developing story as the northern california is calling on the state department of justice to investigate a plan by the oakland unified school district to close schools. the calls the plan racially discriminatory and says it disproportionately impacts black families. despite strong community opposition, the school board voted to close seven schools and merged to others by 2023. the complaint says ugly, unified, failed to analyze the racial equity of

but definitely the two left lanes are blocked right now, and you can see that there is a pretty robust this is what we're looking at here right there. there's a pretty robust backup 85 is slow as well. you can see the same mateo bridge is clearing up. so this is the time when things begin to clear up a little bit. the bait bridges backed up for about a 10 minute delay. it's getting better, though, and we did promise to mention marin county for mr me back here, so we'll go right over to it. it's slow from about roland boulevard down to san rafael and i assume that we go 8 50. we're going to need a special marine weather report from mr me back from steve paulson. well the wind up south, mostly sunny, their cloud cover north and also along the coast. that's where the really cold upper air is moving over the cold ocean test but generated some cloud cover. so like county , mendocino county, further north, more clouds farther south kind of few serious clouds coming in, but mostly sunny or cold system is making its movies
