your way out in the east bay, especially along 8 80 consider some detours or considered just leaving a lot sooner than you normally would, because it's a little bit of a mess out there. 701 let's go back to the desk. thank you, james. several major airlines have dropped their mask mandates after a federal judge ruled the cdc cannot require masks on planes, trains and other forms of public transit. ktvu jesse gary live at oakland international airport. you've been talking with passengers about how they're feeling about this today. god said good morning to you. yes, i have been talking to passengers and i can tell you some of them. a lot of them are pretty happy that they do not have to have only half their face showing as they enter a plane. you know, this is all the result of one act of a federal judge in florida supposedly to make life easier, but it's had the opposite effect of making things more confusing instead of one blanket rule. now you have airlifted up left up to the individual airlines. whether or not people have to mask up. let's go ahead. take a look at our video. alaska air delta united southwest of all lifted

their mask mandates. mineta san jose and here in oakland. international masks are not required at sfo still waiting for officials or say they are holding onto the requirement for now, until they get guidance from local leadership. again as we talked to passengers this morning is, garcia said, and reaction is mixed. i feel safe. you know, i've been vaccinated have been boosted. so um, you know, i feel pretty safe to breathe and get full of all oxygen. yes everyone can do what they want, you know, but i feel like we should still wear masks. because covid is still around. it's never going to leave. people are still getting sick. people are still passing away from it and i feel like we just don't wear masks and be considerate of those who do want to wear masks. last week, the cdc announcing its mask order was extended 15 days until may, the third to take more time to

study the bh two variant. a judge ruled the cdc failed to justify its decision to extend the mask mandate. and you know, given where you are in the country, covid numbers are creeping up. given this the surroundings of being in a like a set of plane or train or a bus . close contact people who now don't need to wear a mask might be symptomatic may be asymptomatic. you're in absolute inevitably going to see more cases of covid. most debate area transit agencies are continuing to acquire masks while onboard. those include sf, muni transit, caltrain and vita bart says maths are required. but it is not enforcing the policy and track officials say masks are also not required. an uber executives have dropped their mask mandate after learning the federal judge's ruling. we'll check in with passengers on a transit here at the airport and

have that for you in the hour coming up. we're live at oakland international. this morning, jesse gary ktvu. fox two news. we'll head back up the freeway to you in the studio. all right, jesse. thank you. time 704, california lifted its five day quarantine for people who have been exposed to covid. but not every bay area government is ready to roll back its own guidelines. alameda county health officials will still advise people who are not current on their vaccines to stay home for at least five days after being in contact with someone infected with the virus , the city of berkley, which has its own public health department, will join almost all of the other counties and follows state guidelines. sonoma county has not announced its recommendations as yet. now around the country, the number of covid cases are going up again. about half of the states have reported rising numbers since the beginning of the month, and that has many state and local officials anticipating rising hospitalization rates, they say if they see a rise in

the number of hospital patients , they could bring back old restriction. we're starting to see. some increases in the numbers. we're not seeing those increases manifesting increased hospitalizations. not yet, but we're looking at that very, very closely. the white house says it supports decisions made by local officials who take into account their current infection and hospitalization rates. federal officials also say they need both local and national experts to start moving towards more effective long term strategy. new this morning. san jose police are investigating a shooting that sent one man to the hospital that happened near the san jose municipal golf course at around 8 30 last night , police say a man was found near lundy avenue and barry s. a road was taken to the hospital with non life threatening injuries. so far no other details on the victim or a suspect have been released. we're getting our first look at a man accused of killing a 15 year old girl while trespassing

on a stockton school campus. police say they have arrested anthony gray, a 52 year old man from french camp. they say he stabbed and killed the teenage girl. police say he drove the stake high school and entered the campus through a gate. the district is now reevaluating its security. people gathered outside that high school at sunset to remember the girl who was killed, family members say 15 year old alicia naga was a good student and a rising athletes with the high school softball program. her dad says he doesn't know the man who is accused of killing her. don't really have any enemies. my daughter was shouting her whole life. we took her to school chicken home from school. she was very outgoing. it's just like the funniest person we know she was clever and she had thick skin and she can come back with the funny job. investigators are trying to figure out why the girl was targeted. they say this appears to have been a random attack. our time is now 707. today, the walnut creek city council will again debate whether to allow more marijuana businesses within walnut creek.

right now. the city allows up to two delivery services for medical marijuana. at tonight's meeting, the council could decide to include delivery services for recreational marijuana. the back in october, walnut creek debated approving recreational marijuana sales, but the council delayed making a decision at that time. well for the first time at tomorrow's 4 20 festival in san francisco. people can buy cannabis legally in golden gate park. the gathering at hippie hill has been canceled, but the last two years, but the unofficial holiday celebrating marijuana is back on tomorrow. the event is officially sanctioned by the city of san francisco. as many as 20,000. people are expected, however, now that people can buy pot in the park, the rules will be tighter. and what that means to be clear whether there are sales or not. the fact is under

say at one point, people in the crowd were firing automatic weapons into the air. they say one officer was injured after trying to break up a fight. one of the people in the fight was arrested. the officer was not seriously hurt. across the bay happening today in san francisco . transportation leaders could vote to lower the speed limit on the number of busy streets there. mta s board of directors is considering reducing the speed limit from 25 down to 20 miles an hour on more stretches of road in the financial district fisherman's wharf and south of market the goal is to eliminate pedestrian deaths in the city. the project would cost some $6 million over the course of three years. time is 17. we're going back to james torres. have you been able to fix what was happening on interstate 80 yet? you know, we're trying. we're trying here and i hate to make it sound like the morning is all about the east bay when in terms of traffic, but the morning is kind of all about the east bay in terms of traffic. let's take it kind of deep there between livermore and pleasant timber. we just have a number of colors

a number of crashes here along 5 80. we typically have a slowdown from folks coming out of tracy headed toward the peninsula, but we usually don't have this many crashes. so something to keep in mind if you're headed out the door this morning. 5 80 was a trouble spot earlier this morning, but it looks like a lot of that is cleared out. now you still see a little bit of the slowdown, but not so many of the crashes, so that is a little bit of good news this morning. this is the bad news. 80 is just an absolute mess. you can see the map here. it looks like that firecracker popsicle. you would eat on the fourth of july here with all the different colors the number of accidents, one of which was a big rig that was jackknifed had some leaking fuel on it. but that should be traffic flowing through there by now. third accident here was three car crash chp on seeing working to get that cleared. as well. and that's all after you get off of the san mateo bridge. if you're actually on the bridge, things are moving along pretty smoothly, but you get slapped at that traffic. once you get off and get to 8 80. we'll take you over to the bay bridge toll plaza where you see

welcome back to morning zone two. it's now 7 15 for the first time in three years, there'll be an in person memorial ceremony in oklahoma honoring the victims of the oklahoma city bombing that killed 168 people. timothy macbain was convicted and sentenced to death were exploding a moving truck filled with explosives after parking in front of the merit federal building this day in 1995. the oklahoma city bombing was the deadliest terror attack in u. s history until the september 11th attacks. also happening today, president biden will speak by phone with us allies as the war in ukraine enters day number 55 he's expected to talk about support for ukraine as well as other efforts to hold russia accountable. it comes after russia's attacks in the eastern part of ukraine pick up along

with missile strikes in the west of ukraine. more evacuations are underway today is more russian troops are moving into the country's southeast. russian forces continue their attacks in eastern ukraine. ukrainian officials say russian forces are focusing this new phase of the war on taking full control of the down bus region. that's where russian backed separatists have been fighting ukrainian forces for eight years, officials say. at the pentagon, the shifting battlefield could change the scope of the war. they're trying to set the conditions for more aggressive, more overt and larger ground maneuvers in the donbass. but again, i would remind this is an area of the country that has seen fighting over the last eight years. this is a terrain that both sides understand and know. ukraine's president vladimir zelensky has submitted an application for ukraine to join the european union, which could provide additional military assistance. bay area

aid groups say there is growing concern about the civilians caught in the war zones and say it's getting even harder to deliver humanitarian aid. san jose group called hearts from ukraine flew more than 130 boxes of food, hygiene products and medical supplies to ukraine. they say such efforts are becoming even more difficult. there was an orphanage there about 11,000 children. and while we're en route while the shipment is in process that city go occupied by russian forces, there was no longer accessible. the united nations chief of humanitarian aid called for an immediate and sustained ceasefire in order to establish safe corridors to get aid into the war zones and evacuate civilians. he says that three day window is needed for safe evacuations. russia has not yet agreed to that has 7 17 vice president kamala harris, while visiting california's vandenberg space force base and as the new u. s policy on anti satellite missile tests, she said, the u. s is not his committing to not

to see those massive backups along 80, both northbound and southbound. three different crashes to deal with chp working clear, all of them, one of which , being a jackknife big rig that had some gas leaking onto the road there, so there's still cleanup underway for that. there's a three car crash. that's uh, contributing to some of this back up. so there's work to clean up that as well. we'll give you a look at the bay bridge toll plaza, which is starting to move pretty slowly, but nothing extremely unusual for 7 19 this morning. alright let's uh let's take this back now to the desk or the deaths. the weather desk. that's what i meant to say. the weather rosemary oroczo high, james and good morning to all of you, so after a wet start, at least an early morning start, things are really starting to wind down. we still have mostly cloudy skies in place a little bit of drizzle out there. definitely a possibility. here is a look at multi layer of cloud cover. we do have the low clouds closer to the bay. we've got mid and high

huge home depot store fire in san jose earlier this month. we have the latest on what we know so far about the investigation. and a california state assembly seat representing san francisco is on the line. today it's a hotly contested runoff election that could all play out again in june and then again in november. from ktvu fox two news this morning's onto well, good morning to you. and we thank you for joining us. welcome to mornings onto i'm dave clark. good morning. i'm gasia mikaelian it's tuesday. april 19th. is there anything better than sleeping to the sound of rain? no i think that's i agree. i think the timing on this most recent round rosemary is somewhat fortunate because it didn't hit right in the middle of the morning commute. you're right. most most folks by the time we got into the highways, the roadways not so much dry, but at least not a lot falling from the sky. a fairly weak system as expected, not a lot of wind, so that was also some good news. and now we are beginning

to see the showers move out, and we are winding down afternoon sunshine in store with temperatures very seasonal. for this time of year. we'll check in on the current conditions and show you what you can expect for the second part of today, and i'm already tracking another storm coming our way. in just a little bit at 7 32. let's see how the highways are shaping up this morning. hi, james. rosemary good morning to you. well a little bit of good news here. the places like the peninsula, the north bay in the south bay have all been pretty clear of any traffic headaches. it's mostly around the east bay that we're starting to see some of that trouble spots, especially after the san mateo bridge if you're headed in if you're heading towards the east side of that, you see along 8 80 just how much red there is. how many backups there are. we have three crashes at 1.1 of them have cleared at this point. we still have two remaining here, so there's still some headaches to deal with this morning. if you're going to be driving along 80 a little later today, sam mateo bridge, starting to slow down just a little bit this morning, but it's still moving along smoothly, and here's what it looks like at the bay bridge

toll plaza 7 32. let's go back to the desk. okay, james, thank you what happening today? we expect to learn more about the suspect arrested in connection with that huge fire in san jose destroyed the home depot storm. later today, prosecutors will tell us the name of the suspect and also give us more information about the investigation. they do plan to file charges in connection with the fire that tore through that home depot store on blossom hill road back on april 9th. the heat from the fire was even spotted from space. meantime several san francisco businesses are checking out the fire damage after flames burned three buildings in the west portal district. fire officials say construction work was underway and that may have been part of the blame. the fire started about 11 30 yesterday morning at west portal and 14th avenue. the flames spread from rooftop to rooftop. before firefighters got it under control. now gray rudolph lives on that same block and had just minutes to grab his

computer and camera equipment and then evacuate. i was watching the flames on the roofs and like a ton of smoke, and i saw like a propane tank or something on the roof. one firefighter was hurt battling the flames, but no one else was hurt woman accused of staging a phony kit phony kidnapping back in 2016 has pleaded guilty. 39 year old sherri papini was arrested last month after authorities say she continued to make false statements about that alleged kidnapping. yesterday she appeared in the sacramento federal court via zoom and entered a guilty plea to charges of mail fraud and lying to the fbi. per sentencing is set for july, 11th could face between eight and 14 months in custody. we'll move now to a developing story. the police search for one of the suspects in that sacramento shooting that left six people dead earlier this month. police identified him. tula patton is one of the gunmen and say he is a known gang member. investigators are asking anyone who knows where peyton is

to contact them, but say he should not be approached because they consider him armed and dangerous. investigators say the shootout was gang related and say just hours before some people were flashing gang affiliations and guns on social media. do have some gang issues in our neighborhoods and quite honestly, their long standing feuds in some of our neighborhoods. i don't think that's any secret as we've moved through the years. investigators say that three women killed were not involved in gangs, and we're simply caught in the shootout, sacramento police say despite the shooting, downtown sacramento is generally a safe area. time now, 7 35 were happening today. it's election day for many san francisco voters, frank mallicoat here now and says voters will choose between two well known candidates to represent them in the state assembly, frank morning, gang. yes i think you've heard the two names assembly district 17 is about half of san francisco and includes the tenderloin, chinatown, the mission district and the downtown area. matt

haney david campos, where the to top vote getters in the february general election. they went head to head last night during a forum. at manny's and was hosted by project open hand any currently serves as the city's board of supervisors representing the tenderloin mission bay in the civic center neighborhoods. the mayor of london. breed has endorsed haney . and he says if he's elected, he'd like to focus on helping people escape poverty. california has the highest rate of poverty in the country. i think that's not something that we acknowledge enough or recognize enough and many of the many of the challenges and problems that we have, whether it's access to healthcare access to good jobs, access to food access to housing, homelessness are connected to poverty and inequality. haiti is running against this man, former city supervisor david campos. he has been serving as the chief of staff for district attorney chase a boudin but is currently

on leave from that job. campos says the only way to tackle tough issues in sacramento is for lawmakers to cut their ties with corporations so they can make the people who elect them their top priority. i am running a corporate free campaign 100. because i believe that to actually have california family address issues like hunger you have to elect individuals who are not beholden to the corporate interests that run the show. the 17th assembly seat that serves eastern portion of san francisco opened up last year after david chu became the city attorney for san francisco . now the winner of today's election won't have very long until he's back out on that campaign trail. he will have to run for the job again in the june primary. and that, of course, followed up by the general election in november. i'm frank mallicoat garcia. thank you, frank new this morning reports that president biden has told former president barack obama he plans to run for

a second term in the white house president biden told reporters last month. he'd be quote very fortunate to have a rematch of the 2020 election. former president donald trump has already indicated he does plan to run again. white house insiders say the president biden thinks he's the democrats best chance to defeat former president trump again. president biden will be 81 years old former president trump will be 77 on election day in 2024 time now, 7 38 kimberly guilfoyle has met again with the house committee investigating the riot at the u. s. capitol. guilfoyle who was part of the trump administration and is engaged to donald trump jr met again yesterday with the committee on capitol hill. she was subpoenaed last month after she cut the voluntary interview. sure. guilfoyle spoke at that january 6th rally that was held before the riot. congressional investigators say she raised money for the rally and had direct talks with the people involved. a number of major airlines have dropped their mask

people that they need to do certain things during a public health crisis. i think that's an enormously dangerous precedent. this is no time to be putting people at increased risk of getting infected, confined spaces traveling with lots of other people having no idea whether they're infected or not . i feel really strongly about this because we are not through with this pandemic. we're in another wave right now. the biden administration has said that federal agencies are reviewing the ruling. most area transit agencies continue to require passengers to wear masks . they include san francisco mew knee transit. caltrain and vt. a. now bart says that masks are required but that it will not enforce the masking policy. amtrak says masks are not required. alright speaking of transit, we're watching your morning commute at 7 40. james torres is here with the very latest james thinking this is eventually going to start to smooth and now because we're

morning student at berkeley high school has died after falling from a parking garage, according to the new site. berkeley side. this happened yesterday afternoon at lunchtime, berkeley high's principal emailed students and families last night about what happened. and said other students were present at the time. the name of the student who died has not been announced. the school district has counselors are at berkeley high all day to help them deal with this tragedy. 7 47 of bay area man who was wrongfully convicted of murder and spent more than 30 years in prison, is about to be set free. san francisco de a chaser, bodine announced the exoneration. 60 year old joaquin syria was wrongfully convicted of murdering his friend back in 1990. that conviction was reversed by san francisco superior court judge after a review by the district attorney's new innocence commission. we're grateful that today after 32 long years, mr

that's fo officials say masks are still required while they wait for guidance from local leadership. we talked to some passengers this morning. reaction is mixed. i feel like they're probably should still be required because covid hasn't necessarily left us yet. i think it's mainly just, um, i think the pathogens are still there. i think it's still it's still a good precaution to mask up in the plains. feel safe. you know, i've been vaccinated have been boosted. so, um you know, i feel pretty safe to breathe and get full of all oxygen. yes. last week, the cdc announcing its mask order was extended 15 days until may, the third. this was to take more time to study the beat 82 variant. a judge ruled the cdc failed to justify his decision to extend the mandate. you're inevitably inevitably going to see more cases of covid now does that translate to another wave or something

need both local and national experts to start transitioning. towards a more effective long term strategy this morning. san jose police are investigating a shooting that sent one man to the hospital. this happened near the san jose municipal golf course at about 8 30 last night. police say amen was found near london avenue and barry s. a road was taken to the hospital with non life threatening injuries. so far, no other details on the victim or a suspect have been released. we are getting our first look at a man accused of killing a 15 year old girl while trespassing on a stockton school campus. police say they have arrested anthony gray, a 52 year old man from french camp. they say he stabbed and killed the teenage girl, police say, drove to stag high school and entered the campus through a gate. the district is now reevaluating its security. people gathered outside the high school at sunset to remember the girl who was killed, family members say 15 year old alicia reinado was a good student and a rising athlete with the high school softball program. her father says he doesn't know the man accused of killing his

daughter. i don't really have any enemies. my daughter was shouting her whole life. we took her to school chicken home from school. she was very outgoing. it's just like the funniest person we know she was clever and she got thick skin and she can come back with a funny joke. investigators are working to learn why the girl was targeted and say it appears it was a random attack. today the one at creek city council will once again consider whether to allow more marijuana businesses within the city. the city currently allows up to two delivery services for medical marijuana. at tonight's meeting, council members could decide to include delivery services. for recreational marijuana back in october, walnut creek considered approving recreational marijuana sales, but council members delayed making any decisions at that time. and for the first time at tomorrow's 4 20 festival in san francisco, people can actually buy cannabis legally in golden gate park gathering at hippie hill has been canceled for the last two years. but the

unofficial holiday celebrating marijuana is back on tomorrow. the event is officially sanctioned by the city, and they expect as many as 20,000 people to attend, however. now that people can buy pot in the park, the rules are going to be a little bit tighter. and what that means to be clear whether there are sales or not. the fact is under state law. if you are under the age of 21, you will not be allowed within the facility. so this is going to be the first time that this is done. you will be turned away. proof of age is going to be required. the mayor of london. breed says the city will have extra shuttle services, restrooms and clean up as well as extra security on hand, the meadow will be gated off to enforce that age limitation and those gates open up. at 10 o'clock in the morning. tomorrow on 4 20 ktvu is taking a look at

burned three buildings in the west portal neighborhood. fire officials say construction work maybe to blame there. the fire started by 11 30 yesterday morning at westport island, 14th . the fire spread from roof to roof before firefighters finally got it under control. ray rudolph lives on the same block and says he had just minutes to grab his computer camera equipment before getting out. i was watching the flames on the roofs and like a ton of smoke, and i saw like a propane tank or something on the roof. a firefighter was injured fighting that fire. no one else was hurt reading woman accused of staging a phony kidnapping in 2016 is pleaded guilty. 39 year old sherri papini was arrested last month after authorities say she continued to make false statements about that alleged kidnapping. yesterday she appeared in the sacramento federal court via zoom and entered a guilty plea to charges of mail fraud and lying to the fbi. sentencing is set for july
