valley. can you see that? there now watch this loop. it's our live doppler writer and bam right there back side of it, but we still have some heavy precipitation in some of the neighborhoods in east bay and will continue to see periods of showers. mostly cloudy skies will get out towards the estuary. it's swiveling a bit because the winds have been blowing up to 15 mph will continue to blow 10 to 20 throughout the day. today 47 to 55 degrees, and here's what you need to know. periods of showers and with the instability with the passage of the system, we cannot rule out the potential and it is a strong chance of a thunderstorm blossoming at any point of the day. these storms could contain some small hail. and that is the scenario tonight will track this system together and talk about tomorrow's rainfall as well. that's still coming up later on in this newscast, roberta, let's keep an eye on your morning commute as well. we're watching the bay bridge toll plaza. we don't have to say anything. you can see this live picture. it is packed at the bay bridge troll plaza right now. the better way to get

across to the peninsula is the same mateo bridge. that's the case again this morning. there's lanes on the right hand side or taking you from hayward over to foster city and san mateo coming back toward the east bay. of course, smooth sailing. this is what you'd expect, and also looking at interstate 80 in oakland. well it's starting to jam up in there. what you kind of expect again. the roads are wet all over the bay area bay eight eighties moving but now it's still a problem out there. we'll keep an eye on all of your morning commute here. one morning's onto happening now. president biden to speaking addressing the russian invasion of ukraine. let's listen in. i've spoken to several of them. it's a we owe them. but uncovering these evidences of their atrocities and war crimes against ukrainian people is so clear to the whole world now. now they've launched and refocus their campaign to seize new territory in eastern ukraine. and we're in a critical window now of time where that they're

made it in safely. we have moved from burlingame to neighboring millbrae, where it has stopped raining as you can see, so conditions are dry right now. but let's take a look at our first video. this was earlier in burlingame and her got to talk about how it was just coming down at her house. not just in your house, garcia, but here in the peninsula pouring rain earlier this morning around five or so o'clock in the morning ranges coming down in sheets leading to pooling on the 101 freeway, which is the advantage point you see in this video, this is southbound 101 broadway in burlingame. traffic was moving at a pretty good clip. but that can present hazards because of how much rain let's take a look at our second video . this is over on the east bay oakland highway 24. a solo vehicle crashed split out in the rain because of the conditions of the roadway. so we tell you all the time to try to be careful and slow down. because of that very fact. it could be a pulling on the roadway. you may

requirement on public transit after the cdc said wearing a mask is still necessary to protect the public from the spread of covid. the wind. that mandate was lifted earlier this week. a lot of people immediately took off their mask . but others say they'll keep wearing a mask and they hope everybody on both sides of the issue will be tolerant of each other's opinion. i know it's not required. um and i respect anybody else who doesn't want to wear one, but it still gives me some comfort of safety. i'm still not totally comfortable with where we're at with. the pandemic. now for other people to question is not about their personal health, but it's about their personal liberties against what's best for everybody. i don't feel like that they should be able to mandate me to do to do that. it is it is my part. it should be a choice. at this point, it's not clear if the mask mandate will be put back in place until a final decision is

reached, comes as a new poll so says that most americans supported mask mandate for travelers on airplanes or shared transit. the ap full poll found 56% of americans support mask mandates 24% were opposed 20% they had no preference. there's a white partisan divide on this issue. 80% of democrats say they support the proposal. 33% of republicans supported in the next half hour of morning zone two will examine some of the policy changes being considered by local transit agencies and why there's still some confusion between the different levels of masking rules. time is seven oh, seven for the first time in almost a year. hospitals in california report less than 1000 covid patients a week of the state's latest report shows there are 964 people in the hospital because of covid infection, the lowest number since last june. and it comes at a time when covid numbers have been going up, but the latest variant seems to be less severe than the earlier versions of covid. health officials warned the hospitalization rate could

go back up. has more cases are reported to cdc has new guidance about whether you should get a covid booster shot vaccine advisory group says people who are fully vaccinated and get a booster shot and contracted covid in the last three months can wait until the fall before getting a second booster shot. health experts still say the immuno compromised and people who live with them should consider gathering that second booster shot as soon as you can . right now, anyone aged 50 and older is eligible for the second booster shot as well as people who were 12 and older and who happened to be immuno compromise this morning. moderna says it will ask for emergency use authorization for its covid vaccine. for children from six months to five years old by the end of this month, moderna says , in pediatric trials, two doses were found to be about 38% effective in 2 to 5 year olds 44% effective in children ages

six months to two years. we'll swing back to the weather. now, as it is our big story. this morning, there is more snow coming down in the sierra, and that's causing problems for drivers there. westbound i 80 is shut down at the nevada state line because of a big rig that spun out in the snow and blocked lanes. this won't impact people driving up from the bay area, but it does give you a good indicator of the conditions you'll be facing there on highway 80 chains are required from nyack to boca. that's passed truckee on your way to nevada on highway 50 changes required from twin bridges to myers. other highways have changed restrictions as well. so the headline if you're heading up for some early weekend skiing bring your chains leave some extra time. make sure you've got plenty of gas in your tank. palisades tahoe, by the way, bracing for some two ft of new snow from today's storm. this comes on top of the more than three ft that blanketed the upper mountain last week. the resort has extended its closing day by two weeks now to may. 15th officials say that they could extend the season even longer if there's enough snow.

loss gatto's now taking new action to hold adults liable when there's underage drinking at their homes. now this follows the recent arrest of a mother in law's gatto's. accused of hosting alcohol fueled sex parties for teenagers in her home. under the ordinance, adults can be fine for hosting gatherings where miners drink or take drugs, even if the adult is not home at the time. thinking is potentially there are parents who basically don't want to know . so they go out for the evening and let something happen at their home. so i think just the knowledge that whether you're home or not, you're responsible for what's happening in your home and i think through our social fines will start at $1500 for a first offense. it will go up to $3000 tiburon will pay $150,000 to a black couple to settle their racial profiling lawsuit. the couple loans, the downtown clothing boutique yemma. they were working on inventory at their shop at one in the morning. back in august

for bridge. we see the twinkling of the sunlight in the corner. i hope our roberta gonzalez conservatiou know a good thing about picking through its rainbow weather, right? yeah but the bad part of it is it causes a lot of instability in the atmosphere, and that's when we can see a thunderstorm blossom at any point of the day . morning, everybody, let's go ahead and take a look at some of our rainfall totals in just the past. 24 hours, which primarily is from last night and this morning because that's when the front blasted through the bay area, producing just about a quarter of an inch of rain and san jose. i'm just taking a look at one of my totals that just came in san francisco now at 10.36. castro valley with over 4/10 of an inch of rain look at ben lohman. that's a healthy total of nearly an inch and a half of rainfall. cloudy skies looking out towards estuary where we do still have that small craft advisory in place winds up to 2025 knots. sandy rosa 47 degrees is 53 concord, 54. in san jose. here's what you need to know. today. bottom line is keep that umbrella had d

periods of showers throughout the day today and with the unsettled nature of the air masses scattered shower and thunderstorm at any point of the day. same with this evening. this is our doppler radar. the front is now due east at the bay area, but we have a line of showers still streaming across eastern portions of our bay area outside of the antioch's now but in brentwood and in discovery bay lifting up towards bethel island. also, you'll notice from right there. diablo in san ramon . dublin livermore. pleasant tense, um, spotty hit and miss very light rain showers and also not void of any precipitation is cupertino and in sunny ville santa clare with the nice and downpour right now, peninsula under mostly cloudy skies, but wait there's more. that was just the frontal system that passed through the bay area behind it. we have the core the center of the area of low pressure time this out together here by nine o'clock this morning, the targeted area will be the santa clara valley. meanwhile this afternoon again hit and miss

scattered showers. north bay east bay. here's another line that comes through at eight o'clock tonight. this contains copious amounts of precipitation lifting towards the santa clara valley and then tomorrow morning rain showers across san jose departing by the midday hours, becoming partly cloudy, but we can tag on easily another half an inch of rain in san jose, that is nice rainfall. for the santa clara valley. winter storm warnings in effect until tomorrow at 11 a.m. and the high sierra above 7000 ft. 30 inches of snow. i just saw some pictures and boy it's coming down and is coming down theory. hisley alright beach hazard alert still, in effect some of the ways up to 18 ft at 22nd intervals. meanwhile today's high's 56 degrees and pacific 64 degrees outside number towards anti och also back into fairfield 61 degrees 64. san jose and redwood city also low in mid sixties and gilroy.

watchful eye on the avalanche warning and the winter storm warning in effect for the highest year because all that rain gusts yet that you were mentioning that we have it's now snow and it is lifting towards tahoe, so they're going toava lf snowfall there up to 30 inches of snow, while we have seen over an inch of rain amount, diablo, we have now another little cell developing just outside of fremont. that's going to be the scenario today. sure you may see some clearing like that right there over the estuary. but that's what causes the dynamics should change too unstable and that's when we can have a thunderstorm blossom at any point of the day. so while we are in the forties and fifties periods of rain showers throughout the morning, scattered showers this afternoon , the potential and its strong of a thunderstorm developing blossoming at any point in the day with small hail. tonight we will see the showers continue as well and it will be spotty highs today. fifties and sixties southwest winds 10 to 20. we still will talk about the

an update. i can imagine things have changed dramatically in the time we've been on the peninsula just this morning. garcia good morning against you. and you are right. changed dramatically. we'll show you how they've changed just over my left shoulder or camera right as a photographer george gusteau's pans and zooms in that is the sunrise. over the peninsula here as conditions have improved greatly since we first joined you at five o'clock in the morning. let's show you what that looks like heavy downpour, rain coming down in sheets. it was pulling on the freeway. this is one oh one south pbond at broadway avenue in burlingame. that amount of water so quickly , obviously impacted roadway driving and led to some accidents around the bay area. we will go next across the bay over to the east bay in oakland. this is a vehicle accident on highway 24 in oakland because of the wet weather. driver hit an area where the they had been pulling on the roadway skidded

and crashed. so this is a common theme. we also had an accident here on the peninsula. of the 2 83 way at truesdale. same kind of scenario where the wet weather caused an accident. your fellow drivers out there, warning and advising you to slow down. definitely got to be careful just from the potholes in the road that i'm always missing. just as much as i consider myself a safe driver got to look after all the other people out there that don't care that it's raining. and this is what this is why we have sunshine right now. or at least the beginnings of sunshine. you can see the system moving out of the peninsula. this is a time lapse video from our photographer george, who's those showing the clouds moving above berlin game up in the hills by truesdale. ah quickly this morning, so this system is moving out. but as roberta said , it's not over. more is on the

way. so keep that in mind and if you are out driving slow down, even though it stopped raining. there's still areas where water has pulled on the roadway. we're live in. millbrae jesse gary ktvu, fox two news. we'll head back to you across the bay, jesse. thank you. time is 7 35. many bay area transit systems are dropping their face mask mandates, but not all of them have made a decision on this yet. ktvu is amanda container is that bart in the east bay? you have more details. good morning, amanda. yes i do. good morning, dave. now one step federal mask mandate was struck down that happened on monday. airports and airlines. they all started to say okay, we're not requiring masks either. so then local transportation services. they kinda had to scramble to decide what they were going to do here in the bay area. some of them have already made decisions that includes sf mta transit. caltrain bart and santa clara valley transportation authority. they are all now recommending masks but not requiring them. we

wanted to make sure that the agency's overall the same page and so that passengers wouldn't be confused or disappointed or whatever. so we were trying to communicate with each other. i think for the passengers, it's going to be real good. create less conflict . a lot of them don't have a mass and sometimes get upset about it. um for me myself. i'm probably gonna wear my mask just for my own safety on a state level. california announced yesterday that its mask mandate is also terminated. and that had bart leaders hesitating to make a decision on removing mass requirements. face masks are optional on bart trains for now. in a tweet yesterday, the agency said. quote there are no longer any federal, state or local directives, enabling a mask mandate on bark. but they say, however, our board will consider a proposal to require masks on april 28th media now that is

next thursday, board president rebecca saltzman tweeted that she will introduce the mandate because quote covid cases are rising, and we must keep riders safe, even though the national mask mandate has been struck down, the cdc says an order requiring masking during public transportation is still necessary for public health right now, and they wanted that meant to even be extended to may 3rd. but that did not happen. also the justice department is planning to appeal the decision to overturn the federal mask mandates. although right now we are seeing some people go into bart without masks on that could change soon after that meeting, and we will see if it changes federally, too, but i will say a lot of people going into bart right now have still been wearing their masks. live in oakland. amanda kintanar ktvu fox two news. thank you. amanda 7 37. now, state labor officials could decide today if they'll extend through the end of the

year. mandatory pay for workers affected by covid. the legislature already approved, extending that benefits through the end of september small businesses that were pushing back saying it's too expensive and comes at a time when covid cases are dropping. supporters of the plan say it's vital to provide sick pay and job protection for workers who are infected with covid so they don't infect their coworkers. legislations in the work to award money to children who have lost a parent to covid. the legislation was approved by the senate governance and finance committee on a 4 to 1 vote. if approved by the state legislature, the bill would create savings accounts for children who have lost a parent or primary caregiver to covid and for long term foster care youth. up to $4000 would be available for children up to the age of nine and up to 8000 for children. ages 10 to 17 time is 7 38 federal prosecutors charged about 20 people with covid related fraud and a doctor in napa is connected to some of them. julie masi of napa admitted she sold fake healthcare records to more than

one spot, but multiple spots around the bay had the same problem here on the peninsula on the 2 80 freeway at truesdale avenue. other motorists advising people to slow down in these kind of conditions. slow down because you never know what's going to happen. you know you never. you couldn't see this three. they hold the alcohol and everything going to slow down. and then once the rain stopped partial clearing clearing of some of the debris that's been left behind by all the water that has fallen onto the roadway that's pushed debris, and so you see the street sweeper that's cleaning the gutters. trying to get all that cleared so that when the next bout of rain comes , the rain can drain more easily into the storm drains, and roberta has been telling us our own her own rainbow here at channel two. more rain is expected later today. so be aware of that. we're live in

with the highway patrol officer who was saying it's a big rigs just struggling to get up over the summit. we saw a big rig toe. also heading up that way. i saw a report earlier today of a truck just not having the traction had to be pushed a little bit of a nudge to get some traction going up the incline here. and much earlier this morning, we also had issues with spinouts. so since yesterday, caltrans has been getting that word out. be prepared for winter driving conditions throughout today into tomorrow, if you are going to be heading up here into this year whether it's on interstate 80 or on highway 50, because you could encounter slow traffic or as you can see, snowy, slick roadways with chain controls. make sure you have either four wheel drive. or chains and make sure your tires are in good tread condition to be able to get some sort of traction in the snow. but again, you can see that traffic has not moved since we started talking so the roads clearly impacted and i also want to point out you know, we're

transit systems are dropping their mask mandates, but not all of them have made a final decision. just yet. ktvu s american tana is at bart. she's in the east bay with more on that man. a good morning. yes good morning. once that federal mask mandate was struck down that happened on monday, then airports and airlines they all decided they were going to do the same, and that left some local transportation services. to kind of scramble and try to decide what they were going to do. and some of them here in the bay area have made that decision so far as f m t a c transit caltrain, bart and santa clara valley transportation authority. they're all now recommending masks but not requiring them. but writers we spoke to here at bart this morning say they will still be masking up. i don't want to risk it, you know? too much. don't believe in covid, but i still don't want to risk

you know, it's a lot of people getting sick, so i'm team mask until this all goes away, which doesn't look like it's happening anytime soon. on a state level. california announced yesterday that its mask mandate is also terminated. and that had bart leaders hesitating to make a decision on removing mask requirements. face masks are optional on bart trains for now , in a tweet yesterday, the agency said, quote there are no longer any federal, state or local directives, enabling a mask mandate on bart. but they say, however, our board will consider a proposal to require masks on bart at their april 28th meeting. now, that is next thursday, board president rebecca saltzman tweeted that she will introduce the mandate because quote covid cases are rising, and we must keep writers safe. even though the national mask mandate has been struck down, the cdc says, in order requiring masking during public transportation is still necessary for public health
