the morning, and it's been out there for a while. there are a number of people who are stuck in that back up there. and the only reason to backup isn't longer is because it's so early in the morning, but there's a pretty good long backup there on 80. now there's a tow truck that has arrived and hopefully this will be clearing up sometime soon. but if you're driving from vallejo and making your way into elsa brandt here, richmond. this is going to be a major issue. you may want to use interstate 7 82 6 80 get through that way. if you are looking at it farther upstream. you can do that. and that will save you a bunch of time. also keep watching this for you. now at 401, let's go back to the headlines. thank you . well this coming monday is the fourth of july and bay area law enforcement and firefighters are cracking down on illegal fireworks leading into the independence day holiday. they're reminding us all fireworks are dangerous cause injuries and major fire damage, especially now because we're in

a drought. the drought stretches stress vegetation out there right now in the community, um, a park or a freeway off ramp. you know, all of those areas are prone to fireworks, especially if there are embers flying from an illegal fireworks. now if you're caught using fireworks in san jose and many other parts of santa clara county, you could be fined as much as $3000. and if you could go to jail if you're caught selling fireworks in santa clara county place in santa rosa have arrested one man accused of selling hundreds of pounds of illegal fireworks across sonoma county officers say they found £500 of illegal fireworks at the home of 31 year old high memory. no no, he was taken into custody on monday. authorities say he now faces a number of charges, including felony possession of fireworks. now all fireworks are illegal in contra costa county in anyone in that region who sees or hears

it's after four o'clock. president biden is in spain this morning to strengthen us international relations. now the president met with nato secretary general jens stoltenberg, along with spanish leader pedro sanchez. president biden is trying to ease european concerns about russian aggression. he is pledging to increase american military presence in europe, including raising the number of navy destroyers in spain from 4 to 6. we're going to approve a new nato's strategic concept and reaffirm the unity and determination of our alliance to defend every inch of territory. president biden is thinking spain for taking in 140,000, ukrainian refugees fleeing from the war with russia. the president's other meetings today

are with the leaders of japan and south korea, as well as separate talks with turkey's president. turkey is a nato member that had opposed sweden and finland from joining the alliance, but in a blow to russia and vladimir putin, turkey is now supporting the admission of sweden and finland into nato. the foreign ministers of the three countries have also signed a joint security pact. time is now for 14 u. s. health officials are now expanding the group of people who they say should get vaccinated against monkeypox. now, if you think you've been exposed to it, you should get vaccinated so far more than 300 cases of monkeypox have been found in 27 states. no deaths have been reported yet, and doctors say the risk is low to the general public. many of those have been affected have been gay or bisexual men, but health officials say anybody can contract the virus through close contact. and state senator scott wiener is demanding more action on this, he tweeted quote our

treated for covid. that's 174 more than the earlier day and a 46% increase compared to the beginning of the month. the bay area's surges blamed on recent activities, including memorial day event pride celebrations and the warriors championship parade , the san francisco board of supervisors approved legislation to end single family zoning throughout the entire city. that means four plex is will soon be allowed in every neighborhood. the legislation also allows six unit homes on all corner lots. critics say the zoning change does not go far enough to fulfill san francisco's state mandated plan to build more housing. the city must plan to build 82,000 units by 2031. residents of a public housing complex in san francisco are fighting the planned demolition of their homes during a news conference at plaza east in the fillmore district, tenants claim that they have endured substandard living conditions and are now facing the prospect

and several other vehicles got into a crash here, and the traffic is just very, very slow . as you can see, we pull back just keeps growing by the minute and a lot of trucks in this backup coming in from vallejo heading out towards richmond here. there it is, so you can see traffic is going to be slow. i'll put it on the map here for you to show you. the traffic is pretty soon going to be backed up onto the cart. acenas bridge. now if you're driving on the freeway, and you're getting on the freeway after that, it looks very good all the way down to the bay bridge. and if you want an alternate route, let's say you're in vallejo. just use 7 82 6 80 get across the venetia bridge and then get to the east bay. that way, everything will be much smoother, even though you'd have to. go the long way around. that's what i would do. no question right now. 4 19. let's go back to the desk. alright sal. well neighbors unpleasant in or on edge this morning after a shooting in the middle of that neighborhood, we're finding out about a man who says he opened fire to scare off would be car thieves. and a

two and police say a woman was crossing a busy street in san jose when she was killed by a hit and run driver early yesterday morning. it happened on south jackson avenue near interstate 6 80 capitol expressway. police say the woman was not in a marked crosswalk when she was hit so far this year, there have been 33 fatal traffic related fatalities, resulting in the deaths of 21 pedestrians, and that is up from last year. when police recorded 25 traffic fatalities and eight pedestrian deaths. obviously the reasoning behind that is many factors as a group and public here in the city of san jose. we want to encourage drivers to follow the rules of the road. make sure that they're looking

out for pedestrians, bicyclists as well as motorcyclists. police say the car was possibly a 2018 to 2022 black honda accord. anyone with information about the driver or car is asked to call san jose police time is 4, 23 and pleasant and gunfire on one street there is making neighbors very nervous. police say. two men trying to steal a man's car along canyon medals circle early yesterday morning. ktvu crime reporter henry lee says that's when the car owner fired shots at them. possible shootout before dawn in normally quiet, pleasant in where and would be car thieves. it's like the wild wild west. it happened at about 4 45 in the morning in the canyon meadows condo complex near five etienne pleasant a resident heard noises outside and confronted two men trying to steal his dodge durango. he was pepper sprayed. hearing what he believed was a shot. uh he had been armed with the gun and

fired three shots. no one was apparently hit, but bullets hit two parked cars. president police sergeant marty built says investigators aren't sure if the men fired at the residents there have been reports there was an exchange of gunfire. however again, we're trying to, uh, confirm that the resident is legally registered to own a gun . that man declined to comment, authorities say even if the sailors had not opened fire, the resident may have been within his legal right to open fire on the grounds that the pepper spray momentarily incapacitated him and made him fear for his safety. jeffrey mcfadden lives in the complex, and many other neighbors were jolted awake by the gunfire. working a bit about 4 45 by least three gunshots. maybe four gunshots and some yelling. i heard three quick shots. i don't know who it's who had the gunner who would shoot or why, but i mean in a neighborhood like this, it's a pretty pretty quiet neighborhood. i think that's really out of character for pleasant in as i was like for this neighborhood because it's kind of in the middle of

nowhere. this is the second incident in the tri valley area in which a resident opened fire at criminals. just last week, a danville man got into a shootout with roberts outside his home. police say it's better to let them do the confronting what we recommend is to not confront people that are breaking into cars or committee and crime in the be a good witness. it's crazy. you know, everybody has guns. you never know. you know who's going to have a gun. the bad guys took off in a pickup truck. anyone with information or surveillance video is asked to contact president police. in president henry lee ktvu, fox two news. thank you. henry area lawmakers are spreading the word about benefits of the newly signed gun safety bill. north bay congressman mike thompson met with the vallejo police chief and the host school superintendent to talk about the $13 billion gun safety bill that expands background checks to include juvenile records and includes red flag laws to seize guns from those deemed dangerous. it's also seals the so called boyfriend loophole barring domestic abusers from

purchasing weapons. the bill that we passed and was signed into law was a compromise bill that saves lives. i am positive that these changes in law and support services will help keep guns out of the wrong hands and will provide critical support to states and local communities. working to prevent the epidemic of gun violence. the bill comes in response to the recent mass shootings, including one of the grocery store in buffalo, new york and the school shooting in your body. texas time is 4 26 state lawmakers now debating a bill in response to the supreme court ruling that limited california's existing laws on concealed carry permits the supreme court decision last week. struck down a new york law limiting who could get a concealed, carry permit and be armed outside of the home. the rolling also applies here in california. had a handful of other states with similar gun laws build that's making its way

there's much to tell us. yeah 80 westbound at the hercules exit. they've opened up two lanes now, so the traffic is beginning to get a little bit better, but you can see it's moving a little better. however, it's a this multi vehicle crash. at the hercules exit does have traffic backed up all the way out to the coming skyway and a little bit beyond now, it was barely moving before now it's beginning to open up, but there's so much slower traffic that there is kind of a big backup here on 80, and i can just show you the map of the area. it is backed up now out to the car. kenya's bridges at days you get off the bridge, so please give yourself extra time. you can see the traffic is moving a little bit better here, but it is still pretty slow as you drive on 80, and we'll keep watching it for you. it's 4 31. let's go back to the headlines. all right. thank you. sal law enforcement agencies across the bay area are now cracking down on illegal fireworks ahead of monday's fourth of july holiday in oakland. anyone caught with

even a small amount of fireworks faces a fine of up to $1000 anyone found with large amounts of fireworks faces a possible $10,000 fine and potential jail time. the oakland fire department has also set up collection barrels throughout the city, where people can turn in unused fireworks. no questions asked. san bruno is among the few bay area cities that still allows the sale of what's called safe and sane fireworks. people living in san bruno are allowed to set them off from noon to nine pm until july 3rd and from noon to 11 p.m. on independence day. those involved in these fireworks sales say the profits all go to the san bruno community. all of these are non profit. organizations that's the only ones that can get permitted by the city to sell fireworks, safe and sane fireworks. the city of pacifica also allows the sale of safe and sane fireworks. however there are some restrictions in most cities that allow the sales

people are often not allowed to set them off within 10 ft of a home and minors must be supervised by an adult time is 4 33. the drought dramatically increase the risk and danger of a major fire going into the fourth of july holiday. and many worry about the sale of all kinds of fireworks here in the bay area, ktvu is tom baker has more about the concerns about both legal and illegal fireworks. dublin has 15 locations were licensed nonprofit groups may sell so called safe and sane, state approved, non exploding and non flying fireworks from june 28th. through noon july 5th these sales are a major fundraiser for service, sports, educational, music and church groups very important because it makes you aware of where the money is going for these boots and things like that, so it's really helpful to get the community coming out and buying things from, you know, local charity in the case of dublin, united

soccer it's using the money for inclusion. all of the funds that we raised during the fireworks sales goes to our players that aren't able to afford full scholarship. first soccer due to the realities of inflation prices are higher due to supply chain disruptions. supplies are limited. definitely sooner than later. a lot of the assortment packs are still locked up at the ports. so what inventory we got now is definitely much more limited than it has been in the years passed in most of the bay area, fireworks of any kind or flat out illegal due to fire dangerous, made worse by three years of drought. even here in dublin, there are places celebrators can and cannot use safe and sane fireworks in town. they are allowed at single family residences, as well as four local parks, but only at shannon, alamo creek, emerald, glenn and dublin sports grounds and only on july 4th from 10 a.m. 2:10 p.m. no fireworks are

morning along canyon meadows circle. ktvu crime reporter henry lee tells us. that's when the car owner fired shots at them. possible shootout before dawn in normally quiet, pleasant and where a resident fired shots and would be car thieves. it's like the wild wild west. it happened at about 4 45 in the morning in the canyon meadow condo complex near 5 80 in pleasanton. a resident heard noises outside and confronted two men trying to steal his dodge durango. he was pepper sprayed. hearing what he believed was a shot. uh he had been armed with the gun and fired three shots. no one was apparently hit, but bullets hit two parked cars. president police. sergeant marty built, says investigators aren't sure if the men fired at the residents. there have been reports. there was an exchange of gunfire. however again. we're trying to confirm that the resident is legally registered to own a gun. that man declined to comment, authorities say even if the sailors had not opened

resolution to reopen some schools that were closed. ktvu sally rasmus here now to tell us what that could mean for the parents and students who have been occupying parker elementary school. good morning, allie. good morning, dave. well, at least it's a ray of hope for those parents and students and families at parker elementary that it's called the community's not closures resolution in the parents at parker and the families there brought that resolution to the oakland school board, and tonight the board has agreed to vote on it. it's on the agenda for tonight. now, whether or not the board will approve, it remains to be seen. the oakland unified school board members already voted this year to close nearly a dozen public schools over the next several years because of low enrollment. and budget constraints. parker elementary was one of the schools that closed. but last month a group of parents and community activists staged a sit in at that school to protest the closure. and they opened the building up to kids and students who needed a place to go. that sitting is still going on. the group wants the district to use a grant that had been set aside

for schools facing closure to keep parker open community day school and the upper grades of last kalita open as well. the resolution also calls on the district to roll back the closure of other schools like hillcrest middle school grass valley in carl monk. now people opposed to these closures sent the school board more than 2000 letters supporting this resolution, and that resolution will be heard. later this evening at the school board meeting is set to happen. at last quaalude a school the public comment section opens up at six o'clock. people can also tune into that meeting virtually on zoom as well live in oakland . ali rasmus ktvu. box two news. alright thank you. ali teresa boudin says he is not ruling out another run for san francisco district attorney boudin told the chronicle he could run in the special election this fall or in the next year scheduled race now, boudin was recalled in last month's election, the board of supervisors certified the election results yesterday, which means officially has 10 days left in office. mayor london breed has yet to announce his replacement. the city of san leandro is considering

incentives to hire and retain police staff. the city council will look at offering up to $20,000 to officers, dispatchers and other staff that money would be paid over three years. the city says the department has experienced staff shortages, resulting in mandatory overtime and emergency shifts and law enforcement agencies across the bay area now cracking down on illegal fireworks ahead of monday's fourth of july holiday in oakland, anyone caught with even a small amount of fireworks faces a fine of up to $1000. anyone found with large amounts of fireworks faces a possible $10,000 fine along with potential jail time. the oakland fire department has also set up collection barrels throughout the city where people can turn in unused fireworks. no questions asked. in san bruno is among the few bay area cities that still allows. what's called safe and sane fireworks. people living in san bruno are allowed to set them off from noon to nine. p.m. until july 3rd and

from noon to 11 p.m. on independence day on monday. those involved in these fireworks sales, though, say profits all go to the san bruno community. all of these are non profit. organizations that's the only ones that can get permitted by the city to sell fireworks, safe and sane fireworks. the city of pacifica also allows the sale of safe and sane fireworks. however there are some restrictions in most cities that allow the sales people are often not allowed to set them off within 10, ft of a home and minors must be supervised by an adult 5 35, the drought dramatically increased the risk and the danger of a major fire as we head into the fourth of july holiday, and many worry about the sale of all kinds of fireworks here in the bay area. ktvu is. tom baker has more about the concerns about legal and illegal fireworks. has 15 locations were licensed nonprofit groups may sell so called safe and sane, state

approved, non exploding and non flying fireworks. on june 28th through noon july 5th these sales are a major fundraiser for service, sports, educational, music and church groups very important because it makes you aware of where the money is going for these boots and things like that, so it's really helpful to get the community coming out. combined things from, you know, local charity in the case of dublin, united soccer, it's using the money for inclusion all of the funds that we raised during the fireworks sales goes to our players that aren't able to afford full scholarship for soccer due to the realities of inflation prices are higher due to supply chain disruptions. supplies are limited definitely sooner than later. a lot of the assortment packs are still locked up at the ports. so what inventory we got now is definitely much more limited than it has been in the years passed in most of the bay area, fireworks of any kind or

vote on it tonight whether the board passes this resolution, though, is another story. the same members of the board already voted twice earlier this year to close about 10 schools district wide in the next two years. parker elementary was one of them closed last month. but then a group of parents and community activists staged a sit in at the school. and kept the doors open. for kids who wanted to come in for the summer months that sit in is still going on in this resolution before the board tonight, the group wants the district to use a grant to keep parker elementary community day school in the upper grades of last kalita open. the resolution also calls on the district to roll back the closure of other schools like hill, chris middle school, grass valley and carl monk elementary. the group behind this resolution says they have a lot of community support about 2000. people wrote letters to the usd boards supporting this resolution to roll back these closures. many of those supporters plan to be at the board meeting tonight. the public comment section starts at six o'clock this evening. it will happen at la squad leader school, and people can also watch and participate virtually
