point, there is no word on when san francisco general will get a new supply. but state senator scott wiener of san francisco says it could be months before public health agencies will be able to get enough of the vaccine. to meet the growing demand. san francisco keeps running out of monkey pox vaccines. we have a lot one of the largest populations of people with monkeypox in the country. um it's spreading and we need to get people vaccinated. scientists at stanford university are now testing wastewater from monkey pox, just like they did earlier for the coronavirus and federal health agencies are stepping up their national campaign to make the vaccine available to anyone in the us who is seeking protection. to date we have distributed more than 300,000 vaccines to jurisdictions around the country. we have procured more vaccines than any other country in the world. probably more than every other country in the world combined. the world

health organization has declared the international monkeypox outbreak a global emergency that is the highest alert the world health organization can issue time is about 403. the investigation continues in contra costa county this morning into a deadly house fire in anti hock it happened on serpentine way. it was first reported just after eight p.m. when firefighters arrived at the fire scene, they found a man who was pronounced dead lying on the floor of that burning house, and there was major damage. no one else was hurt. the investigation continues into how the fire started. area air quality management district says there will not be a spare the air advisory today, but the sky will be hazy. that is expected to continue through tomorrow night because of the smoke from the oak fire burning near yosemite national park. now you could see the high level smoke in the south bay last night, but quality readings across our region are still in the good to moderate range. the fire is now

the biggest fire in the states so far this year, cal fire reports 55 structures, including some homes have been destroyed. flames have covered nearly 27 square miles. that's about the same size as the entire city of nevado. thousands of firefighters from around the state are on the fire lines, and they have it 16% contained. ktvu is tom baker reports. there's still a lot of work ahead for the thousands of fire crews still there. the oak fires as much an air war as a ground war . this jumbo jet dropped retardant to help create a firebreak along with dozer crews on the ground to slow the fire's progress down whether or not that tactic will work is mostly dependent on canyon winds, blowing embers and unburned areas behind the break. 3000 mariposa evacuees from 2900 residences. have been replaced by firefighters, many of which are from the bay area fire departments as well as beyond

reward for information leading to an arrest. if you have any information on this case, call oakland police and san jose. police hope witnesses will come forward with information about a brutal beating on sunday, where one man was seriously hurt. a group of people attacked two men. on sunday evening and downtown san jose. there are rear entrance to san pedro square. one victim has life threatening injuries. that victim is described by his friends as a young man in his twenties who works as a plumber. and it's not involved with gangs. we're looking into contacting family members and friends who may have been with that individual earlier in the day to kind of lay a track and understand where they were and how this occurred. if this is a random incident, we want to know about that eating attack follows several other violent acts and downtown san jose in recent months of fight inside of the top. correa ended with a police shooting a man in the back in may, a double shooting near the campus of san jose state left

just sings. i mean, that's just what he does. he i was born. to sing, but that golden voice was forever damaged when his throat was mangled two years ago by a san jose police canine parades had threatened a grocery store worker during a theft and was hiding in a trash bin when police deployed the dog. warning the footage you're about to see is graphic. body worn camera video shows the dog state claimed down on parading throat for 60 seconds. it was just the worst thing i've ever saw in my life, really? that's terrible. paredes wouldn't go on camera for our story, but his aunt, leticia salazar helped to raise him, she said he's been like a son to her. he lost. something. i can't say last. that's something special because you're still special, but he lost. that little kick that happy go lucky

guy that he was shocking video is now at the center of a legal dispute between paredes and the police department and whether it crossed the line is now what's being disputed. anthony's life had no value. and they treated him like garbage and he almost died. he could have given up right away. but he didn't do not to do that. it began the night of february. 7th 2020 paredes, his girlfriend stole too pricey bottles of tequila from this safeway on barry s a road in san jose. a police report of the incident obtained by ktvu details paredes running up and threatening a worker who tried to stop the woman before the two escaped. a police chopper found parades who had a history of brushes with the law hiding in the surrounding neighborhood. we got him, officers on foot approached him hiding in a trash bin when they tipped it over the police canine named text its teeth into his throat, fracturing thyroid cartilage and

tearing his wind pipe along with other serious injuries. he came within inches of his life, while the very people who were sworn to protect him stood by and did nothing. area civil rights attorney isaac schweiger is suing the city and its police department, saying paredes didn't pose a threat to officers and the crime he was accused of didn't deserve such brutality. he said. too often. police unnecessarily used dogs with devastating results. we need to stop using dogs in this capacity. there is nothing unique about using a dog to attack someone as far as they use force is concerned that can't be replicated by using another weapon. but don cameron disagrees. he's a former bay area police officer who trains law enforcement on use of force tactics. you don't know whether he's armed with a gun. you don't know whether he's armed with a knife. you don't well, nobody

escapes. abilities are he watched the video at our request and said, because paredes was in the trash bin the officers couldn't use batons, tasers or other force options. the dogs trained to basically bite the area that is available to them to accomplish the goal and take the person into custody. this case raises important questions about police, apprehension, canines and the injuries they can cause a ktvu investigation earlier this year. found there are no statewide standards on their use and how often police deployed canines varies wildly between departments. our investigation also found san jose had the most dog bite cases of any bay area police agency. we reached out to the san jose police department for comment, but they declined due to the pending litigation in court documents. the city attorney's office denied wrongdoing, saying parade is quote committed crimes , including but not limited to failure to yield to police

authority and his injuries were from his quote, wrongful actions. schwaiger hopes the lawsuit will cause san jose police and other jurisdictions to reevaluate how they deploy canines. they need to move on to a better way. uh to, uh, to bring their police force into the 21st century reporting in san jose evan sernoffsky ktvu fox two news time now for 19. the oakland city council will vote today on settling the lawsuit filed by former oakland police chief and kirkpatrick. the city of oakland is set to pay $1.5 million to kirkpatrick after a jury determined she was wrongfully terminated. in her lawsuit, kirkpatrick claimed she was fired in retaliation for exposing corruption and abuse of power by the oakland police commission. she was fired without cause back in february of 2020, and she filed the lawsuit a few months later. back in may, a jury agreed with her

claim and awarded kirkpatrick 337. $1000 that's one year's salary. patrick released a statement saying, quote. i hope that the agreement in my favor is a signal to all who were witnesses to misconduct, especially those in law enforcement. do not stay silent . our system depends on people who will do the right thing, even when it's the hard thing. it is now 4 20. we want to check in with steve paulson, who's talking about a little bit of rain, which is lightning. lightning that's not good. if it's dry lightning hopefully will stay cloud to cloud not cloud to ground here. but if you're out in the towards the valley, the valley there, stockton also out towards eastern contra costa county, solano county in areas north. did i just see lightning? maybe you did because it's there and take a look here not by tracy brentwood. that's tropical moisture lifting from east southeastern going towards the north and see some of those lightning strikes there. that

line is lifting into solano county, as well as the napa county and maybe even parts. i had probably north of marin county, but it's close up into sonoma county and then mendocino and lake so little bit now again . this is high base and the shower activity would be briefed more likely sprinkles. but there's some lightning out there this morning and not only that we have a big fog bank in place. so little bit cooler. travis south wind that severity they were west southwest. now it's turned subtly. it was 35 now south at 28, but there is mainly an onshore breeze here. 50 sixties due to the multiple layers of clouds low mid and high. our lows are up a little bit here compared to yesterday morning. you can see some lightning strikes. their combination of the cloud tropical clouds coming in off the seer and also from southern california and see over tahoe. it's getting closer and closer. they get the cloud cover, but not not yet. the combination of that load of the south is funneling in along with the high building to the north. that's what's driving in a lot of that cloud cover and the flow around that high, right? there is starting to take some of that moisture and senate are

firefighters are battling to fire on the ground and in the air fire says this fire is now 16% contained. all things being equal. if you're the same conditions on the ground today, and you added more wind, yeah, you would see more extreme fire behavior and fire crews from all over the state or fighting these fire, including teams from san francisco, fremont and hayward. they're expected to stay out there as long as 15 days before fresh crews will be brought in if the areas are still burning out of control. fire crews are investigating two small fires in pope valley. the fire started at about 7 30 last night, and at least one structure was lost by the flames near larry. it's street firefighters have not said if it was a home. they are still on the scene looking for any hot spots. the other fire burned five acres of brush in geyserville that happened about two o'clock yesterday afternoon.

this is time lapse video showing how the night's fire caused a lot of smoke in the area. firefighters got the flames contained within a few hours, and no structures were lost in that fire homeless camp along the joe redonda trail in santa rosa will not be cleared out today as planned. that's after a federal judge granted a temporary restraining order requested by a group of homeless people living on the trail. they say sonoma county and the city of santa rosa were planning an eviction without providing shelter options. as required by federal law. county park rangers handed out notices last friday, telling the homeless campers to leave by today or risk a fine or arrest. a county spokesperson says the county plans to fight the order in court during a hearing tomorrow time, not 4 33 san francisco supervisor hillary ronen has now joined the calls for school board member and shooed resign now, she released this statement saying, quote i recognize the commissioner shoe has offered an unconditional

struck and killed a pedestrian. we need traffic calming safety improvements on our streets, and we need that done now soon, not five years from now, 10 years from now, whenever you know we need it done before another person is killed by a driver. oakland city councilman lauren taylor joined the protesters at last night's demonstration. he says he's already contacted both oakland police and the u. s department of transportation about the traffic safety problems at 60th and bankrupt. we have to respond more quickly make the changes that are necessary across the entire spectrum from design. how we design our roadways to yes, ensuring that we change the culture with enforcement as well. the protesters are calling for more police patrols in the area and a lighted crosswalk across bancroft to better protect people crossing that street at night. it is 4 36, berkeley police are

they we will get the latest report on consumer confidence in the us the conference board's report will show how consumers and businesses feel about the short term economic outlook. economists are predicting a marker of 97 as inflation is hurting both commercial and personal finances. that would be the lowest level since last february. any reading at 90 or higher is considered a healthy economy. that report comes out at seven o'clock this morning in our dollars and cents segment today, the federal reserve begins a two day meeting. it is expected to raise interest rates by three quarters of a percent that will be announced tomorrow . now, the fed has already raised rates three times this year. economists say more needs to be done to rein in a 40 year high inflation. financial analysts doubt the fed will go as far as raising rates by a full percentage point. however the fed is projected to raise rates again when it meets in september. november and december

park. and here in the bay area, we can actually see some of the smoke. ktvu is james torres here in the studio now, with the very latest on the fire. good morning, j just a little bit hazier this week, guys. good morning to you. well firefighters are slowly getting a handle on the oak fire continues to grow in size. threatening more acreage and more homes. the oak fire has been burning since friday. it's since grown to more than 17,000 acres in mariposa county. firefighters now have containment at about 16% higher, says it's burned down 55 buildings, which includes homes, and they help explain why this fire is growing so quickly. so this fire is exhibiting extreme fire behavior, and that's due to a number of factors. the terrain in this area is deep and rugged and semi remote, but you also have high fuel loading due to tree mortality, in addition to low humidity, high temperatures and that's all stressed and compounded by years of drought, so you're very dry fuels that are ready to burn. the oak fire

hospital will be closed today. the hospital announced. it has run out of the vaccine once again as the number of cases continues to rise in the bay area. at this point, there's no word on when san francisco general will get a new supply. but state senator scott wiener of san francisco says it could be months before public health agencies will be able to get enough of the vaccine to meet the growing demand. san francisco keeps running out of monkey pox vaccines. we have a lot one of the largest populations of people with monkeypox in the country. um it's spreading and we need to get people vaccinated. scientists at stanford university are now testing wastewater from monkey pox, just like they did earlier for the coronavirus and federal health agencies are stepping up their national campaign to make the vaccine available to anyone in the us who is seeking protection. to date we have distributed more than 300,000 vaccines to jurisdictions around the country. we have procured

more vaccines than any other country in the world. probably more than every other country in the world combined. the world health organization has declared the international monkeypox outbreak a global emergency. it is the highest alert the world health organization can issue. us senator alex padilla hopes that joining forces with 22 other senate democrats will put pressure on the government to address what they call inequities in access to vaccines. now the senator sent a letter to the cdc and health and human services, expressing concern that the lack of available vaccine appointments continues to fuel anxiety about a virus that is generally unfamiliar to americans who are urgently looking for solutions, especially those who identify with the lgbtq plus community. now the senators are urging the biden administration to ensure distribution of the vaccine is equitable time now five oh, four, happening today. the

announcement in oakland of a reward offered to track down the killer of a food delivery driver who were shot and killed in his car nine days ago. patrick con funk was attacked by two men as he sat in his car this morning at 10 30, the oakland police along with the chinatown chamber of commerce will announce a 75 $100 reward for information. in leading to an arrest. if you have any information on this case called oakland police and san jose police hope witnesses will come forward with information about a brutal beating on sunday, where one man was seriously hurt. a group of people attacked two men sunday evening in downtown san jose near a rear entrance to san pedro square. one victim has life threatening injuries. that victim is described by his friends as being a young man in his twenties who works as a plumber, and it's not in bob with gangs. we're looking into contacting family members and friends who may have been with that individual earlier in the

day to kind of lay a track and understand where they were and how this occurred. if this is a random incident we want to know about that. that beating attack follows several other violent acts in downtown san jose in recent months of fight inside of attack, correa ended with the police shooting a man and back in may, a double shooting near the campus of san jose state left two people dead. police investigators say violent crime in san jose is actually trending downwards and that san jose has less crime than comparable big cities. real estate experts report the number of home foreclosures is skyrocketing, but they add. that's not quite as bad as it sounds now. during the first five months of this year, theyumped 90% compared to the same time last year, but most foreclosures were stopped during the pandemic, they add the current local foreclosure rate is still lower than it was before. ah what we saw before covid. they say the trend is not limited to the bay area. similar numbers are being reported

team the oakland city council will vote today on settling the lawsuit filed by former police chief and kurt factor. the city of oakland is set to pay $1.5 million to patrick after a jury determined she was wrongfully terminated. in her lawsuit, kirkpatrick claims she was fired in retaliation for exposing corruption and abuse of power by the oakland police commissioner. she was fired without cause back in february of 2020. she prowled the lawsuit a few months later, back in may, a jury agreed with her claim and awarded kirkpatrick $337,000. that's one years paid now, kirkpatrick released a statement saying, quote. i hope that the agreement of my favor is a signal to all who were witnesses to misconduct, especially those in law enforcement. do not stay silent. our system depends on people who will do the right

and part of that smoke is headed in the direction of places like lake tahoe and the east bay hills. this video here showing smoke headed towards the south bay. if you smell smoke, that might be a problem for some of the most vulnerable populations . air quality experts suggest shutting windows, shutting doors and avoiding the outdoors if you can but for most people, this won't be a problem. today however, those experts say the frequency of wildfires is affecting california's overall long term air quality. large intense, massive wildfires have become so routine now that there's worry in the sort of air quality community that the 56 decades of progress that we've made making essentially air pollution better by driving ozone levels down, that may see a bit of a reversal now. the oak fire has now burned more than 17,000 acres. that's about equivalent to the size of the city of novato. firefighters now have it contained at about 16%

this morning at 10 30, the oakland police department, along with the chinatown chamber of commerce will announce a 75 $100 reward for information leading to an arrest. if you have any information on the case, you should call oakland police 604 san jose police hope witnesses will come forward with information about the brutal beating on sunday where one man was seriously hurt. a group of people attacked two men sunday evening in downtown san jose near a rear entrance to send pedro squares. one victim has life threatening injuries. that victim described by his friends as a young man in his twenties who worked as a plumber. and it's not involved with gangs. we are looking into contacting family members and friends who may have been with that individual earlier in the day to kind of lay a track and understand where they were and how this occurred. if this is a random incident we want to know about that. that beating attack follows several other violent acts in downtown san jose recently, a fight inside of a ta correa ended with the police

shooting a man back in may, a double shooting near the campus of san jose state, left two people dead. police investigators say violent crime in san jose is actually trending downward and that san jose has less crime than comparable big cities in milpitas are searching for two thieves who were caught on camera stealing items from the jane center. er of northern california. now, security cameras captured the crime in progress early thursday morning at the temple, which is on main street in milpitas. police say they stole $6000 in cash and several valuable items. investigation continues now in contra costa county into a deadly house fire in antioch's it happened on serpentine way. first reported just after eight p.m. when firefighters arrived at that fire scene, they found a man who was pronounced dead lying on the floor of the burning house, and there was major damage. no one else was hurt. the investigation continues into how the fire started. san francisco

there is growing bay area frustration about the rising number of cases of monkeypox here in the bay area. ktvu is andre senior joining us now to talk about this in the latest setback and the effort to get people vaccinated, big problems that continues to happen over in san francisco right now, the monkey pox vaccine clinic at san francisco general hospital will be close to date that hospital announced it has run out of vaccine once again as the number of cases continues to rise in

the bay area. at this point, there is no word on when san francisco general will get a new supply. but state senator scott wiener san francisco said it could be months before public health agencies will be able to get enough of the vaccine to meet the growing demand. san francisco keeps running out of monkey pox vaccines. we have a lot one of the largest populations of people with monkeypox in the country. um it's spreading and we need to get people vaccinated. scientists at stanford university they are testing wastewater from monkey pox, just like they did earlier for the coronavirus. so far, monkeypox has been detected in 10 of the 11 systems tested in palo alto and other bay area cities. at the same time, federal health agencies say they're stepping up their national campaign to make the vaccine available to anyone in the us who is seeking protection. to date we have distributed more than 300,000 vaccines to jurisdictions around the country. we have procured more vaccines than any other
