kind of muggy conditions so mild low sun and clouds and the temps are going to pop. i mean, if you broke through that cloud cover, you probably went up 10 degrees yesterday, seventies eighties and nineties. today all right, let's go over to ali. i do believe a good morning. hello, ali. good morning, steve. good morning. everyone out there. we're taking a look at the commute in east contra costa county because there is a problem in the eastbound direction. so the non commute direction of highway four. you don't see it popping up on the screen just yet. but this is on eastbound highway for it. hillcrest off ramp. this is a crash that happened earlier. it's still blocking a couple lanes. they're getting tow trucks out there to clear it out of the way. no sign of it from this vantage point. this is the westbound direction that you see a little bit of traffic heading through at bay point on highway four. taking a look at the bay bridge toll plaza. traffic here is very light. if there's any traffic really at all. it's very empty this morning. at this hour 41. let's go back to the desk. thank you for their increasing chances for dry lightning in the coming days, and that could make the fire fight against california's biggest wildfire

even harder. the mckinney fire is now learn more than 55,000 acres equal to 87 square miles of land destroyed near the oregon border. now despite getting some rain yesterday it is still 0% contained. ktvu lamonica peters tells us how cal fire updated the situation for evacuees and for people still living nearby. cal fire assist you. unity feel, anzio says the mckinney. fire started at about 300 acres, but a gusty wind storm quickly helped the blaze grow to over 55,000 acres. the level of smoke in the area is also creating harmful conditions . during the meeting, residents were told to take precautions went outdoors, especially the elderly, children and pregnant women. do you really want to not do anything vigorous. just take it easy if you typically go for a run, try to just cut that out for a few days because you can breathe 10 times as much air

into your lungs when you're running as just walking down the street, the city of erica's police chief also addressed other safety concerns, like people's homes being broken into our looted while they're evacuating. we have arrested several people for being in enclosed areas where they shouldn't be. most of them are up to no good and we're going to continue to do that and protect your property. the mckinney fire is burning more than 80 square miles of klamath national forest . the sheriff says that firefighters found two people dead inside of a car monday parked in a driveway near highway 96. when people don't evacuate when they're in evacuation order. and they call 911 and that takes a firefighter takes an engine out of service to go make that rescue to try to get those folks out of the way and they can't fight fire because of the fire hasn't been determined, but wildfire experts at uc berkeley suspect lightning could be responsible for starting the fire. lamonica peters ktvu fox two news. thank

you, lamonica and more help from here in the bay area is arriving in siskiyou county to help gain control of the fire. the san jose fire department return tweeted an image of its crews in the area. these firefighters were on the oak fire in mariposa county before they were signed to help battle the mckinney fire. to san francisco. firefighters have also arrived in siskiyou county. they are part of a large mutual aid fire incident management team over the weekend. firefighters from santa rosa and alameda county also headed north to help stop the spread of the mckinney. fire time is 404 this morning at eight o'clock vaccine clinic in san francisco will reopen and the staff at san francisco general hospital or advising that you get there early, get in line. if you want to get the vaccine shot, the hospital has limited vaccine doses. it's rationing its supply for the highest risk groups, including gay men in london. breed says the city still pressuring the federal government to give the city 70,000 vaccine doses,

hoping to slow the spread of the monkey pox virus. dr peter chin hong and infectious disease specialist for ucsf says more than a couple of more than a couple of 1000 doses of the vaccine is needed to get this virus under control. align science and politics. i think that's possible now, hopefully but also have a national strategy, and that includes even something elementary like reporting cases in states on hospitals going to one place, which is a c d. c that's not a given covid that happened. we hope that can happen monkey box because you kind of need to see what's going on before you can see what impact your interventions had. the department of public health says san francisco is an epicenter of the virus with more than 305 confirmed cases of the monkey pox and california has now joined new york and illinois and declaring a state of emergency to speed up efforts to combat the monkeypox outbreak. governor gavin newsom says the declaration will help the states

seek more vaccines and also lead outreach and education efforts on where to get vaccines and treatment. and he says the state will work with the federal government to get more vaccines and raise awareness about reducing the risk for more details on governor newsom state of emergency go to our website ktvu dot com california lawmakers are back at the state capital for their final month long policy push the next two weeks will be a push to pass dozens of bills that have been left to the tail end of the session. they are looking at approving more money to fight the monkeypox outbreaks. lawmakers are urging. this latest leaders to approve $38.5 million in emergency funds. this would help counties boost access to testing in vaccines as well as education and outreach for everyone across the state. it's absolutely is a statewide issue , and although san francisco and l a or the epicenter now you know more so san francisco. um but both counties we're seeing

moving around until just before 8 30 wednesday night. the police are investigating his death as a possible drug oprah dose. jose police and fire investigators are working together to piece together details of a man's death after he was found in a burning suv. fire crews were called to a car fire on pomona avenue near the santa clara county fairgrounds early sunday morning. officials did not find the man's body inside the car until after the flames were out. the area is considered industrial and investigators are collecting surveillance video from businesses in that neighborhood. to help them figure out what happened. we don't know what started the car fire was intentionally set if there was a mechanical issue with the vehicle all of that is still under investigation. they're also investigating whether the man died because of something related to the fire, such as smoke inhalation or if he was already dead when the fire started since the fire, several candles and flowers have been brought to the area, which

with an incredible story. a firefighter with the san francisco fire department is expected in court later this morning accused of firing a gun at another man. ktvu is amber lee spoke with that man who says he feels lucky to be alive. the bullet that hit me right here. i would have died. um, but it came through right there. came through the headrest. that's where i was sitting at. michael johnson shows me his bullet riddled car. he says he was shot at by an off duty san francisco firefighter. he was in business with breeding puppies and selling them in oakland. one bullet grazed his neck being shot by a firefighter, you know , i mean, that's the most ridiculous thing i've ever heard of. they're supposed to be saving lives not you know, shooting up your car and, um, being shot in the neck and being robbed at gunpoint. emails. he says. this is cell phone video he took of brian pointed at the off duty firefighter when they met at a parking lot sunday around 11 a.m. so johnson could give pointer. the paperwork for

three puppies smacked it out of my hand with one hand and he had a gun. in his other hand, johnson says pointer was supposed to pay him $5500 through an app. instead the 45 year old says, point of robbed him at gunpoint and took off. johnson says he followed pointer to his home and called 911 oakland, emeryville. police responded. they took johnson's report. but johnson tells me emeryville police told him it was a civil matter and left refused. to even talk to him at all, johnson says porno fired 6 to 7 shots at him as he drove by pointers home to get on the freeway. he tells me he first met corner in april while he was with his dog, he says porno approached him at that time about getting into the dog breeding business. he says he trusted pointer because he was a firefighter person that does something like this is capable of anything. so i want him to stay in jail. like he tried to kill me. pointer was arrested and booked into santa rita jail, according to alameda county

several people suspected of trying to loot homes that were evacuated area crews now at the mckinney fire had been fighting the oak fire near yosemite. authorities report. good news on that fire, they say control lines are holding. the fire is not growing. at this point it has burned 30 square miles of mariposa county. containment is up to 74% authorities did discover three more destroyed buildings, which raises that number to 193. many our homes ee west has become warmer and drier over the past 30 years, and it's expected to get even worse. during the wildfires burning this morning, vice president kamala harris announced more than a billion dollar commitment to help communities including those who are plagued by wildfires face climate risk and become more resilient. elected leaders have a duty to protect our communities. and the

trump administration opened up more than a mic lands to oil ans drilling and fracking without out of proper environmental review. the federal bureau of land management as it will now conduct a larger review before leasing that land. the severe drought in california is getting worse and with no relief in sight, communities around the state are asking all of us to cut back and conserve the next few weeks. ktvu will be going in depth on the issues surrounding drought. our chief meteorologist bill martin, brought a water conservation expert into his own home to show some ways we can do our part to conserve water. the toilet is the number one leaking device in the household the way to save money on this the way to figure out the leak is common die or have the special tablets . so here's the toilet. what you do is you? obviously you pull the back off you stick one of these tablets in here about 15 minutes. that blue shows up in

your tank or in the bowl. you've got a leak this valve in here, that blue valve. that's where your lead is going to be those valves get old they get they get kind of brittle. you can lose 100 gallons a day on more than 100 gallons of maliki. toilet and this is the most common way to save money. another way to check for leaks is for your water heater. water heater has a pressure relief felt that little pressure relief valve occasionally. will fail little spring inside. so one way to check on that is go to your water heater, and then you check for the copper tubing on it in the copper tubing can usually comes out the side. you just go ahead and put your hand on it and you can touch it real lightly. if it's cool to the touch. there's no leak. however. if it's warm, and it feels warm, then you need to follow where there's two ghosts. but the culprit is that little pressure relief felt. right here on back in between here is this guy that fails on these units from time to time? another way to save water in the house. another big way to save water in the house is the dishwasher. we're just talking about that first thing. i always wash full loads. because the dishwasher excuse

me. the dishwasher uses the same amount of water whether it is one glass in there, or there's a setting for six in there, so the new ones used about four gallons per load. and thats much better than you can wash in the sink. you're never going to match what the dishwasher can do. one other thing that would be nice to talk about. just go outside and look at the landscape and how to take care of our trees during a drought. what percentage of water do we waste in the outside outside can be significant, especially if you have a lot of grass. people can be put in five times as much on their landscaping alone just to keep it green. that's why native plants are really good. because prepares you for the next drought. it saves water on a day in day out basis. alright let's go outfront. we'll look at the trees because you had a really interesting point about the trees when you look at your leisure landscaping, this is the most expensive piece is, you actually have to start irrigating this tree a little bit differently than it had before. so we asked customers to do more of a cycle and soak but the water come here. let go like a drip system slowly percolate on in but let it go deep into the soil and that will train the routes to go down and that will

start to keep the tree healthier during the drier period for that tree to adjust. it could take pretty much majority of the summer to do it. so one of the things that that that charles knows all about are these flow meters, which i think is probably one of the best things. you can have want to talk about it. i have one here that allows you to see if you've got leaks. if you're irrigating something seven days a week, and so as bill pulls it up right here, it's a little device. it's quite easy. it's got a nice strap on the back side. that all you have to do is strap it to your meter. that's what i think is pretty neat about this, charles. it just straps. i see the meter here. it just straps to that. and within the meter, there's a magnet that turns when the water's moving. yes that's correct. if you go to your meter and look outside these are a little leak detectors. so this little blue dial here if you if you're not using water, and you see it moving around a little bit, that's the way to see that you potentially have a leak in your house. this is the thing that blew me away. i had this four by four months now and i gotta tell you i have saved i don't even i've saved hundreds

in emergency funds. this would help counties boost access to testing and vaccines as well as education and outreach for everyone across the state. it's absolutely is a statewide issue , and although san francisco and l a or the epicenter now you know more so san francisco. um, but both counties we're seeing increased cases and other counties as well. and those other counties don't have the same public health infrastructure that san francisco and l. a however, the same resources and so for those other counties, even a smaller number of cases. can be really problematic. lawmakers are also tackling the state's affordability and public safety issues. time is 505, california , seeing rising numbers of coronavirus reinfections state department of health says there were about 51,000 confirmed covid infection statewide during the first three weeks of july, and reinfections made up at least one in seven of all cases

just cut that out for a few days because you can breathe 10 times as much air into your lungs when you're running as just walking down the street, the city of y. rica's police chief also addressed other safety concerns , like people's homes being broken into our looted while they're evacuating, arrested several people for being in the closed areas where they shouldn't be. most of them are up to no good. and we're going to continue to do that and protect your property. mckinney fire is burning more than 80 square miles of klamath national forest. the sheriff says that firefighters found two people dead inside of a car monday parked in a driveway near highway 96. when people don't evacuate when they're in evacuation order, and they call 911 and that takes a firefighter takes an engine. out of service to go make that rescue to try to get those folks out of the way and they can't fight fire because of the fire hasn't been determined. but wildfire experts at uc berkeley suspect lightning could be responsible for

sheriff's deputy in sonoma county sheriff's office says the deputy shot and killed 36 year old david chavez friday morning in geyserville. they say he was allegedly holding a hammer was making quote, nonsensical statements and threatened to throw rocks at the police. deputies also say a nearby resident reported chavez allegedly used a rock to break a window at his home and stole a truck. two deputies involved in that shooting or now or an administratively. an off duty san jose police officer has been arrested on suspicion of d u i, the police department says ray darius surrey, was arrested sunday night after allegedly crashing his car into someone else. the other driver was also arrested on suspicion of wi san jose's police chief put out a statement saying he has no tolerance for behavior that does not align with the department's values. the police department has been dealing with other misconduct issues over the past

family charged with assault with a firearm as well as shooting at a vehicle. claudine wang is in our studio right now, and the person he is accused of shooting at was a new business partner. good morning, claudie. good morning to you, dave. that's right. the victim in this case is named michael johnson. he says he met off duty san francisco firefighter bryan pointer a few months ago. they had the same kind of dogs and he says they decided to breed their dogs and sell the puppies. but

johnson says after the puppies were born, they decided not to go through with the business. and so they plan to meet in emeryville to finish some paperwork, and that meeting is where the situation took another turn. now johnson smacked it out of my hand with one hand and he had met last sunday morning. now he says, pointer was supposed to give him $5500 for the puppies paperwork. and instead, he says, point her robbed him at gunpoint. he smacked it out of my hand with one hand and he had a gun in his other hand. johnson told katie's amberleigh that pointer, then got into his car and drove off. johnson says he followed point of his home and called 911 and says later pointer fired six or seven shots at him as he went to get on the freeway and says one bullet grazed him and he showed us where the bullets also hit his car. the bullet that hit me right here. i would have died. um but it came through right there. came through the headrest

looking at approving more money to fight the monkeypox outbreak , lawmakers are urging legislative leaders to approve $38.5 million in emergency funds that would help counties boost access to testing and vaccines as well as education and outreach for everyone across the state. this absolutely is a statewide issue. and although san francisco and l a or the epicenter now more so san francisco um but both counties we're seeing increased cases and other counties as well. and those other counties don't have the same public health infrastructure lesson francisco in l, a harbor, the same resources and so for those other counties, even a smaller number of cases. can be really problematic. now lawmakers are also considering bills on affordability and working conditions as well as one to allow capital staffers to unionize. oakland city council member lauren taylor has joined the race for mayor. the district six representative is a third generation oakland er and

ran for safety. on sunday afternoon, the nine and 10 year old players from the fresno team and the oakland dynamites were playing when the shooting started. among those wounded a six year old girl, a man in his thirties and a woman in her fifties who were in the hospital. it makes no sense. that children are out here playing football and family and friends are watching these games and people would come armed with guns and not just one. several people have firearms in this crowd. that is really unfortunate that they put the lives of young people and families in danger because of their selfishness. so far, no arrests have been made and police plan to have officers at all practices and all games for the oakland dynamite until the end of their season. the families of the three people killed in the gilroy garlic festival shooting are joining those who survived in an expanded lawsuit. they are suing the florida company that made the assault style rifle used in

the rampage three years ago. they accused century international arms and romanian firearm producer rome arm of not taking sufficient care to prevent misuse of the firearm. used in the attack was san jose police and fire investigators working together to investigate the death of a man who was found inside of a bird. earning as uv firefighters rushed to a car fire on pomona avenue near the santa clara county fairgrounds early sunday morning. officials didn't find the man's body inside until after the fire was out. that area is considered industrial investigators are collecting surveillance video from businesses in that neighborhood. to try to figure out what happened. we don't know what started the car fire was intentionally set if there was a mechanical issue with the vehicle all of that is still under investigation. they're also investigating whether the man died because of something related to the fire like smoking and put smoke inhalation or if

was across r the new school yea. but some of the biggest school districts are already worrying about how many students they will have a new study shows. the biggest cities are seeing the biggest declined and enrollment numbers. three largest u. s cities report more than 20% of their public elementary schools had less than 300 total students. because that, he says families are moving the smaller communities and fewer students means less money for education. you lose kids, you lose resources. and when you lose resources that impacts your ability to you know, service kids in the schools that are that faced the most significant enrollment challenges are often the schools that have the highest hardship in terms of the communities. for now, many schools are still using covid relief money to keep operating, but they're also struggling to

weeks, ktvu is going in depth on issues surrounding drought. chief meteorologist bill martin invited water conservation expert into his own home to show us ways we can do our part to conserve water and expert told us if one of the biggest problems leading the wasted water leaks in toilets, water heaters and dishwashers. there's also a lot that can be done to save water outside your home. mhm. what percentage of water do we waste in the outside outside can be significant, especially if you have a lot of grass. people can be put in five times as much on their landscaping alone just to keep it green. that's why native plants are really good because it prepares you for the next drought. it saves water on a day in day out basis. no other things that can help artists set up drip systems for your trees so that they get used to less water at any one time. you can also get flow meters on your water meter. alert you how much water you're using and warned you about any
