temperatures saturday through tuesday, we'll talk more about that and pinpoint the hottest locations. but right now, let's see if it's hot on the roadways here, south. all right, it is a little bit crowded. that's for sure. roberta, let's go to highway four. and talk about that highway four westbound, some slow traffic here, but it's not as slow you might notice. it's not as slow as it normally is. and one of the reasons for that is because there is a crash behind this westbound four at railroad avenue, so people aren't getting through there stuck in the back up here because of that motorcycle wreck. 6 80 is slow from concord, towanda creek. 8 80 is slow from an earlier accident in hayward and also some lingering for slowing in fremont because of an earlier fire near the freeway. a bridge is backed up all the way out to the may just keep in mind today. there is a daytime baseball game at oracle park 12 45 1st pitch. it should be getting out just in time for that afternoon commute 702. let's get right back to the headlines. lanes of interstate 80 are back open this morning

after a deadly crash in richmond . three vehicles were involved in the crash. it happened just before three o'clock this morning near hilltop drive, and we've been following the effect for you throughout mornings onto we know at least one person is dead. cruz requested a helicopter to fly one patient to medical care. chp had to close all lanes as they assess the damage and cleaned up the debris will bring you more information as we keep getting it into our newsroom and new this morning firefighters in san francisco we're in the bayview battling this fire. this is video from the citizen at this fire started about three this morning. it's spread to a nearby building. but now it's under control. we do know that about 70 firefighters were called in one person was hurt. waiting to find out. if that person was heard was a firefighter or someone who lives in the building. but again, it's under control. now california highway patrol is searching for whoever fired shots at an off duty centers, a police officer as he was driving his own truck. this happened yesterday afternoon just before two o'clock on northbound one. oh,

one between bailey avenue in morgan hill and the highway 85 flyover in san jose. the officer was driving in the carpool lane . a source gave us this photo of the damage. the officer wasn't hurt. he pulled over when he heard a loud pop told the chp that the other driver was a man in a white hatchback. the car did not have a license plate. the chp gathered evidence at the scene. officers say freeway shooting cases are difficult to solve. if you recover the casing, it is a potential clue in this case, but it is a rarity to take that casing and be able to tie it to an individual unless you recover the gun itself. so far, sanders a police haven't released any information about the police officer. we've been told he was on his way to work. the chp is checking freeway cameras to see if there is video of the shooting. and if you have information you're asked to call the chp. we have a full look at what's happening with baby area freeway shootings on our website ktvu dot com. you can also use the search engine

and the phrase freeway shooting to find an interactive map that shows the locations of freeway violence in 2021 22. guys there time is 705 from many people in oakland crime. is the main thing on their minds. oakland has had six homicides in the past week. the oakland police chief and other city officials joined mothers who have lost children to gun violence for this rally yesterday outside of city hall, they say it will take more than just the police to end the violence. parents tell ktvu. they only found out about a shooting at its sixth through 12th grade school in oakland. through calls and texts from their own children as they were sheltering in their classrooms. parents tell us they didn't get an alert from the school or the oakland unified school district until 10 o'clock monday night, eight hours after the shooting. the statement read, in part as you might have heard already in the news or through word of mouth. there was an incident on monday in madison park academy secondary school, someone had a firearm and a round was discharged. a student was hit

and is currently in the hospital receiving treatment for their injury. we asked the district about its procedures and policies that are in place. we have yet to hear back gasia times 706. we have an update to a proposal that would lead non citizens vote for members of the oakland unified school board. the chronicles reporting voters in november can decide if nonsense and parents or guardians can vote in local school board elections the oakland city council had in back in june approved a measure allowing the city's 13,009 citizen parents to vote in school board balance, but the measure was challenged by those who say the initiative would violate the california constitution. a judge ruled that voters can still decide on this measure, but it could be challenged if it's approved in november, 10 candidates running to be the next mayor of oakland took part in the candidate forum last night. ktvu andre senior here in studio with a look at what they had to say andre well,

garcia, the forum co moderated by ktvu, lamonica peters and brian watters, kqed. it was held at laney college, the candidates were asked about dealing with issues like public safety and crime. several candidates say they want more police officers on the streets. i will increase our police academies to ensure that as we're facing these high rates of attrition that we've got the beat officers, the foot patrol the business corridor patrol that they are seeking. first of all is investing in the technology and the staffing in our criminal investigations division. we have to demonstrate more than just a 30% solve rate for violent crimes. we have to double the solve rate 900 police officers right now emotionally for police academy. we need 911 dispatchers back to work. but how is he going to do that? when no one wants to come here? now on the subject of gun violence, two of the candidates took very different approaches to that problem. i'm a 100% service connected combat veteran. and when i tell you, i feel safer in

iraq and here is the truth. okay so my concern is people not able to defend themselves. we need a police chief that would issue concealed carry permits like candy. we have too many guns. if you are all paying attention, there was a child that was shot in east oakland at school yesterday. right our children are learning violence. our children are participating in violence. our children have access to these weapons. we have to remove some of our guns. another focus was housing for senior citizens. i support and will continue to support and expand the parcel city parcels. and specifically designate them for affordable housing for our seniors. i believe that we have to use the private sector with the public sector to leverage our resources in order to build affordable housing. that's what we have done before. we're going to continue doing the first pieces to stop homelessness

18. let's bring roberta back here to talk about today's weather. it's brightening up outside and we can clearly see that we have the push of the onshore flow. we do have a deck of cloudiness anywhere from 900 ft to scattered clouds at 1216 100 ft, otherwise backing off to plenty of sunshine. today's numbers will greet you out the door in the fifties and sixties. hey we're now at 61 degrees. it's also the low sixties around san jose, sunnyvale, cupertino, campbell and willow glen. it will be a warmer or wednesday warmer today than yesterday. but not as hot as it will be tomorrow. with plenty of sunshine. we do have the high pressure it's building in from the great basin, so what's going to happen is temperatures will climb each and every day for friday, may be backing off a degree with the stronger onshore push. but other than that, we are going to see the longest and hottest heat wave so far this summer, and it's coming up right now for the labor day holiday, so saturday through tuesday will

very crowded, getting over toward cupertino and sunnyvale, 85 to 81. oh, one. they're all kind of filling in here. here's a live look at 2 80 just north of race street. we also have the bay bridge to contend with. remember today, roberta mentioned that there's a baseball game today at oracle park 12 45 1st pitch. that means the afternoon commute. getting out of san francisco is going to be a tough one. we'll have another update in just a few at 7 32. let's get right back to the headlines. all right, so i will. the chp is busy investigating a freeway shooting last night that ended in a crash on the city of oakland streets are ktvu crude shot this video of both the chp and oakland police at that crash scene, 35th avenue and brookdale. this is around 10 p.m. and you can see the crash car with its airbags deployed. also bullet holes are seen in the rear passengers. side doors tried to contact the chp to get more information on where the shooting may have occurred, or if anyone was wounded. we'll bring you more

details when we get it in over the heat on the way to the bay area we're waiting to find out of cal aiso willss a flex alert today. the state power grid manager is already put people on alert that reflects alert could be coming over the next few days, the experts say. california uses about 50,000 megawatts on a really hot day. that's well over the 30,000 megawatt. jews don't know. normal summer afternoon. officials are worried we could strain the power grid with more people running air conditioners because of the really hot weather. oftentimes when we see a heat wave like this come in, people start cranking up their air conditioning in creates a strain on the grid. the energy grid in california is managed by callous. so um, p. jeannie you know, doesn't have a role in deciding whether there's a flex alert. um, but we do have a role in encouraging customers to do their part to save energy. of the extra tell you don't really

have to turn off your air conditioning. they do want you to set the thermostat no lower than 77 degrees. they also recommend limiting things that use a lot of electricity like running electric dryers, charging electric vehicles and avoid washing machines happening today. cruz with oakland public works are set to start clearing away dead fish from lake merritt. the fish have died off in large numbers due to a massive algae bloom easily. rasmus has live at lake merritt and ali. the problem is apparent even before you see it. yeah it's a problem. you can smell before you even see it. we're at lake merritt, where it smells like a fish market out here, but occasionally it will get a whiff of something more pungent, rotting fish. and this is the reason why you can see for yourself just since we've been out here this morning. we've seen dozens of these huge striped bass floating up on the surface of the water. all those white blips you see out there on the lake. those are also ah, dead fish that have floated up to the surface, along with some

sardines that we've seen here as well. the reason a massive algae bloom the algae can lead to low oxygen levels in the water, killing the fish. and today, oakland public works crews are scheduled to head to the lake to remove some of this dead fish and clean things up, especially before the hot weather expected this weekend. everybody's concerned because that's been that's been going on for almost a month. see so and then they did, like, then just keep playing that like that. there. that can cause a lot of a lot of other distress on people's when it comes when it comes to the air quality. it's a is a problem . people who come and walk along the lake have noticed for weeks is that you heard that gentleman mentioned this algae was first spotted in lake merritt earlier this month, and scientists say seeing those algae blooms in the water isn't unusual, but is, though, is how long they have lasted more than a month at this point, and how widespread the algae blooms are not just in lake merritt but in the oakland estuary. along the coast in the san francisco bay as for what's

causing the prolonged algae problems, scientists say it's multifaceted issue. there's a low stagnant water levels in the lake and around the bay. warmer weather caused by the drought and climate change, but there's also issues like waste water and fertilizer runoff that can actually feed that algae in the water, making the problem even worse, but again, we're waiting to find out exactly when there's oakland public works crews. our crews contracted by oh pwr supposed to be out here and start cleaning up some of the dead fish in the lake again, all the white dots you see on the surface here. those are dead striped bass that have floated up to the surface. there's also been reports of bat rays that people have seen that floated up on the shore as well here in lake merritt, but any minute now, in the next couple of hours, we should start seeing some of those crews come here and start the work. live in oakland alley. rasmus ktvu fox two news. thank you time 7 36 new this morning, one tonight. francisco firefighter was hurt

and an early morning fire in the bayview district. ktvu is amanda quintana. you just arrived there . so what's the latest? good morning? yes good morning. we did just arrive here on fitzgerald avenue. i want to give you a look at this two story house just arrived and just spoke to the assistant chief. very briefly, he said. this house looks like it is a total loss. but they had a lot of difficulty getting this fire out this morning. what caused the fire is still under investigation. but 70 firefighters were called to the scene around 3 30 this morning, and he says the reason why it's because they had to keep taking breaks and having some of the firefighters switch out for other firefighters because they said, there were so much stuff inside this home, the assistant chief said it might have been similar to a hoarding situation. so there was just so much inside the home that it was very difficult for them to fight those flames. so did take about

two hours before they got that fire under control. but it is under control. now we just saw two of the three engines that are here leave because they kind of had their debrief here as we got here, and they decided they're going to leave. there are a few firefighters who are going to stay and just watch to make sure that nothing reignites . but the assistant chief also told me that no one was displaced that they know of right now. he said that there have been incidentsey think it could be a squatter situation. they haven't been able to peopls house, so they are still looking anyone is displaced but have not been able to get in touch with them. so right now they say, no one is displaced. now there was that one firefighter who was injured, but he said that firefighter is going to be okay. so they'll be here for just a few more hours to just watch

this house. make sure everything is okay, he said. the very good news is they were able to save the two houses on the side. the neighbors there was minimal damage there, but they were really able to stop that fire. from traveling to both the house on the right and the left, so we'll keep you updated as we learn more about what might have caused this fire, but right now that is still under investigation. i live in san francisco. amanda quintana ktvu fox. two news. thank you. a nationwide shortage of first responders is impacting san francisco and leaders say a recent attack on two paramedics is an example of the problem. paramedics had their ambulance stolen while they were waiting for calls this week. san francisco's firefighters union says that such attacks on firefighters and paramedics have become all too common and have led some to retire. it also sayo see that. um start to see that play out as these things. these

here, but that proved to be very, very difficult. for the firefighters this morning. the cause is still under investigation. but there was so much stuff inside the home that made it really difficult for the firefighters to get that fire out. this morning, 70 firefighters were called to this scene just around 3 30 this morning. the fire was under control. two hours later around 5 30 this morning. um this is a really challenging fire. we had um somewhat of a hoarder situation, so the house was just packed with a lot of material belongings debris, so there's a lot of lot of fuel in there to burn. it also made access difficult for us to get firefighters in there and get get the hose lines in the water where it needed to be. so it was very stubborn, very challenging. we had to rotate a lot of cruise in and out because they kept running out of air. now two dogs also had to be rescued from this home. i am told and the

firefighter that i spoke to said that they were having a really hard time getting in contact with the owner of this home, but in a tweet just a few minutes ago, the fire department posted that three people have been displaced from this home, and they are being helped. by the red cross. it seems like there were some people that were living here, the assistant, she said. it could have been a squatter situation. there has been a fire at this home before in the last few years, so they're not really sure if the owners actually live here or what the situation is with people living inside of the home. now that firefighter that you mentioned was injured, but he said that that person is going to be okay. right now. we have seen quite a few of the trucks leave. it looks like they're on cleanup duty. now they're really just inside trying to make sure that nothing reignites. but as for putting water on the building and getting the fire out that has all stopped from now just kind of watching to make sure that this fire stays put out live in san francisco. amanda quintana

ktvu, fox tunis. thank you, amanda. the california highway patrol is searching for whoever fired shots at an off duty san jose police officer as he was driving his own truck. this happened yesterday afternoon. just before two o'clock on north. dont wanna one between bailey avenue and morgan hill and the highway 85 flyover in san jose. the officer was driving in the carpool lane. a source gave us a photo of the damage. the officer was not hurt. he pulled over when he heard a loud pop told the chp. the other driver was a man in a white hatchback that didn't have license plates. the chp gathered evidence at the scene. if you recover the casing, it is a potential clue in this case, but it is a rarity to take that casing and be able to tie it to an individual unless you recover the gun itself. so far san jose police have yet to release any information on the police officer. we have been told he was on his way to work. the chp is checking freeway cameras to see if there's any video of the shooting. if you have information for them, please call the chp. we have a full

discharged. a student was hit and is currently in the hospital receiving treatment for their injury. we asked the oakland unified school district about its procedures and policies surrounding emergency notifications. we have yet to hear back now an update to a proposal that would let non citizens vote for members of the oakland unified school board. the chronicle reports. voters in november can decide if noncitizen parents or guardians can vote in local school board elections. the oakland city council back in june approved a measure allowing the city's 13,000 noncitizen parents to vote in school board elections. the measure was challenged by those who say the initiative would violate the california constitution. a judge ruled that voters can still decide on the measure but that it could be challenged if it's approved in november. eight of the 10 candidates running to become the next mayor of oakland took part in a candidates forum last night. it was held that lady college and those candidates were asked about dealing with issues such as public safety and crime. candidates want more police officers on the streets.

algae bloom easily. rasmus joins us live from lake merritt to show us the problem happening there, ali. andre we haven't seen any sign of those public works crews just yet, but we do see a plenty of evidence of what they're going to be out here. cleaning up if you take a look around, you can see there is some dead fish in the water here at lake merritt. according to a lot of people we've spoken to out here. the problem was far worse. just in the last 48 to 24 hours, with far more sardines and striped bass like this floating up on the surface of the water. the reason a massive algae bloom the algae can lead to low oxygen levels in the water, and that essentially suffocates the fish today open public works crews are scheduled to head to the lake to remove some of these dead fish and clean things up, especially before the hot weather expected this weekend. everyone was in awe. on monday. when we saw all the dead stuff just on the shore . disgusting it's horrible. and like i usually see the birds all

over there. the pelicans that you know, i saw one dark today. so i don't know how. how that's affecting all the birds. some need to be done. yeah because this been going on for like a month. we do get algal blooms around the bays margin. that's not uncommon, but they're isolated, and they last only a few days. typically this blue has been going on for over a month, and it's covering san francisco bay. so the scope and the duration of this bloom is unprecedented. now what's causing this prolonged algae problem? there may be a number of different factors, algae tends to flourish and low segment, water levels and warmer weather caused by the drought and climate change, but also things like excess waste water and fertilizer runoff can make the algae blooms worse, because those things actually feed the algae and allow them to flourish . now we're working to find out exactly when those opd crews will be doing this work. so far. we haven't seen any sign. of them just yet, but we are essentially anywhere along the

mississippi is no stranger to water walls. this is a community that has been dealing with serious water issues, really for decades. if you ask the mayor, but every time we have some type of natural disaster being a freeze or flooding situation like this, it really exposes the vulnerabilities of this system and just how quickly things can go down. and this morning, there is an entire community without reliable water. the schools here are not operational. they have sent the students home. but guys in many cases the student we are going back home where they don't have running water there. they can't flush the toilet. can't brush their teeth or get their day started. and so they're having to come to places like where i'm standing right now. this is one of the water distribution centers where people are just trying to get their hands on a bottle of water. we heard from the mayor here just last night. he really trying to paint the picture of what's happening here to repair this system. in the order of millions or even billions of dollars. take a listen. we've put in millions of dollars in terms of whether ization of our water treatment facility due to

what we've experienced in february, where the cold temperatures prolonged cold temperatures crippled our water treatment facility. there were spending money towards, uh towards automating certain parts of the plan. and i spent the morning at one of those water treatment plants where they have brought in vacuum trucks to try and clear out some of the sludge that was brought into the treatment plants during this that damage their pumps damage the tanks, the guys, even when they get that water back online, it's going into broken pipes and infrastructure that needs repair itself in the reality of day to day life right now, in jackson, mississippi, is bottle by bottle people trying to get their hands on this. they're bringing in the national guard with tanker trucks to make sure that critical infrastructure such as hospitals and the jail and things like that. have adequate water pressure, but this is a long term problem that we are. days if not weeks away from getting even slightly solved. the story continues here. we'll stay on topic with you fox weather and it lets you know how the progress is slowly being made for this community back to
