lead the police department. armstrong for the past month, as you know, has been on administrative leave after an independent report concluded he failed to properly investigate misconduct among police officers and hold them accountable. many say that jeopardized the police department's effort to end 20 years of federal oversight. it is clear to me. that there are systemic issues. and the city needs to address them. and that we cannot simply write them off. as mistakes. i didn't get into specifics, but a confidential report obtained by ktvu accused the police department of mishandling investigations of a sergeant who crashed in opd vehicle in hit and run and fired his service weapon inside an elevator at opd headquarters. the mayor said the city will launch a nationwide search to hire its next police chief. now, armstrong, you should have written response to his firing, saying after the relevant facts are fully evaluated by weighing evidence instead of pulling soundbites from strategically leaked, inaccurate report, it

will be clear i was a loyal and effective reformer of the oakland police department goes on. it will be equally clear that i committed no misconduct and my termination is fundamentally wrong, unjustified and unfair. our time now 703 were. oakland is now had four police chiefs and just the last three years and since ann kirkpatrick was fired, but the position of police chief has been a revolving door for longer than that. 10 police chiefs in the last 10 years. in fact, no one has held the job for more than three years since 2009 starting in early 2017, the city of oakland higher than kirkpatrick to be the newest police chief. she took office. she was the first woman to lead the oakland police department. patrick held that job until february 2020 when the oakland police commission voted to fire her, the court appointed federal monitor accused kirkpatrick of falling behind when it came to making reforms hurt. patrick later filed a wrongful termination lawsuit against the city of oakland, claiming she

was fired because she was quote. exposing corruption and abuse of power in the commission. patrick won her lawsuit she was awarded $337,000 in damages now, after kirkpatrick left, assistant chief darren allyson became the acting chief for a few months while the mayor decided on who the interim chief would be. they settled on former san mateo police chief susan mannheimer. she ended up being interim chief for the rest of 2020 until the city finally hired chief laurent armstrong in february of 2021. well census suspension of laurent armstrong. darren allison has once again been serving as acting chief. armstrong held that job police chief for exactly two years, oakland city council member noel gayo says he's not happy about the firing of laurent armstrong , in part because of the revolving door of police chiefs.

surveillance video from the latest burglary on monday? in that video, you see two suspects using a grinder to break into the building on 18th street in oakland. the first incident happened two days before that. school officials say in both cases that thieves stole instruments and that's a loss of about $20,000. we're doing our we have a concert tomorrow. we have lack of instruments. we are still trying to figure out what to do with insurance. we're taking a leap and renting so we can at least have the students ready to play. but at this point, it's a lot of money out of pocket and we're not sure exactly how we're going to recoup it. school officials say that thieves stole between 10 and 12 instruments, mainly chel owes guitars and violins. the oakland police investigation continues and a seemed to be closer to moving to las vegas baseball commissioner rob manfred said the a's owner, john fisher, now focused on building a new stadium in vegas team is

old bear weighs about £50. it's an orphan bear that was rescued last december in siskiyou county . let's say the bear is in good health, but as young and acts timid, so they're worried it's gone into hiding and may not survive. the cub may have trouble foraging for food in the tahoe basin snow time now. 7 14 new information from san francisco about a deadly house explosion in the sunset district . ktvu is andre senior here now to tell us about a meeting last night, neighbors and city officials met face to face talking about what happened, andre. good morning, dave. people who live in the neighborhood are still in shock as they start to repair their homes after that deadly explosion one week ago. fire officials have revealed that it was sparked by a dryer fumes from that dryer from an illegal drug manufacturing operation, causing the home to explode last thursday. the suspect, darren price, is accused of the death of his disabled wife, 51, year old rita price 53 year old suspect also facing charges for endangering their two children,

ages, 14 and 17 and causing injuries to a caregiver who was burned when the home exploded. prices. public defender says he will fight the charges. it is horrific what his family is going through and what he is going through and the amount of pain that they are processing. well, having mr price in custody is impossible to describe. photo evidence shows what arson investigators say was an illegal drug manufacturing operation, making hash oil with beauty and tanks, ovens, volatile solvents and other equipment the fire chief says was extremely dangerous. and a lot of it was just sort of jury rigged and some of the you know the tanks looked like, uh, you know, he had just put a put an outlet on it. but prices home was destroyed. two adjacent homes, rain red tack, they're not livable right now. city officials held a meeting last night for 50 people who live in the area. many say they are

that south beyond traffic, which is the commute direction is already backed up from dublin heading down towards and all through pleasant, and that's been a tough commute. and if you know anyone who comes in from the central valley. this has been a much slower commute. the normal we had a big rig accident at one point and look at all that slow traffic if you know someone who comes in from there , they're going to be arriving late. babe bridges backed up all the way out to the maze. metering lights are on 7 32. let's get back to the headlines . thank you this morning workers at an east bay senior living facility. one of them is due in court tomorrow for a preliminary hearing. laetitia starling has been charged with one count of elder abuse after the death of a resident at atrial walnut creek, who was in her care investigators say last august 94 year old constantly constantine cannon mistakenly drank from the bottle of cleaning chemical that wasn't locked up at the age range facility as it should have been. he died eight days later. this case is similar to two cases at an atria senior living

center in san mateo county. families of those victims say their relatives were served cleaning fluid instead of jews. time now, 7 23. well 33. we're starting this half hour in oakland. still developing story of the city of oakland looking for a new police chief after mayor xiang tao fired laurent armstrong ktvu sally rasmus in oakland to tell us why, the mayor said the chief had to go and what the supporters of armstrong are doing as a response morning now. good morning. well, the now former police chief laurent armstrong says he does have the support of several community members and community organizations. the oakland chapter of the as well as some city council members who have publicly said that they disagree with the mayor's decision to fire him. they plan to have a rally around noon today at the steps of oakland city hall and in a statement about that rally, one of the organizers says, quote we are profoundly disappointed that the will of the public was not taken

into consider. aeration. speaking of the chief, he had a plan to reduce public violence. he is the son of oakland and his love for the city and its residents was evident in his work. our mayor needs to hear the pain of her people and quote before firing him. mayor shane tao had put armstrong on leave after an independent report obtained by ktvu claimed he did not do enough as chief to hold some of his officers accountable for misconduct. at the center of that misconduct was the actions of a police sergeant at opd that sergeant had hit a parked car in an opd vehicle and drove off. so accused in a hit and run. he later fired his gun inside an elevator at police headquarters and then through the shell casings in the bay to cover it up. that sergeant was never disciplined, and the report said that the chief ultimately bears responsibility for that. something that the mayor apparently agreed with. chief armstrong. made a number of statements that troubled me. he stated that he did not believe these incidents reflected

systemic problems. instead chief armstrong described the underlying incident. as a minor vehicle collision. now armstrong issued a written statement in response, which doesn't quote in part, quote after the relevant facts are fully evaluated by weighing evidence instead of pulling soundbites from strategically leaked inaccurate reports, it will be clear i was a loyal and effective reformer of the oakland police department , the statement goes on to say it will be equally clear that i'm committed no misconduct, and my termination is fundamentally wrong, unjustified and unfair. now the oakland police department has been under federal supervision for the past 20 years ordered by a federal judge to make some serious reforms after police corruption case involving opd officers back in 2003 that federal oversight was supposed to finally end this may. mayor tao said that the chiefs in action and that independent report that came out detailing that inaction put that deadline in jeopardy. so she

said in her announcement yesterday that she believed the only way to make sure that oakland police department can get out of that federal oversight is to change some of the leadership at the top. live in oakland. ali rasmus ktvu box you need darling. thank you time now, 7 36, despite the ransomware attack against the city of oakland city employees were told paid this week cyberattack that hit the city's technology system last week prompted the city administrator there issue a proper formation of local emergency. under that proclamation, the city can get emergency funding from the state and the federal government. still some of the people we talked to say it's a big headache. to get even small things done. i've been here over an hour. and the people over there. don't think she'd been here for about two hours already , so i don't know. now the city center proclamation and a memo to city employees. it told the employees the city would have an alternate way to pay their

salary and that there would be no delay. city leaders still haven't given any information about that cyber attack or the ransom, demanded the owner of a morgan hill outdoor shooting range is now planning to open and indoor gun range. the barrier news group reports. the plan is to convert a vacant building on south bascom avenue near valley medical center in san jose building is used to store medical supplies, but would be renovated to house a gun range and classes to teach firearms training. workers in the hayward unified school district rallied for better healthcare. they say they're not being offered in affordable healthcare plan and so they don't have any real options when it comes to medical insurance. some classified workers have to work two jobs, one for benefits and want is the same diversity household. i personally paid 1008 $85 a month out of my paycheck, and if i want to add another person i can't because i wouldn't see my paycheck. leaders of the union say the average member salaries $48,000

a year and most private insurance plans cost $10,000 a year. plans here at hayward are not affordable, which is essentially means we are not meeting a c a and so employees have no other choice but to turn to cover california. and those plans. don't offer all all of what we need. customers said she had to pay $1600 for a mobile chair that wasn't covered by a recovered california plan. we did ask the school district for response. we have yet to hear back. alright, guys time 7 38 progress now reported in the east bay city of pleasant hill about a police investigation into several car break ins earlier this month. the cars were parked on long, brooke way near the outback steakhouse restaurant. the break ins happened overnight. on the first weekend of this month. a man who lives in that neighborhood started recording video of these damaged cars after seeing a lot of broken glass in the street. continued walking along. it was

the city of oakland is looking for a new police chief this morning after mayor xiang tao fired former chief laurent armstrong. mayor tao said she's no longer confident armstrong can effectively lead the police department put armstrong on administrative leave one month ago after an independent report concluded he failed to properly investigate misconduct among police officers and hold them accountable. many say that jeopardized the police department's effort to end 20 years of federal oversight. it is clear to me. that there are systemic issues. and the city needs to address them. and that we cannot simply write them off. as mistakes. mary tower didn't go into specifics, but confidential reports obtained by ktvu accused armstrong of gross dereliction of duty, while others found six in high command of department violations. they all involve desk sergeant who crashed an opd vehicle in a hit and run and fired a service weapon inside an elevator at opd headquarters, the mayor said the city will launch a nationwide

and he will continue to have my respect and appreciation. but i am no longer confident that chief armstrong can do the work needed to achieve the vision. in response, armstrong issued a written statement which says after the relevant facts are fully evaluated by weighing evidence instead of pulling soundbites from strategically leaked inaccurate reports, it will be clear i was a loyal and effective reformer of the open police department. his statement goes on to say, quote. it will be equally clear that i committed no misconduct and my termination is fundamentally wrong. unjustified and unfair and quote the police department has been under federal supervision for the past 20 years ordered by a federal judge to make some serious reforms after police corruption case back in 2003. that oversight was supposed to finally end this may, the mayor said. the chiefs in action, however, put that end dates for that federal supervision. in jeopardy. and so some of the civil rights attorneys involved in that federal supervision process say
