they will be having the ribbon cutting ceremony this morning. a big deal for motorists as they make your way from d.c. and back. everything looking good so far on the icc. the thing should open to traffic completely at 6:00 a.m. that is the latest on traffic pulse 11. >> no deal. so-called super committee ended its work without completing its mission. kate amara has more on the story. >> the key sticking points or tax increases and entitlement programs. it was created in crisis and ended in failure. the debt cutting super committee giving up, admitting defeat in a written statement. "we're disappointed we have not become too agreement." >> this was a moment of the important leadership.
it was a real test. >> the panel was tasked with trimming $1.2 trillion from the national debt over a decade. they could not bridge the partisan divide. >> our democratic friends said it will not cut $1 more without raising taxes. that tells a lot about washington. >> that triggers across-the- board spending cuts in all washington programs in 2013, and that includes the pentagon. >> that could be more difficult for the defense department for some domestic programs. >> leon panetta has warned the impact could be devastating. the president will block any attempt to make the cuts take effect. >> we need to keep the pressure up to compromise, not turn off the pressure. >> one thing both sides to agree on -- action in congress is
still required and soon. kate amara, wbal-tv 11 news. >> any idea how the lack of a deal could impact u.s. credit rating? >> in a statement released yesterday, s&p said it is not planning further downgrades of the u.s. government's credit rating. it did warn that the current rating is based on the expectation that those automatic cuts will take place starting in january of 2013. >> kate amara, thank you. elijah cummings slammed his gop colleagues on the super committee, calling them out of touch. >> they have become disconnected from their constituents. they have become disconnected with their constituents. i'm so glad our leaders are very much connected. >> maryland's senators also
responded. barbara mikulski wrote: " there were given an impossible mandate with an impossible time line and pursued their charge with due diligence. i'm disappointed we cannot reach a bipartisan agreement." cardin: " could not seek a compromise to reduce our budget deficit." >> the postal service remains in trouble. they have lost $8 million so far this year. measures like closing retell post offices and cutting saturday delivery are necessary to slash operating costs. he is pushing congress to pass legislation that would restructure the service as soon as possible.

into the city fire academy cheating scandal ended in august and several instructors and supervisors face disciplinary action. one instructor was punished for knowingly handing out study materials to cadets that was similar to what was on the actual emt test. the number of problems were found, including insufficient record keeping and too few people ssupervising the cadets in the field. none were filed after august, 2010. >> i was not aware of the provisional status. people in the baltimore city fire department were. >> was the possible? 0-- how is that possible? >> the communication between the
fire academy staff and up the chain of command did not happen. >> an independent investigation has been going on into the scandal. we are expected to get that final report today. stay with 11 news for the latest developments. kim dacey, wbal-tv 11 news. >> more troubles for the city's fire department. a blind man is accusing far medics of refusing to take along his service dog he needed help. paramedics arrived at the scene and curtis graham said they give him an ultimatum. >> i told them i was a blind person and have a service dog. i said i could not go anywhere without my service dog. they told me they couldn't take my service dog. >> so they give you an

you'll find the toll information. >> are about to learn more about the cheating scandal at the fire academy. the details are expected to be released today. kim dacey has more on that. >> in august, the fire academy surrendered their emergency medical training accreditation as a result of a scandal. an internal investigation followed. the internal investigation into cheating at the baltimore city fire academy ended in august. several instructors and supervisors face disciplinary action. the investigation found no evidence that any cadets cheated. they voluntarily stopped ems training after failing to meet the status of trading.
>> i was not aware of the provisional status. people in the baltimore city fire department were. >> but how is that possible? i mean, you were in charge. >> well, that's one of the issues that the investigation turned up, was that the communication between the fire academy staff and up the chain of command did not happen. >> the academy was put on provisional status because of problems with record-keeping. the academy developed a plan of action to address those concerns and provide the required quarterly updates from august 2010 to april of this year. no reports were csent. >> would have been nice to get a notice that set out you have not complied with what we told you to do. where's our report? that didn't happen either.
