the world watched the decision. tonight, a grand jury decided not to indict the white ferguson police officer in the shooting death of the black unarmed teenager michael brown. we have live team coverage of protesters through the streets of ferguson and in philadelphia. >> nbc's jay gray is joining us now live from ferguson with the latest from there. jay? >> reporter: good evening. protesters pouring into the streets here in ferguson. take a look. after the decision not to indict officer darren wilson in the shooting death of michael brown. a building down the street burning at this point. across the street, as you see the protesters, another building that's already been looted and the crowd is growing here. >> good evening. >> reporter: after three months of anticipation and anxiety here, a decision this evening from the grand jury. >> they determined that no probable cause exists to file any charge against officer wilson and returned a no true bill on each of the five

indictments. >> reporter: police officer darren wilson will not face charges in the shooting death of unarmed teenager michael brown. >> they met on 25 separate days in the last 3 months, heard more than 70 hours of testimony from about 60 witness. >> reporter: the seven men and five women of the grand jury met again this morning. nine white, three black, mirroring st. louis county's demographics. >> they are the only people, the only people who have heard and examined every witness and every piece of evidence. >> reporter: president obama spoke from the white house after the announcement. >> to those in ferguson, there are ways of channeling your concerns constructively and there are ways of channeling your concerns destructively. michael brown's parents understand what it means to be constructive. the vast majority of peaceful protesters, they understand it as well. >> not going to be business as

10. >> nbc 10's george spencer is at city hall right now. witnessed the emotion as the prosecutor made announce about 9:20 tonight. george, what have you seen where you are? >> reporter: jim, there was actually an audible gasp when that announcement of no indictment came across the megaphone here at dillworth park tonight. immediately thereafter, 700 people took to the streets taking out their emotion by marching. as you can see, big portions of center city remain closed. this is a live look at market street right now. we can tell you 15th street where we're standing has only re-opened within the past couple of minutes. and for the crowd that was out here tonight, the emotion was clearly running high. >> after the tragic story of what happened. >> reporter: listening via live stream outside city hall, for a crowd of several hundred, this months-long saga came to a noisy end. >> this is not a white issue. this is not a black issue. >> reporter: and the pain of

ferguson arrived quickly in philadelphia. what went through your mind, through your heart? >> i was hurt. >> basically what went through my mind is they can do anything to us now. >> i believe they didn't do what they were supposed to do. >> reporter: half a block away at arch street methodist church, clergy probed the deeper issues highlighted the death of a young man by the hands of a police officer. education underfunding and excessive incarceration, they say. >> we're looking big picture because we want to create longlasting change over time. >> reporter: do you see piece of this in our city? >> i see pieces of it in the city. >> reporter: for this temple junior the no indictment outcome late tonight felt almost preordained. many in this crowd representing all races say they feel defeated but also angry. >> hey, hey. has got to go. >> reporter: concerned that a basic dignity may not be what they thought. >> realizing that personally people like me that our lives

beginning at 4:00 a.m. and now to a first alert. a storm that could make for a holiday travel nightmare. we're keeping a close eye on the weather for wednesday. first alert meteorologist sheena parveen is tracking this system for us. sheena? >> yes, we are watching a developing nor'easter that will be giving parts of the area rain and snow on wednesday so that is a first alert weather day. it's the day before thanksgiving. the timing does not look good for this thing. so we'll start with wednesday morning. 4:00 to 8:00 in the morning, rain will start and mainly see a fast changeover to snow. areas north and west, lehigh valley and the poconos. from 8:00 a.m. to 2:00 p.m. on wednesday, we expect more of a changeover. the peak of the storm at this hour, possibly the heaviest rain changing over to the heaviest snow, especially north and west. and we will see the changeover along the i-95 corridor. 2:00 to 7:00 p.m. wednesday afternoon, snow continuing north and west, accumulating. rain to snow moving into south

jersey and parts of delaware. from 7:00 p.m. to 11:00 p.m., this will taper off. the snow will lighten up. closer to the shore we could see more of a changeover to just snow. again, this will be on wednesday. not a good day to travel. coming up, i'll show you the best times to travel and also what you can expect locally as far as those snow totals. that's coming up. thanksgiving travelers may want to think twice about when they should head out of town. nbc 10's denise nakano joins us live from norristown. penndot has its work cut out. denise? >> reporter: jacqueline, the countdown is on. penndot's operation will be moving from patching the roadways to possibly having to plow the snow for the next couple of days. and we'll be watching and tracking those changes with stormforce 10. penndot workers are putting in extra hours ahead of the storm so you have one less thing to worry about. >> i am thankful i don't have to go very far but i still have to deal with my family. >> t >>. >> reporter: workers are tweaking, adjusting and equipping trucks with the latest snow-fighting tools.

>> we have to be out there and ready. >> reporter: this new ten wheeler arrived today with an additional spinner that can spread more salt than any other truck in penndot's maintenance yard in norristown. >> in terms of the plow's ability, it can cover more ground and giving us an extra truck and a half in terms of plow width. >> reporter: all eyes are on the radar, weather reports and on the roads at penndot's traffic management center in king of prussia. they monitor 11,000 miles of state highway from here and if need be will dispatch all of its 450 snow plow trucks. >> certainly one we're watching, monitoring very closely and penndot will be ready for. >> reporter: now, penndot has 100,000 tons of salt ready to go and crews ready to work in 12-hour shifts and we'll use stormforce 10 to monitor the changing conditions. live in norristown, denise naka nakano, nbc 10 news. right now americanairlines is accommodating passengers scheduled to fly to the northeast on wednesday. those passengers can move their flights to either tuesday or

time, there is no evidence of foul play. however, they are treating this case as a criminal matter. mainly because she hasn't reached out to anyone. not her husband, not her friends or her parents since she went missing. jessica padgett vanished three days ago. now authorities are treating her disappearance as a criminal investigation. this latest development pains jessica's sister who we spoke to over the phone tonight. >> i just pray that somebody has her and she's okay, she's not hurt. >> reporter: christy davis says in her mind there is no question her older sister was taken against her will. >> yeah, i'm just anxious for wanting to hear any kind of updates and it's hard -- >> reporter: adding to her frustration, christy lives in maryland and cannot fly here because she's nine months pregnant. she feels helpless. >> i feel like i'm not doing enough. i feel like i can do more. >> reporter: earlier today concerned family members and friends scoured areas of

northampton looking for clues. loved ones passed out fliers spreading the news about the disappearance. >> i'm going to do everything i can to find her. >> reporter: jessica left this daycare job at lunchtime to run errands. police found her car at a dollar general parking lot a mile away from the daycare center. the newlywed and mother of three was last seen wearing a black hoodie with the daycare's logo and is the last time anyone has seen jessica padgett. now, tonight the district attorney stresses that all of her family members have been cooperative with police. meantime, investigators tell us that they're using surveillance videos from various businesses to try to figure out what happened to jessica. it's a story we will stay on top of. for now, live in northampton, nbc 10 news. protests continue in the streets of ferguson, missouri, and around the country. you are looking at a live

authorities and police using smoke and pepper spray, i should say, to try to disperse crowds. again, as we watch these live pictures, the family of michael brown also issued a statement tonight expressing disappointment. it reads in part, "while we understand that many others share our pain, we ask that you channel your frustration in ways that will make a positive change. we need to work together to fix the system that allowed this to happen," they said. it goes on to read, "let's not just make noise, let's make a difference." we'll continue to stay on top of this story and bring you any late developments as they happen. in other news now, from philadelphia, child could not make it out alive from a fire in the hunting park section of the city. from skyforce 10, see the smoke and flames pouring from the building on west wyoming avenue. we also got this video from a witness at the scene. eight people made it out safely. no word yet on the name of the young boy who firefighters found inside. the cause is still unknown. lying to someone in hopes of

be that bad. >> reporter: he told us he's crossing his fingers avoiding frozen turkeys hoping to avoid inches of snow. >> if it does, i have a truck, four-wheel drive. >> reporter: regardless of the snow on wednesday, wegman's in our area are opening at 6:00 a.m. they're closing at midnight. about a half hour left until this store closes in cherry hill. they're going to close at 4:00 p.m. on thanksgiving. make sure in advance of the snow that's expected on wednesday that you get in here and make the purchases you need before thursday. reporting live at the wegman's in cherry hill, keith jones, nbc 10 news. with the forecast we're about to hear from sheena, that store is going to be crowded tomorrow. ahead of wednesday i'm guessing. >> trying to beat that snowfall. sheena? >> yeah. you know, that's really a good idea. the last thing you want to do wednesday is get stuck on the road somewhere when it starts snowing. that's one thing you want to avoid. we have a first alert weather day out for wednesday. pretty much throughout the day wednesday we'll see heavy rain which in some areas we could see heavy, wet snow. highest amounts of the snow

should be areas north and west, although almost the entire area should be seeing a changeover to snow and then rain moving over to snow even for south jersey and delaware. we could see it along the shore. we have a winter storm watch along the northeast up into the new england area. this shows you the extent of the hazardous conditions we expect. accumulating snow here. this is areas around philadelphia, north and west of that, lehigh valley and the poconos. we expect dangerous travel for wednesday. you don't really want to be on the road s on wednesday. if you have to, travel tuesday night or early thursday morning. the moisture is to our south right now. this will become our developing nor'easter. as we go into wednesday. future weather. we start tomorrow morning. rain is pretty much to our south. tomorrow we stay on the drier side. until wednesday morning, the area of low pressure gets closer early in the morning. temperatures will be warm enough, actually, to be supports rainfall. take a look at how quick the changeover is north and west. we quickly see rain. by the middle of the day wednesday, a good portion of the

area, especially philadelphia, north and west, should start to see the snow accumulating already. even through wednesday night. and take a look, that extends all the way up to maine. if you have travel plans along the northeast wednesday, you might want to rethink those, maybe again late tuesday or early thursday. here's a look at the snow forecast as of now. we could see up to a foot in the poconos. lehigh valley, 5 to 8 inches. northwest, 3 to 5 possibly. as question go into south jersey and delaware, northern delaware, 1 to 3 inches closer to the shore. with the later changeover we could see around an inch of snow falling there. for the timing north and west, 4:00 to 8:00 in the morning is how early we'll see rain changes over to snow. areas north and west, lehigh valley and poconos. 9:00 a.m. to 2:00 p.m., heaviest snow accumulating there. through the peak afternoon hours, the snow will be continuing to accumulate. 7:00 p.m. to 11:00 p.m. a lot of that snow ending. philadelphia and the i-95 corridor, wednesday 6:00 to 9:00 a.m., mostly rainy and cold. quickly after that we see a changeover to snow with the noon
