county. it's starting to head out. ocean county seeing very heavy rainfall. the next line of showers is just to the southwest. moving through maryland right now. heavy rainfall in northeastern maryland. it's heading towards delaware. in fact, severe thunderstorm warnings in effect for portions of kent and new castle counties. these storms are fast movers like the first line of storms. they're moving to the east at 40 miles an hour which could have them in middletown in just 22 minutes. at 6:22 this morning and then by 6:29 in the smyrna area. this is why i've issued a first alert for today. part of why the chance of severe thunderstorms not only this morning but we could see more storms developing later today. potential already damaging winds can't rule out tornadoes or hail with these storms. the storm threat is greatest from philadelphia to the south and east across delaware and south jersey for later today. it's not going to it be an all-day rainfall. the clouds are already breaking here. the nbc 10 studios will lead to a quick warmup.

85 degrees by 11:00 and near 90 degrees at lunch time with the potential for more storms developing later today. a look at the hour-by-hour futurecast when i come back in ten minutes with more on where the storms are more likely to develop. let's check in with jessica boyington. jessica? >> we're looking at 295 in runnemede, new jersey around the black horse pike. everything moving along, even through the work zone where we are losing out that left-hand shoulder. part of the right-hand lane as well. all vehicles moving. the on ramps are moving there as well. the drive time still doing okay despite damp conditions. southbound from 38 up towards the black horse pike is still about a 13-minute drive time. if you're heading out the door on the schuylkill actively raining right here. slippery spots all up and down the schuylkill. the drive times relatively unaffected so far. a 13-minute trip at the most if you're headed eastbound from the blue route up towards the vine street expressway for the morning. out in springfield, watching an

accident scene on church road and heather road and another accident on montgomery county stump hall road and valley forge road. be careful out there. breaking overnight in west philadelphia, three people are in the hospital after a police cruiser and a taxi cab collided this morning. this was the scene at the intersection of 56th and haverford just after 3:00 a.m. a police officer, the cabbie and a passenger are all being treated for mooner injuries. officials say the officer was ãy a=9 9"uz a call for a person with a gun. her lights and siren were apparently on at the time of the crash. 6:02 and 74 degrees. this breaking news from overnight, a shooting outside a hip hop concert in monmouth county. the shooting happened in the parking lot of the pnc bank arts center in homedale. witnesses say there was an argument, someone started shooting. two people are in the hospital and police are searching for the gunman. >> in north philadelphia, police are investigating a shooting

there that critically injured one man. it happened at front and tusculum streets. the man was shot twice in the side. he taz taken to temple hospital. no word yet on a suspect or motive. also happening today, a delaware county teacher will be sentenced for sexually assaulting children. paul hochschwender pleaded no contest in january to abusing nine children in two different school districts. he's already serving time. hob hochschwender's arrest encourage the congress to pass a law preventing them from going from one school district to another. when paramedics got there, they found 24-year-old tiffany gillespie dead in the basement of her south philadelphia home. police never revealed a motive for the murder. philadelphia police are

searching for a gunman who murdered a mechanic. a busy stretch of girard avenue was on lockdown afr the deadly shooting at an auto repair shot. investigators found a trail of oily footsteps leading to an apartment several blocks away but no one was inside the apartment. investigators are hoping surveillance cameras in the area may have captured the killer. we have new information in the beating of amman at a snowunoco three weeks ago. police say the teens stole the victim's watch before running off. cemetery workers in kent county face charges of stealing brass urns and selling them for scrap metal. someone reported several urns missing from the graves from the memorial park in dover.

they are looking for a fourth worker at the cemetery melvin. pennsylvania is in its 34th day without a state-approved spending plan. a state revenue official says pennsylvania collected more than $2 billion last month alone. the budget remains many limbo because of deep policy differences between democratic governor tom wolf and republicans who control the legislature. 6:05. congressman chaka fattah says he will run for re-election. despite a federal indictment against him. he made his first public appearance in the philadelphia region since being indicted last week. the indictment claims the congressman took bribes and mishandled campaign money. congressman fattah is charged with 29 counts including money laundering and racketeering. he says he is innocent.

>> i also say as an elected official i have never been involved in any illegal activity. >> nbc 10 learned that fattah is scheduled to make his first appearance in court on august 18th. congressman fattah is married to nbc 10 anchor renee chenault-fattah. she's referenced in the criminal complaint against her husband. she's labeled as person "e" and an affiliate of the fattah enterprise. the feds allege renee participated in a scheme to fraud len thely sell a car in order to pay closing costs on a vacation home. she's not charged and denies any wrongdoing. renee is on leave from nbc 10. this morning it's unclear if a petition drive will help a teacher get her job back with the catholic school on the main line. marjorie winters delivered 23,000 signatures to the philadelphia archdiocese yesterday asking for her reinstatement. in june, she was fired from her job for being in a same-sex marriage. she says she told the school

about that marriage when she was hired eight years ago. archbishop charles chaput says the school showed character and common sense in firing winters. de marco murray is looking for some action. cope chip kelly held him out of drills during his first day of practice. murray had the most carries in the nfl last season playing for the dallas cowboys. eagles fans will get their first upclose look during an open practice at the link today. nbc 10's jesse gary is live at lincoln financial field. jesse, a team official told me they're expecting between 20,000 and 30,000 people today. what do you think the fans can expect to see? >> one thing they can expect vai, is soggy conditions. it did rain pretty heavy for a little while. the grounded is damp. once you get inside the seats will be wet too.

jesse gary has said that rain has ended for now. but there's more rain that could reach into philadelphia. the clouds are thinning out. this is a view from the mellon bank building in center city. that first line of storms moving through central new jersey and this is the main threat. severe thunderstorms moving through eastern maryland heading into the delaware area. middletown could see them by 6:21 townsend at 6:21, mcdonough could have it by 6:28 this morning. that's a line of thunderstorms with heavy rain. also strong, gusty winds. quite a bit of lightning, too. just with this batch of storms we've seen 35 lightning strikes and counting for that area. the first round of storms are offshore by 9:00. as we go into the afternoon hours, here comes the threat for

6:16. only on 10 a man stranded in the middle of the ocean at the jersey shore shares i had story of survival. he was on a fishing boat with a friend and got caught about 40 miles off cape may. damian started to feel hopeless. >> just couldn't picture the next day somebody coming to tell them that i'm not going to be home anymore.

because i knew it would ruin their lives. >> i love him more than anything. i mean that would every ounce of my body. >> after four hours a friend found him and the coast guard appeared overhead, pulling him to safety. today the colorado movie theater trial moves into phase three. jurors have decided not to eliminate the death penal as they moved towards sentencing james holmes. the decision clears the way for another round of arguments before choosing between capital punishment or life in prison without the chance of parole. this morning, two people are dead after a powerful thunderstorm caused a circus ten to the collapse last night in new hampshire. 22 others were injured when the storm tore through the area. initial reports indicated that as many as 250 people were trapped inside the circus tent.

people say the majority did make it out safely. this comes one day after another tent was flattened, killing one man there. a valet parking center app is launching in philadelphia. it tracks your progress to the destination, then a named uniformed and insured attendant is there when you pull up. the driver parks your car in a secure lot until you request it to be returned. the coverage area currently spans 12th to 21st streets and race to pine streets. >> i don't like to get my car valet parked. >> you don't like to hand over the keys to anyone.

new jersey transit, septa or the patco speed line. now your nbc 10 first alert weather with meteorologist bill henley. >> 20 minutes after 6:00. the sun is up the skies are starting to break a little bit. we're still tracking showers and thunderstorm activity. sunshine in reading, 68 degrees. 68 in trenton with breaks of sunshine mostly cloudy in philadelphia, 76. a live view from the marquis de lafayette. there's a chance we'll see showers and thunderstorms this afternoon at the shore. moved past us. the threat of severe weather with a storm that's starting to wind down and break apart as it moves into delaware. just to the north of middletown and moving into southwestern new castle county. we'll get breaks of sunshine hot and humid again today. back to the low 90s this afternoon. then late-day storms could turn

and good morning everyone. jessica boyington with your first alert traffic. we're looking live at route 202 arrange paoli pike. damp roadways there for sure. but not a lot of traffic moving through the area. we will check in with the rest of our wet and backing up cameras coming up at around 6:30. for now we'll have a messy commute and a messy day. let's talk to meteorologist bill henley for a check on today's forecast. >> jessica, that is rain falling at frawley stadium in wilmington. the heavier rain is just to the south of wilmington in southern new castle county. it's part of a line of storms that started things off at 4:00. the storms rolled through philadelphia. now the heaviest rainfall and thunderstorm activity has just entered extreme southwestern new castle county heading towards the smyrna area. the heaviest rainfall has split and just missed middletown.

rain we're track, potentially severe weather later on in the day. good morning and welcome to nbc 10 news today. i'm vai sikahema. >> i'm tracy davidson. meteorologist bill henley has issued a first alert for today because of the storms this morning and the potential for the storms this afternoon. bill, walk us through this. >> you saw severe weather moving into the area at 4:00 this morning when we went on the air. i issued a first alert for not only what's been going through this morning but the potential for storms redeveloping this afternoon. there's even a threat of hail and tornadoes later today for parts of the area. we're watching one line of showers move offshore. the next line has been moving through philadelphia as light rainfall. these storms are fast movers. moving at 40 miles an hour. that puts it at bridgeton in cumberland county just after 7:00 this morning. keep an eye on the sky. we won't see an all-day

rainfall. this is a view from the nbc 10 studios. we'll see sunshine and the temperatures will climb from 78 degrees at 8:00 from 85 at 11:00. we're heading back into the 90s this afternoon. it's the heat and humidity that could fuel more storms later today. i'll walk you through it hour by hour. let's see how the roads are faring with this wetç weather. jessica boyington has first alert traffic. >> it doesn't seem like the rain is actively falling on the vine street expressway at 8th street. it is leaving residual slipperyness. we still see a three-minute drive time starting to slow down just a little bit. you see the average speeds of 43 miles an hour. no real problems there on the vine. as for the rest of our majors we are starting to see a major slowdown on i-95. that typically starts off between a 10 and 11-minute trip.

adding significant time there if you're heading into the center city area. currently no real problems on the schuylkill or the blue route right now. that will definitely increase as rush hour begins to get under way and more cars get out the door. cheltenham, still watching an accident scene. springfield still watching church road and heather road. as for the area bridges free and in the clear no problems. just a little bit of extra volume, especially on the ben franklin bridge this morning since the two right-hand lanes are being blocked with ongoing construction. vai? >> in just a few hours, eagles fans will flock to the linc to see their team for the first time. jesse gary is live with a preview of the field and the spectators. >> we've seen stadium employees arrive early for work so far. no tailgaters, not just yet. when they do arrive within they will find wet conditions.

cash, a laptop and prescription drugs. police are looking for a white subaru the neighbors saw in the area around the time of the robbery. a preliminary hearing is scheduled for vashti williams damon cornish and francis ferguson. they allegedly snatched a retired couple off the streets in south philadelphia. police say the victims were tron into a van, taken to the bank and forced to open a debit car that that card was then used to rent several cars. the couple was eventually let go. an off-duty camden county police officer is being hailed a hero. >> ryan dubiel saw a homeless man charge the woman sunday afternoon. at one point, theattacker pulled the woman to the ground. he told the man to stop which

philadelphia and atlantic city. the rain is back in philadelphia while seeing sunshine at 68 in reading. look in the distance. this is a view from the french manor manor. spotty showers this morning and most of the morning, the rest of the morning we should see a break. here's the rainfall in south philadelphia. jesse gary was mentioning, that's light rainfall. the heavier showers and thunderstorm activity starting to wind down in southern new castle county in delaware. the heavy rainfall will be moving across delaware bay and into lower salem and into cumberland counties. the hour by hour future weather shows 8:00 this morning, maybe a sprinkle or two, no heavy weather at that time. as we go into the afternoon that's when the heating will help to fuel showers and thunderstorms. there's a potential for severe storms popping up later today. you can see isolated shower activity. this is 2:00 this afternoon. the shower threat into delaware and south jersey by later this

they sound good already. the papal choir for the world meeting of families began practicing last night. they rehearsed at the cathedral basilica of saints peter & paul. when pope francis visits philadelphia during the world meeting of families security will be tight. but how tight? that remans to be seen because he's considered the people's pope. we spoke to a vatican insider about the coordination currently under way. >> the negotiations continue but francis wants to be close to people. i think everybody realizes that. >> does that mean the secret service is going to have to sort of bend to what the pope and his security detail do? >> i don't want to speak for the secret service. let's say this. this is not the president of the

it's 6:45. decision 2016. by the end of the day we should know who will be on stage for the first republican debate on thursday. fox news channel will decide by 5:00 p.m. today which ten gop candidates will qualify for the event in cleveland. the network is relying on several recent national polls to make its picks. millionaire donald trump leads most of the polls but he was a no-show at a candidate's forum in new hampshire last night. >> it takes boots on the ground. >> we need a balanced budget amendment. >> we need a new gop. >> what we have today on immigration doesn't work for america. >> 17 republicans are trying to make the ten debate slots. nbc news pro-jeblgtjects new jersey governor chris christie is close to making the cut. on cnn christie responded to a question about bullying saying teachers unions deserve to be punched in the face.

posted donald trump's phone number online. the headline read "call donald trump's cell phone and ask him about his important ideas." last month trump gave out the private cell phone number of his rival candidate lindsey graham. trump's camp says the release of the number is not a problem because he no longer uses that number. yesterday, amy schumer backed a bill introduced by her cousin new york senator chuck schumer. she made the comments less than two weeks after a gunman with mental illness killed two people in a louisiana theater that was showing amy schumer's new movie "train wreck." >> i'm not sure why this man chose my movie to end these two beautiful lives and injure nine others. there is a way to stop them. >> schumer said she expects backlash.

the nra said senator schumer's bill sounds very much like an skiffing law that it already supports when it comes to guns and mental illness. 6:49. new this morning, more than a dozen families of the victims of the sandy hook school massacre could split $1.5 million under proposed lawsuit settlements. the lawsuits are against the estate of the gunman's mother. they accused nancy lanza of failing to properly secure her rifle which was used to kill 20 children and 6 adults. cuffed in class. new video shows what appears to be a child handcuffed at his desk. now the american civil liberties union is suing. the suit claims a kentucky sheriff's deputy, who is also a cool resource officer admitted to handcuffing an 8-year-old. he says it's because the child with special needs tried to hit him. this isn't the the first time he's been accused of doing something like this.
