reporter jessica boyington who's looking at your morning commute. what are you seeing? >> right, they're saying at least 16 hours or so from the start of the service being back -- put back in service. about 16 hours between then and having full service again. we're still going to have one more day at least one more day, one more çafternoon, one more evening commute that looks like it did since last tuesday at least. we're watching the regional rails for some of the overflow of commuters, expecting delays there as well. not yet though. watching the boulevard, cameras around 9th street. an accident scene pushed over to the side, blocking part of the right-hand shoulder as well. traffic moving towards the schuylkill expressway is doing okay. they're all moving by. that's where they're going and moving by the scene of this accident with police activity there as well. watch for that. we'll keep you updated there. also watching 95, this is moving through delaware, though, an 11-minute trip at the most, northbound from 295 to 495 with speeds also into the 60s. vai? >> thank you, jessica. i've been retweeting matt

delucia who is keeping an eye on this and has the latest information for us. >> he's at the union hall right now. matt, what can you tell us? >> tracy and vai, last half hour we were over at septa headquarters. that's where we saw some of the septa workers finalizing that tentative deal. we moved over here to the union hall, twu 234 and within the past few minutes they drove up in these cars and went inside the union hall, including the septa chairman who i spoke with a little while ago. they are inside discussing the final parts of this deal and getting ready to sign that deal that just happened within the past couple of hours. this agreement here. now, when that is finished we do expect septa to brief us on the details, again, the union and septa, they are in there right now discussing these final details. we first learned of the tentative deal around 3:00 this morning. we are still gathering new information minute by minute.

here's some is of our conversation with the septa chairman a few minutes ago. >> i think it worked out great. i think our guys on staff did a magnificent job negotiating. and willie did the right thing and was working hard on this thing, wanted a settlement. it's great for our riders. i think we'll be okay. i don't want to get too far out until we get over there and see everything. okay? >> as we mentioned at the top of the hour çhere, he are expecti a news conference around 5:15. as you talk about the signings, there might be minute details in terms of signature and what have you, people shaking hands that might delay the news conference. we are standing by for that. this would wrap up more than six days of back and forth, both sides rea s blaming each other. a judge was supposed to revisit this topic this morning but that may not be necessary.

when the deal becomes official and it's all signed, we expect services to start trickling back. that might take upwards of 16 hours as jessica mentioned for everything to come back online according to septa. this has been quite a crazy morning. if you can imagine here, because there were negotiations going on here and over at septa. you might remember earlier last week they were negotiating at the sheraton. but they had a power outage this morning. both sides were separated and they had to communicate electronic electronically. within the past few hours they came to a tentative deal. that's why they are here inside right now. we'll stay on top of the details and bring you the news conference as it happens live. penn's landing, matt delucia, nbc 10 news. we'll continue to follow the deal and the time line of buses, trolleys and subways back to service. it will take 16 hours in total to get everything back to normal, according to septa. make sure you have the nbc 10
