with temperatures in the 30s. philadelphia, just dropped to 40 degrees. that's at the airport. most of the neighborhoods, including the suburbs, new jersey, the lehigh valley in the 30s this morning. it's dropped to 38 degrees in delaware. but you can see skies are starting to brighten up. sunshine today, to warm temperatures up. not a huge warmup. it's typical for this time of year. 57 degrees for philadelphia, right in the middle 50s in the suburbs and new jersey. a little bit warmer for the lehigh valley and delaware, up to 57 degrees. i'll walk you through the forecast hour by hour to show you how quickly the temperatures climb when i'm back in less than ten minutes. >> the breaking news this morning, septa and its largest union have reached a tentative five-year deal just announced in the last hour. 4,700 workers will begin reporting for work this morning which means service is being phased back in. septa gm says the service on market-frankford and broad street line subway will be restored fairly soon. city buses and trolleys, full schedules should be restored by

tomorrow morning. nbc 10's matt delucia is live in penn's landing with the details of the agreement that ends the septa strike. break this all down for us. >> vai and tracy, it's been a whirl wind of a morning. around 2:30, 3:00 this morning, we startwd hearing about a tentative deal in the works. you just saw about a half hour ago, the announcement came down from septa and twu 234 that there is a tentative five-year deal. that's the good news. the not so good news is that full service will not be restored until tomorrow. you'll start seeing a trickling of those services. that was a news conference that happened a little while ago. we heard from septa's chairman who talked about how they know the strike causes significant hardship for thousands of riders. they say they regret the disruption and they thank the riders for patience under these extremely challenging circumstances. those were his words there. we also smoke with congressman bob brady who helped with the negotiations early on. we also talked with the general

manager of septa about how we're expecting the service to come back online. take alien. >> try to make voting as easy as possible and make it not an inconvenience to voters. this would be an inconvenience without question. i'm glad for the ridership, for the general public to get it done. but i'm also very glad it got done before election day. >> it really does take us 24 hours to completely bring back full service. tomorrow morning at this time, we'll be in great shape. it's really a day of transition. >> this took about six days to come to this conclusion. you might remember on friday at one point they with asking a judge for an injunction, septa was asking for an injunction to stop the strike. that was about to go back to a judge again this morning. fortunately that is not the case. that will not happen. the workers are starting to head back to work and seeing those services trickle back in throughout the day. we'll stay on top of this. reporters are fanned out throughout the city.

whitman bridge. >> count on nbc 10 anbc 10 app for updates all morning long. we are talking with commuters about the end of the strike and monitoring regional rails for the delays jessica's been monitoring. we've been seeing those since the beginning of the strike. a live report and another check of the morning commute coming up in less than ten minutes. more breaking news. janet reno, the first come to serve as u.s. attorney general died early this morning. her granddaughter says she died from complications of parkinson's disease. reno served nearly eight years as attorney general in the bill clinton administration. she was well known for the raid in waco in 1993 and when 5-year-old elian gonzalez was taken from the little havana home of his miami relatives to he could be returned and reunited with his father in cuba, janet reno was 78. we are in the final countdown of decision 2016. 24 hours from now polls will be

open in new jersey. >> and they open an hour later in pennsylvania and delaware. right now, independence mall is being set up for a big rally by hillary clinton making a final push for pennsylvania tonight. clinton will be joined by her husband and president obama, first lady michelle obama, jon bon jovi and bruce springsteen. that event opens at 4:00 this afternoon, program starts at 7:30. hillary clinton is staying silent on the end to the new fbi end to the investigation. james comey sent a letterç sayg we have not changed our conclusions with respect to secretary clinton. donald trump is expected to keep pushing a rigged system message as he visits five different states today, including pennsylvania. trump will rally voters in scranton later this evening. nbc 10 has you covered for all the events on this final day before the polls are open. be sure to watch our special campaign countdown show tonight

at 7:00. a north jersey man is in custody in connection with a stabbing that left two children and a woman dead. jeremy arrington was arrested late last night after he barricaded himself in a newark home. prosecutors say arrington has not been charged in the stabbings but he is considered a person of interest in the saturday afternoon attack. possible motive has not been disclosed. three other people hurt in the attack remain in critical condition. >> happening now, iraqi kurdish fighters are advancing on the city of mosul under the control of isis. the kurdish forces are attacking from two directions. the isis flag which was flying when the iraqi forces entered the town was quickly brought down. mosul offensive began about three weeks ago. let's take a quick look at your weather. rather cool. bill henley. >> the suburbs especially. parts of the city have cooled down because of what you see here, clear skies and very light

winds. with dry air in place, we're looking at 30s for much of the area. there's 40 degrees at philadelphia international. low 30s, just a degree above freezing in the lehigh valley. 37 in the suburbs and up to 30s also in delaware, while south jersey is 35. the jersey shore is at 39 degrees. and in the city, that 40 degrees, that's the airport. look at the 30s, andorra, chestnut hill, west mt. airy, manayunk and park side. that's obviously a misprint there or something's gone horribly wrong. 30s for torresdale, busç llbus. once the sun is up we'll be feeling that northerly wind bringing in the dry air and seeing enough sunshine to warm temperatures into the 50s this afternoon. no sign of clouds this morning for trenton, philadelphia, wilmington, clear in allentown

and bridgeton. no sign of clouds for delaware. the forecast is calling for a nice warmup, into the upper 50s for center city, 57 degrees. that's close to the normal high. just a little bit warmer in chestnut hill and doylestown, up to 61 degrees. suburbs, 50s for west chester and kutztown, a high of 57 degrees this afternoon. lots of sunshine for new jersey and a little bit of a breeze, not terribly strong, just enough to keep things cool at the jersey shore. 56 degrees in ocean city. wilmington up to 57 degrees. that's this afternoon. then it's going to get chilly tonight with clear skies. we're looking at colder temperatures heading into the beginning of election day. there's a big change that's going to happen during the day and it looks like we're going to wind up with a win tomorrow afternoon weatherwise. plenty of sunshine before things start to change by midweek. i'll cover it all when i'm back with the 10 day on 10. >> all right, bill, see you then. 6:09. what great news and relief for

about 5,000 septa workers and hundreds of thousands of commuters in the morning. >> commuters are breathing a sigh of relief. we have to get through one morning commute as the restored service is phased back in. jessica? >> we're watching skyforce 10 live over upper darby and 59th street station. i'll say this again, not back in business but today we'll start slowly re-opening everything that was suspended for the last week. we're watching that there for some of the first trains, buses, trolleys, the subways that are making their way out the door. everything tomorrow morning will probably be completely in service again. one more messy commute. watching delays, still, throw, on the regional rails. doylestown 514, 24 minutes late. we'll keep our eye onç the regional rails at least for the rest of day and into your afternoon/evening commutes as well. watching a slowdown here, at least some volume, not really affecting drive times yet.

the gates. monique, tell us more. >> it was something that we often call ceremonyial because no one was out here watching it but us but it was a lot of fascination in the air for folks who are arriving now. people are walking past me, going down to hop on the regional. a tentative deal has been reached. the operations manager at septa told us based on their experience with the 2009 strike, the transit agency would need approximately 8 to 10 hours to get the broad street line and the market-frankford back on service, back online, back on the rails. just moments ago, we watched them unlock the gates, leading over to the broad street line. what you're watching now are a few folks trickling in, going down to hop on the regional service, which those employees never went on strike, those union members, as you know.

the agency says it needs additional time to get all the buses, trolleys and other trains back on. as tracy mentioned, that may not happen until tomorrow morning. good news at fern rock. i wish you could have heard the folks out here cheering this morning as they walked past çu. the broad street line is back on. regional rails never stopped running and in the next 24 hours, everything will be back up to full speed. live for now from fern rock, monique braxton, nbc 10 news. >> 6:17. things are slowly getting back online. we have another perhaps challenging morning to get you to work or school. >> let's check in with jessica boyington who is looking at the regional rails once again, hopefully for just this last day. >> hoping for just this last day. again, that service will be restored today for septa's buses, subways and trolleys into center city. we're not going to see that in full effect for several hours or so. probably another messy afternoon and evening commute as well. we are seeing delays on the

regional rails, chestnut hill west train, ten minutes on the doylestownand the trenton line as well. there's an accident in lower frederick on gravel peike and salford station road. lumberton township, an accident scene there. cherry hill right around king's highway, no big problems or delays. 95 looks okay. we're seeing slowdowns into center city. no surprise there, southbound from woodhaven road to the vine street expressway. 32 minutes, average speeds also into the mid-20s, more updates on septa, of course, and the regional rails when i come back. >> let's get you updated on the forecast for today. starting off chilly. >> we're still 20 minutes away from sunrise. we'll see plenty of sunshine. look how nice and clear it is. this is a live view from center city. also notice the flags are blowing.

that's a northerly wind for us. that brings in dry air, keeps things chilly this time of year. we're certainly seeing that this morning. that wind at 7 miles an hour in philadelphia. expect it to stay below 10 miles an hour. it will be present today. it's making things feel chillier this morning. south jersey, delaware, the suburbs, the lehigh valley, some of the suburbs have gone even a littleç bit colder. 33 in exton and malvern, chadds ford at 33 degrees along with unionville. down to 32 in elroy but north wales has continued to cool down 28 degrees right now. new hope, also at 28 degrees while it's below freezing in ft. washington, bryn athyn is 35 and 35 degrees in bryn mawr. a chilly morning at the bus stop, even by 8:00 this morning. the sun will be nice and bright. the 30s, allentown, quakertown, exton, reading, 41 degrees in

trenton and 41 at that hour in philadelphia. the good news is we'll see that sunshine all day long. we're warm into the 50s this afternoon. we're in the clear. the satellite and radar showing no activity for us. not really until we get to wednesday. it looks good for election day. come wednesday, this doesn't look like much. that is going to deliver some showers in the area. you see the system coming together by tomorrow at noontime, it's in the midwest. by tomorrow morning, those showers arriving in northwestern pennsylvania. we'll stay dry. even though during the evening hours, we'll start to see clouds for election day. those showers will wait until wednesday. we're looking good. the 10 day on 10, 57 degrees for today. look at the warmup for election day with bright sunshine, 67. that's where it ends, the warmup, 59 degrees on wednesday. the showers come through, then it's back into the low 60s for thursday and friday. it's the weekend that's going to be much chillier. 50s for saturday, sunday and into next week. by wednesday, it will be warmer

the septa strike is over. we'll tell you about the tentative deal reached just a short timeç ago. let's get to meteorologist bill henley with his first alert forecast. >> the temperatures are running up to 20 degrees cooler than yesterday. look at 33 degrees in the lehigh valley and with the wind blowing at 6 miles an hour, feels like it's the 20s this morning. just a 3 mile-an-hour breeze in the suburbs. 37, look how nice and clear it is. we're minutes away from seeing sunshine. bright sunshine in new jersey and delaware, too, where it is nice and clear. wilmington, 37 now. hitting 42 degrees at 8:00. the chill will stay with us. by 11:00 this morning, up to 50 degrees and warming into upper 50s this afternoon. it's going to be a beautiful autumn day and that's typical for this afternoon. 57 degrees, 57 for delaware and the lehigh valley, just a little bit cooler with plenty of sunshine, though, for the suburbs, new jersey and even at the shore you'll see sunny skies, 56 degrees. we go through the forecast hour by hour to show you what kind of

warmup you can expect. also a look at what kind of warmup you can expect for election day when i come back in less than ten minutes. >> thank you, bill. breaking news, the buses are roi i rolling out as we take a look at the frankford transportation center. they are being phased back into service just an hour after a five-year deal has been reached. it will take until tomorrow morning for septa to get back to service. mayor jim kenney thanked the commune for their patience. jessica boyington joins with us a check the morning rush. septa's gm said it will be hit or miss this morning. commuters just have to make it through one more day. >> right. it leaves one more day of the morning and the evening commute and a hectic drive. we're seeing big delays on the regional rails.

chestnut hill canceled, chestnut hill 1803 20 minutes late. we're also watching some accidents. this is the schuylkill ç expressway. right near gladwyn. eastbound side, an accident, approaching an accident scene. speeds into the 20s from the blue route to the vine street expressway. that's pretty severe for right now. we're also watching an accident reported around allegheny avenue on sub side of 95. that's making a big drive time, 42 minutes southbound from woodhaven road to the vine street expressway. average speeds into the teens now. northbound side not effected, at least for now. we'll check in with 95 lastly, lower frederick, accident on gravel pike and salford station road. vai and tracy? word of a septa deal happened just within the last

hour. we're learning more about the agreement. matt delucia is live at penn's landing. >> we were over here at the union hall where they announced that agreement just about an hour ago. we were here with septa leaders talking about that tentative five-year deal that would put the septa workers back on the job. all 4,700 plus employees back to work. we saw some of the video of some of those buses rolling out there. service is going to start trickling in as we've heard from jessica. i asked the question at that news conference earlier, which services will be coming back online first? the belief is that we should start seeing a few of those buses and also the market-frankford line and the broad street subway. before the day is out we should start seeing more of the buses, trains and trolleys out on their respective roads or rails, if you will. by tomorrow morning, this could be in the past. septa's board chairman say they believe the glemt is fair to

employees and customers and taxpayers who fund. because that service will be phased back in, that's a big relief for people who depend on the service. take a listen to the septa board chairman and congressman bob brady who we spoke with a little while ago. >> we believe this agreement is fair to all employees and our m and our taxpayers. we know the strike has caused hardship for thousands of our retireders and we sincerely regret this disruption. >> i'm glad for the ridership, for the general public to get it done. but mostly, i'm glad it got done before election day. >> reporter: and now as we take a live look here where we had the frankford transportation center. people will be able to take the buses and trains to where they need to go. you heard from congressman bob brady, very important as we get into election day tomorrow.

the word from septa is full service will be restored by the start of service tomorrow morning. today, it might be hit or miss. you definitely want to check your schedules to make sure everything is running. everything is going to start trickling in. you might get the subways, a couple of buses but you have full service coming hopefully by the end of today and then the start of the service tomorrow. this tentative agreement will go to the twu, to the members for ratification. it's not a full done deal yet but enough to get them back on the job and get you where you need to go. for now i'm live outside the union headquarters, matt delucia, nbc 10 news. now to the final countdown for decision 2016. the polls open at 7:00 a.m. tomorrow in pennsylvania and in delaware. one hour earlier in new jersey. both presidential candidates are making pennsylvania a priority on this last day of campaigning. hillary clinton rallies tonight in philly while donald trump will be in scranton. nbc 10's pamela osborne is live on independence mall with a look

at the day ahead and some heavy hitters on tap, pam. >> that's right, vai. this is going to be the site of a huge rally on the democratic side. i'll step out of the way and give you a peek at what's going on. the american flag is lit, the stage is set so to speak for what's happening this evening, former president bill clinton, president obama and michelle obama will be making one final push for hillary clinton in philadelphia by rallying voters hours before the polls open up here. bon jovind bruce springsteen will perform. the event opens up at 4:00 p.m. and the program starts at 7:30. clinton herself will be at the rally urging voters to make history by electing her president. donald trump will be trying to convince voters to do the same. it will be a busy day for the republican nominee with appearances across five states. by 5:30, trump will be in scranton trying to motivate voters there. take a look at what both candidates are saying about the

breaking news as you're heading to work or school this morning, the septa strike is over. and skyforce 10 over the frankford transportation center where thema market-frankford l on the move again. city buses and trolleys will all be roll out this morning. full service should be restored fully by tomorrow. meanwhile, a viewer says his car needed repair, he had a warranty and figured it would cover the cost of the repair but that wasn't the case.

>> when the shop said the warranty didn't apply, he called harry hairston and nbc 10 responds. >> robert patton says he knows cars. this is his baby. a 1969 camaro. patton tells us he rebill the engine to make it a muscle car. back in august, his other car, a 2005 honda civic needed engine work. >> it started making noise. >> he took the civic to amoco. they completely offered to rebuild the transmission. he instructed aamco to only repair a certain part of the transmission which he believed was the problem. patton says after driving the car for just two weeks, the problem was back and seemed worse. >> it started making noise in every single gear. >> he took it back to the shop. >> i had a year warranty on it. >> the folks at aamco told him the warranty only covered the
