with temperatures in the 30s. philadelphia, just dropped to 40 degrees. that's at the airport. most of the neighborhoods, including the suburbs, new jersey, the lehigh valley in the 30s this morning. it's dropped to 38 degrees in delaware. but you can see skies are starting to brighten up. sunshine today, to warm temperatures up. not a huge warmup. it's typical for this time of year. 57 degrees for philadelphia, right in the middle 50s in the suburbs and new jersey. a little bit warmer for the lehigh valley and delaware, up to 57 degrees. i'll walk you through the forecast hour by hour to show you how quickly the temperatures climb when i'm back in less than ten minutes. >> the breaking news this morning, septa and its largest union have reached a tentative five-year deal just announced in the last hour. 4,700 workers will begin reporting for work this morning which means service is being phased back in. septa gm says the service on market-frankford and broad street line subway will be restored fairly soon. city buses and trolleys, full schedules should be restored by

tomorrow morning. nbc 10's matt delucia is live in penn's landing with the details of the agreement that ends the septa strike. break this all down for us. >> vai and tracy, it's been a whirl wind of a morning. around 2:30, 3:00 this morning, we startwd hearing about a tentative deal in the works. you just saw about a half hour ago, the announcement came down from septa and twu 234 that there is a tentative five-year deal. that's the good news. the not so good news is that full service will not be restored until tomorrow. you'll start seeing a trickling of those services. that was a news conference that happened a little while ago. we heard from septa's chairman who talked about how they know the strike causes significant hardship for thousands of riders. they say they regret the disruption and they thank the riders for patience under these extremely challenging circumstances. those were his words there. we also smoke with congressman bob brady who helped with the negotiations early on. we also talked with the general

manager of septa about how we're expecting the service to come back online. take alien. >> try to make voting as easy as possible and make it not an inconvenience to voters. this would be an inconvenience without question. i'm glad for the ridership, for the general public to get it done. but i'm also very glad it got done before election day. >> it really does take us 24 hours to completely bring back full service. tomorrow morning at this time, we'll be in great shape. it's really a day of transition. >> this took about six days to come to this conclusion. you might remember on friday at one point they with asking a judge for an injunction, septa was asking for an injunction to stop the strike. that was about to go back to a judge again this morning. fortunately that is not the case. that will not happen. the workers are starting to head back to work and seeing those services trickle back in throughout the day. we'll stay on top of this. reporters are fanned out throughout the city.

at 7:00. a north jersey man is in custody in connection with a stabbing that left two children and a woman dead. jeremy arrington was arrested late last night after he barricaded himself in a newark home. prosecutors say arrington has not been charged in the stabbings but he is considered a person of interest in the saturday afternoon attack. possible motive has not been disclosed. three other people hurt in the attack remain in critical condition. >> happening now, iraqi kurdish fighters are advancing on the city of mosul under the control of isis. the kurdish forces are attacking from two directions. the isis flag which was flying when the iraqi forces entered the town was quickly brought down. mosul offensive began about three weeks ago. let's take a quick look at your weather. rather cool. bill henley. >> the suburbs especially. parts of the city have cooled down because of what you see here, clear skies and very light

the gates. monique, tell us more. >> it was something that we often call ceremonyial because no one was out here watching it but us but it was a lot of fascination in the air for folks who are arriving now. people are walking past me, going down to hop on the regional. a tentative deal has been reached. the operations manager at septa told us based on their experience with the 2009 strike, the transit agency would need approximately 8 to 10 hours to get the broad street line and the market-frankford back on service, back online, back on the rails. just moments ago, we watched them unlock the gates, leading over to the broad street line. what you're watching now are a few folks trickling in, going down to hop on the regional service, which those employees never went on strike, those union members, as you know.

trenton and 41 at that hour in philadelphia. the good news is we'll see that sunshine all day long. we're warm into the 50s this afternoon. we're in the clear. the satellite and radar showing no activity for us. not really until we get to wednesday. it looks good for election day. come wednesday, this doesn't look like much. that is going to deliver some showers in the area. you see the system coming together by tomorrow at noontime, it's in the midwest. by tomorrow morning, those showers arriving in northwestern pennsylvania. we'll stay dry. even though during the evening hours, we'll start to see clouds for election day. those showers will wait until wednesday. we're looking good. the 10 day on 10, 57 degrees for today. look at the warmup for election day with bright sunshine, 67. that's where it ends, the warmup, 59 degrees on wednesday. the showers come through, then it's back into the low 60s for thursday and friday. it's the weekend that's going to be much chillier. 50s for saturday, sunday and into next week. by wednesday, it will be warmer

chestnut hill canceled, chestnut hill 1803 20 minutes late. we're also watching some accidents. this is the schuylkill ç expressway. right near gladwyn. eastbound side, an accident, approaching an accident scene. speeds into the 20s from the blue route to the vine street expressway. that's pretty severe for right now. we're also watching an accident reported around allegheny avenue on sub side of 95. that's making a big drive time, 42 minutes southbound from woodhaven road to the vine street expressway. average speeds into the teens now. northbound side not effected, at least for now. we'll check in with 95 lastly, lower frederick, accident on gravel pike and salford station road. vai and tracy? word of a septa deal happened just within the last

hour. we're learning more about the agreement. matt delucia is live at penn's landing. >> we were over here at the union hall where they announced that agreement just about an hour ago. we were here with septa leaders talking about that tentative five-year deal that would put the septa workers back on the job. all 4,700 plus employees back to work. we saw some of the video of some of those buses rolling out there. service is going to start trickling in as we've heard from jessica. i asked the question at that news conference earlier, which services will be coming back online first? the belief is that we should start seeing a few of those buses and also the market-frankford line and the broad street subway. before the day is out we should start seeing more of the buses, trains and trolleys out on their respective roads or rails, if you will. by tomorrow morning, this could be in the past. septa's board chairman say they believe the glemt is fair to

employees and customers and taxpayers who fund. because that service will be phased back in, that's a big relief for people who depend on the service. take a listen to the septa board chairman and congressman bob brady who we spoke with a little while ago. >> we believe this agreement is fair to all employees and our m and our taxpayers. we know the strike has caused hardship for thousands of our retireders and we sincerely regret this disruption. >> i'm glad for the ridership, for the general public to get it done. but mostly, i'm glad it got done before election day. >> reporter: and now as we take a live look here where we had the frankford transportation center. people will be able to take the buses and trains to where they need to go. you heard from congressman bob brady, very important as we get into election day tomorrow.

breaking news as you're heading to work or school this morning, the septa strike is over. and skyforce 10 over the frankford transportation center where thema market-frankford l on the move again. city buses and trolleys will all be roll out this morning. full service should be restored fully by tomorrow. meanwhile, a viewer says his car needed repair, he had a warranty and figured it would cover the cost of the repair but that wasn't the case.

kensington and getting colder. usually the coldest time of day is just after sunrise and that's where we are right now. but we will see plenty of sunshine and the temperatures make a nice warmup. typical fall day. sunny skies and 57 degrees this afternoon in center city. doylestown up to 57 and 58 degrees in easton. plenty of sunshine for hammonton, cape may, sunny skies for atlantic city, 56 later today. 55 in smyrna, just a little bit warmer in wilmington at 57 degrees. we are in the clear. those high clouds we saw yesterday are out ofç the picte today. definitely need a jacket and sunglasses all day long. no sign of any clouds until we get to wednesday. then this is going to cause umbrellas to go up on wednesday. before they arrive, it's the temperatures that will be going up, timed perfectly for election day. look at this, 57 today, 67 degrees tomorrow. that's after a cold morning. we'll be in the 30s. i'm looking for a 30 degree warmup for tomorrow. the clouds arrive on wednesday with cooler temperatures and
