want wind is still blowing. not as strong as yesterday, but the 12 mile-per-hour wind in philadelphia and the suburbs, also 12 miles per hour for new jersey and stronger in the lehigh valley. that's just enough to make it feel about ten degrees colder this morning. this afternoon, the same winds will push the clouds out of here. we'll warm into the upper 40s for philadelphia. right at 44 for the lehigh value and the suburbs. 46 degrees for new jersey. you'll see sunshine, sunny skies for delaware this afternoon. i'll break the forecasts down hour by hour with a closer look at the wind which is going to be a big factor this afternoon when i come back in ten minutes. first, jessica boyington with first alert traffic. >> thanks. moving 309, watching an accidents scene that looked like it was going to clear a few minutes ago, in the last half hour or so, now back. it's around norristown road on the northbound side. one lane moving by, so no big delays. something to watch for here. you see the police activity. a vehicle that's disabled over in front. it looks like maybe tow truck or penndot crews there, as well.

all the northbound lanes around norristown are moving by. we're going to start here with mass transit, west trenton train, about ten-minute delays due to signal problems on the line. other than that, new jersey transit running with no big delays. lastly, center city, watch for the police activity dude to an explosion package found at 18th and 19th and pine. you'll be diverted around the scene, as well. >> thank you. 6:02 this tuesday, november 22nd. back to our breaking news. an explosion in center city. >> let's get to nbc10's pamela osborne live on the scene. i know police gave us a briefing earlier, and you're continuing to get new information. what can you tell us? >> reporter: well, i can tell you that this investigation involves self different agencies. i'm going to step out of the way and show you where everyone is gathered right now. we have postal inspectors. the atf bomb squad and philly police all trying to figure out exactly what happened in the first floor apartment of a row home on pine. at this point time, that apartment is being called a crime scene.

here's what we know. a 62-year-old man was injured around 4 cloer:00 this morning package exploded. according to police the package arrived sometime yesterday evening. not sure how it was delivered. that is part of the investigation, as well. it's not clear at this time where the package came from or what the contents of the package were. we do know that 62-year-old man who was injured has had medical inhalers mailed to him before. investigators considering two things at this point in time -- take a listen. >> in other words, we don't know when this was a bomb mailed to the house in order to explode and do injuries, or when this was just some sort of freak accident where something like an inhaler exploded. >> reporter: police as well said there are no known threats that were made against the 62-year-old man who was injured and recovering at jefferson hospital right now. i can also tell you that ten residents were evacuated from

the area as police went through some other mail contents to make sure the items were clearment n-- clear. now people can begin to return to their homes. reporting live in center city now, pamela osborne, nbc10 news. 6:04. 40 degrees. we're following this breaking news from philadelphia's frankford section. check out the scene early this morning as fire broke out in a garage on mulberry street. it quickly spread. firefighters did evacuate nearby homes as a precaution. took firefighters about an hour to get it under control. we talked to one neighbor who saw the fire and feared the worst. >> it was a scary thing because i know she lives over there with her family. and she has children in the house. i was hoping and praying to god that everybody got out safe. >> no one was hurt. the cause remains under investigation. new this morning, police are looking for the man who n an attempted home invasion in the mayfair neighborhood. investigators say the man knocked on a woman's front door

on wellington around 10:30 last night claiming he was a pizza delivery man. they say he forced his way in, pistol whipped a woman. she fought him off. he ran off empty-handed. the victim refused medical treatment. in burks county, a forest fire continues to -- in berks county, a forest fire continues to burn on mt. penn. it broke out around 6:00 last night at reading high school. the fast-moving fire is being fueled by the high winds as well as the dry conditions. it's burned more than 50 acres of woods. so far, no evacuations, no injuries. officials are still looking into what caused the fire. in the lehigh valley, bethlehem's sands casino resort is now being fined more than $20,000 for mixing cards from different decks. the "morning call" reports the gaming control board penalized the casino after its dealers mixed red and blue decks together on two separate occasions. the casino noticed the mistakes and reported the incidents which happened in june of 2015 and again in february of this year. officials say hundreds of hands

the annual wmgk john i ddibella just started the biggest one-day turkey drop in philadelphia. you can drop off a turkey at the kimmel center or at several giant stores in the area until 9:00 a.m. last year 9,000 turkeys were donated. they'll be distributed to families and shelters. police giving back with operation thanksgiving in its 47th year. officers will stuff baskets of food bought with donations from the officers and will give them to residents in the officers' districts. seven minutes after 6:00. about 45 minutes away from sunshine. we may not see a lot to begin with. still clouds overhead. this is a live view from easton. the clouds have state department with us through the night. nothing falling from the clouds,

doorstep. every year we show videos, you're looking at them, home surveillance cameras catching thieves grabbing packages after they've been dropped by a delivery company. one survey found last year 23 million people reported packages being storm e stolen from their homes in -- being stolen in the past. it comes down most often to a crime of opportunity. >> also want to make sure if you go away you have a plan. don't forget about those packages if you're traveling for the holidays. make sure you work it around that. two to three days of packages being left out, not only could be a package theft but may open you up to a possible burglary. >> good tip there. and here's an option. if you buy with amazon, you can use the amazon lock for your package, or it can be sent to a box placed in stores or gas stations near you. you send the package there, you just enter a code, and the door opens. you grab the gift and head out. now u.p.s. offers a similar service called access point. keep that in mind. if your delivery, if that's

problems. north and southbound, traffic moving along. checking on the drive times, they look great. checking in with mass transit, we are seeing septa delays. the broad street line, northbound dealing with ten-minute delays due to equipment problems in the west trenton inbound service having ten-minute delays due to earlier signal problems, as well. in gloucester city, over into new jersey, there's a disabled vehicle reported on the 42 freeway headed northbound just before 295. so that's traffic that's moving toward the philadelphia area or maybe if you have to get to 295 and move troward trenton, delay are moving by the disabled vehicle there. not a big, major thing for now. and center city, still watching for police activity and closures around 18th and pine streets due to an explosive package found in one of the buildings. there's an accident in upper gwynedd on hancock and east prospect avenue. and we'll end on the 42 freeway here. this is just before where the disabled vehicle would be. and right around creek road. the northbound side here, no major problems or delays moving northbound toward philadelphia. >> thank you.

live on scene. bring us up to speed. >> reporter: well, this area is going to be shut down for a little while at the very least. that's just to start out right now. i can tell you that police are interviewing the roommate of the man who was injured. he was also a witness to the explosion. it happened inside of the kitchen of the first-floor apartment. their row home on pine. investigators from several agencies are inside now trying to figure out exactly what happened. the package that exploded was delivered sometime yesterday evening. when the 62-year-old man went to open it around 4:00 this morning, it exploded. it's not clear at this time when the package -- where the package came from or what the contents of the package were. we know from talking to police that the 62-year-old man who was injured has had medical inhalers mailed to him in the past. investigators considering two things. they say it's possible that this package could have contained

inhalers that exploded. police also say it's possible that this was a device that was intentionally placed to cause harm. >> they're going to look at every single piece of debris to determine exactly what exploded and whether or not this was an intentional explosion or some sort of accidental explosion. and it could be either at this time. we don't know. still an investigation in progress. >> reporter: ten residents were evacuated once police were able to go through the apartment and determine the threat was over, the residents were allowed back inside. we're told the 62-year-old is in stable condition at jefferson. he has injuries to his hands and chest. i asked police what the range of this blast was. they're still working to figure that out exactly. we do know, of course, that it was strong enough to cause those injuries to his hand, his chest, as well as the stove that the device was on at the time that

package was roped. reporting live in center city, pamela osborne, nbc10 news. 6:33. switching gears. 40 degrees outside. today is the start of the busy thanksgiving day travel season. >> we have live coverage. we have more along the turnpike. we start with nbc10's first alert traffic with jessica boyington and the conditions where you are. >> reporter: we're watching normal traffic. nothing too major. watching 95 first to start. and we're seeing those tipcal southbound delays right around girard avenue. moving toward center city. 27 minutes now which is normal. southbound woodhaven through the vine street expressway, average speeds dropping to the 30s. no major incidents on 95 at this time. for mass transit, broad street line, northbound service dealing with about ten-minute delays due to equipment problems. west trenton inbound service, earlier dealing with ten-minute delays due to signal problems. also normal for this time. morning. we start to see right in the beginning of the morning rush, everything starts to jam up a little bit. watch for a disabled vehicle in gloucester city. over in new jersey, on the 42 freeway, that's headed

northbound, the traffic moving toward the philadelphia area. around 295. if you're headed toward trenton to get to 295 or if you're headed toward the philadelphia area, you might pass that scene. it's -- all the delays behind it are pretty much normal. in center city, watch for the activity as we were mentioning earlier. around 18th and pine street. they had the area closed off because of the explosion that was there. so you can be detoured around the scene. not a lot of traffic moving through at this time. r via and trace? >> thanks. danadra durante is live at king prussia. tell us how it looks now. >> reporter: right now it looks great. if you're planning on heading home between the hours of 3:00 and 8:00 p.m. or you'll be traveling, the turnpike says it will be the busiest part of the travel season. this afternoon, they're saying. penn.expeenndot expecting that

will be busy. if you're heading out, maybe you'll leave little earlier. by plane, train, and automobile, the latter is going to be most use this weekend. the pennsylvania turnpike commission says tuesday between 3:00 and 8:00 is going to be the heaviest volume of traffic for today. sunday will be the busiest travel day on roads, reclaims, and in the air. with that in mind, you're being asked to play it safe. don't text and drive. rest assured, state police will be watching. the turnpike says extra pennsylvania state police cars will be stationed along the road that stretches from new jersey to the ohio state line. and extra roadside assistance will be in place, as well. state police say they're going to be enforcing speed limits, and state law that prohibits texting and driving. penndot says it expects maker traffic to build wednesday -- major traffic to build wednesday from noon to 8:00. by air, travel verse already taken off. airports -- travelers have already taken off. airports nationwide will see more traffic than in the last

this morning, we're following breaking news in the frankford section. >> police around the scene of a house and garage fire. it started at mulberry around 1:00 this morning. firefighters evacuated homes as a precaution. took firefighters an hour to get things under control. no one was hurt. this morning, a church youth group leader is out on bail after he was charged with sex crimes against two teenage girls. michael walisimbi is accused of sexually assaulting a 13-year-old and trying to assault a 15-year-old in the oxford valley chapel in levittown. the 22-year-old even whispered to one victim in her ear during an alleged assault that someday she would call him a pedophile. middletown township police are asking any other possible victims to come forward. this morning, a teenage girl is in the hospital after a stray bullet came through the wall of her great grandmother's kitchen. the 14-year-old was an innocent victim of violence in philadelphia's nicetown neighborhood. police say at least ten shots

this that happened on 18th and pine in center city. they're still trying to determine if this accident was an -- this was an accident or a crime. clearly a 63-year-old man was injured when it exploded in his apartment. as we get information, we'll pass it on air and on the nbc10 app. meanwhile on "nbc10 responds," a family had to cancel a vacation on doctor's orders. >> getting a refund for the hotel was the easy part. when they couldn't get reimbu e reimbursed for their airline ticket, they contacted the nbc10 response time. >> i love you. >> reporter: rye diana and her husband were set to take their son to disney world. the family booked for march to travel in october. >> we got everything like that. >> reporter: in july, reimer found out she was expecting their second child. >> it was still the planning to

o with the trip because it would be early on. >> reporter: then threats of the zika virus started to circle around florida. reimer's doctor didn't mince words. >> he told us, you're canceling your trip. like really no questions asked. >> reporter: reimer called disney to cancel. the company reimbursed her for the hotel within a week. getting money back for the airline tickets wasn't that easy. the reimers bought the american airlines tickets through a package on the disney website. they say the airline told them it needed a doctor's note to process the refund. the refund never came. >> we couldn't get a response. it was constantly being put on hold. >> reporter: reimer spent months trying to get a refund and submitted claims with the doctor's note three times. >> our next call was to nbc10 responds. >> reporter: american airlines told us that disney charged the customer not the airline. since it was part of a package. disney said it apologized for any delay, and the reimers would receive a full refund.

feel even colder this morning. look at the snow on the ground. camel back mountain, taking a break from snow making. there could be a scattered snow storm in the mountains, but the rest of the area is dry. we're seeing clouds through wilmington, the live view from the stadium. and those clouds extend also to the jersey shore. cave may, new jersey. cloudy skies. that's to start with. the wind is blowing, and that's going to push the clouds out this morning. we'll see a lot of sunshine this afternoon. right now, the wind, nine miles per hour in philadelphia. a little bit stronger in coatsville and wilmington. but much lower than yesterday. however, when it's this cold outside, you don't need much wind to make it feel like it's below freezing. that's what we're seeing for pottstown, reading, allentown, wilmington, 31 degrees. 30 in millville. just above freezing for northeast philadelphia at 34 degrees. and we will stay above freezing. the actual temperatures. so any snow showers,em with, they're staying to the north. even if we've got clouds, even if we didn't see a sfloir -- di flurry or two, they won't stick

to anything. dry today, tonight, tomorrow. thursday, thanksgiving day, this is going to be impacting our area. look at the snow and rain. a storm system is going to weaken as it gets to our area. you see a mix of some snow and some rain. this is warm air that's pushing into colder air, where the two meet is where you get the mixed precipitation. the warm air will rule. even if they're getting in waterloo and iowa this morning, a little mixed precipitation, it will change over to rain. a similar situation in our area early on thursday. now, wednesday afternoon, totally clear, look at the temperatures. much warmer than today, into the low 50s in the afternoon. as we go into the evening hours on wednesday, the clouds will be increasing, and by late in the evening, we'll be watching for some scattered showers. most of those will move to the north. allentown could see light rainfall early thursday morning. and then most of the day on thursday, it's going to be dry. to start with, 5:00 in the morning, temperature 38 above freezing for the entire area. any precipitation shouldn't be causing any problems from slipping and sliding.

is running. how's it looking? >> reporter: pretty normal. delays into center city. watching the schuylkill into gerard avenue. this is the eastbound side here. and more volume heading in that direction right now. 25 minutes eastbound from the blue route to the vine expressway. speeds averaging into the 30s. that's normal for this time, as well. there's an accident that popped up on bridge streets and coop street moving toward center -- coop street moving toward center city. police activity at 18th, 19th, and pine over an explosive package found in one of the buildings. word that -- i spoke to pamela osborne, live on the scene all morning, that they will probably have at least a portion of the area closed for quite some time with the investigation of the scene. i'll have more on this over in center city and we'll have one last check of traffic and the roads when i come back after the break.

four minutes before 7:00. we're following breaking news this morning. investigators on the scene of a package explosion at 18th and pine streets in center city. they're still trying to determine if this was an accident or a crime. a 6 it-year-old man was auto -- a 62-year-old man was injured when a package exploded at his apartment at 4:00 this morning. he was taken to jefferson. there's no longer a threat according to police. it is still, however, a crime scene. as we get information, we'll pass it on to you on air and on the nbc10 app. the pennsylvania attorney general will release a report today on the e-mail scandal involving state officials. she asked a private law firm to investigate employees swapping sexually explicit and offensive office emails. that report is now done.
