traffic. >> we're seeing the traffic here as well with visibility on cameras at 24th street. you can almost not see the roads from the cameras here. flashing lights here that's because we're closed for construction between the vine and the schuylkill expressway. that will be for another half hour or so. watch for maintenance vehicles on the northeast extension of the p.a. turnpike. with two lanes closed. and quakertown. some ramp restrictions as well, involved in that construction. watch for upper moreland and biberry road. >> thank you. this morning, we're following breaking news in philadelphia's cedarbrook neighborhood. nbc10's matt delucia is live in cedarbrook. matt, what are you hearing from police this morning? >> reporter: well, vai, pat of this investigation is going on inside of a home on 47th street.

and part of the investigation is happening in an alley behind the home with three people in the hospital this morning, police right now don't know what the motive was. we talked to police a little while ago. this happened just before 2:00 this morning. two people were woken up by the gunshots fired at them. both men were shot in the leg they were rushed to the hospital and expected to survive. and another want walking along the house here in the alley here bleeding and carrying a plastic care. we're told he's been cooperating with police and being treated as a suspect. and there was a window broken outward and a gun laying on the deck by that window. so it appears to police that someone jumped out the window. let's take another live look here. and you can see that plastic chair behind the car. that's where police confronted that third man who is in the hospital right now.

investigators right now don't know what to make of this. if this is a home invasion, robbery or what. none of the three men have been cooperative with detectives so far. live in cedarbrook, i'm matt delush, nbc10 news. police say a man was shot and dragged down a street in strawberry mansion. officers found the victim in a trail of blood behind five row homes. a man is in jail after paramedics and off-duty police officer stepped to stop him from stabbing members in the car. police say the man stabbed his wife and stepdaughter when a car was stopped at a traffic light. that's when emts jumped out of the ambulance. >> i took the knife out, holding the hand with the knife. we got her out. it was almost as if he tried to get out after her.

>> they actually tried to save the day. >> the stepdaughter is critically hurt. the wife is in serious condition. a woman faces charges for a hit-and-run that killed a teenager in camden-year-old. the 16 died around 1:30 in pennsauken last march. investigators say susan highland took off after the car hit the teen. and then later called 911 to report what happened. we have news from montgomery county, this overturned tractor trailer is now cleared away. sky force was over the area on the blue route at 10:00 last night. two people were treated for nonlife-threatening injuries. this morning, police are trying to figure out what caused a car to go out of control and crash into a building in upper darby. firefighters rushed to the scene and found no one was hurt. this morning, we know someone is holding a winni ning

ticket from last night's powerball. the top prize jumped to $445 million after people swarmed to stores to snatch up tickets. katy, tell us about that winning ticket. >> reporter: oh, tracy, it was busy, convenience stores like this wawa selling lottery tickets they were just turning them out last night. here are the winning numbers -- 10, 13, 28, 52, 61 and the powerball, 2. that winning number was sold in indiana. unfortunately, not in our area. but we're excited for the person who won. the prize over $430 million. the winner has not made themselves known yet. now, the odds of matching the winning number, get this, 1 in more than 292 million. here in new jersey, someone is waking up with a $1 million ticket from last night's drawing.

good morning, everyone, jessica boyington with a check on the roads we're watching through center city right now. the vine street expressway. cameras around 24th street showing really dense fog. and additionally construction. you can see lights up ahead. that's police activity blocking the off ramp because the westbound and eastbound side of the vine are still closed. they'll be closed now until

about the 5:00 mark. so about another 20 minutes before that lifts. out in morrisville, a little construction we're watching will be clear around the 5:00 mark as well. route 1 north and southbound, watch those directions around oxford valley road. watching the schuylkill expressway, drive times look great. no problems for delays there. you can see it moving along. 13 minutes eastbound from the blue route to the vine. again, watch for the construction workers, especially throughout the dense fog. and 295 at the black horse pike. in belmont. no delays thus far. just foggy conditions in the area and reduced visibility. we'll have updates on the fog and the construction, when i come back. >> announcer: now your nbc10 "first alert" weather. 21 minutes before 5:00. and it is thick this morning. and it is going to be very slow to clear. this is a live view from philadelphia international. look at that thick fog. a cloudy and foggy morning to

start with, as warm air surges into the area. the fog will thin out for the day for unseasonably warm afternoon. with breaks of sunshine, we'll see the temperatures climb into the 60s. if we get enough shine, we could hit 70 degrees. there's a chance of scattered light evening showers. this morning, no showers, just dense fog. zero visibility is being maintained. lancaster down to quarter mile. look at blueville at water mile. as the temperature climbs during the day, we'll see that fog disappear. but we've got it now, we'll have it at 8:00. the clouds will still be around at 10:00 and by noon, we'll see breaks of sunshine and lots of sunshine this afternoon. 65 at 2, 4:00, 66 degrees. we'll likely go a bit higher in between those hours.

suburbs are still thick at 8:00, 9:00 and 10:00, the fog will clear out. no sign of cold weather in the lehigh valley. for some areas a little colder than others, but still warm fors this time of year. the 36 degrees. the fog has not made it to lehigh valley yet but still a possibility. at then clouds thin out, upper 60s for the lehigh valley. new jersey widespread fog at 48 degrees. temperature up a couple degrees at 8:00. the fog will thin out a little bit. once we climb to 56, the fog will start disappearing and a warmer day at the shore today. clouds and some fog to start with. but the sunshine will break through. upper 50s to near 60 degrees this afternoon at the shore. delawarological see a nice warmup, too. certainly plenty of fog to start with. 47 degrees, right now, 51.

we'll be back with her in a couple minutes. >> let's take you state by state and county by county. >> first to lehigh valley. police in bethlehem will soon get new body and dash cameras. a new deal allows for $26 million to repave city roads and fixing up properties. a burlington county school board is rethinking its decision to close a road. board members will discuss the meeting set for later today. last march, the board voted to close the school, despite argument, there are other ways to save money and space. and in bucks county, fire damaged several classrooms at pennridge high school. fire officials say the electrical system may have caused the fire. no one was hurt and the school will be open today. now to cumberland county, where a muslim group is accusing

of violating the constitution to open a new floor in the mosque. the city has not commented on the lawsuit. ebay is now explaining why it took down the listing sign over the trump taj mahal. ebay tells us now there's a dispute about who actually owns the sign and pending investigation. when the sign was on sale on ebay, it drew a high bid of $7500. >> the town of wilmington has the first marked bike lane. right outside of the new bike lane cafe. to be more bicycle friendly to that send, the state is sending out surveys and holding workshops. now, if you travel by car, let's check your ride to work this morning. >> looks like jessica is looking at the vine street expressway? >> the vine street expressway and schuylkill.

that interchange. we've had some of the lanes open this morning. now, i'm watching the schuylkill with cameras around the vine. this is the ramp, that's still closed. they typically do this one last. they open this one back up around the 5:00 mark. maybe another 15 minutes or so, before everything is totally out of the way. as you can see there's definitely police activity there. and the crew hasn't got ton the scene to remove the signs. so we're watching that. there's the 42 freeway in new jersey. a five-minute trip headed up to the walt whitman bridge. here's what i'm talking about with the fog. here's route 30. around 295, no problems reported but limited visibility there. and betsy ross and walt whitman bridge nice and clear right now. >> thank you, jessica, the roads might be clear but not so much -- >> right, visibility has reduced to almost nothing in some areas.

>> the visibility in some of the suburbs reporting zero visibility. and check it out, that's a normal view that we have, that view will be improving through the day but for the morning commute, super thick fog for much of the area. delaware, south jersey and philadelphia, this as warm air is pushing into the area. temperatures have actually been climbing overnight and bringing in the moisture. and where the warm meets the cold, that's where we're getting fog. suburbs down to 41 degrees. and we actually have some clearing in the lehigh valley. so there are some cooler neighborhoods in the suburbs. 45 in euclid township. ft. washington, 38 degrees. the temperatures, they're warming up this morning. and once the sun is up, that's when the temperatures start to climb. that's when we can count on seeing the fog disappear.

but hour-by-hour forecast says it's going to be a cloudy and foggy morning. 8:00, temperature information the 40s for wilmington. philadelphia, northeast philadelphia. look at the clouds and fog that extend into the lehigh valley at 8:00 this morning. between 8:00 and noon, we'll see the temperatures climb and the fog slowly starts to move out. the fog will be gone by lunchtime. then as we break out into bright sunshine this afternoon, look at 4:00 today. 68 degrees in philadelphia. 69 in wilmington. 70s for lancaster and reading. 66 in allentown. a big warmup for the area during the day. it will stay dry during the day. the only showers this morning are far to the south. this evening, there's a chance we could see a few showers. we see a little activity heading towards western new york this morning. that's just a chance for this evening. the chances of more warm weather, those look like a safe bet. for today, tomorrow, temperatures in the 70s.

we'll get that cooldown in dover, allentown and wildwood. that's when the cold front produces those showers and forms. but until then, we've got some serious warm weather. 70 degrees today. the fog gone this afternoon. we'll get some sunshine and a warm day today. 73 degrees tomorrow. that's after a morning low temperature of 54. even warmer than it is this morning. another warm morning saturday. 56 degrees, up to 72 degrees saturday afternoon. then the showers and thunderstorms arrive with a cold front. and we see those temperatures for sunday. 48 after a morning low of 36 degrees. and it really stays cool for sunday. but the temperatures bounce back on monday and tuesday. and next wednesday, we'll see a chance of more showers and thunderstorms. as another cold front aligns in the afternoon, giving the temperatures enough time to warm up to 70. and we'll cool down next thursday, friday and saturday. >> bill, thanks. nine minutes before 5:00. you may love the warm weather, so do the rodents.

pest control experts say rats and mice mate when it's warm out. making a much bigger rodent population. you'll see the critters outside and inside buildings and especially around construction areas. >> in the inner city. >> i'm not really surprised that there's mice everywhere. they're probably attracted to like all the grime. >> pest control experts say this isn't happening the last few winters, but this year, they're averaging between 30 and 40 service calls a week. president donald trump has reversed a directive by former president obama. the trump administration has lifted federal guidelines that say transgender students could be able to use bathrooms that match their gender. it should be up to the states

and school districts to decide whether federal sex discrimination law applies to gender identity. there there be no change in the philadelphia public schools. the superintendent says the transgender students can continue to use bathrooms based on their gender identity. more than two dozen prison workers have quit their jobs. nurses, assistants and psychiatric technicians all have left their jobs at the vaughn correctional center in south american that. that's where steven floyd was killed in a standoff. our colleagues spoke to an officer at the prison. he said workers there fear for their lives. >> they're sorry for that. he's done that. >> this week, the prison's warden was placed on paid leave.

eight correctional officers have also handed in their resignations since the deadly standoff. philadelphia police have released a video of two men wanted in a beating and tying up a man in juniata. this is surveillance video. police say the two men went through the garage to get in after following the victim home. now, the man was found several days later, bound, beaten and gagged. it's not clear if anything was taken. the victim was hospitalized with the most, cuts and bruises. coming up on nbc10 news at 5:00, tensions are bubbling over when it comes to soda tax. >> why business owners are blaming it for bad sales. and the road for recovery for a zaugg who narrowly escaped life and came to america for a better life. and al roker.
