>> rose: good evening. scott is off tonight. i'm charlie rose. the number of people infected with the zika virus in florida has grown by ten. that brings the total now to 14. 12 men and 2 women. in making that announcement today, the centers for disease control and prevention took the unusual step of issuing a travel advisory for the area where the virus has been transmitted by mosquitoes. david begnaud is in miami. >> reporter: the travel advisory is for pregnant women to stay away from the one-mile area known as "the zika zone." it's north of downtown miami and made up of the wynwood and edgewater communities. the c.d.c. says pregnant women who traveled here since june 15th should be tested for zika. that is the earliest date officials think anyone was infected. pregnant women living in the zone should be tested in the

travel-related cases that mosquitoes can then feed upon and locally transmit it to individuals, as we're seeing in that small area just north of miami. it's something you don't take lightly and you take very seriously, and what it triggers is going to be a very aggressive mosquito abatement and mosquito removal and control campaign, because that's the way you stop this from becoming sustained and >> rose: what's the most troubling about this for you? >> well, the most troubling of it is that any time you have a tragic situation of a baby being born with a congenital abnormality, it's something you have to go all out to try and avoid. pregnant women, charlie, no matter where you are, in the summer right now should be careful about making sure they protect themselves from mosquito

big fireball go up. >> reporter: the pilot, alfred "skip" nichols, was among the 16 victims. nichols ran heart of texas hot air balloon rides. the 49-year-old had a license to pilot the balloon, even though court records show nichols had been arrested several times for driving while intoxicated in missouri. nichols was not required to disclose those arrests to any aviation authority. n.t.s.b. lead investigator robert sumwalt. >> we do see this requirement, and we do not feel that the f.a.a.'s response to our oversight recommendations is acceptable. >> reporter: two of the victims, mother and daughter lorilee and paige brabson, took this video saturday morning while on board the balloon. paige had an 11-month-old daughter and had bought the ride as a gift for her mother. also on word were newlyweds matt and sunday rowan. they were married in february.

say nichols piloted their hot air balloon ride near st. louis. 20 minutes into the ride, the balloon crashed into the mark twain national forest. nichols told the family he ran out of fuel. no one was seriously hurt. the family sued and settled out of court. >> he shouldn't have been flying, and we wanted to make him accountable for it. >> reporter: even though there were 16 people in the balloon, investigators say it was not overloaded. charlie, that type of balloon can carry mha each weighing 200 pounds. >> rose: thanks, omar. when we come back, along with net books and laptops, college students in texas may now carry
