>> rose: good evening. scott is off tonight. i'm charlie rose. the number of people infected with the zika virus in florida has grown by ten. that brings the total now to 14. 12 men and 2 women. in making that announcement today, the centers for disease control and prevention took the unusual step of issuing a travel advisory for the area where the virus has been transmitted by mosquitoes. david begnaud is in miami. >> reporter: the travel advisory is for pregnant women to stay away from the one-mile area known as "the zika zone." it's north of downtown miami and made up of the wynwood and edgewater communities. the c.d.c. says pregnant women who traveled here since june 15th should be tested for zika. that is the earliest date officials think anyone was infected. pregnant women living in the zone should be tested in the

the borinquen health clinic at the edge of the zika zone is handing out repellent to pregnant women. dr. diego shmuels is director of clinical operations. your clinic is right inside the zika zone. what are you doing starting today that's brand-new? >> so basically we've just started to make sure that all pregnant women, symptomatic or asymptomatic, are going to get tested for the zika virus. >> reporter: convincing women to protect themselves is proving to be a challenge. quendra gomez came in for an will you start being better? >> i have to actually. i do have the start wearing long sleeves and wearing repellent more. >> reporter: health officials insist both are a necessity for expectant mothers. dr. tom frieden, director of the c.d.c., says intensive mosquito spraying inside the zika zone is not working as well as officials hoped. >> that could be because some of the mosquitoes are resistant to those insecticides or they haven't gotten rid of all the

mosquitoes in. >> reporter: rosemary labranch was told her father was told today he has been tested for zekea. he's been told to take precautions. >> when he comes outside, put the long sleeves and long pants on his legs. report the c.d.c. is sending an emergency response team here to south florida to help manage the spread of the virus. charlie, we're in wynwood. it's the heart of the zika zone, and it's an urban hot spot popular punks artists and place where lan to come. >> rose: thanks, david. dr. anthony fauci is director of the national institute of allergy and infectious diseases. dr. fauci, thank you for joining us. we have seen remarkable growth over the weekend from four cases of local transmission to 14 cases. does that suggest we're facing exponential growth? >> not necessarily, charlie. it is not unexpected that you're going to see clusters of cases, particularly in a place like

travel-related cases that mosquitoes can then feed upon and locally transmit it to individuals, as we're seeing in that small area just north of miami. it's something you don't take lightly and you take very seriously, and what it triggers is going to be a very aggressive mosquito abatement and mosquito removal and control campaign, because that's the way you stop this from becoming sustained and >> rose: what's the most troubling about this for you? >> well, the most troubling of it is that any time you have a tragic situation of a baby being born with a congenital abnormality, it's something you have to go all out to try and avoid. pregnant women, charlie, no matter where you are, in the summer right now should be careful about making sure they protect themselves from mosquito

indoors. when the c.d.c. comes out with a travel alert, you should not travel to those areas. right now the place where there's a travel alert is in that circumscribed area just north of miami. >> rose: dr. fauci, thank you. president obama made an urgent request of dong approve $1.9 million in the battle against zika way back in february. nearly six months later, no action has been taken and the house and senate have gone on summer recess until after labor zika, we have posted a great deal of information on our web site. go to cbsnews.com/zika. today the u.s. opened a new front in the war on isis with multiple air strikes in libya. margaret brennan is following this. >> reporter: hundreds of isis fighters are battling the heat control of sirte libya, the terror group's most significant base outside of syria and iraq. for the past six weeks, local militias have been trying to

today u.s. air strikes provided relief. harrier planes and a predator drone strategically bombed an isis tank and two vehicles. pentagon spokesman peter cook. >> they felt there were specific capabilities we could bring to bear that they were limited in terms of their military capabilities being able to conduct. one of the things that we're able to do is to conduct precision air strikes in an urban area like this, reducing the risk of civilian casualties. >> reporter: thousands of foreign fighters have poured into libya since 2011 after a nato-led air campaign forced dictator moammar qaddafi out, leaving a power vacuum. today libya's new prime minister, in office just five months, said he asked the u.s. to continue this strike but promised no american ground troops will join the fight. charlie, u.s. special operators have been in libya since january, and just days ago

expansion of the u.s. air campaign against isis. >> rose: thanks, margaret. a new cbs news poll out tonight shows hillary clinton has opened a seven-point lead over donald trump since the democratic national convention last week. it is now clinton 46%, trump 39%. trump is under fire from both democrats and republicans over his comments about the parents of a fallen american war hero. here is major garrett. >> donald trump, you're asking their future. let me ask you: have you even read the united states constitution? >> reporter: that challenge, issued by khzir khan, the father of fallen army captain humayun kahn, has cast a lingering shadow over donald trump's presidential campaign. trump questioned the right of kahn to criticize him and implied his wife's silence was because of her muslim faith. >> she was standing.

she probably... maybe she wasn't allowed to have anything to say. >> reporter: earlier in the campaign... >> i like people that weren't captured, i hate to tell you. >> reporter: trump refused to back down from his criticism of another war hero, arizona senator john mccain, who today said becoming the republican party's nominee did not give trump an unfettered license to defame those who are the best among us. president obama also weighed in. >> as commander-in-chief, i'm pretty tired of some folks trash talking america's military and national cemetery, we met the dowells who were there to visit a family member's gave but were drawn to captain kahn's resting place. jake dowell said trump has wronged the kahns. >> donald trump is just trying to take away the power of the situation and the amazing sacrifice he made and the amazing bravery both of his parents displayed going up there. >> reporter: tony dowell said trump set this controversy in motion long ago. >> the politicisation of this

he's been doing it for a year. >> it deeply saddened me. >> reporter: carlene cross, a gold star mother, whose son jason bogar died in this 2008 battle in afghanistan, described how she and other gold star families feel blindside i by trump. >> at least honor the familiarly, honor that ultimate sacrifice, and i think gold star families are confused, you know, that this could actually even be spoken from someones states. >> reporter: the veterans of foreign wars said it will not tolerate anyone berating a gold star family member for exercising his or her right of speech, and, charlie, our latest poll shows 63% of those surveyed do not believe trump has the right temperament to be president. >> rose: thanks, major. new questions are being raised about hillary clinton's truthfulness after an interview that aired yesterday.

>> we're not going to let it happen. >> reporter: donald trump is typically the one who runs afoul of fact checkers, but clinton's answer to a question on fox news yesterday earned her four pinocchios from the "washington post." it was a question about her use of a private e-mail server. >> f.b.i. director james comey said none of those things that you told the american public were true. >> director comey said that my answers were truthful and what i've said is consistent with what i have told the american people. >> reporter: comey did testify f.b.i., but not necessarily to the american people. >> secretary clinton said there was nothing marked classified on her e-mails either sent or received. was that true in. >> that's not true. there were a small number of portion markings on i think three of the documents. >> secretary clinton said, "i did not e-mail any classified e-mail to anyone on my material. there is no classified material." was that true? >> there was classified material e-mailed. >> reporter: according to a new cbs news poll, the

percentage of voters who find her honest and trustworthy, but, charlie, that still only puts her at 34%, two points behind donald trump. >> rose: thanks, nancy. tonight much of the historic ellicott city maryland is in ruins. a weekend storm dumped six inches of rain in less than two hours. people formed human chains to rescue drivers who were trapped. errol barnett is there. was everywhere, 200 buildings gajed, gaping holes in store frongt, foundations wiped away, cars stacked on top of each other. the saturday night downpour swelled the nearby river 14 feet in 90 minutes. the floodwaters rushed down ellicott city's main street, pushing 170 cars downstream. a 35-year-old pennsylvania woman and a 38-year-old man from maryland died after they got

people locked arms to save jamie knight from her car. she reunited with the man who pulled her to safety sunday afternoon. >> thank you, sir. >> not a problem. it was the decent thing to do. >> reporter: the national weather service has called this a once in a thousand year storm. residents and business owners are being kept out of their stores on main street. county president allen kittleman says it's just too dangerous. >> it's a disaster area down. there it looks like a war zone. >> i knew i was in trouble, and trouble. >> reporter: sally tennant had to be rescued by firefighters. >> financially, if i don't get help, serious help, i don't know if i'll be able to recover. that is my life. it's 35 years there. >> reporter: officials are still assessing the damage and will need to figure out which buildings have to be completely destroyed. and, charlie, nor barbara mikulski toured the area today and told me she is pledging federal support to all of the residents here.

big fireball go up. >> reporter: the pilot, alfred "skip" nichols, was among the 16 victims. nichols ran heart of texas hot air balloon rides. the 49-year-old had a license to pilot the balloon, even though court records show nichols had been arrested several times for driving while intoxicated in missouri. nichols was not required to disclose those arrests to any aviation authority. n.t.s.b. lead investigator robert sumwalt. >> we do see this requirement, and we do not feel that the f.a.a.'s response to our oversight recommendations is acceptable. >> reporter: two of the victims, mother and daughter lorilee and paige brabson, took this video saturday morning while on board the balloon. paige had an 11-month-old daughter and had bought the ride as a gift for her mother. also on word were newlyweds matt and sunday rowan. they were married in february.

say nichols piloted their hot air balloon ride near st. louis. 20 minutes into the ride, the balloon crashed into the mark twain national forest. nichols told the family he ran out of fuel. no one was seriously hurt. the family sued and settled out of court. >> he shouldn't have been flying, and we wanted to make him accountable for it. >> reporter: even though there were 16 people in the balloon, investigators say it was not overloaded. charlie, that type of balloon can carry mha each weighing 200 pounds. >> rose: thanks, omar. when we come back, along with net books and laptops, college students in texas may now carry

>> reporter: a solemn ceremony at the university of texas at austin today marked 50 years since charles whitman owned fire from the campus clock tower, killing 16 people. >> victims were cut down on the west and south sides of the campus. >> reporter: on the anniversary of one of first mass shootings, a controversial texas law allowing concealed handguns in public university classrooms went into effect. officials at the university of texas opposed the law. >> the more guns, the more danger. >> reporter: u joan neuberger is concerned about its impact in her classroom. >> guns are designed to hurt people. and if you don't know if someone has a gun, you don't know if you're in danger. >> reporter: nueberger fears professors and students will shy away from controversial topics. >> we want students to be passionate about what they have to say. report without worrying about... >> without worrying that someone might pull a gun and shoot you. >> reporter: but the law does come with some restrictions.
