it's 4:30, 67 degrees on this wednesday, august 3rd. a nice day on tap, lots of sun, low humidity, highs in the 80s today, good morning, i'm chris wragge. >> i'm mary calvi. welcome to cbs 2 news this morning. we'll have traffic and weather on the 2s in a moment. first, breaking news in howard beach. the body of what appears to be a 30-year-old woman has been found near a missing after going for a jog. her body was found about four hours later. cbs 2's janelle burrell joins us live from howard beach with more this morning. janelle. >>reporter: well, chris, right now detectives are here on scene trying to piece together what happened in the moments leading up to that woman's death. if you take a look behind me, you can see there is a police van in this grassy area here at 161st avenue and 78th street. that 30-year-old woman's family

didn't return home from jogging. she was found in this grassy area near a bike path around four hours later, around 11:15 last night, just a few blocks from her home, and she was pronounced dead here at the scene. now, investigators say that her death does appear to be suspicious and this brush area where she was found is just across the street from a residential neighborhood where residents this morning say they know, ??you see so close by, it really a shock. really a shock. i feel bad for the parents. she went jogging, you know, and she never, you know, returned home. i think somebody had to find her. >>ed sad and shocking that it's right in your back yard, and if you hear something like this going on, crazy. very sad. >>reporter: again,

evidence as they try to piece together what happened in this case. so far, though, police have not confirmed the identity of that victim. reporting live this morning from howard beach, queens, janelle burrell, cbs 2 news. >> all right, janelle, thank you. new this morning, a fire ripped through a supermarket in whitestone, queens. four firefighters were injured and taken to the hospital while it trying to contain the blaze at the strawberry farms grocery store on 150th street. it took them about five hours to get it under control. the fdny is in cause of that fire. time now for traffic and weather on the 2s at 4:32. hey, welcome in, john elliot. look at those temperatures, john. >> i know it. it's almost, dare i say, chilly? i didn't say it, but i could. 67 in the city right now with pretty skies. we are going to see high pressure take over today, tomorrow and into your friday as well. scanning the skies, there's not much to show you. we'll expand the view on 2 for you, and you can see it's a big ridge of high pressure. we are anticipating dry conditions right into the weekend.

by james o'neal. tony iello caught up with both men in harlem last night. >> all the pressure is shifted on him. we'll see how he looks in a day or so. >>reporter: the current and future commissioners, together with mayor de blasio in harlem for the annual night out against crime. >> no one has done more to keep us safe in the entire history of this city than our commissioner bill bratton. >>reporter: for 31 comonts,bills have celebrated significant success, the overall crime rate driven to historic lows, the training revamped to better fit the current climate, but also tragedy, the murder of four cops, the deaths of eric garner and akye gurley and a corruption scandal that took root during the bloomberg administration, but blew up under de blasio and bratton. the mayor gave bratton extraordinary freedom to speak his mind and told him the job was his as long as he wanted it. at 68, bratton has decided a big-bucks gig with regular

next. while a handful of protesters jeered when he left city hall. [ chanting ] >>reporter: bratton is confident most new yorkers appreciate his legacy. >> i think the legacy is pretty secure about significant crime reduction, overtime, 25 years. i think certainly these three years have been marked by a phenomenal investment by the mayor, city council, into the nypd. >>reporter: he'll be succeeded by a man he's mentored, chief of department james o'neal, spoke of his mom. >> i mentioned my mom earlier, hard to talk about. she really was the one who taught me the ideals of what good cops should aspire to. >>reporter: o'neal will be under pressure to make the transition to community policing work according to criminal justice expert john oturno. >> community partnership and working with them is something that will help with terrorism, it's something that will help

from writing summons to building relationships. >> in this mile of policing, we give the cops each day time that they're not answering 911 jobs and i think that's an important time, they're going to use it wisely to make sure connectivity is made. >> o'neal says community policing is working with shootings down 20% in the precincts where it's already in place. more nfertion on bratton's new job. he'll be jointing the consulting firm keno. he begins the new position after leaving the nypd in septemb risk division as a senior managing director and executive chairman. the division focuses on issues like cyber security and terrorism advising major corporations. governor cuomo said he was surprised to hear of bratton's departure, but that the city has been lucky when it comes to police commissioners. >> ray kelly and commissioner bratton are probably the babe ruth and lou gehrig of police commissioners, right? i mean, these were really two

argue between babe ruth and lou gehrig who they like better, but there's no doubt that kelly and bratton really were two of the finest. >> cuomo called bratton a great public servant. new commissioner james o'neal started as a transit officer in 1983. for more on his background and the coming transition, visit cbsnewyork.com. well, this morning police are looking for a suspect in a deadly shooting in a bronx beauty salon. gunfire broke out just before 6:00 last night at the believe fight between two men outside the shop. the suspect followed the victim inside and opened fire. the shooter then took off. the victim has been identified as 29-year-old julio lebron. bricks rained down on a new jersey sidewalk after a roof collapse. it happened in a vacant building on 15th avenue and southeast street in newark yesterday. it brought down part of an upper floor of the building and sent bricks tumbling onto the street. three people were hurt, but we are told their injuries are not

morning in nassau county. there's an outbreak of the mumps. so far 18 cases have been reported in the long beach area, the majority of the patients in their 20s and 30s. most had been vaccinated, but doctors say this could be a new strain of the virus not covered by the standard mmr vaccine. some patients have the telltale swollen cheeks, but other symptoms may be heart harder to spot. >> you can come in with a headache, low-grade fever, body aches, things that are very similar to the doctors recommend two doses of the mumps vaccine. some people have only gotten one. doctors say it's never too late to get that booster shot. it's now 4:38. still ahead, concern over the zika virus worsens in florida after another person is infected. what authorities are doing there to help fight off mosquitoes carrying the virus. and paying more despite repeat electricity outages. now the frustration over problems that's turning into an outrage in one long island

it is 5:00, 67 degrees on this wednesday, august 3rd. warm and not as humid today. we'll have traffic and weather on the 2s in a moment. plus one of the most powerful men in new york city steps down. what's behind commissioner bratton's decision to leave as we learn more about the man who will take over the nypd. but, first, breaking news in queens where police say the body of a near a bike path. good morning, i'm chris wragge. >> and i'm mary calvi. welcome to cbs 2 news this morning. we begin with that breaking news. homicide detectives in howard beach are investigating the discovery of a woman's body near a bike path. >> the victim was reported missing after she went out for a jog. her body was found about four hours later. cbs 2's janelle burrell joins us live from howard beach with more this morning. janelle. >>reporter: well, chris, investigators have been out here throughout the night combing the scene here for

me, you can see those police cars now making their way out of this marshy area where that 30-year-old woman's body was found here late last night. this is just off of 161st avenue and 78th street here in howard beach, and we're told this woman apparently routinely jogged in this area. it was around 7:00 last night when she did not return home when her family notified police, and about four hours later, around 11:00 last night, that's gruesome discovery locating her body off of this bike path in this marshy area, just a few blocks from her home. and she was pronounced dead at the scene. >> it's just a shame. you know, it's just a shame. from what i heard, she told the father she was going jogging in the field, and today is one of the days as far as it can go. i guess that's what happened, you know.

that commissioner bratton will leave his post next month. cbs 2's andrea grymes joins us live from department headquarters in lower manhattan with more on bratton's departure and his replacement. andrea. >>reporter: well, chris and mary, serving as police commissioner is not exactly a 9:00 to 5:00 monday through friday job. bill bratton says now is the time for him to retire. it's the best decision he says for him and his wife as he takes a job in the private sector. >> let's give him the round >>reporter: mayor de blasio praising bill bratton last night in harlem. >> no one has done more to keep us safe in the entire history of this city than our commissioner bill bratton. >>reporter: this just hours after announcing he's stepping down as police commissioner. the boston native all smiles with his replacement, brooklyn native james o'neal as they all made the rounds during the annual national night out against crime. >> all the pressure is shifted on him. we'll see how he looks in a day

tenure has been marked by significant progress, overall crime is at historic lows. the department hired more cops, bought more equipment and revamped training, but bratton has also dealt with significant challenges. four cops were murdered, racial tensions have flared and a corruption scandal that started during the bloomberg ?0 blasio and bratton. the commissioner insists that's not the reason he's leaving. >> i'm leaving with i wish i had more time chronologically to stay arn for three or four years. >>reporter: his replacement current chief of department james o'neal, born and raised in east flatbush. o'neal is known as a cop's cop, serving in nearly every uniformed position in the nypd. he started in the early '80s on patrol overnight as a transit officer. >> you learn quickly how to be a cop, how to be aware of your surroundings, how to navigate the maze of subway lines, but most importantly 4a

for the first time at the governor's direction, the state department of health and the mta will be using larvae tablets in the subway system to stop the gestation of mosquitoes. >>this is the most aggressive approach the state has take tone combat mosquitoes in the subway system, but the centers for disease control says it's finding some insecticides aren't working. >> that could be because some of the mosquitoes are resistent to those insecticides. >>reporter: the new york larveyicide the state is using is effective and safe. >> the larvaeicide is actually a bacteria. the bacteria ending up killing the mosquito in its development and doesn't cause any harm to animals. >>reporter: the mta says they will regularly patrol the tracks to clean drains and prevent standing water. >> i think it's good. i think preventive measures are better than trying to fix something up after it's all done. >>reporter: more than 500 people have the zika virus in new york now, though no one

this woman's body was found late last night. police just confirming the identity of that victim, 30- year-old corrinea betrono who live just a few blocks from the scene which is at 161st avenue and 78th street in howard beach. now, we're told that she routinely jogged along that bike path here along this marsh land. she was reported missing around 7:00 last night, two hours after she went for a this brush. police discovering her body about four hours later. again, just a few blocks from her home where she was pronounced dead here at the scene. again, investigators are telling us that her death does appear to be suspicious. neighbors who live nearby say they are stunned by this discovery. >> something like this, you know, it's so close by, you know, it's really a shock. really a shock. i feel bad for the parents.

he started in the early '80s on patrol overnight as a transit officer. >> you learn quickly how to be a cop, how to be aware of your surroundings, how to navigate the maze of subway lines, but most importantly how to talk to every type of person imaginable. >>reporter: o'neill has risen through the ranks since then and is the architect of the new neighborhood policing program which the mayor touts as a growing initiative to strengthen the relationship between police and community. o'neill will hav tucker who's staying on as first deputy commissioner and carlos gomez who's been promoted to chief of department. as part of this neighborhood policing model, police officers will have time each day away from 911 calls, from responding to them. they'll have time to go out and build relationships with people in the community. of course this is the second time that bratton is stepping down as police commissioner. he served under mayor giuliani

water usage, golf courses. the reservoir used to irrigate a town-owned course in port washington is 15 feet below its normal levels, so town officials have ordered several conservation measures. they include not watering the rough, hand watering dry spots instead of mass watering, using additives to retain turf moisture and using hand-held moisture meters. workers walk the course everyday taking those measurements. >> the guys can really decipher where they need to water and when as on the sprinkler system in full. >> port washington golf course manage managers say they hope to cut down water usage 15% from all of these measures. cell phones are allowing more and more people to give up their land lines at home and now some businesses are doing the same. >> what are you doing? >>reporter: when olga moved into her apartment, she needed a lot of things, but a home phone wasn't one of them. >> so it's very cost effective for sure.

wragge. >> and i'm mary calvi. thanks for waking up with us. we're beginning with breaking news here this morning out of dubai. a plane reportedly crash landed emirates airlines confirmed the crash lanking happened at dubai international airport, the flight reportedly coming from india. images posted online show thick black smoke coming from the plane. you can also see the severe damage to the aircraft. we are told all 275 people on board were able to get off the plane safely. now to breaking news in howard beach, the body of a 30- year-old near a bike path. >> the woman was reported missing after she went out jogging, didn't return. her body was found about four hours later. cbs 2's janelle burrell has a live report for us from howard beach this morning. janelle. >>reporter: well, chris and 0 this area last night and n all this morning. you can see them, their investigation concentrated on this grassy marsh land where that woman's body was found. she's now been identified as 30-

beach. now, investigators say that her body was found right here at 161st avenue and 78th street around 11:00 last night. apparently she went for a jog as she routinely did in gateway national park along this path around 5:00 p.m., and when she didn't return home after two hours, that's when her family called 911, reporting her missing. her body was found by police investigators about four hours later around 11:15 laig scene and neighbors here say they are stunned by this discovery. >> something like this, you know, so close by, you know, it's really a shock. really a shock. i feel bad for the parents. she went jogging, you know, and she never, you know, returned home. i think somebody had to find her. >> sad and shocking to hear it's right in your back yard. and if you hear something like

on or close to schedule. chris and mary. >> alex, thank you. a change at the top that affects all new yorkers, the departure of commissioner bratton. >> cbs 2's andrea grymes joins us from police headquarters in lower manhattan with the story. andrea. >>reporter: well, chris and mary, law enforcement experts say bill bratton's contributions to the profession cannot be overstated. still at times bratton was a lightning rod for groups including black lives matter. he says it is simply time to retire and take private sector. >> let's give him the round of applause he deserves. >>reporter: mayor de blasio praising bill bratton last night in harlem. >> no one has done more to keep us safe in the entire history of this city than our commissioner bill bratton. >>reporter: this just hours after announcing he's stepping down as police commissioner. the boston native all smiles with his replacement, brooklyn native james o'neill, as they all made the rounds during the

against crime. >> all the pressure is shifted on him. we'll see how he looks in a day or so. >>reporter: bratton's 31-month tenure has been marked by significant progress. overall crime is at historic lows. the department hired more cops, bought more equipment and revamped training, but bratton's also dealt with significant challenges. four cops were murdered, racial tensions flared after the deaths of eric garner and akye gurley. a corruption scandal that started during the bloomberg administration blew up under blasio and bratton. the commissioner insists that is not the reason he's leaving. >> i'm leaving with reluctance. i wish i had more time chronologically to stay around for three or four years. >>reporter: his replacement current chief of department james o'neill, born and raised in east flatbush. o'neill is known as a cop's cop, serving in nearly every uniformed position in the nypd. he started in the early '80s on patrol overnight as a transit officer. >> you learn quickly how to be

the victim has been identified as 29-year-old julio lebron. an update this morning on a deadly hit and run in brooklyn. police say the driver who killed two men is now under arrest. surveillance video shows the moment the victims were hit by a speeding car while crossing fulton street in cypress hills. israel turcasino and dealton malledan addo were kill. a 29-year-old is charged for driving without a license and leaving scene of the accident. a health alert this morning, an outbreak of 18 cases of have been reported in the long beach area. majority of the patients are in their 20s and 30s. most had been vaccinated, but doctors say this new strain could be a new form of the virus not covered by the standard mmr vaccine. some patients had the telltale swollen cheeks, but other symptoms may be a little bit harder to spot. >> people can come in with just a headache, you can come in with low-grade fevers, body aches, things that are very similar to the common cold. >> for the best protection, doctors recommend two doses of

gotten one. doctors say it's never too late to get that second booster shot. the centers for disease control issuing a travel warning advising pregnant women to avoid the winwood area in miami where 14 people have contracted the zika virus from local mosquitoes. with one other person said to have been infected just outside that zone. now new york is taking taking steps to keep those mosquitoes away for the first time. at governor cuomo's direction, the state department of health and the mta will be using larvaeicidta subway system to stop the gestation of mosquitoes in standing water that can be found within the city's subway system. in new york, health commissioner says the state of larveyicide it's using is effective for the space. >> larvaeicide has bacteria and ends up killing the mosquito in its development and doesn't cause any harm to animals. >> more than 500 people have the zika virus in new york now, though no one contracted it here. time is now 6:39.
