it's 4:30, 67 degrees on this wednesday, august 3rd. a nice day on tap, lots of sun, low humidity, highs in the 80s today, good morning, i'm chris wragge. >> i'm mary calvi. welcome to cbs 2 news this morning. we'll have traffic and weather on the 2s in a moment. first, breaking news in howard beach. the body of what appears to be a 30-year-old woman has been found near a missing after going for a jog. her body was found about four hours later. cbs 2's janelle burrell joins us live from howard beach with more this morning. janelle. >>reporter: well, chris, right now detectives are here on scene trying to piece together what happened in the moments leading up to that woman's death. if you take a look behind me, you can see there is a police van in this grassy area here at 161st avenue and 78th street. that 30-year-old woman's family

didn't return home from jogging. she was found in this grassy area near a bike path around four hours later, around 11:15 last night, just a few blocks from her home, and she was pronounced dead here at the scene. now, investigators say that her death does appear to be suspicious and this brush area where she was found is just across the street from a residential neighborhood where residents this morning say they know, ??you see so close by, it really a shock. really a shock. i feel bad for the parents. she went jogging, you know, and she never, you know, returned home. i think somebody had to find her. >>ed sad and shocking that it's right in your back yard, and if you hear something like this going on, crazy. very sad. >>reporter: again,

for the first time at the governor's direction, the state department of health and the mta will be using larvae tablets in the subway system to stop the gestation of mosquitoes. >>this is the most aggressive approach the state has take tone combat mosquitoes in the subway system, but the centers for disease control says it's finding some insecticides aren't working. >> that could be because some of the mosquitoes are resistent to those insecticides. >>reporter: the new york larveyicide the state is using is effective and safe. >> the larvaeicide is actually a bacteria. the bacteria ending up killing the mosquito in its development and doesn't cause any harm to animals. >>reporter: the mta says they will regularly patrol the tracks to clean drains and prevent standing water. >> i think it's good. i think preventive measures are better than trying to fix something up after it's all done. >>reporter: more than 500 people have the zika virus in new york now, though no one

this woman's body was found late last night. police just confirming the identity of that victim, 30- year-old corrinea betrono who live just a few blocks from the scene which is at 161st avenue and 78th street in howard beach. now, we're told that she routinely jogged along that bike path here along this marsh land. she was reported missing around 7:00 last night, two hours after she went for a this brush. police discovering her body about four hours later. again, just a few blocks from her home where she was pronounced dead here at the scene. again, investigators are telling us that her death does appear to be suspicious. neighbors who live nearby say they are stunned by this discovery. >> something like this, you know, it's so close by, you know, it's really a shock. really a shock. i feel bad for the parents.

water usage, golf courses. the reservoir used to irrigate a town-owned course in port washington is 15 feet below its normal levels, so town officials have ordered several conservation measures. they include not watering the rough, hand watering dry spots instead of mass watering, using additives to retain turf moisture and using hand-held moisture meters. workers walk the course everyday taking those measurements. >> the guys can really decipher where they need to water and when as on the sprinkler system in full. >> port washington golf course manage managers say they hope to cut down water usage 15% from all of these measures. cell phones are allowing more and more people to give up their land lines at home and now some businesses are doing the same. >> what are you doing? >>reporter: when olga moved into her apartment, she needed a lot of things, but a home phone wasn't one of them. >> so it's very cost effective for sure.

where her body was discovered late last night. their investigation focused on that bike path in the grassy area just off 161st avenue and 78th street. now, her family says she went for a jog in gateway national park here about 5:00 where she routinely worked out, and when she didn't h;eqt: two home after hours, that's wh notified police. it was a police investigator who er 11:00 last night near that be path, and she was pronounced dead at the scene. >> just a shame. you know, it's just a shame. from what i heard, she told the father she was zdkt: the field, and today it's one of jogging in the days that the didn't go, and i guess that's what happened. i'm really shaken up because i got two daughters of my own, you know? and it's a parent's nightmare to have the police knocking on

against crime. >> all the pressure is shifted on him. we'll see how he looks in a day or so. >>reporter: bratton's 31-month tenure has been marked by significant progress. overall crime is at historic lows. the department hired more cops, bought more equipment and revamped training, but bratton's also dealt with significant challenges. four cops were murdered, racial tensions flared after the deaths of eric garner and akye gurley. a corruption scandal that started during the bloomberg administration blew up under blasio and bratton. the commissioner insists that is not the reason he's leaving. >> i'm leaving with reluctance. i wish i had more time chronologically to stay around for three or four years. >>reporter: his replacement current chief of department james o'neill, born and raised in east flatbush. o'neill is known as a cop's cop, serving in nearly every uniformed position in the nypd. he started in the early '80s on patrol overnight as a transit officer. >> you learn quickly how to be

the maze of subway lines, but most importantly, how to talk to every type of person imaginable. >>reporter: o'neill has risen through the ranks since then and is the architect of the department's new neighborhood policing program which the mayor touts as a growing initiative to strengthen the relationship between police and community. o'neill will have help from ben tucker who's staying on as first deputy commissioner and carlos gomez who's been promoted to chief of department. as part of policing model, cops each day will have time away from answering 911 calls to instead go out and build relationships with the community. o'neill is said to have a good reputation among the rank and file. he takes on his new role as police commissioner in mid- september. reporting live outside police headquarters this morning, andrea grymes, cbs 2 news >> andrea, thank you. and governor cuomo says he's surprised to hear of bratton's departure, but that
