our top story this morning... the paperwork is in... now the money to fund it is too. wisconsin prepares for a presidential election recount. recount.the recount will happen...but it does not ?have? to happen by hand.a judge ruled that it's up to the county clerks to decide how to recount the votes.cbs 58's kristen barbaresi in madison with the details. kristen kristenthe judge denied jill stein's request for a hand count-- saying her attorneys do not meet burden of proof. she heard about 4 hours of testimony and arguements from both sidesvo stein called three experts who specialize in statistics and election security.the jist of their agruement- voting machines are vulnerable to hacks, malfuntion and malware,and although there is no evidence any of that happened--the only way to know it didn't, is to recount by hand.the department of justie however aruged a mandated handcount requires proof there was an issue with vote tabulation and an indication that those issues will result in substantial change in

attorney general brad shimel released a statement about the decision...he says in part-- "i am very pleased with the judge's decision"... and goes on to say... milwaukee police are investigating a shooting near vincent high school ...that sent a 19-year-old man to the hospital.police don't know what led up to the shooting... and they're still looking for suspects.the victim is expected to be okay. 3 we're hearing that people waited in long lines for a free water filter. the city is giving them away to people in homes with old lead laterals. there's another give-away from 5 to 7 tonight at the community center at kosciuszko park.critics say this is just a temporary fix. the city council is now hashing out who should pay... and how much... to replace the old pipes. hunters killed nearly 197- thousand deer during the nine-day gun season this year... that's down about six percent from 2015, according to the d-n-r.hunters did however kill about 5-thousand more antlered deer.there have been concerns about the deer herd in the state... especially with chronic wasting disease. 3 3 3) )((???1:45 seconds??)) new this morning... a school in milwaukee is celebrating ?10 years? of success... serving low income families. educare is an early education program... for pre-school aged children. it's part of a national network of 21 schools. the milwaukee location is an ?extension? of next door school. it's also the only ?educare? in wisconsin. there is no cost to families-- tuition is covered through a combination of federal and state funds. but,
