elaine chao- has been offered the job of transportation secretary. tom price has been tapped to head the department of health and human services. 3 meanwhile...the wisconsin presidential recount will begin tomorrow.... and it's up to each county to decide ?how? they want to do it..a dane county judge just ruled the recount does ?not? have to be done by hand.cbs 58's kyle aevermann joins us live in studio with a closer look at the ruling. kyle? the judge heard about 4 hours of testimony and arguements from both sides. and ultimately den request for a hand count-- saying her attorneys do not meet burden of proof. stein's attorney alleged the state's voting equipment may have been hacked.. and doing it by hand was the safest way for an accurate recount... state lawyers argued there was no evidence to suggest any hack took place.the dane county judge said there was no proof any mistakes would bring a machine recount into question.she also said she doesn't have any authority to decide what is the best for each county. i just do not find clear and

cbs 58's julie parise is live this morning. julie? more than three thousand people have volunteered for this job in wisconsin,inside this bar last night people from different parties came together to learn how the recount works -- so they can make sure the process happens properly. these volunteers won't be doing any counting -- but instead observing. they won't be allowed to touch a single ballot.instead - they'll be watching state employees co numbers on machines and on paper. they'll also record all results on paper.last night's training session took about two hours. i felt why not be part of the democratic process. if theres anything wrong, it needs to be fixed. that's why i'm doing it. i'm just curious to see what the whole process is about. this training was for

snow returns with some accumulating snow not out of the question. 3 our top story this morning... a recount in wisconsin ?will? happen... it just doesn't have to happen by hand. hand.a dane county judge has ruled that it'll be up to the county clerks to decide how to go about the process. process.cbs 58's kyle aevermann join us live from the newsroom with reaction to the ruling. kyle? stein's attorney says they will have decide today if they plan to appeal the ruling. he says they want to respect the system, but also want a fair and accurate count.the judge heard about 4 hours of testimony and arguements from both sides.but she ultimatly said there was not any hard enough or clear evidence hacking in the machine's took place.she said it'll be up the each county how they want to proceed.and while 19 counties including milwaukee have said they plan to do the recount electronicly, stein's attorney wants all counties to reconsider.

county clerks and all of the canvassing boards to seriously consider and reconsider their decisions. and lets just do a hand recount. we will finish this process, we will know exactly what the tallys are in all of the counties, in all of the wards. and everyone will see exactly what wisconsin has done and what thier vote really is. is.the stein campaign paid the 3.5 million dollars yesterday, so the recount will begin but first, the election commission staff will hold a teleconference for all county clerks and canvass members to go over the recount rules and processes. that's scheduled for later today. 3 attorney general brad shimel released a statement about the decision...he says in part-- "i am very pleased with the judge's decision"... and goes on to say... "the outstanding effort of the department of justice attorneys and staff who worked on this case makes me extremely proud."

here's a look at the timeline for the recount process.the recount starts tomorrow. results will be in by 8 p-m on december 12-th.and the next day on december 13-th those results will be certified. 3 meanwhile thousands of volunteers across the state are getting trained to ?watch? the recount happen. in southeastern wisconsin-- observers are getting a crash course in how the process works. cbs 58's julie parise is live at suburban bourbon in muskego.... where hundreds turned out for thattraining last night. julie? last night these volunteers were handed an p and sat through a two hour training course. they will watch those doing the recount to make sure it's done properly. the job is tedious. these volunteers won't be doing any counting.they won't be allowed to touch a single ballot. instead - they'll be watching state employees record totals - checking numbers on machines and on paper. they'll also record all results on paper.
