saying brought down a plane in egypt six days ago. and, why they now believe it might be the group that has been claiming responsibility all along. the news at noon starts now. news at noon front door open good afternoon. i'm megan reuther, thanks for joining us. u-s officials say there's significant evidence that a bomb brought down that russian passenger jet over the sinai peninsula... and that isis operatives or sympathizers may have been directly involved. but russian and egyptian officials say they still aren't convinced. bill neely has the story. from the moment the first rescuers arrived, a bomb was one possible cause of the crash. investigators scouring for clues for six days. now us intelligence says the evidence indicates it was likely a bomb. isis has twice claimed it downed the plane. it's shown no evidence. but it's active in the area and us officials believe if it was a bomb, isis may be responsible. it's a strong suspicion, not a conclusion and no evidence of

explosives has been found but it's a suspicion shared by britain. "we obviously have a strong desire to get to the bottom of what exactly happened there." no-one is ruling out a technical fault as the cause- the black box recorders are still being worked on. "well the egyptians are really kicking back now. the government minister saying he simply doesn't accept the us theory as fact. but egypt has now fired the head of the airport from where the plane took off and investigators have found really lax security there. the russians too don't accept the us theory. 23 russian tourist planes are flying into that airport today, but the russians have just sent anti aircraft missiles to protect their warplanes in syria. they clearly believe they are now a target.

a recent poll shows the majority of americans disapprove of president obama's handling of the isis terror threat. the associated press / g-f-k poll found that 61-percent disapprove to an approval of 38-percent. last january the same poll showed 53-percent disapproved while 44-percent approved the president's response to the islamic state group. the poll was conducted before president obama recently said the u-s would send troops into

fight isis. presidential candidate donald trump is coming to a radio near you. the radio ads are set to air in early primary and caucus states, and tout trump's business experience and bold pledges. one of the ads is geared toward the iowa caucuses. "if the people of iowa vote for me, you'll never be disappointed, i don't disappoint people" radio ads will also air in new hampshire and south carolina. the trump campaign paid about 300- thousand dollars to buy air time. in the radio ad....he also mentioned how he plans to keep mexican immigrants from crossing the boarder if he were to be elected president. i'll secure our borders, and yes, we will have a wall. you can't have a country without borders. and i'll make sure that the second amendment and our religious liberties are protected. the billionaire and g-o-p presidential candidate will face dozens of protestors as he hosts this week's "saturday night live" people are already protesting outside n-b-c headquarters to stop him from the hosting the show. more protesters from several latino

police say 19-year-old ngor makuey broke into the man's home on east 46th street last july. they say he assaulted 97-year- old rupert anderson and his wife harriet. the couple were sent to the hospital where rupert later died and his wife survived. the suspect lived across the street from the couple. he faces first degree murder and attempted murder charges. his attorney is using the insanity defense in his case. the city of des moines faces a lawsuit after a police officer shot a unarmed man in the summer. 28-year old ryan bolinger was shot and killed by officer vanessa miller. the shooting took place on on

june 9th at a traffic stop along merle hay road. bollinger is accused of pulling up next to the officer's patrol car... if you remember when it happened. ...it was when bollinger got out of his vehicle and then got out and started dancing in the street. then he got back into his car and drove the speed limit down merle hay road... when he made a u-turn at urbandale avenue... he was blocked in by officer vanessa miller and officer ian lawler... at that point bolinger got out of his car and walked toward officer miller as she sat in her patrol car... miller then fired through her window killing bolinger. the next day police said miller fired when bolinger quote, "walked with purpose" towards her car. according to the civil lawsuit filed on wednesday. "there is no provision of federal or iowa law that permits a police officer to kill a citizen on the grounds that the person was "walking with a purpose." the lawsuit seeks unspecified

damages for negligence, battery, and wrongful death. an internal investigation cleared officer miller of wrongdoing. a grand jury also declined to indict. a forum for women and working families provided advice on fulfilling obligations at work and at home. the "center for american progress action fund and progress iowa" hosted the event at the central library this morning. at the forum, they talked about access to paid sick days...expanding medical leave...ensuring equal pay....and increasing the minimum wage. a panel of state advocates, policy makers, and lawmakers were there to speak on the issues. 14:31:08:08-14:31:15:02 "we want people to have a deeper understanding of why these policies are so important for a strong economy in iowa and around the country." seven out of 10 iowa families have women as their sole and primary provider. iowa women earn less than 78 cents for every dollar that iowa men earn. as people swarm to the stores

for to do their holiday shopping. one major chain is closing more than a dozen stores..including one in iowa. target says it will close 13 stores across the country on january 30th. including one in ottumwa. the retail giant suffered after a massive credit-card breach before christmas back in 2013 when shoppers temporarily avoided the store. the minneapolis-based retailer determines store closings are based on the store's performance, not target's overall performance. employees at the affected stores were notified earlier this week. outdoor enthusiasts will soon have a new place to find apparel in the metro. retailer r-e-i opens its doors for the first time in iowa tomorrow morning. the store is part of new development along mills civic parkway, just past target. the manager expects big crowds over the weekend, so they will serve breakfast each morning before the store opens. the first 2-hundred people will get water bottles with a gift card inside with a random dollar

soon. there have been improvements in rate, but there's more work to be done. erika edwards has the story. they are tiny.. and fragile. when babies are born just a few weeks early... their lungs and brains aren't fully developed. although they often end up doing well... they're more likely to start life with breathing, feeding and developmental struggles. the national preterm birth rate is about 9 and a half percent... earning a grade of "c" in the march of dimes' latest report card. "there have been small we still have a lot of work to do and a lot of progress to make to give every baby a healthy start improvements to fewer doctors scheduling early elective c-sections... efforts to help pregnant women quit smoking.... and the use of progesterone injections in women who've given birth prematurely before. portland, oregon earns an "a" of 7.2 percent.

geiger. the full text of the trans-pacific partnership or t-p-p was released today.. it's a new trade agreement with the u-s and 11 other countries.. accounting for 40 percent of global g-d-p.. as well as 42 percent of all u-s ag exports.. that's about 63 billion dollars. it includes more than 30 chapters of agreements.. agriculture secretary tom vilsack today released a statement advocating the passage of the deal. he says

that will expand u-s ag exports and generate more rural economic activity.. and that the u-s cannot afford to let this opportunity slip away. with the passage of trade promotion authority earlier in the year.. congress cannot amend the t-p-p.. only vote up or down on it.. they are expected to take a vote early next year... if you want to haul grain in iowa.. you can put 90 thousand pounds on a semi- truck as long as you add a sixth axel.. if you put a seventh axle.. you can haul 96 thousand pounds.. but.. you can only drive that on local roads and iowa highways.. it's off limits to get onto the interstate system or to cross over state lines.. an amendment that would have changed that.. failed in the house on tuesday.. it was a part of the highway bill.. and was shot down in a 187 to 236 vote.. it would have let semis travel the interstate system with 91 thousand pounds.. on a sixth axel.. right now 80 thousand pounds on five axels is allowed.. as a reminder an axel is four tires.. the soy transportation coalition says it's disappointed in the outcome.. they maintain the

extra axel would have made trucks safer to drive, give them less impact on roads.. and the extra weight would reduce the number of trucks needed. "one of the inherent challenges of trying to increase the efficiency in trucking is that opponents of that can simply develop a headline, develop a soundbite that simply says heavier semis will be more dangerous and for a lot of the members of the public, but a lot of members of congress that's all they need to hear for them to vote against it." well.. the grain markets are down today.. but the livestock sector has been hit the hardest..
