noon, the d.c. council schedules an emergency meeting three days after the search the home of harry thomas jr.. this comes after committee members voted to move ahead with ethics' reform. >> this meeting that was held this morning was split into two parts, in the earlier discussion wrapped up a couple of minutes ago. right after that, reporters followed out the councilman asking if he would reschedule the meeting that was canceled because of all of this going on with the fbi raid. listen to what he had to say. >> will you have a meeting with the rest of the council? >> we will have a meeting. today. >> the chairman brown did not say what time the meeting would

take place. all you heard him say is the emergency meeting would take place today. all this comes after this morning session about ethics reform where the committee that was made up of five members that were present here today to discuss moving forward with a bill that was presented by a councilwoman that would make it tougher penalties for members who got in any sort of trouble, any sort of ethics issues. the penalties included less signatures needed for voters to be able to recall the council member. it would also limit some of the gifts they were able to receive. other things such as if he were convicted of a felony would not immediately lose your seat on the council now. when they decided to take this up for ofa vote out of the five members who were present, forur voted to put this on the agenda
