it was a beautiful moon view this morning driving in. good morning, welcome to the first day of october, 2013. wjz has weather and traffic together. we begin with chelsea in the first warning weather center. good morning. >> good morning, gigi and everyone. happy tuesday. mostly clear skies. temperatures around 53 degrees at bwi. 54 oakland. 57 ocean city. the warm spot is d.c. at 61. we will all be warm as we head into the afternoon. high pressure sinks to the south and brings in warmer temperatures located down to the south and then here is what you can expect for today.

partly sunny to partly cloudy skies. temperatures around 80 degrees. in the low 80s for some of us. dinnertime around 68. yet again another dry and beautiful day. over to you. >> all right. rush hour is on the move. let's check in with sharon gibala in wjz traffic control. good morning, sharon. >> good morning, everyone. we have two accidents. the good thing is we don't have any delays yet. one accident is on west padonia road, harrisburg expressway. the other liberty at franklinville road. heading out on the beltway, speeds are looking great. 54 and 55 are the outer loop averages. still overall great speeds out there. there is 895 at the harbor tunnel where traffic is moving pretty well there in and out in the north and southbound lanes. that is 95 not bad out of the fort mchenry tunnel. now wjz has the stories people are talking about this morning

while you were sleeping the president orders a partial shut down of the federal government. for the first time in 17 years congress failed to pass a budget. wjz has complete coverage. mike schuh is live at fort mchenry which is closed this morning. first susan mcginnis reports for wjz from washington, d.c. >> mr. speaker, it's midnight and the great government of the united states is now closed. >> reporter: congress bikerred to the very end and missed a deadline to pass a new budget for the start of the fiscal year. lawmakers left the capital for a few hours sleep. they will be back this morning. >> hope we can open it tomorrow. >> reporter: the disagreement is over whether changes to the affordable care act should be part of a bill to fund the government. >> the house voted to keep the government open but we want basic fairness for all americans under obama care. >> it's embarrassing that these people who are elected to represent the country are representing the tea party. >>reporter: the impasse means many federal employees will report to work for about four

for maryland workers. >> we are living on the edge here. >> reporter: it has far reaching effects across maryland. >> i can't begin to tell you the impact it will have. >> reporter: dawn miner is one of hundreds that face an indefinite furlough at aberdeen proving grounds. >> it could be a few weeks. >> reporter: if the shut down drags on these employees won't be the only ones feeling the pressure. >> there is risk to the business. there is no guarantees that if you tell employees they won't get paid for a couple of weeks, it could hurt other jobs which could hurt retention. >> makes me cry. >> reporter: they own city view bar and grill. 80% of their business comes from social security employees furloughed until the shut down ends and they are feeling the effects. >> tonight it's empty because people are afraid to spend no money. >> reporter: they pray all of this ends soon so they can afford to keep their doors open.

the governor estimates it will cost $5 million in revenue and $15 million in economic impact for each day of the government shut down. i'm mike schuh reporting live. >> that is a lot of money. one of the key provisions of president obama's health care law goes into effect today, online exchanges are open for business. customers can go online and look for the cheapest health insurance and see if they qualify for federal dollars. officials say there could be problems with the exchanges and it could take weeks or months to work out the kinks. what does the government shut down mean for you? the impact is minimal at first. unemployment, social security and medicare will continue. federal courts will stay open at least for another week and mail will still be delivered. but all federal parks like fort mchenry are closed and all tax audits are suspended along with

most health inspections. stay with wjz for the latest on the first government closure in 17 years. we will bring you updates on the air and online at cbsbaltimore.com. in baltimore, police are investigating another deadly shooting this morning. last night detectives say someone shot a man in the head in the 3,000 block of tivoli avenue. another man was killed less than a week ago in the same area. >> we are asking for anyone with information. we are canvassing the area for those involved we will send more resources up here. we have sent the s.w.a.t. team in to make sure the neighborhood is safe. >> city police would like to talk to anyone who has information on this or any other shooting. we are learning more about a fire on the bay bridge that shut it down for hours. it was a frightening situation for drivers trying to cross. as rochelle ritchie reports, drivers are still feeling uneasy this morning.

>> reporter: smoke billows in the air after a tank catches fire. the entire incident caught on cell phone video. >> it's been a bad summer for the bay bridge. >> reporter: the fire broke out sunday evening in the westbound lanes of the bay bridge as many made their way back home, some getting stuck in traffic for hours others staying in nearby hotels. >> they had lines out the door because of the fire. one person working. i told her i felt like i had to hop behind there and help her. firefighters were able to put the fire out quickly. the site of the fire is where materials for the on going million dollar painting project are being stored. the bay bridge has been at the center of a number of accidents, so much so that drivers have learned to expect anything. >> it's crazy. we worked here a while and i have been going over the bridge my whole life. >> reporter: in june a construction

worker fell 15 feet to a platform and a woman survived after her car was hit by a distracted truck driver sending her car into the water. >> the ambulance is coming. you will be fine. >> reporter: yesterday's fire appears to be mechanical, drivers say the pile up of problems is unnerving. >> it's dangerous. >> reporter: despite the intense flames, no structural damage was found on the bridge. >> investigators believe a can of paint sparked the blaze, the official cause is under investigation this morning. today police in anne arundel county are asking your help to find a woman that they say robbed the same bank twice. take a look at the surveillance pictures of the suspect. police say the woman pictured robbed the bank of glenn bury saturday morning after holding up the bank on september 13th. anyone with information should call anne arundel county police. al biker gang assault is caught on camera in new york city. they can be seen boxing in arrange recover s.u.v. one of the bikes slows down causing the driver to run into

it. that's when the angry bikers stopped riding and caused a standstill. that driver tried to get away from the scene but the bikers chased him down. police say they pulled the man out of his car then slashed his face. >> one of the bicyclists got off his bike and started attacking the range rover with his helmet. breaking the windows. after they got him out of the car, they beat him up. >> it happened in front of the man's wife and infant daughter. police say no arrests have been made in the attack but the investigation is not over. this morning the university of california at berkley remains quiet after a power outage causes a massive explosion. they were forced to evacuate the campus because of the explosion. it happened in an under ground vault as crews tried to restore power on campus last night. april berkley spokesperson says the blast may have been caused

by an underwater copper theft that occurred last year and workers thought they had repaired the damage. >> the power outage tonight is an indication that the damage they caused may have been far more extensive than originally thought. that is under investigation right now. >> one person was rushed to the hospital with minor burns. fire crews rescued about 20 people stuck in dorm elevators when the power went out. it's not clear if classes will resume tomorrow. turning to sports, john harbaugh is confident that the ravens are a team that will run the ball but critics are disagreeing after the upset in buffalo sunday. at one point the ravens called for a pass on 31 consecutive plays. joe flacco threw the ball 50 times. five were intercepted by the buffalo defense. it was a tough loss for the ravens with a final score of 23- 20. harbaugh says it was evident that the run was not working so he took another turn.

warmer temperatures the next several days thanks to clear dry air known as high pressure that is in control of our forecast for the next couple of days like it has been for the past couple of days. we will see a little cloud cover here and there throughout the day associated with a broken down cool front. nothing in the way of rainfall. it will be dry. the next several days things will play out into thursday, high pressure is in control. we will have a system making an approach from the west. that will bring the next chance of rainfall but not until the weekend. we are looking around sunday afternoon evening time frame. tropics, tropical storm jerry winds 50 miles per hour churning in the middle of the atlantic. all the spaghetti models take it out of the way into the atlantic the next couple of days. not expected to strengthen either. bay temperature 70. winds out of the southwest at approximately 5 knots. here is what you can expect. highs in the low 80s and a mix of sun and clouds. it will be warm and mild. tonight 56.

this is noah rage animal. it's a 150-pound tortoise. mary bubala explains he has been missing for weeks. >> reporter: a prehistoric pet missing. >> we haven't had one single report of a person seeing him. >> reporter: alexander roosevelt believes her tortoise may have pushed through the fence. she says the 150 pounded gentle giant has gotten out before but is usually found by neighbors right away. >> i miss him very much. he wasn't the kind of creature that responded with a tag wagging. there he was all the time. he knew when i was feeding him. >> reporter: now she is in a race to find him before the weather gets colder. >> they need to have a house that they can go into where they have a heat lamp overnight, especially if temperatures drop below 50 degrees. >> reporter: dr. alley rieger says he can't survive in cold

cbsbaltimore.com. the retrial of american student amanda knox is underway in italy today. prosecutors are trying to overturn her 2011 acquittal on murder charges. knox and her one time boyfriend served four years behind bars before they were set free by an appeals court. they were accused of killing knox's roommate meredith kercher. knox is living in seattle and has no intention of returning to italy for the trial and her attorneys say she is not legally responsible to be there. police are investigating a deadly stabbing in southwest baltimore. skyeye chopper 13 was over the scene in the 330 block of benson avenue. someone stabbed a man there and he died a short time later. the victim's name has not been released. there is no word on what lead to the stabbing. a person of interest is in police custody. too little too late. that is what maryland lawmakers are saying about a lawsuit aimed at stopping the state's new gun laws. gun advocates are asking the

judge to stop the laws from going into effect until their lawsuit is resolved. doug gensler says the case has no merit and was filed days before the law went into effect. it bans dozens of assault weapons in maryland and requires buyers to hand over fingerprints. the road rules change officially for maryland drivers. police can pull them over for having a cell phone to their ear. kai jackson has more. >> reporter: maryland drivers have to be mindful of new laws that took effect october 1st, primarily safety. perhaps the one most discussed is the law prohibiting motorists from having a mobile phone in their hands while operating a vehicle. >> here is how it breaks down. >> reporter: if you are caught talking on your phone while driving it's $75 the first time. that increases with each offense. those that make the laws and those that enforce them believe distracted driving can be deadly. >> a distracted driver is

dangerous visually. if you are using a cell phone you are look -- looking down, not at the root. >> preliminary maryland data from the maryland highway safety office suggests of the 511 fatalities last year on maryland roads, approximately 50% of those were the result of a distracted driver. >> reporter: maryland state police say using your mobile phone is equivalent to being blind folded behind the wheel for five seconds. kayak son reporting. >> some lawmakers question whether police can determine if a driver is using a mobile phone if the phone isn't clearly visible. turning to sports, a big's night in new orleans as the saints marched of into monday night football. they held the miami dolphins to 17 points. as for the offense, they scored a lot more than that. the saints beat the dolphins 38- 17. nolo is undefeated this season.

the morning commute otherwise no problems for that. we are going to see winds continue to shift out of the south and southwest. that will filter in the warmer temperatures the next couple of days. it will be significantly warmer by tomorrow. that is in addition to high pressure sinking to the south. that is the area of clear dry air that will control the forecast the next couple of days. a little cloud cover associated with the broken down cool front. that is diminishing at this moment and will continue. here is how it will play out through thursday. high pressure continues to control the forecast in the mid- atlantic. we will watch a system located out to the west. that warm front helping to warm us up as well. a cool front heading our way but not until the weekend. that will bring the next chance for measurable rainfall. time frame of sunday afternoon to sunday evening and to monday morning. tropical storm jerry with winds around 50 miles per hour. churning around the middle of the atlantic but all the spaghetti models taking it out
