kerry. yes, two teenagers. both 19 years old. a male and female are being questioned here at the precinct. they tracked them down on east end avenue near gracie mansion. take a look at the video from last night. this was of the scene last night where the mayor lives. much of east end avenue was closed off last night. police officers were carrying shields. a female officer, a member of the mayor's security team was hit by a pellet gun in the lower back. it happened as she was getting out of an unmarked car in front of the mansion. we're told she's expected to be okay. police later found the two teenagers in a building on east end avenue and took them into custody. there were also reports of buildings near biff with windows shattered by pellet guns. as for the mayor, i was in brooklyn at the time of the shooting. michael and kerry, no word on

of the building is gone. the warehouse was said to hold canisters like gas and nitrogen and oxygen. an indy car driver is in a coma following a horrific crash in pennsylvania. the driver, justin wilson. he's listed now in critical condition during a crash at pocono raceway. he was apparent live hit in the head with a large piece of debris from another car that was airborne. driver, ryan hunter-reay won the race. however his winner's circle celebration was subdued. two siblings facing assault charges after a scuffle with police in a brooklyn park. aaron gardner and his emt sister were breaking up a large crowd in bedford-stuyvesant. janice threw a punch at her. when they tried to take her into custody, her brother punched them. markets overseas are

tumbling this morning. cnbc's landon dowdy is watching it for us. landon, we saw the start friday. people were hoping that the weekend would be a circuit breaker. not the case, huh? >> not the case. what a rough week. another day, another decline. we can expect to see more red arrows at the opening bell. tumbling 531 points. that's the worst day in four years. that was set by worries in china that could affect the rest of the world. the fed will hike interest rates and the continued slide in oil prices. crude is trading below $30 a barrel. that's the earliest since 2009. asian markets fell sharply. the biggest decline in two years. shanghai, though, 8% to a 5-month low. european markets are all in the red by more than 2%. michael, if you're an individual -- you want to stick to bonds and cash. >> landon, it's interesting.

on cnbc.com they were talking about $40 a barrel for oil prices. good for consumers, bad for the oil industry. >> we're really not seeing a big drop in oil prices like in oil. it's below $39 a barrel. the average is $2.71 that's because of what we're seeing in the midwest right now. not going to see a big change in oil prices as of yet. that, of course, big concern of the oversupply globally. >> landon, thanks very much. we'll be watching this all day long at cnbc. thanks again. in new jersey, state police want help in finding the operator of a boat involved in a hit-and-run crash out on the water. police say the boat rammed into another vessel and sped off about 10:00 last night on lake hopatcong in jefferson township. this happened near the mason street pub area. this was the boat that was struck. you can see it's badly damaged. two to five people on it were badly injured. it's described as a large white cabin cruiser with an aluminum prop.

if you have any information, you're asked to give police a call. a suspected car thief under arrest after being tracked down by his alleged victim. police say that andrew boresni stole her truck. used a couple of the credit cards. ed cards were being used in river head. she went to look for her truck. she found it outside of a 7-eleven and had her son detain him until police arrived. firefighters in new jersey have the call for safety regulations regulations. the fire that destroyed the apartment complex in edge water last january, that major fire shows why the state's uniform construction code should be changed. they want the code to limit the size of lightweight wood framed buildings. also require a full sprinkle protection throughout those buildings. >> we need this change and we need it now. we were promised these changes seven months ago.

boy who lives here in a house that is badly damaged by fire. they told us they saw a lot of the fire damage on that second floor. neighbors say that's where the 2-year-old's bedroom is located. paramedics rushed the child to a hospital. he is listed in critical condition right now. it was early this morning. this neighborhood quiet. when fire broke out about 1:15 this morning. >> the baby looked not well. the baby looked lifeless. it didn't look good. >> reporter: according to neighbors, they moved into this house only about four years ago. at this point, michael, some vegt investigators are on the scene trying to figure out how the fire started. it is 5:32. we're learning new information about pellet gun shooting that sent a member of mayor de blasio

blasio's security detail to the hop. lori bordonaro has more from what we learned. >> reporter: two teenagers, a male and female are inside the precinct on the upper east side right now. they've not been charged. they're only being questioned in connection with that pellet gun shooting. here's what it looked like outside gracie mansion last night. a lot of nypd officers, many carrying shields after one of their own as struck in the back by a pellet gun. it happened just after 7:00 as that officer, a member of mayor de blasio's security detail with getting out of an unmarked karn near his home. she was taken to the hospital and is expected to be okay. police were able to track down the teenagers on east end avenue across the street from where this all happened. there were also reports of windows at a nearby building had been broken by pellet guns as well. the mayor was in brooklyn, kerry happened. we've reached out. no word back yet. we expect to hear from him at some point later today. east side.

what does this mean for new york's exchanges? cnbc's landon dowdy is going to tell us at 6:00 a.m. investigators trying to figure out what may have start aid fast moving fire that killed two people at a home in queens. check out the flames coming out of the windows. the fire started around 1:00 yesterday afternoon. firefighters tell us the home was loaded with clutter. so it made fighting it very, very difficult. they eventually found two dead bod nis the kitchen. investigators say a house fire of this size in the middle of the day is very unusual. >> it's something you usually see in the evening when people are asleep. not in the middle of the day when people are out and about. >> they think that it may have started in the kitchen where the two victims were found. meanwhile, investigators are trying to find out what sparked the flames and went through a

highrise building in brooklyn. it broke out on the 16th floor of this building on broadway. very quickly spread. residents forced to run down 16 flights of steps to safety. ten firefighters are among the injured. they're all expected to recover. a louisiana state trooper is in critical condition after being shot in the head during a traffic stop. steven vincent was responding to reports of a sick driver. he came upon a pickup truck in a ditch about 50 miles east of the texas border. when he approached that vehicle, the driver allegedly shot him with a shotgun. the two other drivers saw what was happening. they stopped the man before he could get away. >> thank god for the civilians. they showed up and actually subdued the guy, actually put handcuffs on him and tended and gave first aid to the troopers there. >> the trooper has been with the state police for 13 years. he has a wife and april 9-year-old son. two men accused of plotting to attack a pokemon tournament

will be arraigned today on weapons charges. police in boston got some information about social media threats against the convention attendees on thursday. so they investigated and they stopped these two just as they were entering the convention center. the two men, an 18-year-old and 27-year-old, both from iowa, were arrested this is a look, though, at the rifles and ammunition that police found in a car. senator charles schumer is raising concerns about how a recent court ruling will affect the future of the east river rail tunnels. two of the four tunnels were damaged during hurricane sandy. amtrak was counting on insurance money to cover some of the repair cost. the judge recently capped the insurance settlement at $125 million. senator schumer calling on the federal government to release another $550 million in hurricane sandy relief funding to pay for it. 5:38. we're now learning more about the 10,000 volunteers that are enlisting to help with next month's papal visit in philadelphia for the world meet will of families.

so far 8,000 volunteers passed the required background checks. 2,000 to go. their roles include providing translation services, posting on service media. after leaving new york, the pope will wrap up his trip with this philadelphia event. 5:39. in queens, the competition heated up between the nypd and the fdny during the battle of the badges. members of new york's finest went toe to toe with the bravest in a cookoff in jamaica. they made a variety of dishes judged by a panel of local celebrities. the competition was tough but the day was about bringing people together. >> it's really about having the community come out, meet everyone, meet the fire department an the police department. it's a great way to spend the day. >> this year, the fire department took home the bragging rights. firefighter khalid baylor, he had the winning dish. what was it? tennessee smoked apple ribs with a side of apple cole slaw and sweet potato. that sounds fantastic.

right here. many saw paramedics rushing him to the hospital. they said it was heartbreaking that he looked like he was unconscious. the house where that little boy lives badly damaged by fire. paramedics rushed the child to a hospital and he's listed in critical condition. this is on the 3700 block of avenue p. much of the fire damage can be seen on the second floor. neighbors say that's where the 2-year-old boy's bedroom is located. it was about 1:15 this morning when fire broke out. >> i saw thick smoke. it was thick smoke coming out of the second floor. >> reporter: and no one else who lives in the house was hurt in this fire. just that 2-year-old boy and his family just moved into this house four years ago. fire investigators left a little while ago. they are still investigating trying to figure out how this fire started. back to you, michael. >> the kat, thank you very much.

shooting targeting a member of mayor de blasio's security detail. that police officer struck in the lower back getting out of an unmarked car outside of gracie mansion. this officer was treated at the hospital and released. we're told the mayor was in brooklyn when it happened. lori bordonaro coming up in a half an hour. happening now, police have pictures of five suspects they want you to see. it's being classified as a homicide in brooklyn. they punched and kicked michael brown. mugging happened in crown heights around from his home. brown refused medical attention at the scene and later died while at the hospital. new this morning, the president of france is calling three american heroes an example to inspire us. this morning, the french leader, francois hollande gave the three men france's highest award, the legion of honor. spencer stone still shows signs of the serious injury he received while stong the suspect.

another vessel and sped off. it was on lake hopatcong in jefferson township. it happened near the mason street pub area in wood port cove. we want to show you the boat that was struck. it's badly damaged. two to five people on board were injured. the boat that sped away is described as a large white cabin cruiser with an aluminum prop. if you have information, call police. facing assault charges after a wild brawl with police in brooklyn. it happened early yesterday morning in bedford-stuyvesant. police say that aaron gardner and his sister janice attacked officers who were responding to a fight, a big one. janice allegedly threw a punch at the cop. when officers tried to take her into custody, her brother punched one of them. a suspected car thief is under arrest after being tracked down by his alleged victim. this man stole a woman's pickup truck in mastic beach and used some of her credit cards in river head.

when the woman was notified her cards were being used, she went looking for her truck and found it outside a 7-eleven. when the man walked out of that store, the victim's son detained him until police got there. it's coming up on 6:08. senator charles schumer is concerned about how a recent court ruling will affect repairs to the east river rail tunlts. it's expected to cost hundreds of thousands of dollars to fix the tubes that were damaged after hurricane sandy. a judge capped the settlement at $125 million. senator schumer says an appeal could take years, so he's calling for the federal government to release $550 million in sandy relief funding to help pay for this. in this morning's cnbc's money report, we're bracing for a tough morning on wall street after u.s. stocks had their worst day in years. landon dowdy joins us with the details and more. we're watching what went on in asia and what's happening in europe.

showers off to the east in the hamptons and montauk. we're dealing with the rain streaming in. mostly light. more of a nuisance. showers continue for eastern long island. temperatures in the hudson valley in the 60s. 66 lagrange. we're looking at 66 in cornwall. 70s from new york city across long island. throughout the day, lots of sun. by 9:00, the fog burns off nicely. temperatures back to the 80s. little soupy and steamy out there. you can see the showers will linger through the early mid-morning for eastern long island. then everyone dries out nicely by lunchtime. heading towards lunchtime, muggy. feels like summer out there. here comes the cold front for your evening commute. it's dry in the city. the only place with showers and storms well north and west of new york city, places like sullivan county and pike county, pennsylvania. overnight, better chance for showers and storms and they may linger into your tuesday morning. tomorrow starts out sticky and drying out by the end of the day. a nice breath of fresh air on wednesday.

lots of sunshine, low humidity and temperatures in the 80s. speaking of a breath of fresh air, here's lauren scala. >> thank you raphael. there are a couple of problems on the roads. not many. we'll head to route 1. southbound by black horse lane, watch out for a disabled vehicle there in the left lane. you can see minor delays here. then heading over to the new jersey turnpike, in the outer roadway where the truck lanes northbound after interchange 11, the garden state parkway, there's an overturned truck out there. it's off the roadway. not blocking any lanes. they'll need to clear that out of there. i'll let you know how bad the delays get. in the meantime, you should be okay. heading over to the bronx river parkway northbound by thompson street, a downed tree in the right lane there. if you're getting on the trains or start with the buses. a few new detours out there. buses 65, 66. then new york city transit buses, b-41 and 63. we still have delays and service changes on 1, 2 and 3 trains.

then the n train running via the. r line between dekalb and -- more weather and traffic coming up on the 4s. >> lauren, thank you. a louisiana state trooper in critical condition after being shot in head during a traffic stop. 43-year-old steven vincent had come across a pickup truck in a ditch when the driver of that truck allegedly shot him. the driver later identified as kevin daigle. a 54-year-old man with several prior arrests. police say two other drivers stopped him from getting away. they used the trooper's handcuffs to keep him there until other officers arrived. 6:18. turning to presidential politics. there are more signs of a possible shakeup in the democratic race. this weekend vice president joe biden met privately with massachusetts senator elizabeth warren. she's seen as a leader among democratic progressives. the meeting fueled rumors that biden might take on hillary clinton for the democratic nomination.

she's going to make two campaign appearances. former president jimmy carter will slow down a little bit while fighting cancer but he still taught sunday school. >> good morning everybody. >> good morning. >> it's something he's done in plains, georgia, since he was 18 years old. except this time he told the congregation that he was undergoing radiation treatment and he has four sessions of chemotherapy scheduled as well. the 90-year-old is hoping to take a humanitarian voyage. >> i have to stay at low altitudes. it's hard to do. if my doctors agree and i'm willing, i'm going tore at that time week. doctors removed part of his liver and cancerous melanoma has been found in his brain as well. boy, he's 90 years old, sharp as a tack. funny as ever. >> inspirational attitude. that's great. 6:20 right now.

this is at a ski resort in the san bernardino mountains. the flames erupted about 12:30 yesterday afternoon. charred 100 acres. water cannons, they use them for making snow at the ski resort. they pointed them at the flames. >> the wildfire about 20% contained. in washington state, crews are still battling wildfires that cover 375 square miles. >> it's unprecedented. they're training volunteers to come in. they have the national guard. it's insane. it's unrelenting. >> there was a break in the wind activity over the weekend. it looks like that break is ending. the winds are going to kick back up, which is what they don't need. unfortunate for them. quiet start for them. >> little bit of low cloud and foggy and action around the city. especially to the west of town. dreary sunshine is coming out. we have showers for the east hamptons and into montauk. lots of sunshine, up to 85 later

police were able to track them down at an apartment building right across from gracie mansion. take a look at this video from last night outside of gracie mansion where mayor de blasio lives. you can see much of east end closed off. a lot of investigators and police officers out there carrying shields. the huge response coming after a female officer, a member of the mayor's security team was hit by a pellet gun in the lower back. it happened after 7:00 as she was getting out of an unmarked park near gracie mansion. hospital. she's expected to be okay. there were reports of buildings nearby that had windows shattered with pellet guns. she was not home at the time of the shooting. right now, no word on any motive whether it's a prank or something far more serious. both are in for questioning. so far, no charges have been filed. that's the latest from here on

bodies in the kitchen. a house fire of this size is very unusual. >> it's something you see in the evening while people are asleep. now when people are out and about in the middle of the day. >> they think it may have started in the kitchen where the two victims were found. meanwhile, investigators are trying to figure out what sparked flames that ripped through a highrise apartment building in harlem. more than 20 people are injured. it broke out a little before 11:00 yesterday morning on the 16th floor of this building on broadway. very quickly spread. residents had to run down 16 safety. injured. they're expected to recover. renewing calls for increased fire safety regulations. they say the fire that destroyed an apartment complex in edge water last january shows why the state's uniform construction code should be changed.

they want the code to get rid of wood frame buildings and require full sprinkler protection throughout those buildings. >> we need this changed and we need it now. we were promised these changes seven months ago. we're now looking to see the politicians in the state to deliver on those promises. >> nobody was seriously injured in edge water. it was a massive one. a thousand people lost their homes. >> the state police now looking at topless women that are asking tourists for tips in times square. they're investigating them, i should say. the daily news reporting state investigators are examining the business practices that these body painted women who posed for photos with tourists for tips. the mayor set up a task force to figure out what to do with the topless panhandlers. senator rubben diaz is proposing a possible legislation. >> introducing a piece of legislation to force everyone,

devastated when they saw paramedics rushing him out of his house her on avenue p. he's listed, again, in critical condition. he has bad burns, severe burns. he also suffered much smoke inhalation. much of the fire damage is on the second floor of his house where the 2-year-old boy's bedroom was located. it was earlylthis morning when re broke out. 1:15 this morning. the investigation goes on how the fire started. >> kat, thank you. moving to lori bordonaro with new information about a pellet gun shooting that injured a member of the security detail. lori. >> good morning, kerry. two teenagers, both 19 years old, being questioned at the 19th precinct in connection with that pellet gun shooting that injured a member of mayor de blasio's security detail. the police officer was getting out of her car on east end avenue last night when she was struck in the back. police tracked down the teenagers in an apartment building across the street and
