week's paris attacks. today on capitol hill- republican leaders in congress are joining many of the nation's governors. they're trying to figure out how to stop any more syrian refugees from entering the country. in one of paul ryan's first acts as the new house speaker, he's joined a growing chorus calling for a pause to the program that let them in. ryan is vowing that the house will vote on legislation this week. sot ryan: "we cannot let terrorists take advantage of our compassion. this is a moment where it's better to be safe than sorry." millions of syrian refugees have relocated to europe since the country's civil war began more than four years ago. during that same time, more than two thousand have migrated to the u-s. about 30 governors are now on record opposing the obama administration's plan to resettle 10-thousand syrians in the u-s next year. and the list includes iowa's governor terry branstad. this stance

against allowing refugees is problematic because only the federal government has legal authority to limit or control immigration, based on long- standing law and the u-s constitution. but individual states can limit or deny services to refugee populations. and that's what governor branstad is calling for. calling for. lots of reaction is coming from iowa's democratic lawmakers including state senator janet petersen from des moines. she says: "governor branstad's pandering to uninformed fearmongering embarrasses us all." some of the people who help iowa's refugees are reacting today as well. jack: local five's amanda krenz has that story new at five. amanda/bam there's an office in des moines called the iowa international center... it's a place that welcomes refugees from around the world to iowa. they're more than willing to welcome syrian refugees, and aren't happy with governor branstad's efforts to try and keep them out of the state..

"a glance down the hallway of iowa's international center is like a taste of the united nations. refugees fleeing from war ravaged parts of the world are welcome here. judy 2:42 its not only welcoming refugees and doing the right thing, it's welcoming wonderful members of iowa's community. dr. judy conlin is the director of iowa's international center that helps refugees with language classes, housing, and transportation. she says iowa used to have abundant resources to help refugees, thanks to this man, governor robert ray. here he is being honored at an award ceremony a couple years ago. between 1975 and 1982 he helped 8-thousand refugees escape southeast asia during the vietnam war. som baccam (from old news clip) - it just brings tears to my heart everytime i think about him, what he did for us as refugees back in 1975. 40 years later, the resources to help refugees have depleted. governor branstad says he will not hold up the welcome sign for any

and ordered all state agencies to to halt any work on syrian refugee resettlements immediately. branstad 2:26 i don't want people coming here without very careful vetting to make sure there's no liklihood they could be radicalized or part of an isis operation. judy 3:48 but to slam the door, it's an over reatction. i think it's irrational, i think it lacks a humanitarian perspective. and because the governor and the states don't have the authority to stop the u.s. state department from accepting refugees in the country, the people in this office hope to continue to help all refugees, no matter where they're from, make a safe home in iowa. judy 7:25 we need to keep that welcoming sign out for iowa." amanda/bam there's actually a lasting monument to iowa's commitment to refugee causes. have you seen the pagoda and gardens alongside the des moines river in downtown des moines? it's called the

moines this morning. here's where it happened at 2nd and grand avenue. midamerican energy says a gas main was hit around 8 a-m. gas was leaking in the area, until crews got there to shut off the valves. fortunately, no one was hurt. the fire department decided to shut down two blocks of downtown ... which caused a mess in the morning commute. we just checked in with midamerican energy. they're still working on repairs and expect them to be done by tomorrow. it's not causing any service outages. jack: the rain came down pretty hard this morning and nature caused a bit of a backlog. we got several reports of standing water on streets around the metro, not necessarily because it was raining so hard, but because of this: leaf clogs in the storm drains. it's an unavoidable problem when rain comes at the end of fall. jack: it's not rain. but snow that's has

and the little girl's parents are speaking about it for the first time. chris conte has the story. " the rain that fell from the skies over scottsville kentucky today .... largely matched the tears of amy and brian doolin. she always smiled / she laughed at everything, things that weren't even funny in amy's hands .. her hair was beautiful .. a small reminder of the daughter, she has lost. she was a very happy little girl, she was (trails off) it was saturday night. gabbi doolin was cheering on her older brother at a youth football tournament behind allen county scottsville high. she knew where she was supposed to stay the 7-year-old went with some friends to the concession stand and never came back. i was just screaming her name and stopping everybody that i seen and i was saying if you've seen a little blonde headed girl wearing all pink it's my little girl she's missing i just kept running and

jack: who knew? des moines is the place to go to get rich. "money under 30 dot com" just put out the list... with des moines number four on the best cities to get rich. the website lists des moines' low unemployment rate, low commute times and calls it a place with a "thoughtful balance between big-city bustle and small-town gentleness." cedar rapids also made the list as number 5 because of very low unemployement rates among millennials. oxford dictionaries' 20- 15 word of the year is impossible to pronounce. that's because it's not a word at all. it's an emoji - this happy, yellow, cartoon face... shedding two giant tears. the official name is "face with tears of joy," usually used as a substitute for
