>> ♪ >> "action news." delaware valley's leading news program. with matt o'donnell, tamala edwards, karen rogers and meteorologist, david murphy. >> ♪ >> good morning. it's 5:00 a.m. on this tuesday august 11th. i'm tam here along with nydia han. matt o'donnell is off. breaking right now we have traffic troubles out there. parts of the schuylkill expressway are shut down after a tractor-trailer jackknifed. >> the accuweather team is tracking rain that could also put a damper on your morning commute. >> a barrage of bullets were fired overnight in a south philadelphia neighborhood. we are live with more details. >> plus all new this morning a car burst into flames after crashing into a septa bus. >> let's get you going starting with weather and traffic. we'll go over to meteorologist karen rogers.

she's got your accuweather and matt pelman is talking about that mess on the schuylkill. good morning. >> we have a lot going on weather and traffic even at this early hour. and we're starting right now with the national weather service posted a flood advisory in effect for much of the region as you can see in the i-95 corridor and this is for minor flooding but the rain is coming down so steadily we've created ponding and puddling on the roads. in areas of poor drainage that's what you're driving through. storm tracker6 live double scan showing the heaviest of rain. the area of yellow has already moved through the city. beyond that we're seeing lighter showers. we'll go in closer to this and you can see -- i don't know if you can make this out but right here we have another area of yellow traveling through the city, one in woodbury right on 295, one near 55 in glassboro but the bulk of the heavier rain has already moved through medford lakes pushing into burlington and mercer counties. if you're in trenton you're getting that right now but it also will be heading to the shore so be careful about that as you're headed out. we also were seeing some areas down to the south as you can

see, that heavier rain moved through delaware and into southern new jersey right now but storm tracker6 live double scan showing there's more where this came from so we're not entirely out of the woods just yet. later on today we even have the chance for some gusty winds with some thunderstorms this afternoon. so we're watching for the local probability but a probability nonetheless of severe weather later on. satellite6 and action radar showing this all in motion right now. the temperature is 72. we're only going to make it up to 82 degrees today with a chance for some showers and thunderstorms. we're seeing the showers now. chance for thunderstorms later on this afternoon and that's going to be trouble for your evening commute, matt. >> oh, so we get it on both ends, good deal. sounds like a great day. good morning to you karen. so far not so good here along the schuylkill expressway its very wet. a lot of ponding, a lot of puddles and that people are hitting those puddles and losing control. this tractor-trailer lost control and jackknifed at about 4 o'clock this morning, about an hour ago in the westbound lanes of 76, the schuylkill expressway. this is the university avenue

on-ramp to the westbound lanes right here so this is westbound approaching south street. the river is right over here. heavy duty tow truck is on the scene. we're hoping they can get this truck straightened out shortly but for now, they have all the westbound lanes of 76 shut down at university avenue and grays ferry avenue. they're forcing you off of those westbound lanes. so, instead stick with 95 northbound and the vine westbound. it's going to be very wet but those roads are opened or you can stay on the city streets if you want to travel more locally like northbound south broad street. also still have that broken down suv on the roosevelt boulevard southbound just beyond the fox street on-ramp. watch out, it's kind of sticking out in the right lane. there's a crash in upper gwynedd to avoid early this morning along south broad street at morris road. okay on the northeast extension, except really wet as we've been saying. as is our good buddy ben, the ben franklin bridge kind of streaky this morning but no westbound delays coming into the city. overnight construction in the process of clearing on 295 in camden county but they're still working for the next

hour on 42 southbound near 295 blocking a couple of lanes. tam. >> okay, thank you, matt. this story is developing right now. police are on the scene in south philadelphia looking for the shooter who hurt a man and damaged cars in a two-block area. "action news" reporter katherine scott is live for us now near the 1500 block of south colorado street. she's got more details. good morning, katherine. >> reporter: good morning, tam. the circumstances surrounding this shooting remain under investigation but we do know a 30-year-old man was shot. he remains at the hospital in stable condition. several cars in this neighborhood were shot up as well. these are two of them. you can see the flat tires, bullet holes in the cars as well. this happened around 1:45 this morning in south philadelphia. police found shell casing on the 1500 block of south colorado and on the 1500 block of 17th street. the 30-year-old victim was hit in his arm and in both of his legs. he was taken by private auto to pennsylvania hospital and then was transferred over to jefferson where he's in stable

condition now. around 30 shell casings were found. some bullets struck a lexus and a pontiac. you can see the bullet holes, multiple flat tires. what led up to this shooting remains under investigation. there's also no word yet on if there's any surveillance footage that could help in this case. we are live in south philadelphia, katherine scott, channel6 "action news." >> okay, katherine thank you for that. and when you see breaking news or weather we invite you to join the action. e-mail your photos and videos to join the action at 6abc.com or use the #6abcaction on social media. a car caught on fire after backing into a septa bus in south philadelphia. the accident happened on the 1300 block of south broad street around 12:30 this morning. the bus was stopped at the time of impact. 10 people on the bus are okay, so is the car driver. septa officers helped her exit her vehicle without injury. >> police in wilmington are looking for the gunman in a triple shooting. the shooting claimed the life of a mother and wounded her

young daughter and another mother. it happened yesterday afternoon in a home on the 400 block of west seventh street. that's where the young girl and her 25-year-old mom were found wounded that. mom later died. another mother identified as 51-year-old marta wright was also shot. she was discovered in the street nearby. her daughter talked to "action news." >> i heard the shot and i seen a friend that was with my mom and i didn't see my mom but when i got a little closer, they -- somebody was yelling it's your mom, it's your mom. >> now the murdered woman's son wasn't shot. he ran out of that west seventh street home. at this point investigators are not saying if the shooting was random or planned. >> and now to a developing story. it's been another night of tension and protests in ferguson, missouri. nine people were arrested as people continue to mark the death of michael brown and unarmed teen shot to death by a white officer this time last year. >> several hundred people had gathered chanting and holding signs and police say a few in the crowd threw rocks and

water bottles at police overnight. >> police made the arrests after protesters blocked traffic during demonstrations. saint louis county declared a state of emergency in the wake of the violence sunday night. that evening three officers were hurt and several businesses were damaged. "good morning america" will continue our live coverage on the arrests in ferguson. "gma" of course will be right after "action news." >> ♪ >> happening today, pennsylvania governor tom wolf will be in montgomery county to talk about the state's budget battle. pennsylvania's budget stalemate is in its seconds month. wolf wants a multibillion dollar tax increase. republicans approved a spending plan with no tax increase and with a smaller boost in school funding than wolf wanted. wolf vetoed that plan. pennsylvania's attorney general kathleen kane will hold a news conference tomorrow to address her legal situation. charges will were brought against kane last week alleging she leaked secret grand jury information to a reporter and then lied about it under oath.

kane's preliminary hearing is august 24th. >> it is now 5:07 and temple university has joined the list of schools planning to be closed on the friday leading into the pope's visit. university officials have now canceled classes for september 25th. drexel, penn, the community college of philadelphia and rutgers camden also plan to close. villanova has asked instructors to hold classes online or to reschedule them. "action news" is going to pope francis' hometown next week. jim gardner will be in buenos aires to see the people and see the plays that helped join the pope's opinions. very exciting. >> they had a whole agenda so interesting reports for sure to come out of that trip. >> great. >> can't wait to watch that. how come i don't get to come along in his bag, wouldn't that be nice. rain is hitting and it's kind of a sharp divide. look at this. if you're up in trenton, if you're traveling along i-95 you're getting hammered with the rain on 276, look at this sharp line right here. here's that heavy rain lifting up through the north and east, through burlington county, route 70 right now and medford lakes and even near the city itself we can go in just a little bit closer top, if you're traveling in from some of the suburbs coming out to the city, let's look at this, you see the heavier rain moving just through the city in spots right now but if you're in radnor, in malvern, in exton, you're looking at some steady rain but it's lighter rain. in media a little bit of a break at the moment. in gibbstown and woodbury new jersey you're getting hit with rain a-wider look showing that after this heavier rain moved through we've got just some spotty showers f you're in south jersey, vacationing at the shore near atlantic city, you're about to get hit. sea isle city you've got some of this heavier rain and cape may and certainly in llewes delaware you're getting pelted with that. let's go outside and show you what it looks like right now. it's wet, kind of dreary as we look at the center city skyline. not seeing any real

thunderstorms at this point. i think that's going to develop a little bit later on. we saw a few lightning strikes in the northwest earlier. 72 degrees right now in philadelphia. the dewpoint is way up there in addition to the moisture because of the rain. it feels kind of sticky out there. the winds out of the south at 14. satellite6 and action radar showing how that rain moved right in in the overnight hours and now through certainly the earliest part of your commute you've got this rain coming through and it's still going to be wet on the roads even beyond that. so, at 11 o'clock this morning, we see the rain is pushing off the coast, the steady rain and we're stuck with some showers here or there but then we get a bit of a break through the afternoon hours so it's mostly just cloudy with some showers here or there but watch what happens later on this afternoon. we get a redevelopment of some of these cells that could contain some gusty winds, downpours and lightning. this is a look at 3 o'clock in the afternoon and as you're getting ready to drive home in the evening you've got these thunderstorms coming through the region. this is at 8:30 at night as they exit they could be pretty strong but they'll be scattered, any other everybody is going to see them.

at our breaking news. the view from the action cam. that is the schuylkill westbound. you can see the traffic is stuck there at the south street exit backing up for miles. it has been the case since about 4 o'clock this morning. so many people coming in from delaware, delaware county taking the walt whitman bridge across using this roadway trying to get into university city, west philadelphia, center city it is not the way to go this morning. >> yeah, not a good way to start the morning, hm matt. >> no, definitely not. it's one of several problems we're watching already at 5:15 on this tuesday morning, nydia and tam and as the action cam continues to look live, you may be able to see -- i think they're making some progress in getting this jackknifed tractor-trailer straightened out. hopefully soon these poor people that have been sitting here since 4 o'clock this morning will be able to get moving but for now, they still have both westbound lanes of 76 blocked off and you can see that in this other vantage point right by university avenue police are out here forcing all the westbound traffic off the roadway.

so as you come away from passyunk, you're not getting through headed toward that scene which is just approaching south street by the university avenue on-ramp. so, let's talk alternates for you. you want to think about using perhaps the 95 northbound lanes over the vine street expressway westbound. as we pull into the waze app and the commuter report you can see no problems reported aside from the very wet conditions along 95 northbound and the vine westbound or you could stay local through the city on perhaps south broad street northbound but again, this chunk of the schuylkill is the one you definitely want to avoid. also getting words of some very serious problems on the pennsylvania turnpike. we talked earlier about the work zone westbound near bensalem. well, now there's also an accident reportedly blocking all westbound lanes just past the delaware valley interchange. you want to bail at delaware valley, take 13 on down either street road or woodhaven road over to route one. from there you can get back to the westbound lanes of the turnpike. busy morning already, nydia. >> thank you, matt. this is new video on "action news." a police in southern

california briefly pursued a man flying a motorized glider. this after they initially thought he dropped contraband over a prison. the man later told police he didn't realize he had flown over the prison and he hadn't heard the helicopter ordering him to lands. police say they made a honest mistake. the man was later released without a citation. >> federal study found many air traffic controllers have chronic fatigue. the study was done in 2012 and kept secret for three years. a fifth of the traffic controllers committed significant errors. more than half attributed that to fatigue t the report followed controllers keeping their sleep patterns. the average controller received 5.8 hours of sleep nightly. the wreck that seriously injured tracy morgan and killed his friend will be the folk of a hearing in washington today. the national transportation safety board will meet to determine the probable cause of the crash. a wal-mart truck slammed into the back of morgan's limo last june on the new jersey

sideways in those eastbound lanes. the state trooper out walking around. look like a tanker truck was involved as well. you get the big puddles in some spots and people hit them and loss control. word of traffic light troubles on willow road by regency square and the turnpike westbound still blocked past delaware valley. that's because of another crash. karen. >> all right, let's take a look at storm tracker6 live double scan around the region. you can see that heavy rain that you're driving through the ponding, the puddling, that has already really left the city. it's now in trenton and hugging the coastline and beyond this we're going to see some showers but it's in georgetown, it's in browns mills, speed well moving along towards the coastline. if you're in berlin, medford lakes you're getting steady light rain and in philadelphia it's spotty light rain in malvern, norristown you've got some spotty showers at this point coming down but in the as heavily as it was a little earlier and satellite6 and action radar kind of shows that all in motion. so that heavy rain has already moved through and now we're left with the ponding on the

>> in the morning buzz we've all gotten used to it. you wonder why somebody is driving so poorly and you pull up to the side of them and they're doing this while driving down the schuylkill. turns out people who are on their phone walking and texting are causing trouble. the government has come up for a name for this pet techians. they say pedestrian fate taillights are on the rise. they take longer to cross the street, more like to ignore traffic lights or neglect to look both ways all of which can lead to accidents.

their brake lights. >> state of emergency. police make more than a dozen arrests during another night of protests in ferguson, missouri. >> good morning, 5:30 now on this tuesday august 11th. matt and david are off this morning. nydia han is joining us. let's head over to karen and matt pelman has a busy morning in traffic. >> good morning. we have a coastal flood advisory in effect in parts of camden, month ago, philadelphia, a flood advisory until 7:45 this morning. it's minor flooding but it's in poor drainage areas because of the runoff we've had. this area of yellow on storm tracker6 live double scan that already moved through the city was producing about a half inch an hour of rain so it was really coming down. that has lifted up to the north and east. as we go in a little closer to this you can see what we're left with in the city itself. we've got pockets of some showers at this point but in norristown, malvern and coatesville, you have some steady light rain as well as in wilmington. the heavier rain is moving through trenton and pushing towards the cost line f you're in hammonton on the atlantic atc
