deliberations one day after an abrupt dismissal. let's take a look at accuweather, with david murphy and matt pellman is in for karen rogers with the commute. good morning. >> reporter: we're off to a wet start down south, as expected there are morning showers, no lightning, but down in cape may county and extending back through areas of southern new castle county delaware and central delaware. we have showers, some of them are heavy. they are kind of sitting in place. it looks like they will have a tendency to shift to the south over the next few hours, for now we're looking at shower activity to the south. mid morning we'll begin drying out and brightening up a little bit. satellite shows there's a fair amount of cloud cover out there right now. we're seeing the drying pattern across the border in new york state and pennsylvania, the clouds will thin out and we'll have the return of sunshine this morning and in the afternoon.

truck pulling away right now. hopefully they will be getting eastbound heading toward i-95 opening up, as the police officers move, watching the reopening of woodhaven road. that's good news in northeast philadelphia. we have a crash on the pennsylvania turnpike westbound past norristown would you want for that, although delays are not bad at this point. disabled vehicle easton road and gravers lane montgomery county. vine street expressway has reopened in both directions. one situation in spring garden the closure of north broad street because of an accident investigation this morning stick with the numbered streets. tam i know you have details on what happened during the overnight. >> it is breaking news, overnight philadelphia police out there investigating yet another hit-and-run crash. police say the driver accused of hitting two teens on the bike kept on driving. the driver is in police custody. at least one of the teenagers we are told is fighting for his

"action news" reporter, katherine scott is live in spring garden at north broad and wallace with the details. good morning, katherine. >> reporter: good morning, tam, police say the 34-year-old driver is in custody, appears he was intoxicated. as for the two teenagers one is in stable condition, the other in critical condition at the hospital. north broad is still shut down for the accident investigation. you can see all the evidence markers in the street and you can see the bicycle that the teens were on when they struck early this morning here on north broad by wallace. this happened before 2:00 a.m. in spring garden. police say five or six teen boys were riding their bikes on the 600 block of north broad. the two 26-year-old victims were on the same bike when they were struck by a red sports car. witnesses say the car was speeding and after hitting the teens it fled. friends saw what happened, but they were not hurt. when the police arrived two

16-year-olds were lying in the street. one had serious head trauma, the second teen broke his leg and is stable. police are processing the evidence. >> the impact was so severe, it caused the front tire of the bike to be torn from the bicycle, and that front tire landed 50 feet north of where the point of impact occurred. >> reporter: and minutes later, 6 district officers were able to locate what they believe wasp the striking vehicle, a red lexus on ridge by wallace, you can see damage to the lexus, markings on the vehicle, police took the witnesses over to the vehicle and they were able to positively identify the vehicle and the driver, who police believe was spoct -- intoxicated. he was taken to 8th and race to get a breath breathalyzer. there was a 25-year-old

passenger in the car she was taken in as a witness. >> developing overnights, smoke bellowed from the apartment buildings in chester county overnight. fire officials tell us the blaze broke out after midnight on the 200 block of west chestnut street in west chester. there were early reports of people being trapped inside, but officials have not said anything about injuries or what sparked the fire. chester residents had their chance to voice their concerns about the police department. it comes as part of a federal review examining officer-involved shooting policy and crime analysis. they were greeted with a near empty auditorium. those who showed up, voiced their frustrations. >> a lot of residents are stereo typed because of where they live feeling like a criminal when they call the police department. >> it comes down to we're
