the white house submitting a report to congress on the possible impact of sequestration on spending programs. the cut would be severe across the board affecting military and nonmilitary budgets. another issue causing some concern, the weak labor port embassy security to be slashed. fox's peter ducci has the latest. >> the u.s. embassies get $120 million less for security and more over the next decade if it takes effect over the next year. >> and i can't overstate how much the cuts could do to our military. it will essentially hollow out the armed forces. >> many jobs are in jeopardy. others are exempt. and some military contractors are already looking to trim their staff. >> there is a requirement that employers give an advanced notice. and it would come ironically just a couple of days before

the election. >> the chairman of the senate armed services committee, democrat karl leven says the need for members of congress to compromise on a plan too to make prudent cuts and include revenue is important. and john boehner says the house passed a measure in may to replace the president's situation with common sense reforms and reducing the deficit by $233 billion. but the white house wants to remind republicans in congress that both partied voted for sequestration as a penalty for the failure of the bipartisan debt reducing super committee. >> it is been to remember that democrats an republicans voted in majorities in both houses of congress in support of this. >> if no alternative agreement is reached, the sequester kicks in january 2. and half of the $110 billion in cuts in 2013 would be to domestic programs. the other half would be to the defense budget. in washington, peter ducci, fox

news. another big story we are following tonight. fbi agents thwart an alleged terror attack in chicago. a man tried to detonate what he believed was a car bomb outside a downtown chicago bar. it was an undercover operation where agents pretended to be terrorists and provided him with a phony car bomb. fbi agents say they have been monitoring him since may after he posted material online about violent jihad attacks and killing americans. thousands of teachers gathered in chicago city park today for one of the largest rallies since the union strike began last week. union leaders were back at the negotiating table today and discussing new customer sticking points and a teacher evaluation system and union demands that teachers get preference when positions become available. if approved, the students would be back in the classroom by monday. we are following a developing story overseas where the controversy over topless
