today's headlines. in texas the death toll from harvey has risen to 39. this comes as the remnants of harvey continue to move northeast prompting flash flooding warnings in the end 10 kentucky and ohio. we're getting a closer look at the extent of the storm's damage t officials in houston say 70 percent of the city was covered with at least a foot of water. meanwhile across texas more than 93,000 homes have reported damage forcing tens of thousands of residents to seek shelter. meanwhile help continues to pour in. president trump donating $1 million of his own money to aid in the relief efforts and fema, well, they've already approved millions in individual assistance. >> residents in texas looking for financial aid could face a major hurdle. hundreds of thousands of claims are expected to be filed with the national flood insurance program. however, the system is set to expire september 30th unless congress can reach a deal to keep it going. the trump administration says the program has enough money to meet harvey claims through late fall.

criticism in the past for poor customer service and accruing billions of dollars in debt. >> a man wanted for firing a gun at a person inside the columbia heights metro station last week has been arrested. montgomery county police say 22-year-old caesar morales was apprehended last night. d.c. police say mo morales was changing a victim around 12:15. he pulled out a handgun and fired. they both fled the scene. >> reporter: barely september but we're talking about snow removal in virginia and that is because the feds busted a snow removal bribery scheme. they arrestd two virginia transportation officials and the heads of several snow removal businesses. andy wiley kenny dwayne adams accused of exchanging cash bribes for contracts. this began in 2013 and continued each winter through 2016. >> time now is 431 and turning to politics, president tru

could end the deferred action for childhood arrivals daca as early as today. >> fox5's melanie alnwick is live outside of the white house with more on this story. mel. >> reporter: hey, good morning, guys. in earlier interviews president trump said this was a tough issue for him because in his words there are many great kids in the program but there are also many who get caught up in gang organizations. now, a protest began wednesday in new york as soon as word circulated that president trump is preparing to end the dream for thousands of immigrant children. fox news is reporting that trump will cancel the daca program friday, today. president obama began the waiver in 2012 and allowed young people who came to the u.s. illegally as children to be protected from immediate deportation, then request deferred action every two years. it's been controversial from the

>> i think it would be unfortunate. these are people who came here not of their own choice, they were brought here so it's kind of an unfair -- it's unfair to kick them out. >> i think that's very unamerican and it's very unfair to the children. >> reporter: now reports are that president trump will let those currently in the u.s., said to be about 800,000 to stay until their work permits expire and then they would have to go back to their home countries. that we're told for some it could be as long as a two-year process. now, virginia senator tim kaine tweeted yesterday that president trump would be betraying these young people, that he promised to treat with heart but at this point short of new legislation, there is little that congress can do. this program began with the stroke of a presidential pen and that's all it takes to end it. live outside the white house, i'm melanie alnwick, fox5 local news. >> thank you melanie. 4:33 is the time. in a surprise move the trump administration ordered russia to close its consulate in san francisc

between the two countries. the state department has given russia until saturday to shut down the building. the consulate is the oldest and most established in the united states. as part of the order russia has to scale back its diplomatic presence in washington, d.c. and new york. the trump administration says the move is in response to moscow's decision to force the u.s. to cut its diplomatic staff in russia. >> 2000 people barred from entering the u.s. under president trump's travel ban will be able to reapply for visas. the agreement was reached yesterday in federal court. while there is no guarantee these people will get new visas the ruling obliges the government to act in good faith. >> trump administration also announced sharp cuts to the programs promoting the affordable care act. $80 million will be cut from the program's advertising budget. funding for those who helped consumers will be cut by 40 percent. the administration says the government hasn't

could have it hitting the carolinas by sunday. the other likely path is striking puerto rico, the dominican republic and haiti. >> a missouri lawmaker under fire after he posted a message top facebook which some say appears to demand the lynching of confederate statue vandals. republican representative warren love was reacting to news that a confederate statue in his state was covered with paint. now, in his post he said he hoped they are found and "hung from a tall tree with a long rope." the comment has since been taken down. >> plans to put harriet tubman on the 20-dollar bill could be facing a hurdle. treasury secretary steven mnuchin says the trump administration is reconsidering the obama era initiative to replace andrew jackson with tubman. his comment triggered strong backlash on social media. the new bill was scheduled to be issued in 2020 to mark the 100th anniversary

man police say shot at someone going down a metro station escalator is now behind bars. >> the arrest comes after surveillance video surfaced of the shooting. fox5's annie yu live in the news room with the latest on this story. >> reporter: the search for the gunman ended late last night and this morning we're still waiting on police to release more details. meanwhile montgomery county police they did arrest 22-year-old cesar morales but the incident played out at the columbia heights metro station in northwest d.c. we have been following this story closely. we've been showing you surveillance video from d.c. police and police say the shooting happened last friday afternoon around 12:15. the footage captured appears to show morales pulling out a handgun and then pointing it at the victim after they both reached the escalator. detectives believe he fired off a single round before running away from the area and the victim also left the scene and according to police he has not come forward. at this point it's believed it was a targeted shooting and also in this video you can see a second person walk up there with dreadlocks, there he is, police say right n

rather quickly. eventually it will try and transfer all that energy from the interior to the coastline and as it does that during the day on saturday it's going to scatter some showers about. saturday is not looking good. it's not a deluge, not a heavy rain day but it does look like we'll have on and off showers throughout the day. so probably indoor plans on your saturday. weekend is not a washout. let's take a look at irma. winds of 115 miles an hour as of 5:00 a.m. this morning so they just recently updated this. again, category three storm. it's a strong storm. it's still very far away but we are tracking its journey westward. potentially a category five storm. why we're watching this so closely as i expand things out these are the 10 day models. as we roll our way into kind of the early to middle portion of next week it's going to get awfully close to just off the southeast coastline there. there's some very warm waters there so we got to keep a very close eye on it as we head into next week. don't let it bother you for this week
