The scientific hypothesis of this work is that microstructure when acted upon by load and environment determines the fatigue-crack growth rates or life of a component. The experimental approach varied the heat treatment of two precipitation hardening martensitic alloys, 17-4 PH and 15-5 PH. Fatigue-crack growth data was correlated between materials cycled under wave forms of 10 Hz sine frequency and trapezoidal one minute hold-time for different stress range ratios and environments.

During his prominent years of public service, George Washington continually advocated two national institutions of higher education. The first, a military academy, came to fruition in 1802 under Thomas Jefferson. The second, a national university, faltered after Washington left the presidency, and has continued in perpetual debate, even up to the beginning of the Twentieth Century. This paper seeks to reveal, by examination primarily of Washington's correspondence and addresses, the true nature...

Since 1949, NATO has expanded four times. Until the most recent expansion, the focal point of the alliance had been defending against the Soviet Union and the Warsaw Pact. Most recently, after the demise of the U.S.S.R. and the addition of three former eastern bloc nations, questions have arisen about NATO's mission and role. This is of concern not only to NATO and the West; Russia also has significant interest in NATO's future. A quick summary of NATO initiatives and issues provides a...

Algeria's current political crisis serves as a reminder of the fragility of attempts to reform government in search of 'democracy.' Algeria experienced two rounds of multi-party elections in 1990 and 1991. Broad-based political participation may indicate 'last-track' democracy, but questions about the feasibility of political Islam clashes with traditional notions of democracy. This thesis will argue that Algeria's decision for a political opening was due to social pressures and exacerbated by...

We have studied toughening mechanisms in mineralised tissues. We have demonstrated the importance of microdamage as a universal toughening mechanism. This is clear from all the mineralised tissues we have examined. The tougher tissues have a variety of mechanisms to increase elongation before fracture, and these are rather different in antler and in dentine. (Antler has fibers that behave telescopically and also has a structure that forces microcracks to depart from the most dangerous...

A quasi-geostrophic omega equation for largescale vertical velocities in the atmosphere is solved at the earth's surface, 850-, 700-, 500-, and 300-mb levels for a grid of 1977 points per level covering the major portion of the Northern Hemisphere. The effects of terrain and surface frictional stress on the vertical velocity at the lower boundary are investigated in some detail and applied at the earth's surface. The three-dimensional integration of the resulting equations excludes areas inside...

With the end of the Cold War, the U.S. armed forces faced a changed environment. Heretofore, the armed forces were prepared to fight two major regional contingencies at the same time. Now these forces must be prepared to fight a series of limited conflicts (e.g. the Gulf War, Kosovo,) and provide humanitarian support (e.g. Somalia) efforts. The armed forces must be transformed so that they are capable of projecting force, rapidly and potently to stop aggression by combining precision with...

The principal high performance fibers currently used in advanced composites are graphite, aramid, and boron. In the future, these will be supplemented by other high strength fibers such as alumina, silicon carbide, and boron nitride. Organic matrix composites, which are evolutionary products of fiberglass reinforced plastics, predominate the technology. Carbon/carbon matrix composites, now mainly used in missile components and aircraft brakes, may find medical use as implantable substitutes for...

In 1967, St. Louis opened the Gateway Arch to the public. Designed by Eero Saarinen and Hannskarl Bandel, the 630-foot arch quickly became an iconic symbol of the city. As part of the Jefferson National Expansion Memorial museum, the arch is a monument to the role of St. Louis as the Gateway to the West. For many decades, St. Louis was the last civilized stop before entering the western wilderness. Dozens of explorers and thousands of settlers went through the city on their way to their own...

A study has been made of vertically incident cosmic-ray trajectories at more than 400 positions on the earth's surface using sixth-degree simulations of the quiescent geomagnetic field. Twenty-six of these positions are near the South African magnetic anomaly, and six other points are in a region of the North Atlantic where Pomerantz and Agarwal have reported anomalous results. The trajectories have been calculated for rigidities separated by intervals as small as 0.01 bv to allow for the...
