Maintaining maritime dominance against near peer adversaries will tax an already complex logistics structure that depends upon freedom of movement to sustain operations. While the U.S. Navy is proficient in delivering fuel and other materiel via underway replenishment, it relies upon a network of airports and seaports. The Combat Logistics Force, operating from these facilities, carries this materiel and moves it the last tactical mile; however, the Mark 41 Vertical Launch System (VLS)...

Air Force Pararescue is tasked with rescuing the lives of downed soldiers, sailors, airmen, and marines. In many situations, the victim is trapped underneath large vehicles and other heavy objects. For instance, Mine-Resistant Ambush Protected (MRAP) vehicles, which can weigh up to 55,000 lbs, have in the past overturned, trapping people and sensitive equipment underneath. The current means of lifting the large weights is to use large and bulky pneumatic lifting bags. In an emergency situation...

With the start of negotiations on conventional force reductions in Europe, the East and West will be able to reduce rather than increase forces in Central Europe for the first time in forty years. The unilateral withdrawal and reduction of conventional forces in Eastern Europe by the Soviet Union and other Warsaw Pact nations has already started a shift in the military balance. When these changes are carried out as announced and then followed by more reductions as proposed in the initial rounds...

Continuous fiber ceramic composites show promise for applications in high-temperature oxidizing environments, but their actual use has been limited in part due to unstable non-oxide-based constituents or from inadequate oxide-based ones. A porous mullite/alumina matrix combined with alumina/mullite fiber reinforcement eliminates the need for an interface coating while producing a strong, tough and oxidation resistant composite. In this study, a fiber-matrix prepreg was produced by infiltrating...

In this paper, we give evidence that the posterior distribution of Naive Bayes goes to zero or one exponentially with document length. While exponential change may be expected as new bits of information are added, adding new words does not always correspond to new information. Essentially as a result of its independence assumption, the estimates grow too quickly. We investigate one parametric family that attempts to downweight the growth rate. The parameters of this family are estimated using a...

Carl von Clausewitz's remarkable grasp of the fundamental aspects of war have stood the test of time. Clausewitz remains relevant in the post-modern era despite advances in technology, precision weapons, communication architectures and computers--developments which have rendered other theorists passe. His writings provide a bedrock of understanding on which to overlay current capabilities and conceptual frameworks. The freshness and relevance of Clausewitz's insights stem in large part from the...

The results of the investigation in the area of the hydrofoil theory are systematized in this monograph. A great deal of attention is given to the mechanical-mathematical aspects of the hydrofoil theory and to the development of the effective methods for solving the basic equations in the hydrofoil theory. This book considers the theory of steady motion of a wing with an arbitrary profile in a plane-parallel flow; the linear theory of thin hydrofoils in the two-dimensional and three-dimensional...

The objective of this report is to investigate the possible earthquake response of a tripod-type ocean structure for the East Coast Air Combat Maneuvering Range offshore Kitty Hawk, North Carolina. The structure considered herein, a three-pile structure with equilaterally spaced jacket legs, is located in a water depth (MLW) of 105 feet. The anchoring of the structure is achieved by driving piles through the jacket legs into the seabed. A superstructure, consisting of an upper deck, an...

No consensus has yet developed regarding the meaning or impact of new high-technology tactical weapons systems, either with respect to the military balance in Europe or in the larger context of East-West relations and detente. Some writers believe that a radical shift in the tactical military balance may be underway, possibly approaching a point of departure from traditional reliance upon nuclear weapons. This article first reviews the time-honored debate over the defensibility of Western...

As the United states ends its third year of war in Iraq, the military continues to search for ways to deal with an insurgency that shows no sign of waning. the specter of Vietnam looms large, and the media has been filled with comparisons between the current situation and the quagmire of the Vietnam War. the differences between the two conflicts are legion, but observers can learn lessons from the Vietnam-experience if they are judicious in their search. For better or worse, Vietnam is the most...

The report contains, in the form of a user's manual, the listing and complete description of a computer program to generate fatigue spectrum loading sequences. The program is specifically tailored for the development of random cycle-by-cycle, flight-by-flight loading sequences typical of aircraft structures. However, its general features allow the development of any type spectrum. The random sequence of cycles and flights is produced by a random number generator. Alternate non-random flight...

Use of goals as outcome measures has received some attention in the counseling literature, but little attention has been paid to the role of goal setting as a potential catalyst for change to enhance counseling outcome. Using a goal construct framework developed by Austin and Vancouver (1996), this research was a preliminary study to consider the relationship of client-established counseling goal content and dimensions (difficulty, specificity, and temporal range) to counseling outcome as...

This second volume of the Thermo-Structural Analysis Manual considers additional problems in the field of thermal and mechanical stress analysis not fully treated in Volume 1. Special emphasis is given to nonlinear analysis of beams and plates and to axisymmetric thermo-elastic ANALYSIS OF THIN SHELLS. Following the format of Volume 1, nondimensional graphs, formulas and tables are developed where feasible. For clarification of the analytical techniques and the use of the numerical data,...

The People's Republic of China is in the midst of a far-reaching military modernization program. Modernization of the PLA Navy, an arm of the People's Liberation Army, is a part of this effort. The PLA Navy seeks control of local seas. This has both short- and long-term political implications for the region and for the United States. The United States cannot prevent a sovereign power from building a modern defense force, but it can maintain the military balance and peace in the region by...

Morocco is a clear choice for the study for ongoing democratization. Though it is reasonable to argue that democracy of some form is developing in Morocco, there remain vestiges of the ancien regime that lag behind in the country's move toward the transparency and accountability so necessary in any liberal governance. This paper addresses one particular institution within the changing Moroccan political landscape: the internal security forces. I argue that the security forces in Morocco, though...

Obtaining far-field patterns in electromagnetics or acoustics, although generally not as computationally expensive as solving for the sources induced on an object, can none-the-less at times be a substantial fraction of the overall computer time required for some problems. This can be especially the case in determining the monostatic radar cross section of large objects, since the current distribution must be computed for each incidence angle, or when computing the radiation patterns of large...

Military strength is an essential element of national security, given the world situation. Where, for 20-25 years after World War II, the superiority of U.S. Military strength was hardly questioned, the emergence of the Soviet Union as a 'superpower' puts U.S. national security in a different light. There is consensus that U.S. military capability and strength can be described as 'sufficient' -- today. However, the trends over a 10-15 year period had been decidedly adverse, quantitatively and...
