since the loma prieta earthquake we have made great strides. we rebuilt the city stronger, and great strides in retro fits especially on the bay bridge and new buildings. and the catastrophic plan under nancy's leadership and the partnership with fema, we've enhanced some warnings and made a concerted effort to focus on personal preparedness and get message out residents really need to help take care of themselves and others. so i am pleased to be part of the legacy and want to thank all of you for your hard work, time and effort to help others. so thank you. loma prieta means dark mountain. and we would always say during the earthquake we were kind of on the dark side of the mountain. san francisco did an incredible job but to give you a little bit of background to the city. i think this experience also brought me to city government. i had worked in the non-profit field for over 25 years. the city of watsonville was not prepared to communicate with the 60% spanish-speaking community. the city was in a political conflict with its mexican-american leadership ruling by the supreme court to go from citywide elections to city elections that were to occur three weeks after the earthquake with the hope of its electing their first latino councilmember in years. neither the county nor city had a strong relationship with the spanish-community organization and after the hospital and the foundation was damaged, our county health department headquarters was about 14 miles away and we quickly knew that we were on our own. and our clinic staff right after the earthquake continued to pr

it liquefied in 1989 during the loma prieta. it was similar to what happened in the marina. >> as they move along and developed treasure island, the developer also has to provide stabilization programs. >> the sand has to be strengthened so that it will not liquefy. the buildings have to gain support below the sand in more confident material. >> we were talking about the waterfront. here's the very building. here is the intersection of the water and the land. the area where the ferry building is now was what? >> it was silt. to create the embarcadero, they had all of this exposed rock. they decided to mine telegraph hill for the rock and build a levee and bill in behind the levee. they blasted the rock. it was illegal but they did it anyway. they took the rock and built a rock dike all along here. beneath the fill the latem are of this mud with the consistency of jello. that layer may be as thick as 110 feet. >> is bad dyke founded on the mud -- is the dike founded on the mud? >> it is. when they dumped the rock into the bay mud

kevin will look back how the loma prieta earthquake affected the important commercial and residential area around the fisherman wharf's area to form the community benefit district serving the neighborhood to this date. >> good morning. 22 years ago i was working in hayward, california, and i thought i was prepared. when the earthquake hit, growing up in california i learned to dive under my desk, which i did, and walker in the parking lot and didn't know what to do next when people were telling us what happened and we were trying to figure out what to do. i had $1.25 in my pocket and i had about a gallon of gas in my car and i sat for seven hours at the san mateo bridge before i realized it wasn't going to happen and i turned around to find a place to stay that night. i am talking about a business district and the work we do to prepare because so many of us will be at our place of work when disaster strikes. the fisherman wharf's community in 1989, i wasn't working on the wharf but i talked to some of the people that were. again, people ran out in the streets. they didn't necessarily

with loma prieta, the east bay was large hit, but even san francisco had some damage. i remember my husband was a director at highland hospital at the time, and he could get the highway patrol, but he also had officers on the navy who would fly doctors from san francisco over because of the collapse of the east bay freeway. it turns out there were no survivors and we did not need them. i remember six or seven insurgents were flown over. in a major incident, we are going to need probably the naval hospital, literally. but i would like to go back to the point that ed was making, that logistics is part of it. i think what we learn from the wildfires in southern california is that we're going to use just in time supplies to the question is, have we done our regional shopping list, and have redone and for different disasters in the whole area, and whether or not maybe we should not try to leverage our buying power to get good prices ahead of time? we're getting to that point where we can plan regionally for those types of things. particularly, if in oakland, for instance, w

this commemoration of the loma prieta earthquake, in recognition of all our public safety divisions, i want to thank all of you for being here. i want to thank supervisor farrell for leading this effort as well. this is an historic reminder that we have a history to honor and recognize. as importantly moving forward, we need to bring our city closer together in recognition of the needs we have to help each other out in every way possible. that is the most important message of this. thank you very much. [applause] >> thank you very much. i would like to introduce sheriff tennessee -- hennesy. out his support, the guardians of the city would not exist in san francisco. >> thank you. despite some rumors, i was not sheriff during the 1906 earthquake, but i was sheriff during the 1989 earthquake. i can say that san francisco is much better prepared today than we were in 1989. we have much better radio communication and agency cooperation and training than we've ever had before. the lessons we learned from 1989 are things we have trained on and prepared for what will happen eventually at s

prieta. something that was not a permanent condition. it's sort of became subject of what should happen next. this is specifically contemplates that these two sides should be planned in a joint manner, and we took that to heart. we issued an rfp that asked about developing the seawall or combining the two properties, and this developer answered this and was deemed to be a responsive, qualified developer, and we have been planning with him ever since. the embarcadero steady became part of this. i originally, the developer planned on this. public property, private property is not my standard. these are the two sides that i talked about. part of this is implicit in this process, a land swap. with public use restrictions, it cannot really be redeveloped other than for a maritime office or other conforming public trust uses or parking. that did not seem to be the highest and best use for the waterfront. they have essentially a realignment, primarily to be park land, and they would still participat

prieta. and this goes back to your question, about not discussing items on the agenda. it does not prevent people from asking to put something on a future agenda, from a board member following up on public comment, for asking for clarification about what their concern is, a public common with the reference to staff or other resources or asking staff to report back on something that a member of the public is commenting about. so one of the other tenants for public meetings is that the public has a right to comment at all public meetings. they have the right to comment anonymously. your secretary asks for people to provide a speaker card, and that is fine, but if the speaker does not want to fill a speaker card, they have a right to address you. they have the right to criticize the policy body, criticize members of the policy body, to criticize staff. again, they need to keep on topic. and they do not have the right to discriminate against members of staff, make discriminatory comments. that, a

that was the loma prieta earthquake. 67 people lost their lives. there were countless others that were impacted and injured. i will echo our police chiefs and sheriffs. we are much better prepared today than we were in 1989. that does not mean our work is done. we can always improve our efforts. it is most important on days like today to continue to emphasize that message. as the public safety department, we will be there for you on any given day and at a difficult time. when there is a large disaster, that is when the community apart comes in. we're very well-coordinated with the department of emergency management. we exercise and train together frequently. that is so we can respond effectively in moving to the recovery phase as quickly as possible. preparedness is the key message. mayor lee has always been a champion for public safety and prepared this report. this -- preparednes.. there is no reason not to be prepared. there many websites. we're very proud of our nert program. we recognize and thank the community that wanted to work with us shou

one on october 17 in commemoration of the loma prieta earthquake in 1989. the department of emergency management is partnering managementkqed -- partnering with kqed to present a symposium that will feature a keynote from fema's deputy administrators and will additionally include a panelist discussion and question and answer session from the audience regarding the aspect of whole community preparedness and disaster recovery itself. that will take place beginning at 8:30 on the 17th, as i mentioned before, here in city hall, and it is by invitation only. the second event we also have coming up is the fourth annual great california shake out, the drop, cover, and hold drill that will be held on october 20 at 10:30 a.m. right now, we have slightly over 290,000 attendees registered for that particular drill. we would like to exceed our number from last year, which was 350,000. we are looking this year to cap off at about 375,000. we would appreciate any help you can give us from your department level in creating back milestone -- creating that milestone. thanks

prieta earthquake. doesn't seem like much to me. how do these buildings perform in seismic events? >> historically no modern high-rise building has ever collapsed in a major event except for one building in mexico city where it was designed as an office building and the government converted it to a book warehouse. and they filled the floors up this high with paper. which effectivelily mad effectie building three times heavier than it should be. as a class, these buildings are probably some of the best buildings you could be in. >> but there was an interesting anomaly that came up as a result of the northridge earthquake in los angeles in the '90s. that was the welded steel joints which we up to that point thought were absolutely terrific, allowed a lot of movement, turned out to not just fail but to be weaker than we thought, to crack. there was an enormous effort coming forward, to figure out how this happened, how to prevent that in the future. >> part of the problem with those, the city has an ordina

i was on the oakland school board when it loma prieta happened, and we actually, i think, developed the plan -- if you go to fema and download their school plan, i and other people wrote the original plant that fema adopted. it goes back to what you raised earlier, what are we going to do? the reality is that schools, because they are standard, will be the gathering planes after the major disasters. so the partnership with schools have to be very good because we may move in with them for a long time in some neighborhoods. after the firestorm, oakland tech was waiting to get rid of the people who lived there for about six weeks before we could find enough shelter and find out which people were chronically homeless and which were disaster victims. that to el little bit of time and money. but there may not be a difference in a major disaster. i think that the police departments had to work closely with the community, and we have been trying to organize neighborhood of large groups. it is exactly what you do when getting ready for a disaster tech. we have been looking at doing cross-trainin
