now, the other races in minnesota, nbc news declares rick santorum, the projected winner of the minnesota republican caucuses. nbc news also projects that in the minnesota caucuses, santorum will be followed by ron paul in second place and mitt romney in third place. newt gingrich is in fourth. to the missouri republican primary, nbc news declares rick santorum the projected winner with 99% reporting. rick santorum has 55% of the vote. coming in behind santorum is mitt romney in second place with 25% of the vote. ron paul in third with 12%. and 4% in the uncommitted category. newt gingrich was not on the ballot in missouri. now, missouri was the only primary of the night and is nonbinding. that's because the missouri republican party will caucus later this year and will allocate delegates during their convention. now, big night for rick santorum. he did speak to his supporters tonight in st. charles, missouri. take a listen. >> conservatism is alive and well in missouri and minnesota! tonight was not just a victory for us, but tonight was a victory for the voices of our party. conservativ

rick santorum leads in the latest minnesota poll but not by much, but he leads. santorum has been campaigning among minnesotans in the big faith community. he was at a mega church yesterday in eden prairie. the agenda of the state matches up with santorum. there are four conservative ballot issues coming up in the legislature, republicans are trying to pass the constitutional amendment to outlaw gay marriage. pass voter id requirement and also requirement of two-thirds majority for any kind of tax increase and of course make minnesota a right to work state. they are trying to bypass the governor and get this through, which they could do. santorum has even revived sarah palin's talk of death panel saying the health cares of mitt romney and president obama have similar kinds of cost containment. >> they are often times referred to as death panels. why? because they ration care for those people who they don't believe these procedures are effective. so you have government making decisions and apportioning care based on research that shows what outcomes should be or d

let's look at what happens in minnesota. minnesota 2% of the precincts reporting, look at the santorum number 49%. just 2%, there's a long way to go, but look at ron paul, significantly ahead of mitt romney. no wonder he was downplaying the results today. and gingrich again coming in last. we'll see what happens but here's what the prediction from minnesota looked like as they were going into tonight. the prediction was that santorum would win 33% romney 24% gingrich 22% and ron paul 20. kind of interesting. and in this one this state in 2008 the republican caucus, romney won it over mccain. so what does this mean? how does he spin this coming out if in fact he comes in as low as you see here? harmeet, how does he react? >> well, it shows he has some work to do among conservative voters obviously. again, minnesota is a state with a high number and percentage of evangelical and christian voters and so romney's got to be concerned by the fact that he's got the support of the governor of the state. >> he should be concerned tha

a lot of attention on what happened last night especially in colorado and minnesota. rick santorum according to "the washington times" clobbering mitt romney in head-to-head match-ups also in missouri's nonbinding primary, rick santorum winning the caucuses, snagging a close victory in colorado. none of the three contests leads immediately to any delegates. the results clearly suggest a strong pool of support for the former pennsylvania senator, rick santorum, highlighting dangers going forward for mitt romney who had by far his worst showing of the campaign. this morning chuck todd pointed out one tweet that was sent last night that mitt romney has won every state that hillary clinton won in 2008 and lost every state hillary clinton lost in 2008 up until this point. so some interesting analysis back and forth on what we saw last night, what it means moving ahead. clearly a victory for rick santorum. he spoke to reporters and supporters in st. charles, missouri. >> tonight the voters of america, the voters here in missouri, the voters in minnesota and i'm hopeful the

minnesota has passed, as you know, mr. president, some of the most stringent mercury rules in the country. in 2006 our state legislature passed laws requiring our largest power plants to cut mercury emissions 90% by 2015. the federal government is finally catching up and will publish a requirement in the coming days to make similar reductions by 2016. yet, despite everything we've done to combat mercury pollution, we're still grappling with its consequences. a recent analysis of 25 years of data found an unexpected rise in average mercury levels in northern pike and wildlife in minnesota lakes. after declining by 37% from 1982 to 1992, average mercury concentrations in these fish began to increase in the mid-1990's. during the last decade of that period, 1996 to 2006, average mercury concentrations increased 15%. these numbers make one of the clearest possible arguments for supporting federal protections, because we all have a stake in protecting the health of our fish and wildlife, and we can't do that if we can't keep da
