he was rand paul's campaign manager during his 2010 senate run and then he was ron paul's campaign manager during his 2012 presidential run. so this is a guy who has been as anti-establishment, and as pro-paul as any republican in the country. in fact, for rand paul, the son, to get to the senate, he first had to win a primary against mitch mcconnell's hand-picked candidate in kentucky. it was the true believer conservative outsiders against that entrenched washington establishment. now one of the truest of the true believers is moving into a key position on mcconnell's campaign. but in some ways the move shouldn't be too much of a surprise. to a degree people i think really don't appreciate, ron paul's dramatically changed the face of the republican party. not on everything, of course. his attitudes on foreign policy and on the drug war haven't gotten him very far. but his positions on the size of government and in particular on monetary policy on the fed have basically won. i mean, the last book ron paul wrote, the thing he really wanted people to know about him before he ran for preside

if conservatives are punting for paul ryan and his specifics, let's just remind everyone what paul ryan has proposed for his budget over the next several years. most famous was his 2011 program to turn medicare into a voucher program that would drive up out-of-pocket costs for seniors and make it hard to get insurance policies for somebody in their 70s or 80s. $2 of every $3 of that suggested savings would come from programs for the poor such as medicaid and food stamps. pell grants would also take a hit that's for kids who can't afford college. do the same while reducing individual and corporate rates which would give the lion share of tax cut rights to the richest americans. you talk about redistribution, joan and gene. this is a redistribution plan from the bottom to the top. i wouldn't throw that word redistribution around if i were mitt romney because his partner in happiness apparently like to do that. >> we've been doing it for 30 years, chris. we've been shoveling money from the bottom to the top. and, you know, that is exactly what they want to do, and i think they are paying t

senator paul has been more than accommodating on this. he was willing to limit the scope of the bill to libya pakistan and egypt. with respect to libya and egypt, he agreed loosen restrictions so the funds would not turn off for 60 days and only turn off if it was clear their governments were not cooperating with the investigation into the attacks and efforts to find the perpetrators. in short, he was willing to accept the legitimate concerns that have been raised by colleagues with respect to the potential unintended consequences of the bill. then senator paul asked the majority leader if he could modify the bill. senators do this all the time, or at least we used to. we work together, we had manager's amendments, we allowed senators to modify their legislation to fix issues raised by other senators. so after all this work and this good-faith accommodation by senator paul, who to address the concerns of colleagues on both sides of the aisle was agreeing to changes that narrowed the scope of the legislation far beyond what he personally w
