house speaker john boehner criticized the budget proposal in a statement friday. he says the plan would not balance the budget, and accused the president of holding entitlement cuts hostage. the budget will be released on wednesday. congress is back in session today. and aside from the nation's budget, two other issues are looming large: immigration and gun control. democratic senatof chuck schumer and republican senator john mccain -- memebers of the so-called gang of 8 appeared on sunday morning news shows to talk about progess and pitfalls on bi-partisan immigration legislation. as for gun control laws.. time magazine reports the tough background check bill.. could come up on the senate floor within the next week or so, but doesnt have enough votes to get through the gop controlled house. the effects of sequestration are starting to sink in. state programs are beginning to feel the pinch of the 85 billion dollars in budget cuts that began in march. education program head start cut 5% of its budget due to the lack of federal dollars. universities and foundations

if the majority of the republicans don't want something john boehner shouldn't do it. it's a dysfunction of washington is a model of getting some legislation through. involves going to the senate first and driving up massive majorities in the senate. we have a graphic. look at the fiscal cliff deal. they went through the senate first and got it 89-8 vote. you had 40 republicans in the senate actually voting for it. so that really isolated the house, forced it home to put it on the floor. when they took to it the house it passed. 65% of the republicans voting no. but it did get through. i guess the question it seems the logic for boehner he decides there's some issues he has to do, he has to put it on the floor and willing to do it but pays a price when he does that. is this one of the issues he has to put on the floor. >> he said this week we would have something in the house. before we talk about the haster rule we have to talk about the house judiciary committee. the chairman from virginia who is not the suburbanite republican, very conservative, very opposed to most

john boehner immediately rejected it on friday. how much heartburn is there on the left, the idea that their democratic president has in a sense taken away from them the issue that these entitlements are sacrosanct and untouchable? >> there is a lot of heartburn. the white house says this is not a menu, it is a comprehensive package and doesn't have the all go together and i think that is reasonable. the left is very angry. bernie sanders has come out and dead -- >> from vermont. >> everything i can to stop it from going through and moveon.org is coming out and they are angry about it. but, look, these are actually -- the offer is the offer that was made during the fiscal cliff talks. and is actually not new. i guess maybe they are concerned it is actually going to actually happen this time. but, i think the president should get a lot of credit for coming back and basically trying to do a grand bargain, even though it will upset his base and upset some democrats and look, both sides will have to do something they don't want to do,

>> well, i think we're being a little misleading on the fact with speaker boehner, we've had $2.50 for every dollar, so 1 1/2 trillion dollars in spending cuts has happened, only about 600 billion dollars in new revenue. so, it's really not been a balanced approach up to this point and what we've been cutting, job training, medical research, law enforcement, critical, important government programs that we do want to invest. in what it sounds like what we're hearing on the republican side, all spending is not good spending. that's what we're hearing. >> at this point, let me ask you, mercedes, your report card on what the president, we expect him to announce, what it means for the american people, as it stands right now, and if you're not in agreement with what he wants, what does work? >> i think he's taking his eyes off, you know, the goal post here. i think what you're looking at, you know, we've seen nearly half a million people drop out of the labor force. we're seeing that again, an expansion of government programs, we're seeing already the payroll increases that have obviously im
