we supervisor wiener and avalos. what makes pb different from voting in a typical election is that public education is at the center. the pb really functions as kind of a school of citizenship and democracy. what we've seen is that that education process both serves as the leadership development ground not only for new leaders people who have not been part of the leadership in the community but also to transform their understanding of their community. one of the things that we saw recently in the process in chicago to kind of illustrate what that public education looks like there was a public committee that wanted security cameras. they met with the local police department and the local 9-1-1 center and what they found was actually what would improve public safety wouldn't be security cameras but proved latin-american are that was an important thing to incorporate into their experience as delegates. someone else that gets to the question of our democracy. is that pb ingenders a kind of deeper democracy. not only are

as i said before, i want to thank supervisors farrell and wiener for their initial proposal. i want to thank supervisors yee and kim for working on amendments that we have offered together that would protect tenants. i want to thank the representatives of the tenants community as well as i want to thank plan c, the realtors, and property owners for their advocacy here. when we started this discussion, the tenant community opposed any expedited conversion of tics to condos, and i understood that. we all know we have a fixed rental control stock. every tic that converts to a condo means one less rental unit. we also know these are objectedv accomplished through actual evictions or constructive evictions by us. when tenants and tic owners sat down, we really heard i think both sides of the equation. we heard from current tic owners of their plight, the fact that many of them were not themselves involved in any of the evictions. the fact that many of them are, as supervisor farrell alluded to, stuck in very difficult financing arrangements. and, so, i was focused on thinking abou

supervisor wiener noted this is the 11th public hearing on his ordinance. supervisor kim stated that she was pleased to see the two ordinances moving closer to each other in content. and supervisor chiu said he believes that the 11th hour is at hand and that the ordinances should move out of committee and to the full board. supervisor chiu proposed a series of potential amendments. they were not made in the committee level, but they will be addressed at the full board. both supervisor kim's ordinance and supervisor wiener's ordinance were forwarded to the full board for potential consideration next week. there is still a separate ordinance from supervisor kim that is pending for hearing before this commission and before the historic preservation commission. and the second ordinance would establish a process for appeal to the planning commission of the environmental review officer's decision about modifications to a project. supervisor kim's second ordinance and the potential supervisor chiu ordinance addressing the same issue had been scheduled for july 25t
