also been looking at a really busy 580 commute out of the tracy area. we've had a couple of different problems that have been cleared rather quickly. but the traffic is very slow from tracy to livermore on westbound 580. 6:32, let's go back to the desk. >> happening now in hayward, the strike that began 30 minutes ago. hundreds of city workers have walked off the job starting a three day strike. tara joining us live to tell us what led to this walk out this morning. >> reporter: in about an hour and a half this could get interesting. because these city workers just started picketing a half an hour ago. and at 8:00, their replacement workers are supposed to show up. not sure if there's going to be some sort of a confrontation. last night members prepared to hit the picket line after negotiations between the union and the city reached an impasse at the table. 280 workers are striking outside the animal control center, department of public works and libraries. workers say they've been without a contract since april and without a raise sints 2010. -- raise

so that's the place we're at tracy said we're very close to having the final drafts. and so we're in this planning phase for the next month or two where we go and turn the assessments into a set of actions. we call that a customized service plan. that could include resources you such as a is tenant improvement program. it would also be from any other department. so dp w tree trimming services. streetscape improvements college grants etc. we've started working w collaboratively with the departments and it kind of takes an initiative to get everyone together. so i thank everyone for getting involved that was the first piece of the work and the assessments are a lot more work than we anticipated but this is around the collaboration and the partnership. so i think from there, you know, as i said we're in the process of reading the assessments. we're extending the rest of the summer working with the controls office as well with our outside partner to develop the metrics which is a little bit complicated because it's tailored in each neighborhood. we hope to be able to eval

tracie potts joins us from washington. good morning. what's driving this move? >> reporter: there's a possible al qaeda threat out there, not a credible one that we're aware of, but it is time specific, sources tell nbc, and that's why they want to shut down a number of embassies on the 4th of august, which is sunday. take a look. if you look at the map you can see the embassies that we got a list of overnight. these are the 15 that would normally be open on a sunday that are going to be shutting down, including iraq, afghanistan and a number of others throughout the middle east and asia. this is what sources are telling us. as a result of ramadan, which ends on wednesday, they think there's some threat that's tied to the end of that muslim month of fasting. but they don't know what's going to happen. they believe the target is an overseas embassy or some sort of overseas post. but they don't know which one specifically. so in an abundance of caution, the state department says it is shutting them all down. richard? >> tracie potts, thank you. >>> defying request
