supervisor avalos. >> thank you, madam clerk. colleagues, i just have a few comments to make based on the mayor's responses to question time. am i allowed to talk about that today? >> is this on the introduction of new item, supervisor avalos? >> yes. thank you. so, you know, i thought what was significant was not so much the mayor's responses to the question. what was significant was that so many of us were concerned enough about the clean power program that we wanted to ask the question of the mayor about the same program. but in terms of getting a response that was accurate from the mayor, we really did not receive that. i'm holding in my hand here a copy of a resolution that was made by the public utilities commission back in december of 2011. this is a commission that consisted of all the same members that are currently on the commission according to radika fox of the public utilities commission. one person was absent. that was commissioner cain, but all the rest of the commissioners were present. this is a resolution that a

welcome. >> thank you supervisor avalos, supervisor campos, supervisor mar. it is a pleasure to join you here today. i am more than happy to answer any questions. i would like to open by acknowledging my predecessor sheriff mike hennessy and as sheriff for over three decades was bold enough to call attention to the flaws of the secure communities ice detainer system in 2011. it garnered state, national and international attention because it was was rare for a elected sheriff to highlight the discrepancies in the ice detainer system. still in 2011 the san francisco sheriff's department had detained and people were transferred to ice were in the numbers of over 600 people. because i think what the sheriff enditioned was implementing an approach that would begin to get to the direction that we are here today. when i came into office and when i was able to craft an internal policy that would seriously build upon, and we had considerably so on what was started by sheriff mike hennessy, and we have seen a drop in these detainers by a sheriff initiated policy which

supervisor avalos agreed and this legislation focuses on the expansion of non-conforming unit. before i get to the departments recommendations of approval i have my colleague to a explain this. >> good afternoon, commissioners aim supervisor from jonah losses office. as ms. hay word explains this is section 81 it deals with the non conforming units. more for the benefit for the public those are sprartd from nell units that are built with permits that are zoned for a lesser amount of zoning pursuant are the staff talks about 3 units and one would not be permitted and this asked they be treated all the same and the possibility of chang them we've made one amendment it restricts the envelope as it currently it. we feel that would sdrurj alternatives that would decreases the fieblt like add a bedroom. at the july 17th meeting we perpetrate another amendment that we're still working with the city attorney on which would deal with concerns that there could be motivation for people to alter the unit and we're working not to alter those dealing with a eviction and we're going to model

also recognizing john avalos, our supervisor for this district. but often a voice at the board in this city about issues of equity, and that is why i think it's important that we announced it at a place like balboa park. i live here just literally two minutes away, so, i often see this park completely crowded with so many families, especially with all the great improvements that rec and park has put in, in collaboration with the supervisor, because i know that some of his discretionary funding has often gone in to support efforts here and, of course, across the street with the challenges of the -- both the bart and the muni station. but it is all about our neighborhoods. and i go back to what supervisor farrell said, and i want to again thank and appreciate supervisor farrell, his staff margo kelly, another great effort. this is what innovation does in the city. it gets everybody to actually work at even higher levels in government in a public-private partnership with companies like google and all the rest of the wonderful members of sf city to do

i know trustee -- i know supervisor avalos, you mentioned student equity. well, some of the things that we did look at, and i was happy to co-sponsor, was we actually had a resolution to first collect the data for student equity because we do know that our black and brown students are not succeeding even in community college at the levels of others. we also looked at accelerated basic skills courses and even though there is a lot of -- a lot of conversation, a lot of debate in disagreement. that's what a democracy should be. i think we get deemed in terms of the accjc because we're not smooth, democracy is not smooth. you have arguments, you have debates, but at the end of the day you come out with an outcome that is justified. we're improving these accelerated skills courses so students who, yes, they did take three, four, five, six semesters to get out of basic skills. now we're going to hopefully see them get out of their basic skills courses a lot faster and that will lead to healthier outcomes. and so while we're not perfect and i don't think any insti

we have a gentleman from supervisor avalos offices. and supervisor avalos what like this continued to the call of the chair we're hoping to have the city attorney to move forward on a portion of the project. to give you a brief update. the planning staff outlines this as 3 parts of the legislation. the main part is section 33 of the criteria considered when considering merges of residential units. it's our tennis to bring this more 40 in line with having an option to have affordable housing. we're hoping to move forward on this. another part of the legislation section 181 deals with legally inconsistent non-residential units. there is some question on how those relate to the second unions. those are not traditionally in-law units their traditionally built before the zoning of the city and it's on a parcel that's zoned for two unit. we want to have legal protection for those units. at the planning commission they asked for additional time to look at this so we want to introduce new legislation and the planning commission will reconsider
