at the same time part of the network of grantees here in california they have been stepping up in their leadership to support the legislation. it is ab 1178. the california promises neighborhood initiative and what it will do is establish 40 neighborhoods across the state and that will include the planning and pledges grants that exist currently. it would also provide competitive preference towards other state resources to help align the work that is currently under way in a lot of these communities. the program would be housed in the california department of education and so we've been working closely with the agency to continue to structure the language to provide additional benefit to communities to help thelma line the work across to cradle to career pipelines. following from mr. campos statement earlier that the country is watching, san francisco and the mission and the kind of their work they are doing here, i think the country is also watching the state of california because if the california promise neighborhood initiative actually passes, it would be the first statewide model i

we now know it's called covered california. then it was inter connect for individual consumers and that program has been terminated and no longer exist. we now know there are parameters for how health plans for covered california must include providers. we included additional information on these items as a result of health reform implementation. so, finally some commenters suggested an analysis issues that were not included or not covered as comprehensiveively as some of the commenters would have liked in the master plan. these include pharmacy services and end of life care including hospice and substance abuse in san francisco specifically the abuse of prescription drugs in san francisco. these items were added to future consideration so we make note of these request by commenters to ensure the process includes analysis of these issues in the next data of the master plan. the final section of our presentation is next step. on the slide that where we are is highlighted in orange. this makes it look like we are more than half w

, our mission is for everyone here in california to have access of quality affordable ho*elt care, i would like the supervisor's commitment in providing health care services for everyone who lives and works here in san francisco. the affordable care act, i wanted to say a few things related to the affordable health care act, the affordable health care act is a historic opportunity to expand meaningful health coverage, some key achievements include 640 thousand californians to got mep throughout the health program, there's been 4 thousand young adults who are between the age of 18 to 26 who have been able to stay under their parents coverage because of the affordable care act and there's 21 thousand californians who were denied health coverage because they have a preexisting condition who are able to get health insurance through california's aca funded preexisting condition insurance pool, so that's all the good news and medi cal expansion is going to happen which will provide health care to children and low-income adults as well as the exchange here in california, but what i wanted t

through a combination of truly green power, mostly produced right here in california, san francisco's cca would have made great progress towards our city's shared environmental goals. but that's not the deal with the shell oil that the puc commission just rejected. the program that they said no to included only 25% true renewable energy. this is a serious degradation of the environmental benefits. the san francisco public utilities commission took a look at the deal that the staff had negotiated with shell and the commissioners decided that using 75% renewable energy credits or recs did not provide the green benefits this board of supervisors had repeatedly insisted upon. recs, as you know, supervisor, are like certificates. they can be traded from one wall street speculator to another. they derive their value from commodity trading just like stocks. by the time those recs reach our community choice aggregation program, their environmental benefits are far removed. we're not even sure whether we can achieve any greenhouse gas savings from recs. we'd be dependent upon shell oil to help

our data source to look at this was the california community college data base and the department of labor and census bureau data and limited survey of other public and private colleges in the bay area. our evaluation is very specific as to try to estimate some direct cost and impact. it's not an impact analysis to ensure economic growth of the city or job growth. so in terms of a profile of city college students a. a. this is based on the last 2014 there were nearly 80,000 students. some of this is repeated after what supervisor mar has already said. the largest categories of students are the 20-24 age group and 50 and older age group. in terms of credit and non-credit courses, the younger students 20 years of age or less are mostly in the credit courses. many of these students are full time or near full time. older students are in the non-credit programs. about 1/3 of the students in the credit courses are receiving some form of financial aid. 3 percent of students are low income, meaning that their families are 150 percent of the federal poverty level or less. the estimate 30 perc

student proficiency on the california standards test, cst and english language arts remains over 60%, leading the state. there was a slight decrease of less than half a percentage point compared to last year. however, when compared to other school districts in california, they saw greater decreases in student achievement. this was not an uncommon occurrence over the state. when looking at student achievement, i want to remind our constituents that the most informative per fewspeculative is to see trends and how students perform over time. ~ perspective not just one year of growth. it is important to note our students made significant gains in english over the past five years and a positive growth trend continues in math. we will continue to analyze these results. i can guarantee you there are many and deep conversations happening in every one of our school sites, in our departments, and we will continue to share the results as well as other important measures of student achievement and well-being and learn from them so that we can all improve. our school site leaders are actively look

or purchasing through coverage california. and for businesses that are providing the health insurance for the full time employees and that, you know that may not be an issue but for the part time employees and so, kind of where, this sort of, i think that the big sort of intersection is going to be, is that, under the 9th circuit supreme court ruling made the determination that the city option was a realistic alternative. and the city option will no longer be available for an individual to be able to enroll in because that does not meet the qualifications for the affordable care act and at this point, all indications are still, that the health reimbursement account is not going to be allowable and so when we have an employer mandate for businesses with 20 or more employees, how does that money get connected with the employee who now has that individual mandate to take action? and so this is, that is going to be one of the core components that the health, the health council is going to need to work on, and to address. and i, so

there are other systems like this in california. in terms of the fears that were discussed i've spoken with the fire prevention inspection and they've not noted an incident including back up batteries. the fire department conducts inspectors as was mentioned on a routine base. i've been consistent with the appeals. first is the cad. and i quote the discussion is whether to possible have an impact on the environment. with all due respect i think this is a note an argument that's reasonable at all. the service issues are covered under d b i. i know that d b i has to continue to issue the permits with the service issues. and they have to have construction maps and i don't think it's relevant to our sequa discussion at all. a lot of the comment were focused on flooding issues. we have conflicting opinions from those who do the work at the building and some of the neighbors who talked about the flooding. first of all, this prior flooding happened in 2006. and let's be clear there were corrective actions taken. there's not at the same set

i want to commend mayor lee, there is nothing in the california statute that requires the sf puc to be the response offer cca. i do think it would be the most logical choice, but given the political stalemate, i think it's smart for you to look at alternatives and there are many alternatives i think including marine, i think it's definitely work a conversation with them. there are cities in the formation process and this maybe even an opportunity to join statewide effort. i would welcome a conversation with you, miss miller in the future because i think there are some options that you ought to be considering. a couple quick comments. one is to let you know on wednesday, the county board of supervisors in san diego unanimously approved funding for cca study for the renewable energy program. i offer that up as an example as another large california city moving towards the cc accessible -- model. they have a way to go but in that direction. and the longer this goes, the more missed opportunity not only from a green perspective but from an economic perspective you have going on. we know th
