but that is a model that the state of california is doing under the inner agency on veterans san francisco can take the lead. if we do it right, under the one vet one voice concept, we could copy this county by county, and throughout the state. and so my pledge is to make sure that one vet and one voice is successful and i am doing everything that i can to bring and unite all of the resources and veterans in the city of san francisco. on october fifth i am having the second film festival at the mission cultural center to invite the community to learn about what is facing the men and women and i invite you to that as well. and one of the inspirations of this one vet one voice is ted and because when i found out what ted was doing, you know, dad and you are doing this and so why not get this all under our umbrella and so i have chase bank on board and hilton hotel on board and many other agencies that are on board to help with this initiative and i do a monthly town hall to bring the partners together, and to provide and i would love to see a veteran's cafe opening up at the new terminal and

this is an example of a proposed with the liveable streets on polk street between california and the bike lane on the west side of the street is proposed to to be a raised bike lane. our concern is are we prioritizing the vehicle use around the commercial activities and the easy and ability to the businesses getting they're deliveries or are we designing a system to dictate deliveries are going to have to double park. some of those streets may not be wide enough to handle all the needs. and so just again kind of for our concern is we don't see the need for commerce to happen. are we going to be able to facilitate those needs. what are our priorities for our buses is it a priority for businesses to be able to get is it a propriety to have bicycle paths and we may not be able to facilitate all of those. so i'm not much has been said around the deliveries but one of the things you know that comes to my mind of a tool we may use i know there's federal regulation that obviously delivery vehicles are not using the delivery zones and their you deliveries are at the top of the block and they

houses constructed in the sunset district pr that was developed by planning staff and certified by a california grant. a total of 2 thousand and 6 hundred family houses looked at on city blocks were evaluated for the - in the context statement that the commission adopted in april of this year. the survey was conducted and looked at it by hvnt. it bend from preservation court reporters and members of the survey advisory group which included (calling names) who is the co-founder and a contributeor of the team. a solid team spent a lot of time entire special thanks i quick recap on the survey report. 84 buildings are included in the national registers and those include the sunset the track historic district which contains 2 hundred and 53 buildings and in the historic district that are 94 buildings. and in addition 2 thousand 2 hundred and 89 building or 83 percent in the area don't qualify as individual properties or as contributors to the historic district. finally 1 hundred and 12 buildings were not evaluated because they were contradicted after 1950 or whatever they were not a financial family

board for caltrans has selected a california tarantula method and this is a good fit. the main difference with the approach is it compliance the elements of the scope. this is to remind you this is one of the k prop early investments in high rails terminating at the transit center. another piece of good news that should help with the projects in san francisco bay caltrans has made a great deal of progress in revising the highway state manual. it's sort of the go to book and it runs into challenges for places like san francisco where we have businesses like the 19th avenue cord and lombardy there will be revisions that allow the xamentsz and will greatly streamline the projects. this could allow us to put trees in the mediums to help beatify and we need to also accommodate bicyclists. we expect to have the revisions at the statewide level i want to thank caltrans and our staff and our interims. another front the construction the prompt project ramp is moving into construction that $77 million construction project will connect to the new bay bridge and if you get to look

it could be that less members are joining the california reserve peace officers association. i don't have an answer for that because these are volunteer programs. i will say that in some other agencies, they do pay their reserves. we don't. some of the agencies that i put on the screen do. but really, i don't have an answer. what i would like to do is add to it. that is our plan from our department. >> wonderful. and i don't want to take up all the questioning time, but i want to be clear on the training and the background checks because i understood from your presentation and i want to double check on this. did the training, they have to get the training outside elsewhere become they can become part of our reserves. but the training level is roughly the same for level one as it is for our full time paid people, is that right? >> yes. the level one training that is received outside of our department is the post minimum standard. so in other words if i was a recruit in 37 of the other academies in the state, i may go through a 5-month program and met as a peace officer. i'm be

in california it had 184 members and down to 5486. many of our reserves are associated with the peace officers association. in terms of deployment, the reserve officer team meets on the first wednesday of the month at 6:00 at the police academy. there is a photo there of the meeting and it appears they are having a k9 training. there is on going training and that's why we have the program under the base umbrella and they are required to go every 2 years, 40 hours of continued professional training which is the same standard for our full time police officers. in terms of when they meet, they meet for several hours starting at 6:00 and they have training on legal updates. department policy, crowd control, k 9 work, crowd management. f to manual. just to name a few. there is a calendar schedule. they come to the meeting on a wns -- wednesday and know what topic they are going to be taught on. volunteer hours for level one there be 16 hours of volunteering. our department mandates that the reserve officers volunteer 20 hours a month. so w

our mandate is in california and welfare institutions code and it establishes a justice commission in each county and charges our commission with inquiring into the administration of juvenile justice in san francisco. there's 12 commissioners serving in a capacity. we expect the facilities and programs of the juvenile justice system and group homes that youth are assigned to and adult lock ups where juveniles are held. in the expansion of programs for the youth residing at law cabin ranch and a viable master plan, we are in favor of those. we endorse all of the recommendations of the civil grand jury and we thank them for the work that goes into the report of the grand jury. we have a tremendous respect for chief alan nans and ranch director dan prince. we urge increase funding for law cabin ranch and for the juvenile department as a whole. as a former civil grand juror i would like to address a comment made by another speaker. the civil grand jury does have subpoena power and generally city departments s employees are corporate but with he have used our power in cases where it has be

at the same time part of the network of grantees here in california they have been stepping up in their leadership to support the legislation. it is ab 1178. the california promises neighborhood initiative and what it will do is establish 40 neighborhoods across the state and that will include the planning and pledges grants that exist currently. it would also provide competitive preference towards other state resources to help align the work that is currently under way in a lot of these communities. the program would be housed in the california department of education and so we've been working closely with the agency to continue to structure the language to provide additional benefit to communities to help thelma line the work across to cradle to career pipelines. following from mr. campos statement earlier that the country is watching, san francisco and the mission and the kind of their work they are doing here, i think the country is also watching the state of california because if the california promise neighborhood initiative actually passes, it would be the first statewide model i

california coverage, is not obamacare, it's really a separate entity that was formed in california. there is a separate governance and non-profit. what they have done is two changes one for individual and one for small employer groups. there is two separate exchanges, not one. what they have done that was a key decision point in my mind was that they standardized the health plans and the health plan benefit design that are in the exchange. the reason why this is important as i mentioned on the metallic here, if you standardized the metallic tiers, they are still confusing to the consumer as to how do you compare one plan to the other plan a because of the co-pays out of pocket. the covered california leadership said we are going to standardize plans and lead in this business and for this plan design and therefore the only thing that changes is your premium, negotiated rates and your model whether it's a p po or some other plan design. the >> important thing to know is that standardized designs are two different exchanges. back in may of this year, covered california, about a year ag

what that means for us is that the state of california is currently in discussion about what and how and who will get these assessments in terms of pilot form in the coming months and years in the roll out. we in san francisco have been apart of some pilot. we're advocating strongly that we want to give the pilot smarter balance assessment to all of our students. we think it's important that our families have an indicators and understand even though it's pilot form how their children are doing. with that being said it's going to be increasingly incumbent upon our parents and our community to pay attention to the common learning assessment. the bench mark assessments that are given three times a year in english arts and math. dr. conner have done a great job in aligning that in a real way. so parents will be able to get some real time feedback on how their students are progressing in terms of mastering state standards and the common state standards. i've been asked numerous times what's the big deal? why are we making a big deal about transitioning? at any time you transition you're g

and the laws in california around the waste started with 8939 this was a state wide goal that requires all municipality to generate 50 percent of the material that they generated from the landfill by the year 2000 and steep fines could be incurd for any that did not comply. san francisco surpassed the 50 percent goal, and wanted to expand the goal and aim higher. so the board of supervisors and the commission on the environment passed a 75 percent landfill deversion resolution by 2010. and a zero waste goal by 2020. and as you know, san francisco has the highest landfill deversion rate of any large city in the country and we divert 50 percent of the material that we generate from the landfill and so that was great. and we are well known for the mandatory recycling law. and this requires everyone in san francisco and not just government, but residents and visitors to properly separate into recyclables and compost and trash and this really quicked up the composting. this is interesting, and this san francisco, deversion and disposal and generation between the years 1995 and 2010. and the
