pleasure to work with harlem and i'm enjoyed working with steve, and michael and today, sharon who is now retired and michelle in her place. many attorneys in the city attorney's office and countless. it has been a pleasure and with a number of other staff people, management levels, people with offices and people who work in the field, it has been a true honor and a treat. in thinking back about my career, the first time i met your staff career was in 1967. i was at fonsaca and in 1977 i got became a consultant and met more people and in 1984 gene killager was a general manager and wooed me to work in general service. at the beginning of my career i never even thought of working in the public sector. and i never thought that my introduction to that would be the city and county of san francisco. it's kind of a trial by fire in some ways but it has been rewarding. extremely rewarding. for the last 18 years i've had the unique and also very rewarding experience of working where the 26th wholesale customers, your wholesale customers are member agencies for the last ten years working for t

reach out to people who are clearly living on the streets and our program was in the western part of harlem. we would bring people sandwiches and we developed relationships with people. one of the things that would happen wins once in a while we would talk to somebody, and we think we know that guy, his name is george. i would say george, how are you doing, would you like a sandwich. he runs the other way because he's had interaction with us before who the sandwich was an entry to getting them locked up for 6 months and whether or not you think that people living on the streets were you consider that a life, those people do consider it their life. so we feel that there absolutely needs to be more services for all levels. we do not feel that we need a coneject ral and problematic extra involuntary process in california and certainly not in san francisco. >> thank you. i think we were impressed in visiting the harlem children's zone, no matter how you enter the children's zone, whether it an after school program or social work service or you join one of their charter schools, once you are in, there is a stickiness, there is an embrace, we are going follow-up with you, we are not going to let you get away. we've captured you and you are part of us now maybe there are some procedures and more importantly we get to know who you are and we make sure that you are successful. by linking our school districts we have more boot on the ground to develop that embrace and to make sure we are making it through the system. we are looking at challenges of research base of allocating funding and working how to work more effectively. we just want to bring some of those details and ideas and any questions you may have we are welcome to it. >> are there any questions or comments? i just had one and that was i remember when i sat on the school board when we saw expulsions come to us which was the same pattern with no credits and they are going to the county schools. the q

not say which ones they are and it competes for my favorite painting in the exhibition it is view of harlem with bleaching grounds in the foregrounds and one of the most important innovations for the 17th century, dutch landscape painters was the way that they approached the sky. for any of you who have traveled to the netherlands you know that there is a low horizon line and i have been told that the dutch people and i can be corrected. that they call their clouds the dutch mountains because the landscape is so low that really you get these massive clouds in the sky and that is the kind of important topography to talk about. this is another example by the same artist and it is a winter scene, and as i move through these images of different paintings from various national schools. i don't want to talk too much over them but to let you feel how the atmosphere and the mood is changed by the different kinds of clouds that the artists have chosen to depict. and i wanted to also var clearly indicate it was interesting when putting together this powerpoint, i don't typically like to put any words

unified's program, some people are credentialed teachers, some who are supervised by credentialed teachers, harlem children zone, wrap-around services. seem like the hybrid approach where it's community and nonprofit and some governmental or semi-governmental agencies. that seems to be the way things are going now. do you think that's the rye way to go forward or are there other strategies that maybe sneed to be tried to help african-american boys that aren't really on the table right now? >> i can't say enough about the importance of there being an employment aspect to this. if you look at numbers of those who are killed over that period jill tucker described, i bet very few of them had jobs, very few of them had careers. you've really got to recognize the young people who think they're going somewhere because there's something to live for, because they have a family, they have a career, they have a future, are going to be -- make different decisions than young people who are headed nowhere. and so we really have to address that aspect of the problem. >> and i think what's interesting about this
